SECTION 1. GENERAL

Article 1. Definition

Taekwon-Do competition is a method for comparing the techniques as taught by Taekwon-Do founder, Gen. Choi Hong Hi.

Article 2. Purpose

The purpose of the competition is to ensure the uniformity of techniques, to elevate Competition standards to a high level in all Championships organised/encouraged by the World ITF Taekwon-Do Council.

Article 3. Application

The Tournament Rules shall apply in all the Competitions organised/encouraged by the World ITF Taekwon-Do Council, be they Continental, Regional and National competitions

Article 4. Modifications and Changes

4.1 Those who wish to modify or change any part of the Tournament Rules should forward their written proposals of modification or changes of the relevant Tournament Rules to the World ITF Taekwon-Do Council HQ.

4.2 The World ITF Taekwon-Do Council Executive Board will study the proposed modifications or changes. If they find them to be reasonable, they will propose them for approval.

4.3 Until any modification or changes of the Tournament Rules has been decided, all Competitions shall be conducted according to the original World ITF Taekwon-Do Council Tournament Rules.

SECTION 2. TOURNAMENT ORGANISING COMMITTEE (T.O.C)

Article 5. Formation of T.O.C

The Tournament Organising Committee should be formed in the Championship - hosting country at least 12 months before the Championship.

Article 6. Numbers of T.O.C. Members

The T.O.C. shall be formed with the necessary numbers of officials in conformity with the actual situation of the hosting country. The Chair of the Tournament Committee of the World ITF Taekwon-Do Council will be the Chair of the T.O.C.

Article 7. Authority and Duties of T.O.C.

7.1 The T.O.C. shall send their draft invitation and information for the Championship to the World ITF Taekwon-Do Council HQ for its approval at least 6 months before the Championship and distribute to all other concerned parties.

7.2 The T.O.C. shall arrange for all facilities, equipments and manpower necessary for the Championship.

7.3 The T.O.C. is responsible for the arrangement of medals and other awards.

7.4 The T.O.C. shall receive and register the teams and individual competitors invited to the Championship.

7.5 The T.O.C. shall hold draws and weight checks/height checks according to the respective mode of competition.

7.6 The T.O.C. shall supply the competition schedule and category draw for each participating individual/team before the competition starts every day.

7.7 The T.O.C. shall provide a competitor number to all participants.

7.8 The T.O.C. shall provide the appropriate medical services (First Aid) for the competition.

7.9 The T.O.C. shall recommend accommodation to be used for the championships, to be included in the championship information pack.

7.11 The T.O.C. shall consult all issues arising from the Championship with the World ITF Taekwon-Do Council Tournament and Umpire Committees.

7.12 The T.O.C. will be responsible for the organisation and the conduct of the championship.

7.13 The T.O.C must provide the necessary number of trained officials to assist the World ITF Taekwon-Do Council Tournament and Umpire Committees in the running of the competition.

SECTION 3. APPLICATION Article 8. Application for participation in the Championship All members wishing to participate in the Championship shall submit their entry by the set deadline.

Article 9. Acceptance of Participation in Championship

In the case of any affiliates that have not submitted their entry prior to the entry deadline set, or wish to alter or change their entry, the World ITF Taekwon-Do Council & T.O.C. reserve the right to consider their participation.

SECTION 4. QUALIFICATION

Article 11. Principle of Qualification for Participation in Championship

11.1 Only affiliates and invited groups can participate in the championship.

11.2 A Country/Person that is not yet affiliated to the World ITF Taekwon-Do Council and wishes to participate in the Championship for whatever reason must have the approval of the World ITF Taekwon-Do Council in order to participate.

11.3 A competitor who is not yet registered with an affiliated group must have the approval of the World ITF Taekwon-Do Council in order to participate. It is the duty of the T.O.C to inform the World ITF Taekwon-Do Council.

The World ITF Taekwon-Do Council can accept or reject their applications without providing any reason.

Article 12. Principle of Qualification for Participation in Children and Youth Championship

12.1 Competitors participating in the Children Championship must be between the ages of 5 years and 13 years on the starting day of the championships.

