A Growing Sense of Community! Wilderness East has a very active ‘WE

Chat’ Group and in early Feb messages

suggesting a ‘meet and greet’ elicited an

excited response.

Roxi chipped in and volunteered ‘Roxi’s on

the Square’ as the venue. Little did the 30

or so participants know, Roxi went on to

sponsor the refreshments!

“A fabulous evening,” chatted one

attendee, “I’ve lived here for 20 years. So

good to meet some new faces. Awesome

evening and a huge thank you to Roxi and

Donald for the snacks and wine!”

The Touw River Conservancy invites you to a “hack ‘n braai” 9am Sat 10 March, the ‘old cattle dip’, Whites Road, erf 223 on right before Watsonia Ave.

A few years ago the NMU held a

huge hack at this historic venue…

(see pic) but only one Wildernesser

participated! Now the TRC has taken

the initiative to do a follow up

community hack. Please join in!

Bring closed shoes, long pants, gloves, hat, water, loppers,

tree poppers, pangas, hand saws, spades (for planting)

friends, braai food and enthusiasm! The braai begins at

12.00.

Methods for clearing wattle, lantana, blue gum and other

alien invasives will be shared. Let’s get active conserving

and protecting our amazing home!

WRRA AGM Your New(ish) Committee for 2018 We were somewhat disappointed by the many

empty chairs at the WRRA AGM on the 21st

February until a member told us that it’s a sure

sign that our members were HAPPY and had no

matters to complain about! And so it proved!

There was plenty of applause and not one

problem raised... plus more complimentary

glasses of wine to be enjoyed at the close!

Your committee was unanimously re-elected.

REMAX has taken on the Services portfolio with

Shiralee Moore their representative on the

committee.

Still two vacancies existed: Environmental and

Tourism/Businesses. Then a few days later

Caroline Hall agreed to take on the Environ-

mental portfolio. That leaves Tourism /

Business—an ideal opportunity for a positive

business owner!

Why should you consider volunteering?

“I’ve learnt so much since joining the WRRA

committee,” says Chris Burlock. “Its such an

interesting learning experience—plus I enjoy

being part of something that benefits our com-

munity. Before joining, I had no idea just how

much I didn’t know! Now I know the criteria for

breaching the estuary mouths; who manages

which beaches; which roads belong to Eden,

SANRAL or the Municipality - and how that

complicates matters! I would recommend

serving on the WRRA committee to anyone who

is positive and community-minded!”

Applauding Community Initiatives…

The WRRA would like to commend The Blind Pig for their on-going

Beach Clean Up programme, and Roxi for her “This is the Last Straw”

announcement of NO MORE PLASTIC STRAWS in her three restaurants!

Touw River Dredging and Reed Control Just setting up the pipe work, coffer dams and equipment has cost

over R100 000! Dredging is scheduled to begin on the restricted

sections of the Serpentine River in late February. This should

increase the water exchange between Island Lake and the Touw.

The SANParks reed cutting machine should be back from extensive

repairs soon and begin the annual reed cutting. This exercise takes

only takes place after the water bird breeding season.

Bryde gets Valentine’s burial!

SANParks buried this 20m Bryde’s whale

carcass on the Kleinkrantz beach close to

where it had washed up. It is believed to have

died of natural causes.

What to do if you find a stranded turtle. It’s that time of year again, when turtles hatchlings may wash up on Western Cape beaches, suffering from hypothermia. As Sea turtles are temperate-water animals they don’t fare well in our icy Cape waters so it is vital that they get help as quickly as possible. If you find one, DO NOT RETURN IT TO THE SEA! Turtles breathe air and, if weak, it will not be able to lift its head out of the water and will drown. Remove the turtle from the beach and place it in a dry container (e.g. line a 5 litre ice cream tub with towel and punch breathing holes in the lid. Keep it at room temperature to warm up slowly. Call a Wilderness STRANDED TURTLE TEAM member who will get it to the Two Oceans Aquarium for rehabilitation and release back into the wild. Snakes of the

Garden Route

Colour varies from a golden yellow to almost black. Juveniles have a brown band on their hood. Average length 1.2m but can reach 2m.

Restricted to the W Cape, E Cape, N Cape, Free State , Botswana and Namibia. Primarily inhabits dry, sandy semi-urban areas .

