Working with People on Projects

Project management encompasses the concepts of management and leadership.Although leadership and management research have made distinctions between thetwo concepts, the project management profession has integrated the two concepts,and project management refers to the leadership and management needed to leadand manage a project. A project manager leads people and manages work processes.

Project management is both art and science. It is the art of creating a vision ofsuccess, building a project team, and developing a project story. Project leadershipencompasses the personality, leadership style, and leadership skills of the projectmanager. Project management also includes formulas and processes for calculatingthe critical path, developing goals, and managing meetings.

Some projects are more leader sensitive,Albert A. Einsiedel, “Profile of EffectiveProject Managers,” Project Management Journal 18 (1987): 5. and the success of theproject is more dependent on the leadership skills of the project manager.Leadership is a function of the project manager’s leadership style, personality type,and understanding of emotions. Management is mastery of the skills needed toorganize and execute the work of the project. Each project includes challenges thatrequire both leadership and management. The leadership and management skillsneeded are related to the project complexity profile. In general, more complexprojects require a greater degree of leadership and management skill. This chapterwill review various leadership approaches and management skills.

Working with other people involves dealing with them both logically andemotionally. A successful working relationship between individuals begins withappreciating the importance of emotions and how they relate to personality types,leadership styles, negotiations, and setting goals.

Emotional Intelligence

Emotions are neither positive nor negative. Emotions are both a mental andphysiological response to environmental and internal stimuli. Leaders need tounderstand and value their emotions to appropriately respond to the client, projectteam, and project environment. Daniel GolemanDaniel Goleman, EmotionalIntelligence (New York: Bantam Books, 1995). discussed emotional intelligencequotient (EQ)1 as a factor more important than IQ in predicting leadership success.According to Robert Cooper and Ayman Sawaf, “Emotional intelligence is the abilityto sense, understand, and effectively apply the power and acumens of emotions as asource of human energy, information, connection, and influence.”Robert K. Cooperand Ayman Sawaf, Executive EQ, Emotional Intelligence in Leadership and Organizations(New York: Perigree Book, 1997), xiii.

Emotional intelligence includes the following:

• Self-awareness• Self-regulation• Empathy• Relationship management

Emotions are important to generating energy around aconcept, to building commitment to goals, and todeveloping high-performing teams. Emotionalintelligence is an important part of the projectmanager’s ability to build trust among the teammembers and with the client. It is an important factor inestablishing credibility and an open dialogue withproject stakeholders. Emotional intelligence is a criticalability for project managers, and the more complex theproject profile, the more important the projectmanager’s EQ becomes to project success.

Personality Types

Personality types refer to the difference among people.Understanding your personality type as a projectmanager will assist you in understanding yourtendencies and strengths in different situations.Understanding personality types can also help youunderstand the contributions of various members ofyour team and the various needs of your client.

There are a number of tools for helping people assess personality types, such as theDISC2 acronym, which stands for the following:

• Dominance—relates to control, power, and assertiveness• Influence—relates to social situations and communication• Steadiness—relates to patience, persistence, and thoughtfulness• Conscientiousness—relates to structure and organization

These four dimensions are then grouped to represent various personality types.

The Myers-Briggs Type Indicator (MBTI)3 is one of most widely used tools forexploring personal preference, with more than two million people taking the MBTIeach year. The MBTI is often referred to as simply the Myers-Briggs. It is a tool thatcan be used in project management training to develop awareness of preferencesfor processing information and relationships with other people.

Based on the theories of psychologist Carl Jung, the Myers-Briggs uses aquestionnaire to gather information on the ways individuals prefer to use theirperception and judgment. Perception represents the way people become aware of

people and their environment. Judgment represents the evaluation of what isperceived. People perceive things differently and reach different conclusions basedon the same environmental input. Understanding and accounting for thesedifferences is critical to successful project leadership.

The Myers-Briggs identifies sixteen personality types based on four preferencesderived from the questionnaire. The preferences are between pairs of oppositecharacteristics and include the following:

• Extroversion (E)-Introversion (I)• Sensing (S)-Intuition (N)• Thinking (T)-Feeling (F)• Judging (J)-Perceiving (P)

Sixteen Myers-Briggs types can be derived from the four dichotomies. Each of thesixteen types describes a preference: for focusing on the inner or outer world (E-I),for approaching and internalizing information (S-I), for making decisions (T-F), andfor planning (J-P). For example, an ISTJ is a Myers-Briggs type who prefers to focuson the inner world and basic information, prefers logic, and likes to decide quickly.

It is important to note that there is no best type andthat effective interpretation of the Myers-Briggsrequires training. The purpose of the Myers-Briggs is tounderstand and appreciate the differences amongpeople. This understanding can be helpful in buildingthe project team, in developing common goals, andcommunicating with project stakeholders. For example,different people process information differently.Extraverts prefer face-to-face meetings as the primarymeans of communicating, while introverts preferwritten communication. Sensing types focus on facts,and intuitive types want the big picture.

