come Proviso East’s way. ThePirates, who had dropped their firstfour games of 2011, intercepted sixpasses—four by cornerbackDashamone McCarty alone—enroute to blasting Willowbrook, 48-6,in a West Suburban Gold matchup.

It was McCarty’s first start at cor-ner. The decision to put McCartyinto the starting lineup was one of ahandful of moves implemented byTadlock in preparation for theWillowbrook game.

Roosevelt McNeil, whomMcCarty replaced, will be used pri-marily on offense and as a puntreturner the remainder of the year, but he also will continue to see play-ing time at corner, according toTadlock. McNeil did return an inter-ception 85 yards for a touchdownlate in the game last Friday. “Wewent from a 4-3 (defense) to a 4-2-5defense, which was more in line withwhat I was helping run at ProvisoWest,” said Tadlock, who was oncean assistant at Proviso West. “Itallows us to utilize our athleticismand do some things that were reallypositive for us.”

Another positive development forEast (1-4, 1-1) was the running ofjunior Langdon Johnson, who car-ried five times for 110 yards andscored four touchdowns. Two of hisscores came on runs of 34 and 74yards; the other two were throughthe air. Senior quarterback MalcolmHilliard connected with Johnson fora 52-yard scoring pass, and the duohooked up once again later on a playthat covered 84 yards.

Tadlock plans to get Johnsonadditional touches, but he said seniorRyan Jones—who led the Pirateswith 154 yards and also reached theend zone on a 74-yard run—willcontinue to carry the load, rushing-wise. “We’re starting to get a vastmajority of our offense in, and wehad a very good game,” Tadlocksaid. “We were able to establish ouroffensive identity.”

The victory obviously was a wel-

come development for the Pirates, many of whom haven’t experiencedmuch winning while playing in theprogram. “This is the first victory ina long time for some of these kids,”Tadlock said. “The seniors didn’t dotoo well as sophomores. The juniorswon four games during their sopho-more year.”

But the victory celebration wasshort-lived. Tadlock said the teamhad plenty of work ahead of itselfpreparing this week for Saturday’sWSG game against undefeatedAddison Trail at home. The 5-0Blazers defeated Proviso West earli-er this year, and have surrenderedjust 13 points all season. “They’re adisciplined football team,” Tadlocksaid. “They have a great game plan

and stick to it. The kids know theiroffense cold. When they call a play, all the kids understand it. That’s oneof the things we’re trying to work onat Proviso. They didn’t let ProvisoWest’s athleticism rattle them at all. They stuck to their game plan flaw-lessly.”

York 31, Proviso West 8

The news last Friday fromHillside wasn’t as good as it was outof Maywood. Turnovers plaguedboth the Panthers and Dukes in theirWest Suburban Silver meeting, withProviso West committing seven tothe Dukes’ six (all interceptions).York built up a 24-0 halftime leadand went on to win, as the Panthers

slipped to 3-2 overall, 1-1 in theWSS.

“We struggled because we unfor-tunately had a lot of guys out due toinjury and academic reasons,” saidProviso West coach Famous Hulbert.“It threw a monkey wrench in ouroffensive plans. A lot of guys wereforced into action that didn’t meetexpectations. We had a lot of self-inflicted wounds. It’s always disap-pointing to play that bad, especiallyat home.”

Junior running back JamaalPayton tallied the Panthers’ onlytouchdown in the fourth quarter on a1-yard run. After the game, Hulberttold his players, “Regardless ofwho’s on the field, everyone isexpected to play up to expectations. We hit a speed bump, but it’s not theend of our season. There’s a lot morefootball left to be played.” Hulbertsaid he hopes to have a couple of hisinjured players return this week. ThePanthers will need as many hands ondeck as possible because they tanglewith Glenbard West, the No. 1-ranked Class 7A team in the state, inGlen Ellyn on Saturday.

The Hilltoppers (5-0, 3-0), withdefensive lineman Tommy Schutt, aPenn State recruit, leading thecharge, have dominated each of theiropponents so far. Glenbard Westdefeated Wheaton WarrenvilleSouth, the two-time defending Class7A champions, 21-7 in the season-opener.