12.2 Competitors participating in the Youth Championship must be 14-17 years old on the starting day of the Championship.

Article 13. Principle of Qualification for Participation in Adult Championship

Competitors participating in the Adult Championship be between 18-34 years old on the starting day of the Championship.

Article 14. Principle of Qualification for Participation in Veteran Championship.

Competitors participating in all World ITF Taekwon-Do Council Veteran Championships must be a minimum of 35 years old on the starting day of the Championship.

Any number of competitors (male and female) per country are allowed to compete in the individual events (Pattern and Sparring).

Article 15. Confirmation of Qualification for Participation in Championships The rank and age of competitors must be valid on their certificates and passports/other ID.

Article 16. Penalty for Doping

If any competitor is found to fail in a doping test as a result of medical judgment, the World ITF Taekwon-Do Council Tournament Committee will disqualify that competitor from competition and the Championship. Further disciplinary action may be taken against that competitor by the World ITF Taekwon-Do Disciplinary Committee at a later date.

SECTION 5. DRESS CODE AND EQUIPMENT

Article 17. Dress Code

17.1 Juries and Umpires shall wear the umpire suits laid down in the Umpire Rules (navy blue coat, white shirt, navy blue trousers, navy blue neck tie, white track shoes). In excessive high temperatures, the umpires would be allowed by the Umpire committee to wear short sleeve shirts.

17.2 Dress Code for T.O.C. members The T.O.C. members should wear their uniforms set by the T.O.C.

17.3 Dress Code for Competitors

17.3.1 All competitors should wear a suitable cotton or polycotton Taekwon-Do Dobok as worn in their clubs. Dobok’s must consist of full-length trousers and tunic must have long sleeves. Club and organisation logos are allowed along with minimal sponsorship displayed via screen print or embroidery.

17.3.2 The black belt worn by the competitor should indicate the degree of the competitor. The wearer’s degree should be marked on the left hand edge of the belt, whilst in its tied state.

17.3.3 Number patches, if issued to competitors, must be worn on the lower part of the back of Dobok shirt.

17.3.4 Competitors are allowed, when not performing, to wear other tracksuits and training shoes.

17.3.5 Competitors participating in opening and closing ceremonies are allowed to wear their Dobok or official outfits of their choice.

17.3.6 National Flag and Trademark of the Sponsor

17.3.6.1 Competitors are allowed to bear the national flag on their Dobok.

17.3.6.2 Competitors are allowed to bear the NGB Logo or the Trademark of sponsor on their Dobok.

Article 18. Safety and Protective Equipment 18.1 Safety and protective equipment for the competitors participating in sparring competition.

18. 1.1 Compulsory safety and protective equipment.

Sparring equipment must conform to the standards below and be checked and accepted by the Senior Umpire conducting the sparring events:

18.1.1.1 The gloves are Mandatory. Must be of a suitable standard and size to cover and protect the lower forearm, wrist, back of hand and fingers with Velcro fastening. Suitable closed fingers or open hand gloves can be used. Should be made from soft dipped foam or PU/leather covered foam.

18.1.1.2 Boots are Mandatory. Must be of a suitable standard and size to cover and protect the instep, toes, side and heel of the foot with Velcro fastening. Should be made from soft dipped foam or PU/leather covered foam.

18.1.1.3 All competitors must wear a mouth guard and be of a suitable standard and size to cover and protect the teeth and gums. Should consist of a moulded plastic protective cover.

18.1.1.4 The male competitor must wear a groin guard and be of a suitable standard and size to cover and protect the groin. Both Male Female Groin Guards should consist of a plastic protective cover in a cloth holder. Must be worn under the Dobok trousers.

18.1.1.5 For the female competitor it is Optional but Highly recommended to wear a Groin Guard and a Chest Guard. The Chest guard Must be of a suitable standard and size to cover the front and side of the chest. Should consist of a plastic protective cover in a cloth holder. Must be worn under the Dobok Top.

18.1.1.6 Headguards are Mandatory for all competitors from 5 to 17 years old. Optional, but highly recommended, for Adults and Veterans. Must be of a suitable standard and size to protect the side, rear, and top of the competitors head with Velcro fastening. No Visors. Should be made from soft dipped foam or PU/leather covered foam.