On larger, more complex projects, some projectmanagers will use the Myers-Briggs as a team-buildingtool during project start-up. This is typically afacilitated work session where team members take theMyers-Briggs and share with the team how they processinformation, what communication approaches theyprefer, and what decision-making preferences theyhave. This allows the team to identify potential areas of

conflict, develop communication strategies, and buildan appreciation for the diversity of the team.

Personality Type Badges

One project team in South Carolina used color-coded badges for the first fewweeks of the project to indicate Myers-Briggs type. For this team, this was away to explore how different team members processed information, madedecisions, and took action.

Some people use a description of personality types that is based on research thatshows that some functions of thinking and perception are localized on the left orright side of the brain. In this system, the left side of the brain is associated withrecalling specific facts and definitions and performing calculations, while the rightside of the brain is associated with emotions, estimates, and comparisons. Theattraction of this system is that it categorizes people into just two categories—leftor right brain dominance—but it should be used cautiously to avoidoversimplification.

Understanding the differences among people is a critical leadership skill. Thisincludes understanding how people process information, how different experienceswill influence the way people perceive the environment, and how people developfilters that allow certain information to be incorporated while other information isexcluded. The more complex the project, the more important the understanding ofhow people process information, make decisions, and deal with conflict.

Leadership Styles

Leadership is a function of both the personal characteristics of the leader and theenvironment in which the leadership must occur. Several researchers haveattempted to understand leadership from the perspective of the characteristics ofthe leader and the environment of the situation. (visionaries), problem solvers (analytical), or implementers (team oriented). Fred FiedlerFred E. Fiedler, “Validation and Extension of the Contingency Model ofLeadership Effectiveness,” Psychological Bulletin 76, no. 2 (1971): 128–48. introducedcontingency theory and the ability of leaders to adapt their leadership approach tothe environment. Most leaders have a dominant leadership style that is mostcomfortable. For example, most engineers spend years training in analyticalproblem solving and often develop an analytical approach to leadership.

A leadership style reflects personal characteristics and life experiences. Although aproject manager’s leadership style may be predominantly a pathfinder (usingLeavitt’s taxonomy), most project managers become problem solvers orimplementers when they perceive the need for these leadership approaches. Theleadership approach incorporates the dominant leadership style and Fiedler’scontingency focus on adapting to the project environment.

No particular leadership approach is specifically appropriate for managing aproject. Each project has a unique set of circumstances because, by definition,projects are unique endeavors. The leadership approach and the management skillsrequired to be successful vary depending on the complexity profile of the project.The Project Management Institute published research that studied projectmanagement leadership skillsQian Shi and Jianguo Chen, The Human Side of ProjectManagement: Leadership Skills (Newtown Square, PA: Project Management Institute,Inc., 2006), 4–11. and concluded that project managers needed good communicationskills and the ability to build harmonious relationships and motivate others. Beyondthis broad set of leadership skills, the successful leadership approach will depend ofthe profile of the project.

A transactional project manager with a strong commandand control leadership approach may be very successfulon a small software development project or aconstruction project, where tasks are clear, roles arewell understood, and the project environment iscohesive. This same project manager is less likely to besuccessful on a larger, more complex project with adiverse project team and complicated work processes.

Matching the appropriate leadership style and approachto the complexity profile of the project is a criticalelement of project success. Even experienced projectmanagers are less likely to be successful if theirleadership approach does not match the complexityprofile of the project.

Each project phase may also require a differentleadership approach. During the start-up phase of aproject, when new team members are first assigned to the project, the project mayrequire a command and control leadership approach. Later, as the project movesinto the conceptual development phase, creativity becomes important, and theproject management takes on a more transformational type leadership approach.Most experienced project managers are able to adjust their leadership approach tothe needs of the project phase. Occasionally, on very large, complex projects, somecompanies will change project managers after the conceptual phase of the projectto bring in a different project leadership approach or change project managers tomanage the closeout of a project. Changing project managers may bring the rightlevel of experience and the appropriate leadership approach but is also disruptiveto a project. Senior management must balance the benefit of matching the rightleadership approach with the cost of disrupting the project.

Multinational Chemical Plant Project

On a project to build a new chemical plant that produced dyes for paint, theproject manager led a team that included members from partners that wereincluded in a joint venture. The design manager was Greek, the constructionmanager was German, and other members of the team were from variouslocations in the United States and Europe. In addition to the traditionalpotential for conflict that arises from team members from different cultures,the design manager and construction manager were responsible for protectingthe interest of their company in the joint venture.

The project manager held two alignment or team-building meetings. The firstwas a two-day meeting held at a local resort and included only the members ofthe project leadership team. An outside facilitator was hired to facilitatediscussion, and the topic of cultural conflict and organizational goal conflictquickly emerged. The team discussed several methods for developingunderstanding and addressing conflicts that would increase the likelihood offinding mutual agreement.