Last week, Glenbard West flat-tened Oak Park-River Forest, 41-6.“We’re excited about the opportuni-ty to play against the best team in thestate,” Hulbert said. “We’re lookingforward to getting back to work andget the bad taste out of our mouths. We just want to get some thingscleaned up on offense, defense andspecial teams.

“The key for us is to makeimprovements. We want to play ourbest game, and come out of the gameas healthy as possible for the rest ofthe season.”

Senior Ryan Jones of Proviso East scored a touchdown and rushed for 154yards vs. Willowbrook last week.

and it’s not fair for them to have toeat $15 million in unpaid waterbills,” said BGA Executive DirectorAndy Shaw.

Harvey owes Chicago $6.2 mil-lion, Robbins owes $6.1 million,Dolton owes $1.7 million andMaywood owes $1.6 million. TheCity says it’s “currently in commu-nications with each of these munici-palities, working on payment plans.”

Ald. Ed Burke (14th), who chairsthe City Council FinanceCommittee, said “Just likeCommonwealth Edison companyowns the electric utility, we own thewater utility. And it is not proper andit is not good business practice toallow that kind of debt to be outthere uncollected.”

Harvey Mayor Eric Kellogg, through a spokeswoman describes“an ongoing fluid dialogue with theCity of Chicago” over the outstand-ing bill. But the spokeswomanwouldn’t say where the homeown-ers’ water payments went.

Harvey homeowner Irma Calvertsaid, “If I don’t pay, every month, Iget it cut off.” But Harvey hasn’t

been cut off despite owing Chicagomore than $6 million for the waterits residents have been supplied.“When you get some of that $6 mil-lion, you get me some, because Ineed some money,” Calvert said.

Robbins Mayor Irene Brodieadmits “diverting some of the watermoney for other government opera-tions.” Burke said, “That’s troublingthat they’re collecting the water billfrom their residents, but they’re notremitting it to the city.” “It certainlyisn’t an excuse if they’re wastingthis money,” Shaw said. “If theydon’t have it, that may be anotherstory.

Shaw said Chicago needs to comeup with a better way to compute, price and collect its water bills. Forat least one alderman, it’s item num-ber one on her response to the newMayor’s request for ideas to helpbalance the budget.

Chicago bills nearly $500 millionfor Lake Michigan water. Betweenunpaid bills and free water for non-profits, we’re talking $65 milliondollars. Those are big numbers.

Table talkNEWS & VIEWS

By CAROLYN WILSONCOLUMNIST

Several weeks ago I inherited agift that I was tentativelyreluctant to

receive. It soundsstrange but somehow Ididn’t feel worthy ofliving up to it. I’m theproud new owner of akitchen table set that isfifty plus years old.

Every time I walkthrough my kitchen I look at thetable and chairs and warm memoriescome flooding back of the dearwoman who previously owned it. Isat at this table in my “adopted”

grandmother’s kitchen for overtwenty years. Each time I enteredher kitchen door I could smell thearoma of something good cookingand if it was pound cake baking dayI was really in luck.

Ironically, as much as I love to eatI didn’t make the frequent trek to hertable to share a meal. Like so manyothers, we gathered at my grand-mother’s table to share our lives. She had so many Godchildren that Itold her and everyone that my sonand I were “the grandchildren”. Wenever sat in the living room, for methe kitchen was a place of comfort.I could sit at that table and pour outmy trials and tribulations, mountaintop moments or just talk about noth-

ing and she always offered soundbiblical advice especially if I wasattempting to whine about some-thing. I loved her dearly and still doeven though she went to her heaven-ly home this past April.

She left me the kitchen table setbecause I always told her I wanted it.A special person who knew herlonger than me delivered it to mykitchen and said, “This table is sup-posed to belong to you”. I knew hedidn’t say this because I could cookas well as her because my grand-mother was never shy about tellinganybody that I had no interest inpreparing meals. I’m still not goingto cook, however as I look fondly atthe “new” table, I promise to honorher memory by providing an openand loving atmosphere for people toshare their lives with me at my table.