18.1.1.7 All competitors must wear shin guards. Must be of a suitable standard and size to cover and protect the front of the shin with Velcro fastening. Should be made from soft dipped foam or PU/leather covered foam. Must be worn under the trousers.

18.1.2 Optional safety and protective equipment

18.1.2.1 Competitors may wear ribs and abdominal protectors inside the Dobok.

18.1.2.2 Competitors may wear forearm protectors inside the Dobok.

18.1.2.3 All other safety and protective equipment must be consisting of elastic sponge or soft rubber type padding or other soft materials which must have the approval of the World ITF Taekwon-Do Council Tournament and Umpire Committees.

18.2 Any other safety and protective equipments are not allowed.

18.2.1 The safety and protective equipment must not contain hard materials such as metal, bone and plastic.

18.2.2 The safety and protective equipment must not use zip lace or stud fasteners.

18.2.3 No watches, jewellery or glasses/spectacles to be worn for sparring except prescription safety glasses.

18.2.4 Competitors are not allowed to use grips or slides to keep their hair in place. Tying hair with anything other than a rubber band is prohibited.

18.2.5 Competitors shall be prepared for the match in advance, their faces must be clean, without any oily areas, as well as the whole body. No athlete is allowed to compete with blood presence. Fingernails and toenails should be cut. Jewellery, including piercings, cannot be worn during competitions.

18.3 An injured competitor requiring bandaging or strapping of any kind must not contain materials of any kind that may provide an advantage to the wearer and/or a disadvantage to the wearer’s opponent. The injured competitor must be certified by the official Tournament Medical Officer to wear any of such material for his/her injury.

SECTION 6. INSURANCE & MEDICAL ASSISTANCE

Article 19. Insurance

19.1 The T.O.C. must ensure that the competition venue must have all the necessary public liability insurance, fire certificates and Government licenses required for such events.

19.2 All Competitors must have insurance cover for their participation in the championship.

Article 20. Medical Assistance 20.1 Competitors injured during the competition shall receive the treatment of the medical teams provided by T.O.C.

20.2 In the case of injury interrupting the bout, the competitor must be fit enough to continue to participate within 3 minutes of receiving assessment and treatment by the medical team. The decision of the medical team is final.

SECTION 7. COMPETITION VENUE & FACILITIES

The competition venue must be of an adequate standard offering the required facilities to host the event. The T.O.C. must provide the required equipment. The T.O.C. shall arrange special seating for the VIPs.

Article 21. Lighting

Lighting must be adequate to meet the safety requirements of the event.

Article 22. Ring 22.1 The sparring ring shall consist of jigsaw mats (minimum 20mm thick, maximum 40mm thick) with a competitive area of 6m x 6m (minimum) to 9m x 9m (maximum) as decided by the Tournament Committee.

22.2 The Ring may be elevated. In this case the elevation shall be between 50 - 100cm from the ground, and the safety border around the Ring shall be at least 2 meters.

22.3 The Ring must be covered with competition mats measuring at least 2cm in thickness.

22.4 The competition area of the Ring shall be covered with coloured competition mats. If there is a safety border area this can be of any colour other the competition area colour.

Article 23. Place of T.O.C. Members

The head table of the Championship shall have a commanding view over the arena and must have broadcasting facilities. Next to the head table of the Championship shall be arranged a working place with enough space that provides the installation of all necessary equipment (computers, printers, copy machine). The Head Table shall have visibility to the arena and the awarding zone.

Article 24. Place of Tournament Umpire Committee ITF Umpire Committee shall be situated beside the head table.

Article 25. Seats for Reserve Umpires The reserve umpires shall be seated behind the ITF Umpire Committee.

Article 26. Seats for Medical Team

The medical officials shall be designated to a place, where they are able to work with injured competitors.

Article 27. Seats for Jury

Juries shall be seated in front of each Ring.

Article 28. Seats for Judges

28.1 Centre referee for sparring competition controls matches in the Ring. For Pattern Routine competition the centre referee shall be seated in the middle of the judges seats (Minimum 3 / Maximum 5 Judges).