The second team-building session was a one-day meeting that included theexecutive sponsors from the various partners in the joint venture. With theproject team aligned, the project manager was able to develop support for theproject’s strategy and commitment from the executives of the joint venture. Inaddition to building processes that would enable the team to address difficultcultural differences, the project manager focused on building trust with each ofthe team members. The project manager knew that building trust with theteam was as critical to the success of the project as the technical projectmanagement skills and devoted significant management time to building andmaintaining this trust.

The project manager can solve problems. A successful projectmanager has a high degree of tolerance for ambiguity. On projects, theenvironment changes frequently, and the project manager must apply theappropriate leadership approach for each situation.

The successful project manager must have good communication skills. BarryPosnerBarry Z. All project problems were connected to skills needed by theproject manager:

• Breakdown in communication represented the lack of communicationskills.

• Uncommitted team members represented the lack of team-buildingskills.

• Role confusion represented the lack of organizational skills.

The research indicates that project managers need a large numbers of skills. Theseskills include administrative skills, organizational skills, and technical skillsassociated with the technology of the project. The types of skills and the depth ofthe skills needed are closely connected to the complexity profile of the project.Typically on smaller, less complex projects, project managers need a greater degreeof technical skills. On larger, more complex projects, project managers need moreorganizational skills to deal with the complexity. On smaller projects, the projectmanager is intimately involved in developing the project schedule, cost estimates,and quality standards. On larger projects, functional managers are typicallyresponsible for managing these aspects of the project, and the project managerprovides the organizational framework for the work to be successful.

Listening

One of the most important communication skills of the project manager is theability to actively listen. Active listening takes focus and practice to becomeeffective. Active listening is placing yourself in the speaker’s position as much aspossible, understanding the communication from the point of view of the speaker,listening to the body language and other environmental cues, and striving not justto hear, but to understand.

Client’s Body Language Indicates Problems at a BoardMeeting

A client just returned from a trip to Australia where he reviewed the progressof the project with his company’s board of directors. The project managerlistened and took notes on the five concerns expressed by the board ofdirectors to the client.

The project manager observed that the client’s body language showed moretension than usual. This was a cue to listen very carefully. The project mangernodded occasionally and clearly demonstrated he was listening through hisposture, small agreeable sounds, and body language. The project manager thenbegan to provide feedback on what was said using phrases like “What I hear yousay is…” or “It sounds like.…” The project manager was clarifying the messagethat was communicated by the client.

The project manager then asked more probing questions and reflected on whatwas said. “It sounds as if it was a very tough board meeting.” “Is theresomething going on beyond the events of the project?” From theseobservations and questions, the project manager discovered that the board ofdirectors meeting did not go well. The company had experienced losses onother projects, and budget cuts meant fewer resources for the project and anexpectation that the project would finish earlier than planned. The projectmanager also discovered that the client’s future with the company woulddepend on the success of the project. The project manager asked, “Do you thinkwe will need to do things differently?” They began to develop a plan to addressthe board of directors’ concerns.

Through active listening, the project manager was able to develop anunderstanding of the issues that emerged from the board meeting andparticipate in developing solutions. Active listening and the trustingenvironment established by the project manager enabled the client to safelyshare information he had not planned on sharing and to participate in creatinga workable plan that resulted in a successful project.

The project manager used the following techniques:

1. Listening intently to the words of the client and observing the client’sbody language

2. Nodding and expressing interest in the client without formingrebuttals

3. Providing feedback and asking for clarity while repeating a summaryof the information back to the client

4. Expressing understanding and empathy for the client

The active listening was important to establishing a common understanding fromwhich an effective project plan could be developed.

Negotiation

Negotiation is a process for developing a mutually acceptable outcome when thedesired outcome for parties in the negotiation is sufficiently different that bothcannot achieve the desired outcome. A project manager will often negotiate with aclient, with team members, with vendors, and with other project stakeholders. Alarger and more complex project will have a large number of stakeholders, oftenwith conflicting desired outcomes. Negotiation is an important skill in developingsupport for the project and preventing frustration among stakeholders, whichcould delay or cause project failure.

Vijay VermaVijay K. Verma, Human Resource Skills for the Project Manager (Sylvia, NC:PMI Publications, 1996), 145–75. suggests that negotiations involve four principles:

1. The first principle is to separate people from the problem. If the personis seen as the problem, then finding a mutually acceptable solution willbe difficult. Framing the discussions in terms of desired outcomesenables the negotiations to focus on finding new outcomes.

2. The second principle is to focus on common interests. By avoiding thefocus on differences, both parties are more open to finding solutionsthat are acceptable.

3. The third principle is to generate options that advance sharedinterests. Once the common interests are understood, solutions that donot match with either party’s interests can be discarded, and solutionsthat may serve both parties’ interests can be more deeply explored.

