Security Solution: Surveillance Vehicle - AfricaWestminster International was awarded a contract from a National Government to supply a range of bespoke mobile surveillance vehicles and equipment to assist with urban policing and state security. The vehicles involve audio & visual surveillance, covert tracking and secure communication systems.

Westminster has also been contracted by the same Government to build a state of the art Command & Control centre from which these vehicles and other security solutions can be monitored and controlled.

Defence Solution: Diver Detection & Disruption System - UAEWestminster received an urgent request to design a solution to protect a Harbour area and given that a Summit was due to take place in the following month this was a monumental assignment as normally diver detection systems take several months to design and implement – in this case there were just a few weeks.

As Part of the solution Westminster also installed its underwater diver communication and disruption system allowing operators to communicate with any approaching divers and if they failed to leave the area, generate disruptive tones causing them to surface.

Fire Solution: Fire Detection System - United KingdomWestminster was awarded a contract to supply fire detection and other equipment to an academy site in the UK.

The site comprises of four blocks and an enterprise area, every block has its own addressable fire alarm system, networked to form one complete system. The Academy has installed automatic detection and manual call points to activate sounders and plant shutdown. The System is also integrated with a Class Change System which sends an input at allotted times to the fire alarm to activate the sounders utilizing a different sound so that the pupils are alerted to the fact that its time to change class.

Safety Solution: Fever Detection Equiment - North AfricaWestminster secured a contract to supply a number of Westminster’s WG520 specialist Fever Detection Systems for public buildings in North Africa, which will be used to screen visitors for flu epidemics so that appropriate action can be taken.

The portable WG520 Fever Detection System identifies persons who may be suffering from common influenza, SARS and other flu variants such as Avian flu, Bird and Swine flu etc. by identifying individuals whose body temperature exceeds a predetermined threshold. The WG520 is suitable for mass screening at airports, ports, stadiums and public buildings.

Airport Solution: Full Airport Security Operation - West AfricaWhen the Airports Authority of an African country decided to outsource its AVSEC security services at its international airport, Westminster Aviation Security Services (WASS), as a leading provider of aviation security worldwide, were the natural choice! WASS took over and retrained the existing workforce, brought in a specialist management team experienced in airport security, introduced new policies, procedures and standard operating procedures (SOPs), upgraded existing screening equipment and introduced a wide range of other high performance detection and surveillance equipment such as CCTV, Access Control, Explosive Detection, Vehicle search, perimeter fencing and intruder radar detection etc. Also WASS has assisted with the creation of the Airport Security Plan (ASP) and Emergency Exercise drills. Within months of WASS’s deployment security at the airport had significantly improved and new carriers are looking to commence operations.

Training Solution: Armoured Vehicle Driving Course - AustralasiaLongmoor were contracted by State Security Services to provide armoured vehicle driver training to counter today’s threat, either from criminals or ter-rorists attack and contained the most current and relevant teaching practices for today’s diplomatic or corporate drivers. Longmoor Security investigates all attacks on VIP vehicles and convoys from around the world, including interviews with the survivors of some of the attacks, in order to formulate a measured analysis and transferring the “lessons learnt” into the course content.

Peter Fowler Chief Executive Offi cer Peter has over 40 years experience operating within the security industry, with particular reference to the electronic protection sector.

Peter is extensively travelled and has a long history of running successful security companies. In 1990, Peter has been Chief Executive Offi cer of the Westminster Group of companies since leading a management buy out of the business in 1996.

In 2000 Peter reorganised the business in order to focus on international security and defence and since that time has developed Westminster into a global business with representation in over 45 countries with an enviable international reputation and an extensive and growing ‘blue chip’ client base.

Lieutenant Colonel Sir Malcolm Ross GCVO, OBE Non-Executive ChairmanLieutenant-Colonel Sir Malcolm Ross GCVO OBE, is a former member of the Royal Household of the Sovereign of the United Kingdom, and since 2006, of the Prince of Wales (retired March 2008).

Sir Malcolm was educated at Eton and Sandhurst. He served in the Scots Guards holding the posts of Adjutant at the Royal Military Academy Sandhurst and reached the rank of Lieutenant-Colonel.

Sir Malcolm joined the Royal Household in 1987. He was Secretary of the Central Chancery of the Orders of Knighthood and Comptroller of the Lord Chamberlain’s Offi ce, and became Master of the Household to the Prince of Wales in 2006. Since 1988 he has been an Extra Equerry to The Queen. He was made an OBE, joined the Royal Victorian Order and was knighted as a KCVO, advancing to GCVO in 2005. He is a member of the Royal Company of Archers, and a Freeman of the City of London. In 2006, he was made Her Majesty’s Lord Lieutenant of the Stewartry of Kirkcudbright.

Ian Selby Chief Financial Offi cerIan is a Chartered Accountant with signifi cant board level experience of working with private and listed SME’s.

He was previously the Group Finance Director of Zenith Hygiene Group plc where he was instrumental in executing a successful trade sale, and previously he was the CFO of Corero plc, a software company. He has extensive experience including M&A, fundraising, working capital improvements, debt renegotiation and operational fi nancial management.

