1. Improvements in the Game Management

1.1 Simplifying the tasks of referees by means of technical innovations

Current ProblemsThe observing tasks of the referees have become more and more difficult over the past years.In parts, many actions in the modern high-speed game are taking place at the same time andfor referees it is hardly possible to observe the entire match covering all areas. To simplify the tasks of the referees, technical innovations (video proof) can be used in the future to fast and effectively evaluate certain game situations again.

Proposals/conclusion

• Step by step introduction of the IHF video proof

• As a first step, corresponding technologies should be used for goal decisions at IHF events(goal or no goal with special goal cameras). However, this requires that playing time andcamera are synchronized.

• Step by step the IHF video proof should then be used to evaluate the following situations:

– red card against wrong player– actions under rule 8:6 the referees have not seen– many players fighting

• Further application possibilities of the IHF video proof should be tested at Youth and JuniorWorld Championships.

1.2 Mixed Couples, single referees

Current Problems In line with the development of the handball game in the last years (speed of the game, highdensity of actions, many important actions at the same time), also the challenges for the referees have significantly increased. Main task of the IHF is to further improve the quality ofreferee performances. Sometimes unequal individual performances within a referee couplecan be observed. Also differences in the personal appearance and the behaviour in critical situations can occur.

Proposals/conclusion

• Should a new referee system be implemented (single referees), the task profile for referees, the general education concept and the corresponding referee education materialwould need to revised and adapted comprehensively.

• A new education system to train and educate single referees needs to be elaborated.

• The new referee system must be introduced in a long-term process (e.g. 2015 – 2019).

• As a first step, younger referees in the early stages of their career should be involved.

• It has to be clarified whether this new referee system will only be implemented on IHF level.

2. Improvement of rule interpretation

2.1 Body contact, permanent holding, and destructive fouls

Current Problems In the last years, among others, the following negative tendencies could be observed in thehandball game:

• Permanent mutual holding between defender and pivot at the goal area line

• Uncontrollable game situations at the goal area line: difficulty for referees to identify guiltyplayers

• Different rule interpretations in punishing rule violations at the goal area line

• Holding and clutching of an opponent in order to provoke an interruption of the game (e.g.already in the build-up phase of the game, when warning signal for passive play is shown)

• General problem: the Rules of the Game contain sufficient formulations and explanationsto punish these violations; however, these violations are often considered as “part of thegame”

Proposals/conclusion

• Rewording of rule 8 is not required.

• More consistent rule interpretation of the following violations is demanded:

• Longer holding of the opponent must consequently be punished progressively according torule 8:4c.

• In the sense of a common rule interpretation, violations such as longer holding and push -ing of the opponent and holding the jersey must be punished progressively.

• This consequent line should be trained and implemented consistently at the 2015 Men’sWorld Championship in Qatar (role model!).

• All top coaches participating at the IHF Forum (Ulrik Wilbek, Gudmundur Gudmundsson,Michael Biegler, Staffan Olsson, Talant Dujshebaev, Heiner Brand??) have unanimouslydecided in favour of this standard.

2.2 Passive Play

Current Problems When evaluating passive play, big differences in rule interpretation can still be observed between the referees. Particularly after having shown the warning signal for passive play, various rule interpretations occur until the referees finally decide on passive play.

punishment (passive play)?

• Definitely: 41,0 %

• Maybe: 35,5 %

Proposals/conclusion

• For players, referees, coaches, but most of all for the spectators more objective criteriashould be elaborated for deciding on passive play after showing the forewarning signal.

• The following rule change is recommended: after showing the forewarning signal, the teamin offence is only allowed to play 6 more passes.

• This rule change needs to be tested and evaluated in detail at international tournaments.

2.3 Executing free-throws after the final signal (half-time or end of the match)

Current Problems If a free-throw must be executed after the end of the regular playing time, only one thrower candirectly execute the free-throw against 6 defenders and one goalkeeper in terms of a fast execution of the free-throw.

Practice has shown, however, that the chances of scoring are very low in this one-on-seven situation and often, the ball is only “thrown away”.

• No rule change is recommended.

2.4 Red card last minute = 7m mandatory

Current Problems In important, deciding matches it can be observed that shortly before the end of a match,teams try by all means to prevent that the opponent scores a goal (for example: narrow leadand last attack of the opponent).

In doing so, they intentionally risk a red card, even though the player will be banned for the nextmatch. The opponent is at a disadvantage when they are in no promis¬ing position to attemptto score because of this infraction.

Proposals/conclusion

• A rule change is suggested based on the following criteria:

– the rule change only refers to violations according to rule 8:6 (disqualification with report).

– In these cases 7m-throw is obligatory.

• This rule change should not – as before – refer to the last minute of the match, but shouldbe implemented for violations during the last 30 seconds of the match instead.

2.5 Interruption of playing time due to injured players

Current Problems The treatment of injured players on the playing court often leads to long interruptions of theplaying time. To some extent, these situations are deliberately provoked due to tactical reasons.The following rule change should limit such forms of interruption of the playing time.

Proposals/conclusion

• The following rule change is recommended:

In case players are injured, lie on the court and need help (interruption of the playing time), asubstitution of such players is mandatory before the match resumes. If they are not substituted,they must be punished progressively.

• It is recommended to test and evaluate this rule change at the 2015 Youth and Junior WorldChampionships.

2.6 Final signal, when the ball is still in the air

IHF questionnaireIt is possible that a free-throw is executed before the final signal sounds (half time, end of thematch). Such a situation often leads to confusion whether or not the ball has crossed the goalline within the regular playing time. The following proposal for a rule change should lead to decisions which are clear without ambiguity.