28.2 Corner Judges will be seated at the corners of the Ring for sparring competition (Minimum 2 / Maximum 4 Judges).

28.3 Judges for Pattern Routine competition shall be seated in front of the Jury table.

28.4 Judges for Power Breaking competition shall be in a commanding position close to the holders.

Article 29. Seats for Recorders and Timekeepers

Recorder and timekeeper shall be seated beside the Juries.

Article 30. Seats for Coach for Sparring

During the Sparring competition, coaches shall be seated at their respective corners where should be 1 m. away from the Ring.

Article 31. Equipment

The Competition arena must be provided with equipment for special technique and power breaking competitions.

31.1 The number of the areas at a World or Continental Championship is a minimum of 6 for sparring and pattern routine, one area (zone) for special technique, an area (zone) for power testing and areas (zones) for the sparring equipment check.

31.2 There should be adequate capacity for spectators, competitors & VIP’s.

31.3 The competition arena should be separated from the auditorium appropriately and have the potential for a corridor for the participants movement to prevent uncontrolled entry of unauthorised persons to the competition area.

31.4 There should be a refreshment room separated from the audience, for the T.O.C., Umpires and VIPS.

31.5 There must be a separate closed area for medical care.

31.6 There must be adequate male and female changing areas for the competitors outside the competition area.

31.7 In the competition arena there should be designated areas for warming up for the competitors. This must be clearly marked and at a proper distance from the competition area.

31.8 The competition arena should have good intercom and sound system with microphones for each ring, tournament, umpires - committees and organizers.

31.9 The flags of all participating countries should be displayed in the hall.

The flags should be of the same size and design.

31.10 In the competition arena there must be a good signposting system, using signs, arrows and colours. The text of the signs shall be in English. The signposting system must clearly indicate which areas and corridors are to be used by competitors and coaches and which are for the audience. It must also show which areas may only be entered authorised persons (e.g. using colours corresponding to the colour of the identification cards).

31.11 Awarding zone

31.11.1 The competition arena must have a separate area(s) for official ceremonies.

31.11.2 The awarding platform must be properly marked with clearly visible signs. The construction of the platform must allow for two teams in third place.

31.11.3 There must be a convenient location for medals, cups and other awards

31.11.4 There must be a convenient place for VIP’s who perform the awarding ceremony; if possible they should be provided with seating.

SECTION 8. WEIGH IN & HEIGHT CHECK

Article 32 Height & Weight Check

32.1 All Junior (Up to 17 years old) sparring events will be based on height and not weight. The World ITF Taekwon-Do Council views the practice of young competitors trying to cut their weight before competitions to be detrimental to their health and wellbeing and therefore will implement sparring divisions for juniors based on height.

32.2 All Junior competitors (Up to 17 years old) participating in the Sparring event will be required to attend the Height Check station on the day of the event prior to competing.

32.3 All Adult and Veteran competitors participating in the Sparring event will be required to attend the Weight Check station on the day of the event prior to competing.

32.4 When a competitor does not have the required height/weight during the test measurement, he/she may change their category on payment of any administration fee required.

32.3 In the Championships participation of foreign citizens on behalf of a national team is not allowed unless they reside in the country (proof must be provided). Competitors must present their Degree Certificates, IDs, Passports and Head of Delegation signed declaration (for all the competitors) for weight/height check.

32.4 Scales must be used for weigh check.

32.5 Only competitors who pass the height/weight-check will be allowed to participate in the discipline "individual sparring".

32.6 The head coach or an appropriate representative of each participating country must attend the draws.

32.7 Weight Check and Height Check is performed within the time given in a designated area, and will be controlled by officials appointed by the Tournament Committee. Dobok must be worn at the weight check. An allowance of 0.5kg will be made for wearing the required dobok.

Article 33. Draw

33.1 The draws are to be conducted electronically directly after the height/weight check is complete.

33.2 When there are only 2 or less individual competitors and teams, competing in an event, then the match draw will not be necessary.