4. Verma’s final principle is to develop results based on standard criteria.The standard criterion is the success of the project. This implies thatthe parties develop a common definition of project success.

For the project manager to successfully negotiate issues on the project, he or sheshould first seek to understand the position of the other party. If negotiating with a

client, what is the concern or desired outcome of the client? What are the businessdrivers and personal drivers that are important to the client? Without thisunderstanding, it is difficult to find a solution that will satisfy the client. Theproject manager should also seek to understand what outcomes are desirable to theproject. Typically, more than one outcome is acceptable. Without knowing whatoutcomes are acceptable, it is difficult to find a solution that will produce thatoutcome.

One of the most common issues in formal negotiations is finding a mutuallyacceptable price for a service or product. Understanding the market value for aproduct or service will provide a range for developing a negotiations strategy. Theprice paid on the last project or similar projects provides information on themarket value. Seeking expert opinions from sources who would know the market isanother source of information. Based on this information, the project manager canthen develop an expected range from the lowest price that would be expectedwithin the current market to the highest price.

Additional factors will also affect the negotiated price. The project manger may bewilling to pay a higher price to assure an expedited delivery or a lower price ifdelivery can be made at the convenience of the supplier or if payment is madebefore the product is delivered. Developing as many options as possible provides abroader range of choices and increases the possibility of developing a mutuallybeneficial outcome.

The goal of negotiations is not to achieve the lowestcosts, although that is a major consideration, but toachieve the greatest value for the project. If the supplierbelieves that the negotiations process is fair and theprice is fair, the project is more likely to receive highervalue from the supplier. The relationship with thesupplier can be greatly influenced by the negotiationprocess and a project manager that attempts to drivethe price unreasonably low or below the market valuewill create an element of distrust in the relationshipthat may have negative consequences for the project. Apositive negotiation experience may create a positiverelationship that may be beneficial, especially if theproject begins to fall behind schedule and the supplier isin a position to help keep the project on schedule.

Negotiation on a Construction Project

After difficult negotiations on a construction project in Indiana, the projectmanagement team met with a major project supplier and asked, “Now that thenegotiations are complete, what can we do to help you make more profit?”Although this question surprised the supplier, the team had discussed howinformation would flow, and confusion in expectations and unexpected changesalways cost the supplier more money. The team developed mechanisms forassuring good information and providing early information on possible changesand tracked the effect of these efforts during the life of the project.

These efforts and the increased trust did enable the supplier to increase profitson the project, and the supplier made special efforts to meet every projectexpectation. During the life of the project, the supplier brought several ideas onhow to reduce total project costs and increase efficiency. The positive outcomewas the product of good supplier management by the project team, but therelationship could not have been successful without good faith negotiations.

Conflict Resolution

Conflict on a project is to be expected because of the level of stress, lack ofinformation during early phases of the project, personal differences, role conflicts,and limited resources. Although good planning, communication, and team buildingcan reduce the amount of conflict, conflict will still emerge. How the projectmanager deals with the conflict results in the conflict being destructive or anopportunity to build energy, creativity, and innovation.

response-to-conflict model that reflected the importance of the issue balancedagainst the importance of the relationship. The model presented five responses toconflict:

1. Avoiding2. Forcing3. Collaborating4. Compromising5. Accommodating

Each of these approaches can be effective and useful depending on the situation.Project managers will use each of these conflict resolution approaches dependingon the project manager’s personal approach and an assessment of the situation.

Most project managers have a default approach that has emerged over time and iscomfortable. For example, some project managers find the use of the projectmanager’s power the easiest and quickest way to resolve problems. “Do it because Isaid to” is the mantra for project managers who use forcing as the default approachto resolve conflict. Some project managers find accommodating with the client themost effective approach to dealing with client conflict.

The effectiveness of a conflict resolution approach will often depend on thesituation. The forcing approach often succeeds in a situation where a quickresolution is needed, and the investment in the decision by the parties involved islow.

Resolving an Office Space Conflict

Two senior managers both want the office with the window. The projectmanager intercedes with little discussion and assigns the window office to themanager with the most seniority. The situation was a low-level conflict with nolong-range consequences for the project and a solution all parties could accept.

Sometimes office size and location is culturally important, and this situation wouldtake more investment to resolve.

Conflict Over a Change Order

In another example, the client rejected a request for a change order becauseshe thought the change should have been foreseen by the project team andincorporated into the original scope of work. The project controls managerbelieved the client was using her power to avoid an expensive change order andsuggested the project team refuse to do the work without a change order fromthe client.

This is a more complex situation, with personal commitments to each side of theconflict and consequences for the project. The project manager needs a conflictresolution approach that increases the likelihood of a mutually acceptable solutionfor the project.

One conflict resolution approach involves evaluating the situation, developing acommon understanding of the problem, developing alternative solutions, andmutually selecting a solution. Evaluating the situation typically includes gatheringdata. In our example of a change order conflict, gathering data would include areview of the original scope of work and possibly of people’s understandings, whichmight go beyond the written scope.

