Here’s how the auction process works:

All DCAS assets are available for viewing, bidding & purchasing by the general public! A current sale list is available at: http://www.nyc.gov/html/dcas/html/auctions/autoauctions.shtml

All DCAS assets will be auctioned in a two stage bidding format (i.e. Stage 1 and Stage 2).

VB2 technology combines two bidding processes: an open, competitive Preliminary Bidding process (a.k.a. Stage 1), followed by a Virtual Sale (a.k.a. Stage 2). The Preliminary Bidding process allows Members to preview vehicles and enter bids at the bidding kiosk located at their local Copart facility or over the Internet. Using Preliminary Bidding, Members enter the maximum price they are willing to pay for a vehicle and Copart's Bid4U (a.k.a. Bid for You) feature incrementally bids the vehicle on their behalf. Members who are outbid during Preliminary Bidding will receive an email notification and are provided the opportunity to re-bid the vehicle.

Here is some additional information regarding the two-stage bidding process.

Stage 1 Preliminary Bidding

Takes place between the time DCAS schedules an asset for auction and the day of the actual internet auction. The vehicle can be searched, viewed and bid upon during this time at the Copart website or at the Copart Brookhaven, NY location, where all DCAS assets will be processed. Here’s the address:

Copart – Long Island 1983 Montauk Hwy Brookhaven, NY 11719 Ph# (631)776-0994 Operating Hours: Monday – Friday, from 8:00a.m. to 5:00p.m. Sale Day: Wed - Noon All Customers can walk the sale area, view & inspect DCAS assets and place a bid at a Kiosk in the Copart lobby. By placing your maximum bid during Preliminary Bidding, the Copart system will bid on your behalf until you are outbid during the course of Preliminary Bidding or the live auction. You will be notified via email if/when you are outbid during the Preliminary Bidding stage. At which time you can increase your maximum bid during Preliminary Bidding or simply wait until Stage 2 and bid on the asset during the live VB2 auction. Preliminary Bidding is not required. Instead, you can simply proceed to Stage 2 of the process outlined below and bid on a real-time basis for the asset during the live VB2 internet auction.

Each DCAS unit will have its’ own auction listing page containing vehicle-specific data and ten (10) images. This listing page is where you can view the current bid and place your bid if you want to get in on the action during preliminary bidding. Stage 2 Live Virtual Internet Auction (a.k.a. VB2) DCAS assets are auctioned on Wednesday’s. The live VB2 auction begins at noon local time. Live bidding begins at the high Preliminary bid amount. Here’s an example of a VB2 auction:

During the Virtual Sale, Copart's powerful web server conducts an auction-style Internet sale. Members join the sale by logging into Copart's website and selecting a Virtual Sale. When the Virtual Sale starts, five digital images of the vehicle are displayed along with the current high bid from the Preliminary Bidding period. Bid4U will represent the high Preliminary Bidder during the Virtual Sale. When bidding on the vehicle finally stops, a countdown is initiated. If nobody bids during the countdown, the vehicle is sold to the highest bidder. The process is fast, easy and user-friendly.

Winning bidders will receive a winning bid confirmation email with instructions regarding how to pay and retrieve the asset. This information can also be viewed by logging in to your member account on the Copart website.

Fees Associated with purchasing vehicles at Copart:

Final Value Fee:

- This figure is a sliding scale based on the amount of the winning bid of each vehicle - This is where having a Premier Membership affords the lowest final value fees - Using a secure method of payment also further reduces the fee structure

Internet Convenience Fee:

- This service fee is charged as a convenience to purchasing a vehicle purely on the internet - Gives buyer two extra days to pickup/arrange transport of purchases (5 business days – incl. auction day) - This fee waived for local buyers who bid at the Brookhaven Facility via the kiosks within the lobby of

each facility (Preliminary Bidding) - Fee is not charged to internet buyer unless they are the high bidder and are awarded the vehicle

Gate/Load Out Fee:

- This service fee is for delivery of the purchased unit to the loading area when the unit is being picked up by the buyer

- Fee allows for assistance time & labor in loading the unit onto the buyers truck, which in most cases is a car carrier

- This prevents non-CoPart vehicular traffic within the yard, which prevents damage & theft - Fee is waived if buyer utilizes Copart for local delivery options - Delivery cost varies based on distance of tow

Additional Fees (If Applicable):

- All vehicle purchases are to be paid in full within 3 business days (including auction day) - Late payment fees could be assessed - Storage could be assessed if a purchased vehicle is not picked up within 7 days