Earlier in his career he held international fi nance roles, including emerging markets in Halliburton Inc, Sybase Inc and Micro Focus plc. He qualifi ed as a Chartered Accountant with Coopers and Lybrand Deloitte and holds a degree in Physics from the University of Birmingham.

Roger Worrall Commercial DirectorRoger has 40 years experience in the electrical and electronic installation and manufacturing industries.

Roger began his career in the Royal Navy before joining an electrical company specialising in large scale electrical contracting. In 1975 Roger joined the newly formed Menvier (Electronic Engineers) Limited a forerunner to the Menvier-Swain Group Plc, an international supplier of fi re and safety systems and was appointed a director in 1987.

Roger remained with the Menvier-Swain Group Plc until 1999, when he joined Westminster Security Systems as a Director.

Matt Wood Non-Executive DirectorMatt is an experienced non-executive director and provids consultancy services to a number of listed companies.

Matt qualifi ed with a First Class honours degree in Economics in 1996 and qualifi ed as a chartered accountant in 1999. He then joined the corporate fi nance department of Beeson Gregory Limited (now Evolution Securities) where he advised growing companies on a wide variety of capital market transactions, corporate development and regulatory issues.

In 2006, Matt set up CMS Corporate Consultants Ltd, a Plc corporate advisory fi rm based in the City providing advisory services to small cap quoted companies, including Westminster.

Stuart Fowler BEng (Hons) Operations DirectorStuart has many years experience of the security industry and has been particularly involved on many of the more complex integrated security systems.

Stuart studied computing and business studies at University obtaining a Bachelor of Engineering Honours degree in 1996. After university Stuart successfully implemented several software development projects for listed companies before joining Westminster in 1998 as IT manager. After acquiring considerable experience with the vast array of technical products and equipment in which the Company is involved, he was appointed a Director within the Group in 2000.

Since that time Stuart has been instrumental in the design & implementation of many larger complex systems installed by the Westminster Group Plc. and is now responsible for the groups operations and technical implementation worldwide.

Sir Michael Pakenham KBE, CMG Non-Executive DirectorSir Michael Pakenham had a distinguished career in the British Diplomatic Service lasting nearly 40 years, during which time he held posts in Poland, Paris, Washington, New Delhi, Nairobi, Brussels, Luxembourg and London. Whilst in the Cabinet Offi ce in Whitehall he served for three years as Cabinet Secretary for Defence and Overseas Affairs, as Chairman of the Joint Intelligence Committee and as Intelligence Coordinator. He retired from the Service in 2003 at which point he was British Ambassador to Poland.

He is a Senior Advisor to Access Industries, a US-based private holding company with global interests, including in Russia; and a member of the European Advisory Board to Northrop Grumman IT. He has led work on the EU Security & Technology research project with Thales and IISS. Sir Michael a member of the Council of Kings College, London University.

The Task

The UN Advance Mission in Sudan (UNAMIS) was set up following the adoption of UN Security Council Resolution 1547 on 11 June 2004.

It was given the task of preparing for a full-fl edged UN peace support mission to be deployed during the interim period following the signing of a Comprehensive Peace Agreement (CPA) between the Government of Sudan and the Sudan People's Liberation Movement/Army (SPLM/A).

Westminster International was awarded a major contract to provide a sophisticated electronic security surveillance system to protect the new United Nations premises in Khartoum - Sudan.

The project consists of a number of high performance surveillance cameras capable of observation, both internally and externally around the complex, in zero lighting conditions as well as in the extremes of the environmental weather experienced in the region.

The system, which will be undertaken by Westminster’s specialist technicians based in the Sudan in association with Westminster’s local agents, will provide a high level of security to the complex 24 hours a day against attempted intrusion, infi ltration or terrorist activity.

The system is monitored and controlled from a sophisticated Control & Command Suite with all camera pictures and recordings available, via secure encryption, to the UN command network.

The Task

Nexen Inc – Perimeter Protection Solutions

Nexen Inc. is a global energy leader whose core business activities are the exploration, development, production of crude oil, natural gas and power.

Yemen has been one of Nexen’s most signifi cant international regions since fi rst production on the Masila Block in 1993 and the company operates the country’s largest oil project.

Following a suicide bomb attack in September 2006 on Nexen’s coastal oil pumping facility at Ash Shahir in the eastern Yemeni governate of Hadramawt, security at the companies various plants and operations were re-evaluated. Part of this evaluation process involved a visit to Westminster’s UK headquarters and test grounds for discussions on various protection solutions and demonstration of a wide range of equipment.

Following this evaluation and a subsequent international tender process, Westminster were awarded a contract for the supply of specialist long range perimeter fence detection solution to protect several of Nexen’s production sites.

Westminster’s specialist perimeter detection system can be fi tted to perimeter fencing structures or covertly buried below the ground, providing very high levels of detection whilst advanced fi ltering technology eliminates most causes of false alerts.