The second step in developing a resolution to the conflict is to restate, paraphrase,and reframe the problem behind the conflict to develop a common understandingof the problem. In our example, the common understanding may explore thechange management process and determine that the current change managementprocess may not achieve the client’s goal of minimizing project changes. This phaseis often the most difficult and may take an investment of time and energy todevelop a common understanding of the problem.

After the problem has been restated and agreed on,alternative approaches are developed. This is a creativeprocess that often means developing a new approach orchanging the project plan. The result is a resolution tothe conflict that is mutually agreeable to all teammembers. If all team members believe every effort wasmade to find a solution that achieved the projectcharter and met as many of the team member’s goals aspossible, there will be a greater commitment to theagreed-on solution.

Project Goals Accomplished

In our example, the project team found a new way to accomplish the projectgoals without a change to the project scope. On this project, the solutionseemed obvious after some creative discussions, but in most conflict situations,even the most obvious solutions can be elusive.

Delegation

Delegating responsibility and work to others is a critical project management skill.The responsibility for executing the project belongs to the project manager. Oftenother team members on the project will have a functional responsibility on theproject and report to a functional manager in the parent organization. For example,the procurement leader for a major project may also report to the organization’svice president for procurement. Although the procurement plan for the projectmust meet the organization’s procurement policies, the procurement leader on the

project will take day-to-day direction from the project manager. The amount ofdirection given to the procurement leader, or others on the project, is the decisionof the project manager.

If the project manager delegates too little authority to others to make decisions andtake action, the lack of a timely decision or lack of action will cause delays on theproject. Delegating too much authority to others who do not have the knowledge,skills, or information will typically cause problems that result in delay or increasedcost to the project. Finding the right balance of delegation is a critical projectmanagement skill.

When developing the project team, the project managerselects team members with the knowledge, skills, andabilities to accomplish the work required for the projectto be successful. Typically, the more knowledge, skills,abilities, and experience a project team member bringsto the project, the more that team member will be paid.To keep the project personnel costs lower, the projectmanager will develop a project team with the level ofexperience and the knowledge, skills, and abilities toaccomplish the work.

On smaller, less complex projects, the project managercan provide daily guidance to project team membersand be consulted on all major decisions. On larger, morecomplex projects, there are too many importantdecisions made every day for the project manager to beinvolved at the same level, and project team leaders aredelegated decision-making authority. Larger projects, with a more complex profilewill typically pay more because of the need for the knowledge and experience. Onlarger, more complex project, the project manager will develop a more experiencedand knowledgeable team that will enable the project manager to delegate moreresponsibility to these team members.

Construction Project in Peru

A construction project in Peru was falling behind schedule, and the projectmanager decided to assign a new construction manager for the constructionsite that was the most behind schedule. An experienced project manager fromthe United States with a reputation for meeting aggressive schedules wasassigned to the construction site and delegated the authority to meet scheduledmilestones.

The construction manager did not have experience outside the United Statesand began making decisions that would have worked in the United States butmet cultural resistance in Peru. The project began falling further behind andanother construction manager was assigned to the site.

The project manager must have the skills to evaluate the knowledge, skills, andabilities of project team members and evaluate the complexity and difficulty of theproject assignment. Often project managers want project team members they haveworked with in the past. Because the project manager knows the skill level of theteam member, project assignments can be made quickly with less supervision thanwith a new team member with whom the project manager has little or noexperience.

Delegation is the art of creating a project organizational structure with the workorganized into units that can be managed. Delegation is the process ofunderstanding the knowledge, skills, and abilities needed to manage that work andthen matching the team members with the right skills to do that work. Good projectmanagers are good delegators.

Setting Individual Goals

The Myers-Briggs rates an individual’s preferences—not their limitations. It isimportant to understand that each individual can still function in situations forwhich they are not best suited. For example, a project leader who is more Thinking(T) than Feeling (F) would need to work harder to be considerate of how a teammember who is more Feeling (F) might react if they were singled out in a meetingbecause they were behind schedule. If a person knows their preferences and whichpersonality types are most successful in each type of project or project phase, theycan set goals for improvement in their ability to perform in those areas that are nottheir natural preference.

A team is a collaboration of people with different personalities that is lead by aperson with a favored leadership style. Managing the interactions of thesepersonalities and styles as a group is an important aspect of project management.

Trust

Trust is the foundation for all relationships within a project. Without a minimumlevel of trust, communication breaks down, and eventually the project suffers in theform of costs increasing and schedules slipping. Often, when reviewing a projectwhere the performance problems have captured the attention of uppermanagement, the evidence of problems is the increase in project costs and theslippage in the project schedule. The underlying cause is usually blamed oncommunication breakdown. With deeper investigation, the communicationbreakdown is associated with a breakdown in trust.