Preys mainly on rodents but also takes lizards, other snakes, frogs, toads, bird eggs and fledglings.

Lays 8—20 eggs between December and January.

MOST POWERFUL AND FASTEST ACTING NEUROTOXIC VENOM OF ANY COBRA IN AFRICA!

Responsible for the majority of snake-bite related fatalities in its range.

No SIR… the beach does Not belong to you!

These two Corgis are frequently seen playing and pooing on the NSRI beach area—a RED ‘NO DOG’ ZONE when a

GREEN ZONE is close by. When a concerned beach user confronted a man with the dogs, he angrily replied that he will

do whatever he wants to do! On top of this, one dog messed on the beach and he refused to pick up its poo!

Photos were sent to the WRRA and we sub-

mitted them to SANParks who manage that

section of the beach. Having issued some

twenty five R1 000 fines for dogs on beaches

of late, the owner of these Corgis will be

warned, and if not compliant, could well be

faced with a R1 000 fine.

Never put you feet or hands where your EYES haven’t been first!

Dogs are welcome on GREEN ZONE beaches… but only if

they are well behaved and their owners pick up the poo!

NEW AVIAN FLU HITS SANParks reports an outbreak of new strain of avian

flu. Symptoms include birds having milky eyes, stag-

gering in circles and being unable to fly. Members

of the public finding a bird with these symptoms

should wear gloves, box it and take it to a vet to

euthanize. Gloves and box to be burned afterwards

to prevent further contagion.

Over 120 infected birds have been removed from

the Lakes area in the past month.

Cornell Barnardt is trying to keep the village weed-free and manicured without a gardener. A garden service is standing in. The EPWP lady is doing a is doing a great job keeping Wilderness Heights litter free, while the remaining man is clearing litter in Wilderness suburbs one day a week.

REFUSE TRUCKS UNDER PRESSURE WRRA takes it’s hat off to the Municipal refuse collectors and Interwaste for working late into the night due to truck problems. Collection times are irregular but we

really appreciate your efforts!

NO LONGER GETTING WRRA EMAILS? The MailChimp system we pay for has a annoying habit of ‘cleaning’ out addresses! We are work-

RELAXATION OF BUILDING LINE RULES! Where previously building applications requiring a relax-ation of building lines were automatically turned down, the planning regulations have been relaxed -considerably! Some local developments have been allowed with 5 meter building lines relaxed to NIL!

PETITIONS PROVED TO BE TIME WASTERS! The representatives from Rondevlei and Hoekwil both voiced their extreme dissatisfaction with the way their petitions to the Western Cape government were handled (or not handled!).

In August 2017, Tertius Simmers had given a compelling talk to the WRRA committee urging petitions be sub-mitted regarding local problems such as the unaccepta-ble state of the Rondevlei dirt road (running from the T junction to the N2) and the Hoekwil road upgrade that would seemingly not provide safe pedestrian walkways nor speed calming measures. Simmers assured WRRA that this was the best way to get results. How wrong could he be!

Having submitted the petitions, and despite Councillor Marlene Barnardt’s best efforts, responses were nil or straight out negative. But this has made the driving committees even more determined to

February 2018 Police Forum feedback in brief…

Perhaps because February was a quiet month, attendance was less than usual.

Burglaries: very few. A bicycle stolen in Erica Road was recovered. Fingerprints are currently being processed. The most disturbing burglary was in 6th Ave. Wilderness East, where valuables were stolen from the bedroom where the resident was sleeping. The perpetrator had removed his shoes and climbed in a slightly open bathroom window. Kleinkrantz had several break-ins. Some of the stolen goods have been recovered. “Vacant houses are problems,” said W/O Boshoff. “One house had been entered several times as . If you are leaving for some time, please inform the police and ask trustworthy neighbours to keep an eye on your house. Beware of informing your domestic staff as they might unwittingly let it slip.”

Thefts: A couple of items stolen from the beach, a wet-suit from a camp site, a canoe and some copper pipes. (Bennie advised we all replace visible copper pipes.)

