01. Prescribed EMD will have to be paid by the Tenderer, which will be accepted by crossed Demand Draft drawn on Bank of Baroda or SBI payable at Ukai. Tender submitted without EMD are liable to be rejected. All Tenderer are strictly instructed that Xerox copy of DD No. of EMD & Tender fee to be sticked on tender cover without which it will be presumed that EMD is not paid and tender will not be considered/accepted.

[C] Bidders are requested to submit price – bid (Part-II) on-line only and not to submit the price bid in physical form. This is mandatory. If price bid is submitted in physical form, same will not be opened and only on-line submitted price bid will be considered for evaluation.

It is mandatory for all the bidders to submit their technical bid documents by both forms viz. on – line (e-tendering) and physically in schedule time. Tender documents submitted in only physical form will not be accepted and same will not be considered.

03. Tenders received late after prescribed due date & time will not be accepted. Any alternation / modifications to the bids received after opening of the tender shall not be considered unless called for by the GSECL in negotiation.

04. The offer of bidder may be ignored if penalty is recovered from him by competent authority of any power station of GSECL for negligence of work or non compiling the requirement as per Terms and Conditions of work order issued to him in past within last three years .

05. Before quoting the rates in the tender, Party can see the site for correct assessment of work. No ignorance of rate quoted shall be entertained after opening of tender.

06. The offer should be valid for minimum 120 days from the date of opening of price bid. Otherwise offer may be rejected.

07. Chief Engineer (GEN) GSECL-UKAI TPS reserves the right to either accept or reject any or all tenders without assigning any reason any thereof.

08. If contractor’s bid does not meet the pre-qualification criteria, then his offer is likely to be rejected without any reference. Decision regarding this will be taken by the C.E. (Gen.), UTPS and binding to all. CHIEF ENGINEER (GEN.)

PRE – QUALIFICATION CONDITIONS FOR TECHNICAL BID

01. Tenderer should also certify that the tender submitted is unconditional tender and

specifically remarks “Unconditional Tender” on cover it self.

02. For Technical Bid the Bidder will have to submit following documents.

a. Past executed order copies of same work i.e. Overhauling of Boiler Air pre-heaters system work carried out in power station of GSECL, other State Electricity Board and NTPC etc.

b. Experience certificate for same type of work from GSECL, other State Electricity Board and NTPC etc.

c. Copy of separate P. F. Code Number. PAN Number and receipt of EMD paid.

d. Service Tax Registration Certificate.

e. List of tools and tackles lying with them for carry out the work.

f. Schedule- A, Terms & Conditions duly signed on each page, deviation if any clearly be brought out.

g. Evidence of having successfully/satisfactorily carried out work of satisfactorily at the thermal Power Station of SEBS,NTPC & Public Sector within last 05 (five) years period. The experience certificate with order copy & satisfactory work completion certificate from such organization where the work has been carried out by the bidder should be submitted without fail.

h. Latest Bank Solvency certificate of minimum 20% of estimate cost from any nationalized bank Technical Bid without above will not be qualified & liable for rejection.

03 Chief Engineer (GEN) UKAI TPS reserves the right to either accept or reject any or all tenders without assigning any reason any thereof

04. The offer without any of the above documents or non acceptance of any clause shall be liable for rejection. In this regard the decision of CE (G) Ukai TPS shall be final & binding.

05 Subletting of tender is not permitted.

06 Service tax or any other taxes- applicable must be mentioned in price bid only & if mentioned in technical bid or else where are liable to be IGNORED.

07 In no. circumstances price should be quoted in Technical bid. Bidder has to quote their rate only in price Bid in schedule –B.

08 Price bids of technically accepted tenders only shall be opened in the presence of intending bidder after giving due information to them.

SCHEDULE – A

NAME OF WORK: Overhauling of Air Pre-Heater system of Boiler Unit 3, 4, 5 at Ukai TPS.

1. SEAL SETTING: a) Axial Seal Plate & Axial Seal Settings: Axial seal plate concentricity is to be set with the help of four adjusting bolts assemblies. The servicing of the adjusting bolt assemblies also included in the scope of work. The concentricity is to be adjusted to the specified limit and as per instruction of EIC. The bolt rotating cover is to be removed before starting and to be re-installed after completion of work. Old, worn out and damaged seals are to be replaced by new seals, worn out bolts, nuts are to be replaced. All seals are to be adjusted within specified limit with the help of straight edge. Bolts and nuts are to be tightened. The seal ends are to be locked by sealing tab. b) Hot End Radial Seal Setting: Either old but good conditioned seals are to be set by loosening bolts, nuts and eroded, damaged seals are to be removed by removing seals bolts and new seals are to be installed and set within specified limit. In any case aluminum straight edge is to be used for seal setting. Worn out bolts are to be replaced and all bolts are to be tightened. End seal tab are to be installed as per instruction of EIC. c) Cold End Radial Seal Setting: Old eroded and damaged seal are to be replaced. Eroded seal bolts are to be replaced. All seals are to be set within specified limit by using straight edge and bolts are to be tightened. Straight edge is to be set to specified limit. End seal tab are to be installed as per instruction of EIC. d) Setting / Replacement of HE & CE Bypass Seal: Eroded and worn out bypass seals are to be removed by opening bolts, new seals are to be installed and adjusted within specified limit. Bolts are to be properly tightened with new lock nut. e) Replacement / setting HE & CE Rotor Post seals: Eroded and worn out Rotor post seals are to be removed by cutting, new seals are to be installed, adjusted within specified limit. Seal should be weld properly by using standard welding rod.