Filters

On projects, trust is the filter through which we screeninformation that is shared and the filter we use toscreen information we receive. The more trust thatexists, the easier it is for information to flow throughthe filters. As trust diminishes, the filters becomestronger and information has a harder time gettingthrough, and projects that are highly dependent on aninformation-rich environment will suffer frominformation deprivation.

Contracts and Trust Relationships

The project typically begins with a charter or contract.A contract is a legal agreement that includes penaltiesfor any behavior or results not achieved. Contracts arebased on an adversarial paradigm and do not lendthemselves to creating an environment of trust.Contracts and charters are necessary to clearlyestablish, among other things, the scope of the project,but they are not conducive to establishing a trustingproject culture.

A relationship of mutual trust is less formal but vitallyimportant. When a person or team enters into a relationship of mutual trust, eachperson’s reputation and self-respect are the drivers in meeting the intent of therelationship. A relationship of mutual trust within the context of a project is acommitment to an open and honest relationship. There is nothing that enforces thecommitments in the relationship except the integrity of the people involved.Smaller, less complex projects can operate within the boundaries of a legalcontract, but larger, more complex projects must develop a relationship of mutualtrust to be successful.

1. Objective credibility. A personal characteristic that reflects thetruthfulness of an individual that can be checked against observablefacts.

2. Attribution of benevolence. A form of trust that is built on theexamination of the person’s motives and the conclusion that they arenot hostile.

3. Nonmanipulative trust. A form of trust that correlates to a person’s self-interest and the predictability of a person’s behavior in actingconsistent in that self-interest.

4. High cost of lying. The type of trust that emerges when persons inauthority raise the cost of lying so high that people will not lie becausethe penalty will be too high.

Creating Trust

Building trust on a project begins with the project manager. On complex projects,the assignment of a project manager with a high trust reputation can help establishthe trust level needed. The project manager can also establish the cost of lying in away that communicates an expectation and a value for trust on the project. Projectmanagers can also assure that the official goals (stated goals) and operational goals(goals that are reinforced) are aligned. The project manager can create anatmosphere where informal communication is expected and reinforced.

The informal communication is important to establishing personal trust amongteam members and with the client. Allotting time during project start-up meetingsto allow team members to develop a personal relationship is important toestablishing the team trust. The informal discussion allows for a deeperunderstanding of the whole person and creates an atmosphere where trust canemerge.

High Cost of Lying in a Charleston Project

On a project in Charleston, South Carolina, the client was asking for more andmore backup to information from the project. The project manager visited theclient to better understand the reporting requirements and discovered theclient did not trust the reports coming from the project and wanted validatingmaterial for each report. After some candid discussion, the project managerdiscovered that one of the project team members had provided information tothe client that was inaccurate. The team member had made a mistake but hadnot corrected it with the client, hoping that the information would get lost inthe stream of information from the project.

The project manager removed the team member from the project for two mainreasons. The project manager established that the cost of lying was high. Theremoval communicated to the project team an expectation of honesty. Theproject manager also reinforced a covenant with the client that reinforced thetrust in the information the project provided. The requests for additionalinformation declined, and the trust relationship between project personnel andthe client remained high.

Small events that reduce trust often take place on a project without anyoneremembering what happened to create the environment of distrust. Taking fast anddecisive action to establish a high cost of lying, communicating the expectation ofhonesty, and creating an atmosphere of trust are critical steps a project managercan take to ensure the success of complex projects.

Project managers can also establish expectations of team members to respectindividual differences and skills, look and react to the positives, recognize eachother’s accomplishments, and value people’s self-esteem to increase a sense of thebenevolent intent.

Managing Team Meetings

Team meetings are conducted differently depending on the purpose of the meeting,the leadership style that is appropriate for the meeting, and the personality types ofthe members of the team.

Action Item Meetings

Action item meetings are short meetings to develop a common understanding ofwhat the short-term priorities are for the project, individual roles, and expectationsfor specific activities. This type of meeting is for sharing, not problem solving. Anyproblems that emerge from the discussion are assigned to a person, and anothermeeting is established to address the issue. Action item meetings focus on short-term activities, usually less than a week in duration.

The action item meeting is fact based and information oriented. It is a left-brain-type focus. The action item meeting has very little dialogue except to askclarification questions. If discussion is needed or disagreement is not easilyresolved, another problem-solving meeting is established to deal with that issue. Onsmaller topics, that meeting might take place immediately after the action itemmeeting and only include those people with an interest in the outcome of thediscussion.

The project manager keeps the successful action item meeting short in durationand focused on only those items of information needed for the short-term projectplan. The project manager will restate the common understandings of whatactivities are priorities and who will be responsible for the activities. Often thesemeetings can include a review of safety procedures or security procedures whenthese issues are important to the project. The leadership approach to action itemmeetings focuses on data, actions, and commitments. Although the project managermay observe stresses between project team members or other issues, they are notaddressed in this meeting. These are fact-based meetings. If issues begin to arisebetween people, the project manager will develop other opportunities to addressthese issues in another forum. Using the Myers-Briggs descriptions, team memberswho favor thinking more than feeling and judging more than perceiving are morecomfortable with this type of meeting.