Theft from motor vehicle: Just two for the month. (But as Bennie says “even one crime is one too many!” )

Some requests from SAPS: 1. If something is stolen PLEASE OPEN A CASE so SAPS gets accurate statistics. 2. If someone comes looking for job, send their ID book details to Bennie and he will check if they have a police record. 3. When a suspect goes up for a bail application, please will some of the Wilderness community come to court to OPPOSE bail! This will send the message that Wilderness takes crime seriously and suspects will not be let out on bail! (In answer to a request, Bennie advised that he cannot share photos of regular criminals unless they are ‘WANTED’ as magistrates feel that the suspect may have been compromised and can throw the case out! However, members of the public can take pictures and circulate them within their security groups.) 4. Please walk in groups. Three Touwsranten men suspected of mugging two tourists on a SANParks trail are in court. Techno expert Johann (08 ) revealed that good hd720 security cameras are available on Ebay at just R980!

One night a WhatsApp came through from Canada. “HELP my tenant in 3rd Avenue has just called—two men are breaking into the house!” I got there in minutes and found the police and two other cars on site with more arriving! As you can imagine the would-be burglars had fled and will undoubtedly not try that house again!

NOT EVERYONE IN A YELLOW JACKET IS A WRRA MONITOR! We had some disturbing reports over the Christmas period where people had seen what they believed were WRRA Monitors in yellow bibs helping people carry booze onto the beach! To clear up any confusion WRRA mon-itors wear YELLOW and ORANGE bibs, deep blue trousers and boots, green shirts, yellow caps and carry an ID card! Oh, yes… they also wear a smile, tip or no tip!

Dramatic waterfall rescue. The police Forum ended with Jonathan Britton of SANParks relating the

rescue of two young French visitors to the waterfall. One had tried to climb to

the top of the high fall, but the rock surface was slippery due to rain and he

fell some 20-30 metres! Fortunately a yellowwood tree helped break his fall.

“A few centimetres to the left or to the right and he would have undoubtedly

died…” said Britton.

As it was, the rescue of the badly injured youngster was hugely difficult. It

began at 4.00pm on Sunday afternoon and emergency personnel worked

through the night until 6.00am Monday morning.

They’ve saved 5 lives on our beaches, yet

idiots are still stealing these buoys! If you see anyone tampering with these vital NSRI rescue stations, please take

photos or report to the NSRI (phone number on the boards)

WAR on WEEDS!

We think of ‘alien invasives’ as evil trees—but what about alien weeds? Many were introduced in fodder during the Boer War but in all cases THEY DO NOT BELONG HERE AND THEY ARE SPREADING! Please remove them when you walk or if you spot them on a verge!

Each WRRA NEWS will feature ONE

weed so they become easy to recognise.

1. HORSEWEEDS

(Conyza sumatrensis and Conyza bonariensis)

They love verges. Originally from the

Americas, these rangy flowering weeds are

also causing havoc in farmlands and are

known to harbour the ‘kromnek’ wilt virus’.

Please pull them up before their flowers

release thousands of seeds! If in seed,

place a bag over the flower head to prevent

scattering, then pull out and bin or burn.

“I own a tiny smallholding. In this drought, a veld fire

started on my property and the wind fanned it into a blaze which, despite my efforts to stop it, spread into my neighbour’s smallholding. Yes, it did some damage and it now seems he is going to hold me responsible even though I explained it was an accident! Can he hold me liable for the damage?”

The short answer is YES! Section 34 of The National Veld & Forest Fire Act 101 of 1998 establishes a ‘presumption of negligence’ against you, the land owner, until proved otherwise. “If I had been a member of the Southern Cape Fire Prevention Association would that have absolved me?”

It would have helped as the Act states that “the

defendant is presumed to have been negligent in relation

to the veldfire until the contrary is prove, unless the

defendant is a member of a fire protection association in

the area where the fire occurred.” However member-

ship of the SCFPA will not absolve a defendant if they

had not taken the ‘reasonable steps’ as set out as

guidelines in the Act:

the establishment of suitable firebreaks,

having fire fighting equipment on hand,

having trained personnel capable of fighting fires

And having alerted nearby landowners of the fire.

If you did not have these steps in place, then the Court

will undoubtedly find you liable.

WFMU MEETING FEEDBACK

The Wilderness Heights FMU is spearheading the amalgamation of Hoekvil, Kleinkrantz, Wilderness and Langvlei Dunes FMUs. But the real need for this area is a permanent SCFPA* employee dedicated to the George area between Sedgefield and Grootbrak up to the mountains to the south. The current FMU action was instigated by SCFPA volunteer Barry Smales who is briefly back in SA.