2. Static Seal Modification: Damaged/eroded static seals are to be cut and removed from HE and CE sector plate, axial seals and to be prepared by grinding. New static seals are to be fabricated from MS plate and same are to be welded as per instruction of EIC. The static seal ends are to be properly fabricated and installed so as to prevent gas leakage. In all HE sector plate inboard provide static seal after fill up of Ka-wool and prevent Air /gas leakages.

3. Replacement / Repairing seal ring segment: The eroded rotor post static seal (drum) is to be cut and removed, new one fit up and fully weld properly as per instruction of EIC. The residuals of cutting are to be grinded and finished before new is providing. New static seal with rotor post is to be fully & properly welded. In the hot end primary side, secondary side & gas side patch work inside the seal ring segment and metal filling-up in the sector plate bolts and Trunion shaft bolt check up before static seal ring segment (drum) providing etc.

4. Support & Guide Brg Flushing : The guide and support bearing of the air preheated are to be opened out by removing its top cover carefully. For inspection and for bearing clearances old oil is to be drained and flushing

of the bearing is to be carried out with kerosene. The bearing housing is to be filled-up with oil of correct grade up to the marked level. Also flushing of Lub oil tank is to be carried out and after complete cleaning tank is to be filled-up with fresh oil.

5. Providing of Kao wool: Kao-wool should be provided around the spool ring segment to prevent leakage’s, air pre-heater housing is to be checked for any erosion and if required, old eroded portion is to be out and fresh Patchwork is to be done. All HE/CE sector plate In-board side Kao-wool providing before static plate welding work to be prevented Air/ gas leakages.

6. Removal & refitting of new static seal of Axial sea l plates: The existing seal is to be replaced by adjustable 6 mm plate. The sketch of the modification work will be given by EIC. Any amount of cutting/drilling at site, welding and rework is in the contractor scope. Successfully commissioning of this modification is also included in the scope of work. The modification is to be done for all three axial seal plates both at hot end and Cold end for each APH.

7. Gear Box old oil draining/flushing & new oil replac ing: Servicing of main drive gear box includes removing the old oil, cleaning of gear box, checking the gear and bearing condition by opening inspection door. After checking new oil top up to required level. It also includes replacement of carbon ring. Servicing of air motor includes dismantling of rotor, replacement of bearings, blades and coupling if required Checking of fluid coupling for any leakage, replacement of oil and required parts. Replacement of clutch if required after removing coupling. Scope of work also includes alignment and coupling of gear box to be carried out with main drive motor and air motor.

8. Cold End basket cleaning: All the cold end baskets are to be removed after opening covers. The baskets are to be water washed by pressurized water jet each basket is to be inspected for damaged. Damaged baskets are to be repaired by welding. The cleaned baskets are to be refitted in sector. After installing of old cold end basket all doors are closed. The broken/eroded studs are to be replaced for proper tightening of the door and for safety weld nut with stud at four end & middle of each cover plate.

9. Repairing/ replacement of CE basket support: When Cold end baskets are to be removed for work of repairing / cleaning & replacement, each inner & outer grating segments are to be checked for damaged / erosion. The excessively damage / eroded inner & outer grating segments are to be replaced by new grating. The worn out support blocks are also to be replaced. The damage radial seal diaphragm plates are to be checked and repaired by welding, filling and grinding. The work is to be carried out as per instruction of EIC.

11. Alignment of T bars of HE/CE: Checking of T-bar bolts, nuts for erosion is to be done. If any T-bar is put beyond its tolerances, then the same may be removed and to be set as per instruction of Engineer-in-Charge.

12/13. Servicing of support/ Guide Bearings: Guide bearings and support bearings are to be checked after draining oil from the bearing assemblies and cleaning. Guide bearing clearance is to be measured with filler gauge. In addition, if the position of guide bearing has disturbed it has to be repositioned. Support and guide bearings trunion flanges and Trunion bolts are to be cleaned gap between trunion flange and end of rotor post must be checked by 0.05 mm feeler gauge to ensure trunion sealing. For this activity if any housing or cover plate is to be opened up and box-up after completion of work. Support bearing levels are to be measured by using a precision level of accuracy 0.02 mm/mtr. on bearing flange and to be adjusted by leveling the bearings. Bearing housing top to sleeve

flange distance is to be measured at 04 diff. Points at 90 and to be adjusted. Guide bearing levels are to be measured by dial gauge at eight different points on bearing flange by rotating rotor and levels is to be set as per design value. Glands packing are to be replaced at both ends.

14. Repairing of Centre section: This includes all three center section at APH hot end & cold end. The complete plate of center section is to be cut and removed. New plates are to be cut accurately and welded in the position. The center section plate should be welded on both the sides and kerosene test of each joint is to be taken. The repairing is to be carried out as per the instruction of EIC. Cleaning/removal of all patch repair/refractory/insulation work etc., throughout the length of existing plate and replacement with new plate as per shape and size with leak proof welding on horizontal and adjacent side base as per instruction of GSECL EIC. Scope of work also including repairing of Air seal assembly of guide bearing.Necessary air cleaning of system piping and providing new asbestos rope is part of scope of contractor without any extra cost.

15. Replacement of Axial seal plate tracking bolt: This item shall be operative in case of not replacement of sector plate by new one. The scope

include cutting old eroded adjuster rods. New adjuster rods shall be issued by GSECL free of cost for replacement. Before starting cutting work of adjuster plates the respective sector plates is to be locked properly. Such lock should be cut, removed after replacement work. The locating pins of adjuster rods to be locked and provide cover of tracking bolt after applying grease on them.