33.4 Draws shall only contain the competitors qualifying for their event.

33.5. Draw for Pattern

33.5.1 The order of match for individual events shall be drawn according to gender and rank.

33.5.2 The order of match for team events shall be drawn according to gender.

33.6. Draw for sparring

33.6.1 The order of match for the individual events shall be drawn according to gender, weight and height.

33.6.2 The order of team events shall be drawn according to gender.

33.6.3 The order of matches for the individual and team events shall be drawn according to gender.

SECTION 9. COACHES

Article 34. Coaches All coaches should know and strictly observe the Tournament Rules. All coaches are responsible for ensuring that their competitors conduct themselves in a courteous manner and adhere to the tournament rules.

34.1 Regulations for coaches

34.1.1 Coaches must unconditionally obey the umpire's commands or decisions as long as they are not contradictory to the Tournament Rules.

34.1.2 Coaches must be able to speak the official language - English and use both English and Korean terminology.

34.1.3 During the competition, the coach must wear a tracksuit and gym shoes. Tracksuits should bear the markings of the team. T-shirts may be worn as the occasion demands however, short pants shall not be allowed. The coach is allowed to bring a towel and a bottle of water for the competitor.

34.1.4 During sparring, pattern routines the coach must stay at least 1 meter away from the ring. During the power test the coach must stay at least 1 meter from the machine on which the competitor performs a technique.

34.1.5 During the competition, the coach must not act in such a manner that may disturb the competition.

34.1.5.1 During the competition, the coach may instruct a competitor with hand gestures or verbal instructions, but in a calm and controlled manner.

34.1.5.2 The coach must not enter the ring without the centre referee's approval.

34.1.5.3 During the competition, the coach must remain seated. The coach must not stand up from his or her seat to give instructions to the competitor.

34.1.5.4 In principle, coaches should not be replaced during the competition. If special circumstances dictate, and with the centre referee's approval, any change of coach must be done during the competition break.

34.1.6 When giving instructions during the competition, the coach shall act in a calm and composed manner, and should refrain from chewing gum.

34.1.7 During the competition, the coach must not be under the influence of drugs or alcohol.

34.1.8 The coach shall ensure that his or her competitor observes the noble Taekwon-Do spirit and behaves accordingly, both in the competition and public areas of the stadium.

34.1.9 The coach shall be held responsible for any violation of regulations or poor behaviour of their competitors.

34.2 Disciplinary Action The coach shall be subject to disciplinary action in the following cases:

34.2.1 Warning

34.2.1.1 When not wearing the regulation clothing or footwear.

34.2.1.2 The time to change into the regulation clothing and footwear is 2 minutes.

34.2.1.3 When disturbing the competition.

34.2.1.4 When not acting in a calm and composed manner

34.2.1.5 When chewing gum whilst coaching during a match.

34.2.1.6 When any of his or her competitors do not stand up during the playing of the national anthems at the awarding ceremony.

34.2.1.7 When any of his or her competitors wear Doboks without their belts in the stadium.

34.2.1.8 When any of his or her competitors change their clothes in public. Competitors must use the designated changing facilities in the stadium.

34.2.1.9 When drinking alcoholic beverages or smoking whilst wearing a Dobok.

34.2.2 Disqualification

34.2.2.1 When any competitor in his or her team mocks or insults an opponent while watching the match.

34.2.2.1 When any competitor in his or her team creates an unpleasant atmosphere for fellow competitors through the use of instruments such as horns or bugles, while watching the match.

34.2.2.1 When receiving 3 or more warnings.

34.2.3 Suspension of rights and removal of qualifications.

34.2.3.1 When entering the stadium under the influence of drugs or alcohol.

34.2.3.2 When the coach does not obey the commands and decisions of the referee or when the coach uses offensive language or behaves in an offensive or aggressive manner, challenging the official match result.

34.2.3.3 When receiving 3 or more disqualifications.

The disqualified coach shall have his or her tournament ID card confiscated immediately and will not be allowed to work inside the stadium until his or her qualifications are reinstated.

The coach may even be deprived of his or her qualifications as a coach according to the decision of the Tournament Committee

The Tournament Committee reserve the right to punish the offending coach with a period of disqualification according to the seriousness of the violations.