Surely the George Municipality, SCFPA and even insurance companies (who are hardest hit finan-cially when fires devastate homes) should agree to co-finance Smales to take on this role and boost community fire risk awareness and create community quick fire response units that can contain a start-up fire until the Fire Brigade or aerial water bombers arrive? Thanks to Councillor Marlene Barnardt, a site visit was made to the Heights area so municipal Parks officials and the Fire Chief could see the fire risks for themselves. Heavy fire-fuel loads, vegetation inter-fering with power-lines and narrow roads that could become death-traps with vehicles trying to get out as fire engines try to get in, were apparent. A report-back is due soon. Absent (or obstinate) landowners who do not abide by the law (Veld & Fire Act) can have their proper-ties expropriated. In a recent case, a 67 ha Cape Town property was expropriated for R1 when the owner refused to clear a fire break and then refused to pay when the municipality cleared the firebreak!

The WFMU has assembled a powerful team and now require volunteers to join Fire Reaction teams to combat start-up fires, particularly in Wilderness Central and East. Interested? Please contact Dane Izatt on 082 210 0507.

Our Councillor’s Comment

Well done to Donald and his team for a great year serving the residents of Wilderness. We look forward to another year of hard work and enthusiasm.

As you may be aware, I have been elected to fill the position of Chief Whip for the George Municipality. This is a great honour and I view it as a challenge that I will try to fulfil to the best of my ability. However, as I have jokingly said to some residents, you are still stuck with me as ward councillor! This appointment does not mean that I have to vacate my position as the representative for Ward 4.

We have had several challenges over the last few months. The sewage problem in Freesia Lane and the streetlights in Sanctuary Lane to mention a few. I have however been assured by my municipal colleagues that they hope to permanently address both these problems shortly.

Electricity interruptions due to vegetation touching power lines remain a challenge. A team will be working to address this throughout the municipal area. (Ideally residents should keep trees and bushes on their erven trimmed under power lines BEFORE they become a problem. Once they become a problem then only the Electrical Department may tackle them for safety reasons.)

On a positive note, residents at the ‘stations’ along the Hoekwil Road as well as in Rondevlei have been provided with water tanks. These residents are all indigents and personally, this is a huge achievement for me. For the first time, these residents now have access to their own running water, something most of us take for granted.

Secondly, Langvlei Dunes residents now have limited refuse removal for the first time. Residents can leave refuse bags (only) in the newly built cage at the T-Junction on Mondays (only) by 8.30 am. The municipal refuse truck will remove

bags from there. This was initiated at the beginning of February on a trial basis.

As you area aware 2019 elections are coming!

Residents who are NOT registered to vote in Ward 4 are encouraged to make use of the first registration weekend for the 2019 General Election. This will take place on Saturday 10 and Sunday 11 March from 08:00 – 17:00 at one of these 3 voting stations (NSRI, Kleinkrantz Aftercare or Touwsranten Community Hall). Please take along your ID to register.

The Easter season is almost with us again. Best wish-es to all who celebrate Easter, drive safely and enjoy the many blessings that our beautiful Paradise has to offer.

This is what I said in my March 2017 “Last Word” and, except that it’s still the

same Chairman, the rest of the statement is still accu-

rate. Still the same passion and commitment from your

Committee. Still the same WRRA@Work Team.

Thank you all!

And thank you to all our members who took the trouble

to come to the AGM and for the positive way in which

they endorsed the Committee’s work over the last year.

As I keep reminding everyone, change is inevitable and so I am really excited by

the admission of REMAX, a business entity, onto the WRRA Committee to look

after our Services portfolio.

We believe that adding members of our business community to our WRRA

Committee will strengthen our Community action effectiveness. Our Wilderness

business community have been the financial backbone of our Wilderness Im-

provement Program and we see this further development in the relationship

between the WRRA and business will lead to further success.

The WRRA is already in partnership with our Municipality and Wilderness has

seen the benefits of this team work. Creating a mix of Business and Ratepayers

together with our Municipal partners, will bring a more balanced view to our

organisation and allow us to tackle issues with more insight and resources and

will lead to even more success for Wilderness.