Management Meetings

Management meetings are longer in duration and are focused on planning. They areoriented toward developing plans, tracking progress of existing plans, and makingadjustments to plans in response to new information.

These meetings include focused discussion on generating a common understandingof the progress of the existing plan. This discussion is based on quantitativeinformation provided on the progress of the schedule and other data, but thediscussion is qualitative in evaluating the data to develop a more completeunderstanding of the data. The experience and opinions of the project leaders are

solicited, and disagreement about meaning of the data is even encouraged todevelop a deeper understanding of the data. Through this discussion, a commonunderstanding of the status of the project should emerge, and the project managerinvites discussion, includes people to offer their thoughts, and assures thatdisagreements are positive discussions about interpretation of the information andthat disagreements do not become personal.

Management meetings also focus on developing midterm goals. For larger, morecomplex projects, the goals may be monthly or even quarterly. For smaller or lesscomplex projects, weekly goals will provide the focus. The project manager focusesthe discussion on the broad priorities for the next period and includes all thefunctional leaders in the discussion. The goals that emerge from the discussionshould represent a common understanding of the priorities of the project for thenext term.

For example, during the early phases of a project, the team is focused on developinga conceptual understanding of the project. A major milestone on complex projectsis typically the completion of the conceptual plan. The project manager would leada discussion on what needs to be accomplished to meet the project milestone andasks what potential barriers exist and what key resources are needed. From thediscussion, the project team develops a few key goals that integrate the variousfunctions of the project team and focus the team on priorities.

The following are some examples of goals during the conceptual phase:

• Developing a list of the procurement long lead items and definingcritical dates

• Developing a human resources plan that identifies critical positions• Developing and building agreement with the client on the project

scope of work

Each of these goals is measurable and time framed. They can be developed aspositive motivators and will take the project leaders and most of the project team toaccomplish. They develop a general understanding of the priorities and are easy toremember.

Management meetings are a combination of left-brain thinking, which is fact based,and right-brain thinking, which is creative and innovative. Using the Myers-Briggsterminology, team members who prefer feeling over thinking and perceiving overjudging can contribute ideas and perspectives on the project that the more fact-oriented members might miss.

The project manager allows and encouragesconversation in developing and evaluating the goals butfocuses the discussion on the goals and obstacles.Management meetings take on a different focus duringthe month. Meetings at the beginning of the monthspend time addressing the progress and potentialbarriers to the goals developed the previous month.During the middle of the month, the project managerleads the team to develop next month’s goals as theteam also works on the current month’s goals. Towardthe end of the month as the goals for the month areaccomplished, the meeting focuses more on the nextmonth, enabling the team to remain goal focused duringthe life of the project.

Management meetings are also an opportunity todiscover obstacles to goal achievement. The projectteam reallocates resources or develops alternative methods for accomplishing thegoals. As the project team discusses the progress of project goals, the projectmanger explores possible obstacles and encourages exposing potential problems inachieving goals. The project manager focuses the team on finding solutions andavoids searching for blame.

The project manager uses a facilitative leadership approach, encouraging themanagement team to contribute their ideas, and builds consensus on what goalswill bring the appropriate focus. The project manager keeps the focus ondeveloping the goals, tracking progress, identifying barriers, and makingadjustments to accomplish the management goals. Although there are typicallymeetings for scheduling and procurement and other meetings where goals areestablished and problems solved, the management meeting and the goaldevelopment process create alignment among the project leadership on the itemscritical to the project’s success.

Leadership Meetings

Leadership meetings are held less frequently and are longer in length. Thesemeetings are used by the project manager to reflect on the project, to explore thelarger issues of the project, and to back away from the day-to-day problem solving.The project manager will create a safe environment for sharing thoughts andevaluations of issues that are less data oriented. This is a right-brained, creativemeeting that focuses on the people issues of the project: the relationship with theclient, vendors, and project team. Team members who favor feeling, perceiving, andintuition often contribute valuable insights in this type of meeting. The team might

also share perceptions by upper management and perceptions of the community inwhich the project is being executed. Where the time frame for action item meetingsis in weeks and management meetings is in months, the time frame for leadershipmeetings is longer and takes in the entire length and impact of the project.

The project manager’s meeting management skill includes creating the rightmeeting atmosphere for the team discussion that is needed. For discussions basedon data and facts, the project manager creates the action item type meeting. Theconversation is focused on sharing information and clarification. The conversationfor leadership meetings is the opposite. Discussion is more open ended and focusedon creativity and innovation. Because each type of meeting requires a differentmeeting atmosphere, mixing the purposes of a meeting will make it difficult for theproject manager to develop and maintain the appropriate kind of conversation.