SECTION 10. COMPETITION

Article 35. Events and order of match

35.1 The order of match for all of the events of the Championship shall be directed by the Tournament Committee.

Article 36. Divisions

36.1 For Junior (5yrs to 17yrs) Championship

36.1.1 Individual Event (male/female)

Article 37. Principle of participation in Championships

37.1 Individual Event

37.1.1 At the Championships there is no limit to the number of competitors for an individual and team event for each country.

37.1.3 Competitors participating in individual event are allowed to participate also in team event.

37.2 Team Event

The competitor who participates in the team event can also take part in individual event.

37.2.1 Junior, Adult and Veteran teams shall consist of three members.

37.2.1.2 The team shall perform Pattern, Sparring, and Power Breaking.

Article 38. Announcements

38.1 An announcement will be made for each match with the name, number and country of the competitor.

38.2 The competitor is responsible to report to the Ring’s Jury Table with his identification card.

38.3 If the competitor does not report to the Jury Table within 1 minute after announcement, 2 further announcements will be made at an interval of 1 minute. If the competitor still does not report to the Jury Table for the third time, then the competitor may be disqualified.

Article 39. Equipment Check

39.1 In the areas of equipment checking, a referee will check to ensure that the Dobok, equipment, etc. are of the officially approved types and are not defective. Competitors are not allowed to leave the areas after they have passed inspection.

39.2 If any item is found to be defective or sub-standard, it must be replaced and the Competitor has a maximum 4 minutes to do so.

39.3 If replacement is not done within 4 minutes, that competitor may be disqualified.

Article 40. Courtesy

Competitors must at all time bow to the Jury, Centre Referee and also to each other with command of “Taekwon” at the beginning and end of each performance or match.

SECTION 13. PATTERN

Article 41. Mode of Competition

The Pyramid system of Elimination will be used.

Article 42. Point Award for Individual Event

42.1 Scoring Criteria

• Technical Content and Precision • Power • Balance • Breath Control • Rhythm

42.1.1 Each competitor will start with a score of 10 points for the 5 scoring criteria. A deduction of 0.5 points will be made for any incorrect technique, poor demonstration of power, poor balance, poor breath control and poor rhythm for each movement of the pattern.

42.1.2 The individual Judges will add up their total score from the Scoring Criteria and award a decision of a win to the competitor with the highest score or a draw if the scores are equal.

42.1.3 Deciding the winner

The Scoring Criteria will be taken into account when nominating a winner.

Jury President will decide the winner in accordance with the flag signal of the Judges.

2 points will be awarded for a judges flag indicating a winner

1 point will be awarded for a judge indicating a draw

The winner will be the competitor who is awarded the highest points score.

42.1.4 In the event of a tie, the Jury President (Senior in that Ring) will choose a designated pattern from all patterns from Chon-Ji up to the highest level of pattern of the lowest rank competitor on the mat. This will be repeated until a winner is decided

Article 43. Individual Pattern Event Procedure 43. 1 Optional Pattern per qualifying round should be within the range of patterns described in each event. However, in the interests of Fair Play for competitors who have recently been promoted to their new rank, these competitors can request that they perform an Optional Pattern from their recent lower rank. Competitors are only allowed to perform up to the pattern associated with their rank. That is to say that competitors are not allowed to perform patterns above the rank of belt they wear eg 4th Kup competitors may not perform patterns associated with 3rd Kup and above, and 1st Degree competitors are not allowed to perform 2nd Degree patterns. In the event of a tie, the Senior Umpire will choose a Designated Pattern from all patterns from Chon-Ji up to the highest level of pattern of the lowest rank competitor on the mat.

45.1 The team pattern competition, unlike the individual event, is the team performance which 3 competitors of a team enter the ring and demonstrate their teamwork. Hence, the technical movements should be performed collectively. However, the technical aspects including fast and slow motions, continuous and connected motions should be executed as laid down in the Encyclopaedia.

45.2 Scoring will not commence until the command “Si Jak” is given.

45.3 The team drawn as Red will perform first

SECTION 14. SPARRING

Article 46. Allowed hand techniques and foot parts while kicking.