16. Repairing of HE/CE sector plate (Inboard/Out bo ard):

Damage sector plate is to be repaired by removing eroded piece and grinding the surface. New piece is to be welded from inside and outside in level with sector plate face and grinding to be done. Pitting surface of sector plate should be filled up by welding and grinding is to be done to make it in level with sector plate. Face of repaired portion, adjuster rod/tie rod and locating pin should be repair/rectify as per instruction of GSECL EIC and if required sector plate should be taken out from the position for repairing and re-locating shall have to be carried out after repairing as per GSECL EIC instruction.

17. Alignment of HE/CE Sector plate: Hot end sector plate is to be adjusted within specified limit with the help of tracking and adjusting rod. If required tracking rod assemblies are to be removed and same is to be lock again after completion of work. If required eroded / damaged tracking rod assemblies are to be replaced. Tracking rod assembly locking is to be cut and removed. Cold end sector plate is to be leveled with the help of all three tracking rod assemblies. Cleaning the ash from sector plate is also included in scope of work. After completion of work tracking rod assembly is to be locked. Contractor has to arrange for scaffolding and same has to be dismantled after completion of work.

18. Replacement of gear Box; • Remove the high speed coupling grid member connecting to the electric motor side in the Units fitted with fluid coupling.

���� Decouple from air motor. ���� Dismantle the gear box from the location and lower to the working floor. ���� Remove the pinion from the main drive gear box. ���� Shift the new gear box from main store / sub store to the APH floor. ���� Install new/ old pinion and lock the taper lock bush properly. ���� Reposition the main drive gear box. ���� Install finger gauge to measure radial run out of pin in pin rack. ���� Turn rotor and locate outer most pin. ���� Mark pin for future identification. ���� Using the same procedure, check the axial run out of pin rack bar as follows

Find the area or point of lower bar that is closest of the pinion gear, mark for reference. � Find the fatness as per or point on the surface of the end pin rack bar and set pinion

gear In this area or point to dimensions.

� Adjust pinion and drive assembly to clearance shown on rotor drive assembly. � Check pinion teeth for line contact with pins of pin rack by applying blue shim and adjust

as required to full tooth contact. Record pinion on check sheets. � Approximately 50 liters of oil will be required for the speed reducer rotor drive. � Carbon ring packing gland assembly must be installed. � Pinion cover and transition piece must be installed. � The scope also includes extension, modification of airline for fitting of solenoid valves,

filter lubricator etc. without any extra cost. � The party shall have to work in co-ordination and consultation with other working

agency (if any). � Air motor and Ele. Motor alignment carried out after gear box installation as per

instruction of GSECL EIC.

19. Replacement of Tee bar/ Rotor angle /by pass a ngle of HE & CE:

Worn out and eroded ‘T’ bars/ Rotor angle/By pass angle are to be removed by opening bolts and nuts. New ‘T’ bars/rotor angle are to be installed in radius of 444 MM. New ‘T’ bars/Rotor angle run out to be adjusted within specified limit only. Rotor angle is to be ground and cleaned before re-installation of ‘T’ bar/rotor angle. Tack welding of ‘T’ bars/rotor angle at the time of ‘T’ bar/ rotor angle setting is not permitted. Bolts-nuts are to be tightened to specified limit. Care must be taken that ‘T’ bar ends should not coincide with rotor diaphragm. Axial run out of ‘T’ bar/rotor angle is to be got as per specified limit by cutting, grinding etc. as per requirement, axial and radial on ‘T’ bar/rotor angle.

20. HE/Intermediate basket replacement:

Complete set of hot end basket (heating element) are to be replaced by new elements. Elements handling beam is to be installed before starting work after hot end basket removal door. No extra payment will be made on this account. The all removed baskets from APH are to be credited to main stores immediately by the contractor at their own cost. If extra platform /structures required to be erected for convenience of work, same has to be arranged by contractor, Corporation will provide only steel material for the same. The contractor shall have to find out and segregate the required type of hot end basket at Main store from the boxes by means of crane for speedy work. Required types of hot baskets are to be loaded in tractor / trolley by means of crane. Same are to be transported at site near working place and unloaded by means of crane. Hot baskets of required type are to be lifted to platform of APH by means of electric winch machine. All the transporting means & lifting tools & tackles (i.e. Crane, truck /trolley, winch machine, slings, rope etc.) required to carry out the job shall have to be arrange by the Contractor at their own cost. Minor repairing, rectification of elements shall also have to be carried out by contractor including cutting, welding if necessary for replacement of baskets (heating element). During reversing of heating element minor repairing of diaphragm plate is included in the scope. Elements handling beam is to be removed before closing the hot end basket removal door.

21. Removal/Reversing of Hot end basket:

Elements handling beam is to be installed before starting work after hot end basket removal door opened. The hot end baskets are removed reversed and inter change as per instruction of EIC. During reversing of heating element minor repairing of diaphragm plate is included in the scope. Elements handling beam is to be removed before closing the hot end basket removal door.

22. Guide bearing Replacement:

Guide bearings are to be checked after draining oil from the bearing, assemblies and cleaning the same. Guide bearing clearance is to be measured with filler gauge. Also, if the position of guide bearing has disturbed, same has to be repositioned. Guide bearing trunion flanges and trunion bolts are to be cleaned. Gap between trunion, flanges and end of rotor post must be checked by 0.05 mm filler gauge to ensure trunion sealing. For this activity if housing or cover plates is to be opened up and box up after completion of work. Guide bearing levels are to be measured by dial gauge at eight different points on bearing flange by rotating rotor and level is to be set as per specified design value. Glands packing are to be replaced at both ends. Following are the works to be carried out by party

� Remove bushing if unit is already assembled and carefully clean taped surfaces, shaft, bearing, outside of bushing and bore of hub / adaptor sleeve.