‘Ironically, as muchas I love to eat Ididn’t make the

frequent trek to her tableto share a meal. Like so

many others, we gatheredat my grandmother’s table

to share our lives.

Cook County Propertytax rates unveiledBy SEAN JENKINS

Cook County Clerk David Orr’s office onlast Thursday released the 2010 property taxrates for more than 1,500 taxing agencies inChicago and suburban Cook County.

This completes a process that started lastDecember when each local taxing district,as required by law, filed its levy with theClerk’s office, according to a clerk’sspokesperson. Each levy represents theamount of revenue an individual taxingbody has requested to collect from the prop-erty tax. “The Clerk’s office receives thelevies, which are the amount of tax moneyrequested by each jurisdiction, and calcu-lates the tax rates based on state law,” BillVaselopulos, manager of the Clerk’s TaxExtension Department said.

Tax rates are calculated by using theamount of dollars levied by the taxingagency and the value of all taxable propertylocated within its boundaries. Under theProperty Tax Extension Limitation Law,each Cook County taxing body with a statu-tory ceiling has its levy adjusted to the max-imum amount based on the statutory ceilingfor the district and the previous year’s totalequalized assessed value of property, plusthe value of any new construction. This cal-culation can restrict the agency from receiv-ing the full amount of its levy. Statutory ratelimits apply to most categories of taxing

agencies, but not to home rule units such asthe City of Chicago and the County ofCook.

In accordance with the tax cap require-ments of the Property Tax ExtensionLimitation Law, the revenue that agenciesmay collect is further limited, in most cases,to a 2.7 percent increase over that from theprior year’s extension. Home rule agenciesare exempt from this limitation. Next year, tax revenues will be limited to 1.5 percentmore than the amount extended this yearbased on the Consumer Price Index releasedin January, 2011.

According to Vaselopulos, the equaliza-tion factor issued by the Illinois Departmentof Revenue decreased this year to 3.3000,down 2.08 percent from 3.3701 last year. The Department calculates the factor need-ed to bring the total assessed value of allproperties to a level equal to 33? percent ofthe market value of all Cook County realestate.

Homeowners are again entitled to takeadvantage of the Alternative HomesteadExemption, commonly known as the “7 per-cent assessment cap”. The exemption, firstenacted in 2004, acts to phase in each year a7-percent increase of a property’s taxablevalue, subject to maximums which havevaried under different versions of the pro-gram.

In 2010 the program was extended for afull three-year reassessment cycle, phasingin across the county, with maximum exemp-tions declining from $20,000 to $16,000and then to $12,000. The City of Chicagoenters its second year under the extension,

>TAX RATE

with Chicago homeowners eligible for areduced maximum exemption of $16,000this year. Residents of north suburban Cook,in their first year under the extension, areable to again receive an exemption maxi-mum of $20,000, holding steady the amountpermitted last year, their final one under theprovision as enacted in 2007. South subur-ban Cook moves into its final year underthat 2007 provision, with maximumamounts there down to $20,000 from$26,000. They will remain at that levelnext year when they enter their first yearunder the 2010 enactment. The minimumexemption for all Cook County homeown-ers is $6,000, Vaselopulos said.

Vaselopulos added that some homeown-ers continue to be eligible for a long-timehomeowner exemption that can provideadditional relief to income-eligible home-

owners who have lived in their homes atleast 10 years, or five years if the home waspurchased under certain assistance pro-grams. Under the program, qualifying tax-payers are not restricted to the maximumexemption amounts that would otherwiseapply but would get varying benefits basedon their qualifying income.

The Senior Citizen Exemption entitlesqualifying residents to an additional $4,000exemption. This year, for the first time, seniors were required to reapply for theexemption in order to continue their eligi-bility. A sample of how to calculate a taxbill is included in the report. The impact ofsuburban tax rates can be figured by substi-tuting the sample suburban rate with actualsuburban rates.