46.1 Hand techniques – Fore-Fist, Back-Fist, Side-Fist, Knife-Hand and Reverse Knife-Hand.

46.2 Foot parts – Ball of Foot, Foot-Sword, Instep, Back-Heel.

Article 47. Target Area

47.1 The face front and sides (excluding the back, nape and the neck).

47.2 Frontal area of trunk of the body from a line drawn from the armpit vertically down to the waist on each side (excluding the back).

Article 48. Scoring Criteria

All attacks must be controlled at the point of contact.

Scoring will be achieved by Light Touch Contact to a target area and/or No Contact techniques delivered forcefully to a target area and stopped 1cm from the target.

48.1 One (1) point will be awarded for:

• Hand attack directed to mid or high section. • Foot attack directed to mid-section. • Hand attack directed to the mid-section with both feet off the ground

48.2 Two (2) points will be awarded for

• Foot attack directed to high section. • Hand attack directed to the high section with both feet off the ground • Flying foot attack directed to mid-section • Mid Air Kick 180 or 360 to mid-section

48. 3 Three (3) points will be awarded for:

• Flying kick directed to high section. • Mid Air Kick 180 or 360 to high-section

Article 49. Fouls

49.1 Warnings

49.1.1 For the following offences;

• Attack to an illegal target • Stepping completely out of the ring (both feet) • Any part of the body, other than the feet, touching the ground • Holding or grabbing • Pushing with hands or body • Pretending to be injured • Intentionally avoiding sparring • Pretending to have scored by raising one or both arms

• Intentionally turning the back to avoid combat • Ignoring the instructions of Centre Referee

49.1.2 One (1) point will be deducted for every 3 warnings.

49.1.3 No disqualification will result from 3 points (9 warnings or more) being deducted.

49. 2. Deduction of Points for serious fouls (Yellow card)

49.2.1 For the following offences which carry a yellow card:

• Heavy contact • Attacking a fallen opponent • Attacking an opponent when the referee has stopped the match. • Leg sweeping or tripping. • Insulting an opponent.

49.2.2 In case of point deduction Centre Referee will raise a yellow card to indicate one point deducted.

49. 3 Disqualification (Red card)

49.3.1 For the following offences;

• Misconduct against officials or ignoring instructions • Uncontrolled or excessive contact • Any competitor suspected of being under influence of alcoholic beverage or drugs. • Attacking with the head, elbow or knee • Biting • Causing an opponent unable to compete as a result of heavy contact. • Receiving 3 deductions (yellow card) in the same match.

49.3.2 The Centre Referee will raise a red card to indicate a competitor disqualified.

50.1 Duration of Bout

Children aged 5-9 years, elimination bout will consist of 1 round of 1.5 minutes (90sec).

Children Aged 10-13 years, Youths, Adults and Veteran, both males and females – the Qualifying matches shall be 1 round of 2 minutes of actual sparing time.

All finals will consist of two (2) rounds with a One (1) minute break between rounds.

50.2 Deciding the Winner

Corner Referees (2 or 4) plus a Centre Referee

50.3.1 When three or more corner referees give a decision in favour of one Competitor, then that Competitor is the winner.

50.3.2 When two Corner Referees give a decision in favour of one Competitor, one Corner Referee for the other and one for a draw, the Competitor who receives the two favoured decisions is the winner.

50.3.3 When two Corner Referees give a decision in favour of one Competitor and two Corner Referees give a draw, the Competitor who receives the two favoured decisions is the winner.

50.3.4 When three or more Corner Referees say that it is a draw, then it is the tied competition.

50.3.5 When two Corner Referees give a decision in favour of one competitor and two Corner Referees for other competitor, then that competition is a draw.

50.3.6 When one corner referee gives a decision in favour of one competitor, two Corner Referees for a draw and one for other competitor, then that competition is a draw.

50.3.7. When the competition is tied, an extension will follow. The extension will be half the allotted time for that division. If this results in a further draw, the competition for the golden point will take place. The competitor with the first scored points shall be the winner with disregard to timing and the competitor with three warnings or 1 yellow card without any scored points is the loser.