� Remove any oil leakage or dirt. � Remove any burrs which may be formed on the end of shaft or end of bushing. Place

bushing in hub or adaptor. � Oil thread and under head of cap screw, place screw loosely in holes shown thus in

diagram. � Make sure bushing is free in hub or adapter sleeve slip assembly on to shaft and locate

in position as desired. � Tighten screws alternately and every until all are pulled up very tightly wrench up to 17

kg/mtr � Hammer against large end of bushing using hammer and block or sleeve of soft metal

such as brass to avoid damage. � Screws cannot be turned a little more using the specified wrench torque. � Repeat this alternate hammering and screw re-tightening until the specified wrench

torque no longer turns the screws after hammering. � Screws must be kept at all times till other holes with grease to exclude dirt.

23. Bottom bearing Replacement:

Following are the works to be carried out by party. � Rotor jacking & locking in lifted position with sector plate. � Draining of oil from top & bottom bearing. � Rigging preparation for removal of bottom cover (16/20 mm M.S. plate 1.5 m Ø cutting

& preparation of jugad.) � Bottom covers removal by opening 28 Nos. of bolts. � Removal of support bearing by heating to avoid damage to the shaft. � Measurement of old shaft in position & new bearing like clearance, ID/OD etc. � Transportation or require material for above work from store to site and lifting at APH

work place. � Mounting of new support bearing precisely on shaft. � Leveling of bearing. � Fixing of bottom cover. � Assembling the bottom housing accommodating the support bearing & shaft. � Removal of jacked rotor and lock � Balancing & alignment, leveling of rotor as directed by Engineer-in-charge. � Flushing of top and bottom bearings by oil. � Refilling of new oil. � Trial run by air motor. � Hot and cold end sector plate checking and repairing. � Inspection of top bearing & repairing, overhauling in position etc. � Pin rack and pinion root gap checking and setting as per requirement. � Crediting of scrap. � Seal setting and other activities to put APH back in service in all respect are in party’s � Scope in quoted rate.

24. HE Sector plate replacement :

The work includes cutting, removal of existing sector plate. Lifting, positioning and clamping the same in position with the help of tracking rod assemblies shall have to be carried out. In board and out board tracking rods are to be cut, removed and new assemblies are to be fitted.Sector plate must be properly locked by tack welding. Properly linked and secured. Sector plate is to be positioned and leveled. Leveling and positioning must be done as per the instruction of Engineer-in charge. The work also includes removing of old static seals. New static seals are to be fixed on both the side of sector plate. If any, part of duct or APH housing is required to cut to facilitate work, then same shall be cut and re welded after completion of work. If extra supports are to be welded for removal and refitting of sector plate same are included in contractor scope. Extra supports are to be removed after completion of work.

25. Replacement of CE baskets :

All the cold end baskets are to be removed after opening covers. The old removed basket lower to ground floor and credit the same in the main store. The contractor shall have to find out and segregate the required type of cold end basket at Main store from the boxes by means of crane for speedy work. Required types of cold end baskets are to be loaded in tractor /trolley by means of crane. Same are to be transported at site near working place and unloaded by means of crane. Cold end baskets of required type are to be lifted to platform of APH by means of electric winch machine. All the transporting means & lifting tools & tackles (i.e.Crane, truck / trolley, winch machine, slings, rope etc.) required to carry out the job shall have to be arrange by the Contractor at their own cost. After installing of new cold end basket all doors are closed. The broken studs are to be replaced for proper tightening of the door and for safety purpose weld nut with stud at four end & middle of each cover plate..

26. Gear Box overhauling of APH :

Overhauling of the gear box consists of draining of oil. Shifting of the gear-box at required place of working dismantling of the same by removing pinion and all the gears along with shaft.Old bearings are to be replaced by new bearings. New bearings are mounted after raising the temp of the bearing in the oil bath. Assembly of the gear box is to be carried out and it is to be shifted to its original position as per instruction of Engineer-in-Charge. Fresh oil is to be filledup the marked level after complete cleaning of the gear box. Bearing/Gears should not be removed by direct hammer blows. Alignment of gear box to be carried out with main drive and auxiliary drive. Loose spares like carbon ring, packing etc. are to be fitted for proper sealing. Gear box to be flushed & new oil to be topped up. Mounting bolts of gearbox to be tightened to specified limit.

27/28. Replacement of pins/Pin rack assly: Replacement of pin of pin rack & pin rack assly work is to be executed as per requirement and as per instructions of Engineer-in-charge.

29. Replacement of trunion shaft of guide bearing o f APH:

� Party has to remove the old trunion shaft from its position and installed new trunion shaft. (Transportation of new trunion shaft from main store to site is in party’s scope)

� Party has to re-fitting / installation of all dismantled parts/ spares with new or repairing the same in its position

� Necessary locking of rotor is to be carried out before starting work. The same is to be removed after work completion.

� The opening of guide trunion bolts is to be done by spanners / fixtures only. Gas cutting is not allowed. Similarly after replacement of trunion, the trunion bolts are to be tightened by torque wrench to the required torque valve.

� Leveling of rotor after replacement of trunion in under the scope of party. � Any other related work required to complete the job and not mentioned is also to be carried

out by party. � Minor workshop facility shall be provided by GSECL. � New trunion bolts, steel material for locking shall be issued by GSECL free of cost.

30. Servicing of Guide bearing & Support bearing LO P system:

The system consists of oil pump, coolers, filters/strainer, various valves, flange joints, piping and water circuit for oil cooler. The work includes arresting oil leakage, servicing of pump and valves, oil cooler cleaning & Hydro test carried out if cooler tube found puncture then attend same,Filter/strainer cleaning, pump oil cooler and valve replacement with pipe line modification as per instruction of site engineer. Contractor has to provide hot insulation to the lube oil piping. Insulating material will be provided by GSECL free of cost.

