General context
MPAs may support small scale fisheries (SSF)
Which circumstances determine the success of SSF management in Mediterranean MPAs?
FishMPABlue 1
31 case studies from 5 Mediterranean countries
FishMPABlue1 – The first project
Key features – Results FishMPABlue 1
Five key-elements determining successful management of SSF in MPAs
1. Enforcement
TOOLS FOR GOOD GOVERNANCE OF SSF IN MPAs
5. Management plan
2. Fishermen in the
management board
3. Fisherman
engagement
4. Activities promoting sustainable fishing
Governance toolkit for SSF in MPAs
5 tool categories:
- Enforcing MPA capacities (e.g. setting the limits and quota for
fishing licences, involvement of local fishermen in surveillance
and/or monitoring,…)
- Participative (e.g. strenghtening organizations representing local
fishermen, partnership programs between MPA and fishermen)
- Knowledge (e.g. promoting benefits of MPAs for fishermen)
- Economic (e.g. helping fishermen develop fishing tourism
activities, labeling, support to establishement of cooperatives,…)
- Interpretative (e.g. increase the understanding of policy makers
on SSF and their issues)

Testing on the field – Pilot MPAs:
11 Pilot MPAs located in 6 Med countries (Spain, France, Italy, Slovenia, Croatia and Greece)

Main Activities
1. Test the governance toolkit
and assess its effectiveness
in achieving expected results
in terms of ecological,
economic and social benefits
for SSF management in MPA
2.Establish Local Governance
Cluster and capacity building
activities for knowledge
transferring to LGC (MPA
management body +
fishermen)
Provide a background knowledge, expertise and skills to
MPA staff and fishermen for the proper management of
SSF inside the MPA
AN EXAMPLE OF TOOLKIT IMPLEMENTATION
The MPA and fishermen, with the
support of project partners, agree
that the ENFORCEMENT level in
the MPA can be increased
The LGC, with the assistance of
project partners, define a
method to increase the
ENFORCEMENT in the MPA for
1 year
MPA management board and
Fishermen (LCG) discuss about
which tools to apply The MPA provides to Project
information on the status of the
governance tools and the features
of the MPA and fishery
SURVEY ON MPA FEATURES
The MPA uses part of the funds received to increase the enforcement: 1. install
surveillance cameras and 2. pay additional personnel for surveillance

OTHER EXAMPLES OF TOOLKIT IMPLEMENTATION
The MPA and Fishermen
agree together to reduce
the fishing effort inside the
MPA for the period April
2017 – September 2018
Some fishermen
reduce the number of
catches per week
inside the MPA
Fishermen receive
an economic
compensation
from the MPA
Some fishermen use
nets with larger mesh
inside the MPA
The MPA and Fishermen
agree to increase the level
of fishermen participation
to MPA management
MPA and fishermen decide to
increase the number of
meetings among them
REDUCTION OF FISHING EFFORT
INCREASING FISHERMAN ENGAGEMENT
New nets with a
larger mesh size
will be bought by
the MPA with the
project money