50.4 Two Corner Referees plus Centre Referee

50.4.1 All three (3) Referees have a decision

50.4.2 When three Referees give a decision in favour of one Competitor, then that Competitor is the winner.

50.4.3 When two Referees give a decision in favour of one Competitor and one for the other the Competitor who receives the two favoured decisions is the winner.

50.4.4 When three Referees say that it is a draw, it is a tied competition.

50.4.5 When one Referee give a decision in favour of one Competitor, one for the other and one gives a draw, it is a tied competition.

50.4.6 When the competition is tied, an extension will follow. The extension will be half the allotted time for that division. If this results in a further draw, the competition for the golden point will take place. The competitor with the first scored points shall be the winner with disregard to timing and the competitor with three warnings or 1 yellow card without any scored points is the loser.

51.2 First Bout

A draw with the toss of a coin will decide which team will nominate their competitor for the first bout, this process will alternate between the teams.

51.3 Duration of a bout

Children (6-9 Years), each bout will be 1 round of 1.5 minutes (90 secs).

Children (10-13 years), All Youth divisions, Adult and Veteran matches, each bout will be 1 round of 2 minutes.

51.4 Deciding the winner

For the team matches it will be same as in the individual matches. (Except for a tied match)

51.4.1 When a team wins a bout, it receives two points and 1 point for a draw. When a team accumulates four (4) points it will be declared the winner without further matches.

51.4.2 When all Three (3) bouts are finished and the result is a draw, then each Coach will select a Competitor to spar an extra bout. The Team whose Competitor wins this bout will be the winner.

51.4.3 When extra bout results in a further draw, then golden point shall take place to decide the winner as in individual matches.

Article 52. Injury

52.1 When a competitor is injured during competition, the Centre Referee must stop the match and call the Doctor. After the injured competitor is treated, the Doctor must inform the Centre Referee as to whether that competitor could continue competing. The Doctor’s decision is final.

52.2 Deciding the winner when the match cannot continue due to injury

52.2.1 When it is decided that the opponent is at fault for causing the injury, then the injured competitor will be declared the winner.

52.2.2 When it is decided that it is the fault of the injured competitor that caused his or her own injury, then the injured competitor’s opponent will be declared the winner.

52.2.3 If both competitors are injured at the same time, and if both prove to be unfit to continue, the winner is the one who has more umpires' votes until match was stopped. If the competitors have even results, the jury president will decide the winner after consultation with the Ring Council complying with the resulting warnings and yellow cards to the present moment.

52.2.4 Until the decision for injured competitor has been made, the match cannot go on to the next round.

52.2.5 Any competitor not accepting the doctor’s decision shall be disqualified.

Deciding the winner

54.1 When performing, the competitors should perform an exchange Flying High Kick, taking a run-up and jumping on the kicking foot, pulling the other leg to the chest and hitting the target with the ball of the jumping foot while lowering the other leg.

54.2 The run-up length will be determined by the Senior Umpire

54.3 Any attempt where any part of the body, other than the feet, touch the ground on landing will not be accepted as a valid scoring attempt.

54.4 A Senior Umpire will set the minimum qualifying height of the target.

54.5 Each competitor will have 3 attempts to hit the target with the ball of the foot and land in a balanced posture.

54.6 Failure to perform the technique successfully will result in elimination from the competition.

54.7 The height of the target will gradually rise until the highest target is successfully achieved.

Each competitor will be allowed 1 measure up (no touch) followed by break.

SECTION 17. PROTEST & DECISION

In the event that a competitor or coach (or guardian of a child competing) wishes to dispute a result awarded by the championship officials, all protests must be submitted to the Tournament Committee in writing by the coach/guardian or competitor within 5 minutes of the end of their bout ending and the result being awarded.

The fee for submitting a protest will be £50. Upon completion of an investigation by the Tournament Committee, this fee will be returned to the coach/guardian or competitor if their protest is upheld. If the protest is rejected by the Tournament Committee, the protest fee will be retained and donated to a local charity.

Please note that any video evidence supplied by the coach/guardian or competitor will not be used in the decision process.