31. Repairing of diaphragm of APH sector:

The eroded APH diaphragms are to be repaired by welding, filling and grinding, before installation of rotor seals. This includes repairing of all diaphragms at CE and HE and axial seal fitting position.

After completion of work of APH from inside all manhole ropes are to be changed and nut, bolts of manhole are to be tightened full and damaged nut bolts of man hole to bereplaced. The trial run of the air pre-heater will be taken in the presence of contractor and if any discrepancy observed during trial run, party will have to rectify the same immediately.

32. Seal Air Housing Replacement

Removing of existing seal air housing after de-coupling of seal air connecting lines shall have to be carried out. To replace existing seal air housing by newly modified, seal air housing after Minor modification if required in existing system so that system of sealing will be leak proof and connect the all connecting lines of sealing. To accommodate modification, works like sector plate removal and repositioning tracking rods and its alignment is in contractor’s scope.

OTHER FABRICATION WORK Fabrication works for which payment shall be made as per actual tonnage are as under: Center section top plate & slide plate of FD/Flue gas ducts near guide bearing are to be replaced necessary plate bending is also included in the scope. Other fabrication like patch work inside APH housing, sector plate, bottom surface replacement of any other zone related to APH and as directed by Engineer-in-Charge is included in the scope of this item.

(A) SCOPE OF SUPPLY BY GSECL:-

1. Electrical connection for lighting and welding sets - water & Air at points where ever required for this work given free of cost. If any necessary extension from related supply are to be done by contractor without extra cost.

2. The steel material required for locking & rigging etc. will be provided by GSECL free of cost.

3. All spare parts – Seals, steel material, angle-flat, rods, refractory, M.S. plate, insulation will be given free of cost by GSECL. However the contractor shall submit the requisition four day in advance.

4. Gland packing ring, sealing rings, gaskets, glands and packing ropes. 5. All lubricants and grease, holdtite, lapping compound 6. All other special tool tackles except supplied by BHEL and in GSECL custody are to be

arranged for the work by party in the quoted rate. 7. M.S. materials such as plates for patch work various type of seals will be issued free of

cost/and same should be collected from GSECL main store/site by the party. After completion of work, balance materials should be credited as per instruction of Engineer-in-charge.

(B) SCOPE OF SUPPLY BY THE CONTRACTORS:- It will be the responsibility of the contractor to supply the following items, for which no additional payment over and above the quoted rates, will be made to him on account of these items.

1. General purpose Welding Electrodes, filler wire and other consumables required for cutting and welding shall be arranged by the contractor. However type of electrodes/filler wires and process of welding will be decided by the EIC.

2. All the consumable likes, O2,DA gas cylinder etc. for the job are to be arrange by the party at his own cost.

3. Party has to purchase required size of bolts, nuts & washers. The party will have to first credit required quantity of bolts, nuts & washers (as per site condition) at Sub store with CISF TPS main Gate Inward entry and same will be issued to the party as per requirement.

4. Party shall have to arrange adequate tools, tackles, skilled persons. 5. All consumables like cotton waste, cloth, kerosene, diesel, petrol, rustolene, argon gas, soft wire brushes, cotton-waste, rustolene cloths etc. 6. Tools/tackles such as welding machine, chain pulley blocks, gas cutting sets, portable

grinders, drills, grinding wheel. 7. All normal T&P like welding sets, grinders, safety belts and PPE, hand tools, motor

operated winch, EOT crane, pulleys, pulling and lifting machines, cutting and safety appliances, Tig welding equipment with consumables etc. For removal/re-installation/replacement of air pre heater heating elements, sector plate etc. at least two nos. of electrically operated winches are to be provided by the contractor for timely completion of work

8. GSECL will provide workshop facility together with operator in GSECL workshop premises as and when required and as decided by the Engineer-in-charge for minor repair as the case may be for GSECL. To and fro transportation of spares for repair at workshop will be arranged at your cost.

9. All the measuring instruments, like precision level with 0.02mm. Least count, micrometer, venire etc. Aluminum channel, finger tab, lifting and pulling machine, jack, sling, D-shackle etc.

PRECAUTIONS TO BE TAKEN BY CONTRACTOR: • Repair/welding is to be done by certified/qualified welders only. • Kerosene test is to be taken to check leakages of flue gases. • Tightening of bolts with require torque. • Rotation of APH in correct direction. • Keeping of records of all readings before and after major repair job. • Do not allow any foreign materials, such as electrodes bits, slag, wools etc. to enter in

to heating elements during repair job. • All alignments/rectification is to be done as per instruction of BHEL check list. • Before proceeding to make any weld in the rotor, earth the rotor nearest to welders to

prevent arcing through bearings. • Attach a piece of angle iron (50 x 50 x 6 mm, 50 mm long) to one outer diaphragm to

use as a support for a precision level, the rotor to within 0.1 mm / meter by adjusting the jack screws in guide bearings.

• Lower rotor assembly on support trunion using jacks to avoid jerk to the bearings. • Oil level is to be maintained in support and guide bearings when the oil circulating unit is

not in operation. • Element installation must progress in a manner preventing excess unbalance of the

rotor otherwise, permanent rotor distortion will result. • T-bar alignment is to be done with loaded condition of rotor. • After the radial seals are set, the rotor must not be turned backward; otherwise radial

seals will be damaged.

TECHNICAL TERMS & CONDITIONS:

1. The work is of very important nature and needs fabrication skill. It also needs accuracy. Hence whole of the job shell be carried out as per the direction of EIC.