The system is capable of monitoring tens or even hundreds of kilometres of perimeter or border fencing without the need for any ‘in fi eld’ electronics, power supplies or analysers and yet can pinpoint the location of any incident to within a few metres.

The contract, which was managed in conjunction with Westminster’s Middle East offi ce involved several months work and was completed in 18 Months

The Task

The Bank of Sudan’s new headquarters building is a 10 story complex consisting of several large towers and full height atrium which is situated close to the intersection of the White and Blue Niles and is one of the largest and most technologically advanced, multi storey buildings in the Sudan. The impressive building was designed by leading consultants, Hamdi Consulting Group of Khartoum.

Westminster International Ltd. was awarded the prestigious contract to provide the extensive security systems and equipment required to protect the new Headquarters Building against both criminal and terrorist attacks.

Westminster was chosen to provide the security protection services on the basis of superior design and performance criteria against fi erce competition from a number of international companies.

The contract involved numerous electronic systems integrated into a common Control & Command suite including a Fire Suppression System, Intruder Detection Systems, Access Control, Perimeter Detection Systems, CCTV surveillance, Walk Through Metal Detection Gates, X-Ray Baggage Scanners, Flood Detection Systems, Time & Attendance Equipment & Entry Barriers etc.

Westminster, in addition to providing the electronic protection systems, also provided the vault doors and cash in transport equipment together with specialised fork lift trucks for use in the vault areas.

The Task

Following a long tender process Westminster was awarded the contract to take over the complete security operations within a West African International Airport.

The project is, a 15 year contract to provide the complete ground security services at the airport, including the perimeter security of the airport, passenger security throughout the terminal and passenger and baggage screening during check-in, security checkpoint and prior to boarding.

The project covers both the provision of the AVSEC security guard force, the development and implementation of robust and internationally recognised procedures and systems and the installation of state of the art detection and surveillance systems & equipment and the ongoing maintenance and upgrade of such.

As part of the contract Westminster deployed a highly experienced management team and took on the 100+ strong security team. Westminster have implemented advanced training programs to increase the knowledge and performance of all staff.

Westminster has also provided a dog detection team trained in the detection of explosives and narcotics quickly and effectively increasing the security of air travel. This deployment whilst not a requirement of the contract has been implemented by Westminster as a commitment to our vision of developing a internationally recognised standard of aviation excellence.

In addition Westminster, through our systems division Westminster International Ltd, is implementing a wide range of advanced security solutions including CCTV, access control, advance x-ray equipment for both hold and carry-on baggage, a state of the art dual view cargo scanning system, perimeter security; including high security fencing with fi bre optic detection system, ground radar detection and long range thermal surveillance; and many other such technologies.

Complete Airport Security - West Africa

The Task

The British Embassy Paris selected Westminster International to provide a solution to physically secure the three entrances into their building from vehicular access.

Following a site survey, Westminster recommended that electrically operated, remote controlled rising bollards be sited at each entrance so as to create dual security of both an inner and outer security barrier to combat vehicle borne attacks.

Fixed static bollards provide additional protection from Vehicle borne improvised explosive device (VBIED) by keeping vehicles away from Vulnerable areas.

With the British Embassy occupying a strategic position in the centre of Paris aesthetics of the proposed solution was also a key consideration.

The security bollards, which are controlled by an entrance automation system, allow authorised personnel to enter safely and securely whilst maintaining security against unauthorised vehicle entry at all times..

The Task

Westminster was awarded a contract from a African National Government to supply a number of bespoke mobile surveillance vehicles and equipment to assist with urban policing and state security.

The vehicles which involve the deployment of a wide array of audio & visual surveillance, covert tracking and secure communication systems. These systems include covert vehicle mounted surveillance cameras, covert audio recording equipment two way van to operative communication systems with body worn surveillance cameras all transmitted in real time to the vehicle.

The interior of each vehicle is fully equipped to allow the monitoring of all audio and visual feeds as well as incorporating advanced tracking and security management software for detailed incident management. The vehicle is fully covert with the interior fully shielded from heat, RF and other interference and detection and is fully equipped with climate control.

As part of the contract Westminster has provided a state of the art Command & Control centre from which these vehicles and other security solutions are monitored and controlled.

The bespoke mobile surveillance vehicles are linked in real time with the control centre by fully mobile satellite communications allowing the Command & Control centre to fully manage operations from multiple vehicles simultaneously allowing for large scale policing operations to be effectively implemented.

The Task

Westminster International were awarded a prestigious contract to protect the new Nagaa Hammadi Dam complex on the river Nile in Egypt.

The contract is to supply and install an advanced security net across the river Nile; to prevent access to the dam from either vessels or divers and to protect the hydraulic control structure from any fl oating or submerged objects.

The security net comprises a steel wire mesh with an advanced fi bre optic detection cable attached. Any attempted attack on the net will signal an alarm and indicate the location of attack within the security control room. The net, spanning the entire width of the river Nile, will be fi tted with an automatic gate which can be remotely opened and closed from within the control room.