In case the ball is still in the air after the sound of the final whistle, the match will be continueduntil the outcome of the throw is clear. Would you welcome this rule change?

• Definitely: 61,8 %

• Maybe: 20,9 %

• By no means: 17,3 %Trend for rule change!

Proposal/conclusion From coaches’ point of view no rule change is required.

3. General aspects

3.1 Clear identification of the head coach at IHF events

Current Problem Spectators in the arena and TV viewers have difficulties to identify the head coach of a team ashe/she is wearing the same uniform as the players/officials on the bench. Following the example of other sports (e.g. football), the head coach should be differently dressed from theother members of his team. Stated goal is to strengthen the image of the head coach in the framework of the overall event presentation.

Proposals/conclusion

• Dress code head coach: smart casual; note: business suit is not considered as suitable(glue etc.).

• Assistant coach, doctor and physiotherapist (in sportswear) should wear different coloursfrom the players of both teams.

3.2 General responsibility of the head coach

Current Problems At IHF events frequently problems with the behaviour of officials and players on the benchesoccur (e.g. permanent protests against referee decisions, etc.)

Such kind of behaviour can harm the image and the presentation of the sport at World Championships and Olympic Games.

Particularly at youth and junior events such negative conduct should be prevented in view ofrole model function and personal development of young players.

Proposals/conclusion

• The head coach is responsible for the behaviour of his/her team on the bench.

• In case of violations, only the head coach will be punished progressively (cards A, B, C areno longer required)

• Progressive punishment will be amended as follows: warning – 1.; 2-minute suspension –2.; 2-minute suspension – 3.; 2-minute suspension – red card

3.3 New advertising board in the substitution area In addition to the proposals 3.1 and 3.2, a re-organisation of the substitution area is suggested.

Proposals/conclusion

• In front of both benches an additional advertising board is placed.

• Only the responsible coach is allowed to stay in front of the advertising board (except thesubstitution area).

• It is recommended to test and evaluate this proposal.

3.4 Extending the duration of the team-time-out

Objectives 1. Creating new possibilities for TV (e.g. showing attractive slow motion re-runs, highlights,

short explanations of important game situations, commercials)

2. More time for the coach to give instruction

3. Prolongation of the duration of the team-time-out to 1:30 min

Proposals/conclusion

• From coaches‘ point of view prolongation of the team-time-out is not required.

• Coaches would approve prolongation, if requested by TV broadcasters.

• All further proposals in view of team-time-out (see IHF questionnaire) are declined.

3.5 Specific rule changes for Youth events

Current Problems The analyses of international Youth events (U18 events, recently the 2014 YOG in Nanjing) re-veal problems particularly in the development of the individual defence behaviour of players.Violations against the opponent which would have to be punished progressively can often beobserved; generally the status of training in technique-oriented one-on-one situations often hasnot yet reached a satisfying level.

However, for the future development of the sport it is of utmost importance that the correct ba-sics for an overall individual education of the players are already imparted in the training ofyounger age categories. Targeted rule changes could contribute to promote correspondingpriorities in the training with young players.

Proposals/conclusion Note: Due to time constraints this topic was not discussed at the Forum. It is proposed to dis-cuss special rule changes for younger age categories in the IHF Rules Working Group.

4. The brand: Handball and the “IHF“

Corporate identity (CI):Does the CI of the IHF meet the current modern requirements regarding external and internalcommunication, image and presentation at IHF events?

• Must be improved: 42,1%

• Stay the way it is: 41,1%

• Not sufficient: 16,8%

Proposals/conclusion

• The IHF should develop a new, modern and consistent brand and communication strategy.

• Basic points of this new brand and communication strategy are the following:

– In a global strategy a good balance between traditional handball core markets and developing markets should be created.

– The IHF should give clear guidelines (brand, communication and design guidelines) forall IHF events, projects und campaigns and ensure that these guidelines are strictly followed.

Note: At the ICM Follow-up meeting in Zagreb UFA Sports has been assigned to develop a corresponding concept. UFA Sports should therefore be awarded with a contract to develop aconcept for points 4 and 5 of this document.

5. The product: "IHF Events & Programmes", the people “IHF Target Groups“

Younger imageDoes the worldwide communication of the sport handball need a younger image to attractyounger target groups in particular?

• Definitely: 47,4 %

• Maybe: 46,5 %

• By no means: 6,1 %

Proposals/conclusion

• The IHF should develop programmes in order to attract particularly the younger generationfor handball.

• The Streethandball concept (including the specific handball developed for this purpose)should be included in the IHF Handball@School programme. By use of corresponding mediatools the project should be developed on a global scale.

• The IHF should put additional focus on developing women’s and girl’s handball (campaign,workshops, IHF Symposium for women’s handball etc.).

• In the sense of a new brand and communication strategy a uniform overall concept (inter-national promotion, host country promotion, participating promotion) should be established forall IHF events. This should include clearly defined standards such as fan zone, event activitiesat the fringes of the event, coaches and referee symposium, venue dressing, mobile app, ticke-ting standards, IHF TV etc.

6. The channels: “IHF Media”

IHF mobile applications:Should certain mobile applications be developed for IHF events (for example event guide, ticke-ting, various information modules (e.g. video highlights of particular competition days, matchanalyses etc.)?

Proposals/conclusion

• The IHF should develop a new and up-to-date communication strategy, including all modern information channels (TV, social media channels, mobile devices etc.).

• Hereby the following aspects should be considered:

– The information behaviour changes rapidly. The developments in terms of mobile devicesneed to be considered.

– A consistent social media strategy is the key to attract new target groups in the future(“the next generation“).

– A new IHF media concept should be developed for all IHF events.

– It is recommended to implement a first social media campaign already for the 2015 Men’sWorld Championship in Qatar.