2. Skilled persons who are acquainted with Boiler APH work shall be engaged by the contractor for the work. Contractor or technically qualified authorized person has to remain present at site & if it is observed that work is carried out under GSECL’s supervision in his absence. Penalty of Rs. 1000/- per day will be imposed.

3. The contractor can arrange pre-arrangement i.e. before shutdown like shifting / lifting of materials from stores to working floor and made available after finishing ready to expedite the work in time limit schedule. This advance arrangement period shall not be considered / included in time limit period.

4. The contractor’s resources will be available round the clock during overhauling period on all working days and holydays to meet the target and time schedule. For this, resources may be arranged in three shifts.

5. Party has to submit details of tools, tackles and manpower available with him before staring of work and day-day progress report with man power is to be submitted to Engg-in –charge every next morning. Engg-in-charge will review work progress, tools tackles & manpower working and if any delay found due to any of above factors then same will have to be arranged by the party immediately.

6. Party shall have to arrange adequate tools, tackles, skilled persons to meet scheduled overhauling within time limit. At any time if GSECL feels that progress of work is unsatisfactory, another agency / personnel shall be put in parallel for expediting the work, cost of which shall be recovered from the party.

7. The quantity of work may vary Unit wise or as per site requirement. The payment will be made as per actual work done only.

8. The scope of works includes carting of materials from the GSECL main store / sub store as the case may be and as directed by GSECL Engineer for which no extra payment shall be made for transportation.

9. The lighting is to be arranged by the party. The GSECL shall make arrangement for providing power supply to the contractor for working their equipments, tools etc. as and when required as decided locations / points by Engineer-in-charge. The contractor may arrange ICTP switches and ELCBs. Further distribution shall be at the cost of contractor. Floods for lighting will be arranged by GSECL as and where required. However contractor at his cost shall arrange 100 Watts / 24 Watts bulbs.

10. TIME LIMIT :

The overall validity for the work contract is 18 months, counted from the date of Commencement of the work. The time limit during AOH is 25 days & 45 days for COH per unit.

11. The period of contract shall be 18 months. However the duration of the shutdown of any unit may be decreased or increased as per the site conditions for which party will have to arrange sufficient resources to handle such situations.

12. 07 days time shall be allowed from the date of receipt of telegraphic/fax order/letter for mobilization of contractor man, T&P etc. Commencement date for Starting the work will be reckoned accordingly or from the date contractor is permitted to start the work.

13. The Engg. In Charge has the every right to deduct a maximum level of 10% of the contract value for poor workmanship or for a considerable delay in the completion of the job.

14. Required special purpose or general proposed welding electrodes as approved by GSECL are to be supplied by party at his own cost.

15. Party has to submit detail report for material issued and used with location & detail measurement to Engineer-In-charge. Joint Measurement will be taken in presence of GSECL’s supervisor or engineer-in-charge. The signed joint measurement sheets will have to be submitted along with bill invoice.

16. Party has to come-up with concrete suggestion in writing to solve any problem observed in running unit previously related to work awarded. If no improvement observed in performance, dealing with party will be stopped in future.

17. The work shall be completed within stipulated time, if required; party will have to work round the clock to maintain the work schedule.

18. If boiler structure damage for this work, the same will be repaired by the party within quoted rate

19. Trial Run: Vibration of inner bearings and outlet bearings should be achieved within permissible limit, preferably as low as possible, in horizontal, vertical & axial directors.

20. The work carried out against this work order / tender shall be guaranteed for smooth & satisfactory running of APH a period of (03) Thre e months from date of synchronization of unit. After synchronization of unit/re-commissioning of equipment/system, if any problem arises for the work carried out, it shall have to be set right by the contractor without any extra charges to the GSECL. Contractor should attend any defect contributory to their faulty workmanship during the trial run and re-commissioning of equipment / system / unit, and set right without any extra charges to the GSECL. If rectification is not carried out in time as instructed by Engineer-in-charge, the same shall be carried out by GSECL by engaging GSECL staff or any other agency and cost of which will be recovered including supervision charges from the contractor’s bill as per Corporation’s rules.

21. Any work related to contract awarded is not mentioned in the scope and is required to be carried out then the same will be in the party’s scope at no extra cost.

22. GSECL reserves the right to forfeit the security deposit in case of any breach of contract.

23. The contractor shall have to arrange to remove the day-to-day scrap materials from site and credit to GSECL main store / site store as per instruction of Engineer-in-charge. The site must have to be cleared before starting / commissioning of equipments / unit; otherwise the amount of Rs.5000/- per day after three days of system/ Unit synchronized will be recovered from contractor’s bill without assigning any reason in the event of non-removal of scraps.

24. Unit wise detail material account statement is to be submitted to Engineer-in-charge after work completion, without which bill cannot be processed. Delay in processing the RA/Final bill due to non submission of material account is the contractor’s responsibility.

25. The rates given in schedule-B will be firm till completion of work in all units. Any type of price escalation will not be allowed against this contract.

TERMS & CONDITIONS REGARDING INDUSTRIAL LAWS AND OTHER RELATED MATTERS TO BE INCORPORATED IN TH E TENDER DOCUMENTS

1.1 Wages to be paid and time of payment etc. by the Contractor. 1.2 The contractor shall pay minimum wages per day or as may be specified hereafter or

rates fixed under the Minimum wages Act, whichever is higher. The wages of every contract labour employed by him under this contract shall be paid him before the expiry of 7th day of the last day of the month in respect of which the wages are payable ( i.e. wages of a month have to be paid by him in the first week of the next month). The payment shall be disbursed in the presence of management Representative during the working hours in factory premises and the contractor shall get the certificate in the register of wages by the representative of the Corporation. Any default will result in cancellation of contract forthwith or else the contractor shall be punishable to the extent of Rs. 400/- fine per each day.

1.3 The contractor shall give his telephone number and address to the Corporation so that in case of labour disputes etc. the contractor can be contacted. The contractor shall arrange to have his office outside the factory premises and the contractor keep himself present through out the working hours

02 Labour Laws:

2.1 Person below the age of 18 years shall not be employed for the work.

2.2 No female worker shall be employed in the night shift between 7 PM to 6 AM.

2.3 Contractor shall maintain a valid labour license under the Contract Labour (Regulation and Abolition) act-1972 for employing necessary manpower to be required by him. In the absence of such license the contract shall be liable to be terminated without assigning any reasons thereof.

2.4 The contractor shall at his own expenses comply with all labour laws and amendment made from time to time keep the Corporation indemnifies in respect thereof. Some of the major liabilities under various labour and industrial laws which the contractor shall comply with are as under:-

2.5 Payment of contribution by way of Employees (contractor Labour) as well as employer’s (contractor) Contribution towards Provident Fund, Family pension scheme, Employees Deposit linked insurance scheme, Administrative charges, inspection charge etc. at the rates made applicable from time to time by government of Gujarat/Government of India or other statutory Authority.

2.6 Labour engaged by you shall be entitled for Earn leave as per the provision laid down in factories Act. 1948. Contractor shall extend the facility of E.L. as per the provision laid down in factories Act and shall also have to maintain leave records in prescribed form under factories Act.

2.7 No labours are allowed to enter in power station premises who do not have Identity card prescribed under Factories Act.

2.8 Contractor shall have to comply with the Maternity Benefit if he happens to engaged female labours as per the provisions of the Maternity Benefit Act.

2.9 Contractors shall have to obtain Insurance of the labourers engaged by him to carry out contractual work before commencement of work under workmen’s compensation Act.

2.10 P. F. code Number: The contractor shall have to submit the details of his own P.F code number along with offer from appropriate authority. Without P.F. code No. the tender is likely to be disqualified.

2.11 Provident Fund & Family Pension Schemes The Contractor shall submit along with his bill (month-wise) a statement regarding

deductions at the rate of 12% of the wages against employees provident Fund & Family Pension Scheme in respect of each concerned employee. (or at the rate made applicable by the Government from time to time) of the wages. The contractor’s contribution and his workers contribution towards Provident Fund and Family Pension Scheme shall be deposited by the Contractor with Regional Provident Fund Commissioner, Ahmedabad or to the authority prescribed under the Act along with the

other charges applicable. Copy of PF challan required to be submitted with every R.A Bill.

2.12 If any workman engaged by contractor meets with fatal or non-fatal accident while on duty then contractor shall be liable to pay compensation Act as per employee’s compensation act 1923

2.13 Employees Deposit Linked insurance Scheme: The contractor shall have to deposit ½% of the wages in respect of employees who is member of the Provident Fund as the contribution to the Deposit Linked insurance scheme with Regional Provident Fund Commissioner, Ahmedabad or concerned P.F Office

2.14 The contractors should pay prevailing minimum wages to the labourers engaged by him as per the minimum wages Act in presence of the corporations authorized representative.

2.15 Administrative Charges: Administrative charges for maintaining provident fund A/c. shall be deposited by the

Contractor with Regional Provident Fund Commissioner, Ahmedabad or concerned P.F Office at the rates applicable.

2.16 Labour License for Labour Contract: The contractor shall have to obtain the labour license (if applicable) under contract

Labour (Regulation & Abolition) Act from the appropriate authorities before commencement of work

2.17. Contractors shall have to issue the contractual appointment letter for a specified period to their labour engaged during the contract period each and every instance & should narrated clear cut terms and conditions for the liabilities of the concerned employees.

2.18. After completion of contract work, the work completion certificate is required to be produced before the DGM/IRO for the purpose of no dues certificate and cancellation of gate passes issued to the contractor’s work men at the time of execution of the contract work.

2.19. The contractor shall have to maintain all the relevant records under labour laws as mentioned here in above and keep ready for verification by the corporation’s authority as well as the authority of the Govt. official as and when asked for the verification.

2.20 The contractor shall have to produce/submit the original copy of wages register/muster roll and relevant record under labour law for the contract work as & when demanded by the corporation for statutory compliances if arise in future. The above are some of the major liabilities of the contractor in addition to other liabilities prescribed under the various labour laws in force from time to time from statutory Authorities like state Government/Government of India which the contractor shall have to comply with.

03 Paid Leave Facility: Paid leave facility at the rate of one day for every twenty days worked by the contract labour shall be provided by the contractor to his workers. He shall maintain Leave Records/Leave Cards, for individual laborers which shall be duly verified and approved/certified by the authorized officer of the Corporation.

04 Workmen’s Compensation Fund & Employer’s Liability Insurance: The contractor shall cover all his employees under workmen’s compensation Fund & under the employer’s liability insurance.

05 Maintenance of registers & records: The contractor shall employ adequate number of experienced staff at site for daily supervision and for maintenance of various registers and records required under the law and contract. No payment for supervision shall be admissible.

06 Contractor to indemnify the Corporation: The contractor shall indemnify the Corporation and every member officer and employees of the Corporation also. Engineer-in-charge and his staff against all action, proceedings, claims, demands, costs and expenses whatsoever arising out of or in connection with matters referred in herein above elsewhere and against all actions, proceeding claims, demands, costs and expenses which may be made against the Corporation or Government for or in respect or for performance of his obligation under the contract documents. The Corporation shall not be liable for or in respect of or in

consequence of any accident or injury to any workmen or other person in the employment of the contractor or his sub-contractor, and the contractor shall indemnify and keep indemnified the Corporation against all such damage and compensation and against all claims, demands, proceedings costs, charges and expenses, whatsoever in respect thereof or in relation thereto.

07 Workmen’s Compensation and Employer’s Liability Ins urance: Insurance shall be effected for all the contractor’s employees engaged in the performance of this contract. If any of the work is Subletted, the contractor shall require to provide workmen’s compensation and Employer’s Liability Insurance for the Subletters employees unless such employees are covered under the contractor’s insurance.

08 Corporation’s Right to Terminate Contracts: The Corporation reserves the right to terminate this rate contract at any time during its pendency without giving notice of termination or any reasons thereof.

09 Corporation’s Right to Deduct from Contractor’s bil ls: The Corporation will be entitled to deduct directly from the bills, to be paid to the contractor any sum or sums payable by contactor & which sum/sums the Corporation is required to pay as a principal employer on account of contractor’s default in respect of all liabilities referred to in above clauses.

02 The tender should be submitted along with EMD without which no tender will be accepted.

03 Conditional tender will not be accepted unilateral withdrawal of condition after opening of tender will not be permitted.

04 The general rules & regulations of the corporation for tender and contract for works will apply to the extent the same are not modified herein. Any other rules and regulations, conditions etc. That are in force at present and that may be formed be the corporation from to time in connection with contracts will be binding and acceptable to the contractor.

05 Sub-letting or transfer of contract without prior written approval of corporation will be treated as a breach of contract it will be punishable by forfeiting the security deposit as well as termination of contract.

06 Chief Engineer (G.)TPS,GSECL,UKAI reserves the right to reject any tender (s) without assigning any reasons thereof.

07 The successful tender will have to pay total 5 % of the order value as Security Deposit is to be paid by D.D. within a week time on receipt of LOI.

08 The contractor shall hold the corporation indemnified against and in respect of any claim (S) arising out of injury to any person(S), loss of life, workman’s compensation or any other claims whatsoever. The contractor shall be responsible for any damages to any property of the corporation due to negligence of the contractor or his employees. The corporation decision will be final and binding to the contractor.

09 The contractor shall submit his Sales Tax registration number and same should be quoted on all his bills.

10 The contractor will have to enter into an agreement with the corporation and the cost of the stamp paper shall be borne by the contractor, the contractor shall also have to execute an indemnity bond on required value of stamped paper as per the corporation rules. The cost of the stamp paper shall be borne by the contractor.

11 Arbitration Clause : " All questions " disputes or differences what so ever which may at any time arise between the parties to this agreement in connection with the contract or any matter arising out of or in relation there to, shall be referred to the Gujarat public works contract dispute Arbitration tribunal as per provision of the Gujarat public works contract disputes Arbitration Tribunal Act, 1992”.

12 The party shall strictly observe all the Labour Laws and Factories Acts in existence and amendments made from time to time.

i) Party shall have to strictly observed all Safety rules as per the Factory Act 1948 and whatsoever amendments made from time to time to avoid any chances of accidents. Contractor shall have to strictly follow the instructions of Safety Officer.

ii) The safety precaution issued vide this office Circular no, CCUT / Safety / 4 / 90 / CIR / 345A dtd.14-12-90 are applicable to this contract also and to be followed strictly.

iii) Before starting the contract, it is advisable that party should have the documents for insurance of workers.

13 The work shall be completed within stipulated time. If required, party shall have to work round-the-clock to maintain the work schedule.

14 Payment shall be made as per actual work done only. N.O.C for labour law compliance in respect of labour engaged by the contractor for the work form H.R.Dept.is to be submitted along with bill.

15 The contractor shall have to take all necessary precautions to avoid fire during, cutting,

welding etc. In case of any shouldering fire, the same should be extinguished by contractor immediately using their own labour, tools water and buckets ect.

16 The party shall arrange his own adequate tools and tackles, welding accessories drilling machine, girders, scaffoldings lighting materials including lighting transformers as pre IS-1416 etc. required for the work included in Schedule-A.

17 Party shall have to arrange all consumable, including required kerosene, rustolene, paints, grinding wheels etct at his own cost.

18 An authorized and technically qualified representative of the contractor must be available at site white the work is going on. The address of the representative should be submitted to this office so that party can be contacted whenever required in connection with execution of the work.

19 Scaffolding material, if available with GSECL will be issued on chargeable basis, otherwise contractor will have to arrange for the same at his own cost. After completion of work scaffolding is to be removed immediately.

20 After completion of work .Working area and surrounding area should be made clean by removing M.S. debris and all types of scrap etc. Scrap should be credited to main store and should be dumped at place shown by E.E. (Stores).

21 Electrical connection & consumption will be given free of cost at one mutually agreed point.

22 Oxygen / Acetylene gas if available, will be issued on chargeable basis from GSECL main store, otherwise the party has to arrange on its own. The empty cylinders should be returned to main store within stipulated time.

23 Party shall submit daily progress report for the work carried out by them.

24 The contractor, if desires, can seen the plant and site of work with permission of undersigned on any working day during working hours.

25 Party has to carry out the work at site only.

26 “OH & Management System Requirement: It is to be noted that GSECL Ukai TPS is establishing and implementing Occupational

Health & Safety Management System complying with OHSAS 18001:2007. You as a part of the GSECL Ukai team and as defined by the scope of mentioned

standard, all contractors are required to comply with and participate to prevent the occupational Health and safety hazards and risks including observation of safety rules. Further you are also to comply with all applicable legal requirements while executing the work, in case the job is assigned to you.