Skilled project managers know what type of meeting is needed and how to developan atmosphere to support the meeting type. Meetings of the action item type arefocused on information sharing with little discussion. They require efficientcommunication of plans, progress, and other information team members need toplan and execute daily work. Management type meetings are focused on developingand progressing goals. Leadership meetings are more reflective and focused on theproject mission and culture.

These three types of meetings do not cover all the types of project meetings.Specific problem-solving, vendor evaluation, and scheduling meetings are examplesof typical project meetings. Understanding what kinds of meetings are needed onthe project and creating the right focus for each meeting type is a critical projectmanagement skill.

Types of Teams

Teams can outperform individual team members in several situations. The effortand time invested in developing a team and the work of the team are largeinvestments of project resources, and the payback is critical to project success.Determining when a team is needed and then chartering and supporting thedevelopment and work of the team is another critical project management ability.

Teams are effective in several project situations:

• When no one person has the knowledge, skills, and abilities to eitherunderstand or solve the problem

• When a commitment to the solution is needed by large portions of theproject team

• When the problem and solution cross project functions• When innovation is required

Individuals can outperform teams on some occasions. An individual tackling aproblem consumes fewer resources than a team and can operate moreefficiently—as long as the solution meets the project’s needs. A person is mostappropriate in the following situations:

• When speed is important• When one person has the knowledge, skills, and resources to solve the

problem• When the activities involved in solving the problem are very detailed• When the actual document needs to be written (Teams can provide

input, but writing is a solitary task.)

In addition to knowing when a team is appropriate, the project manager must alsounderstand what type of team will function best.

Functional Teams

A functional team refers to the team approach related to the project functions. Theengineering team, the procurement team, and the project controls team areexamples of functional teams within the project. On a project with a low complexityprofile that includes low technological challenges, good team member experience,and a clear scope of work, the project manager can utilize well-defined functionalteams with clear expectations, direction, and strong vertical communication.

Cross-Functional Teams

Cross-functional teams address issues and work processes that include two or moreof the functional teams. The team members are selected to bring their functionalexpertise to addressing project opportunities.

Cross-Functional Teamwork on Concrete Project

A cross-functional project team in Tennessee was assigned to develop a projectapproach to procuring, delivering, and erecting precast concrete withoutstoring the concrete on the site. Although the complexity of this goal isprimarily related to delivering the precast concrete in a sequence that willallow erection from the delivery trucks, the planning involved coordination ofthe design, procurement, and project controls. Team members from each ofthese functions developed and tracked a plan to meet the project goal. Thecross-functional team was successful in designing a process and executing theplan in a way that saved three weeks on the schedule and several thousanddollars in cost.

Problem-Solving Teams

Problem-solving teams are assigned to address specificissues that arise during the life of the project. Theproject leadership includes members that have theexpertise to address the problem. The team is charteredto address that problem and then disband.

Problem-Solving Teamwork on EquipmentManufacturing

On a project in Indiana, a company selected to design and build a critical pieceof equipment began having financial problems, and the delivery of theequipment on the date needed by the project was at risk. A problem-solvingteam was chartered to assess the problem and develop a solution for theproject. The team brought in some accounting expertise from the parentcompany and assessed the status of the vendor. The engineering team assessedthe current state of the design, and the construction team developed analternative schedule to allow for a late delivery of the equipment. The teamdeveloped a plan to support the vendor with funds and expertise that allowedthe project to complete on time. The problem-solving team was organized toaddress a specific problem, developed and executed a plan to address theproblem, and then was disbanded.

Qualitative Assessment of Project Performance

Project managers should provide an opportunity to ask such questions as “What isyour gut feeling about how the project going?” and “How do you think our clientperceives the project?” This creates the opportunity for reflection and dialoguearound larger issues on the project. The project manager creates an atmosphere forthe team to go beyond the data and search for meaning. This type of discussion andreflection is very difficult in the stress of day-to-day problem solving.

The project manager has several tools for developing good quantitative4

information—based on numbers and measurements—such as the project schedules,budgets and budget reports, risk analysis, and goal tracking. This quantitativeinformation is essential to understanding the current status and trends on theproject. Just as important is the development of qualitative5

information—comparisons of qualities—such as judgments made by expert teammembers that go beyond the quantitative data provided in a report. Some wouldlabel this the “gut feeling” or intuition of experienced project managers.

The Humm Factor6 is a tool developed by Russ DarnallShari Caudron, “Industry’sUnsung Heroes,” Industry Week, December 4, 1995, 12–16. to capture the thoughts ofproject participants that are not reflected in the project reporting tools. The HummFactor derived its name from a project manager who always claimed he could tellyou more by listening to the hum of the project than reading all the project reports.

The tool developed qualitative information for the project manager and leadershipteam.

The Humm Factor is essentially a survey that is developed during the early phasesof the project. A series of questions are selected from a database of questions thatare designed to elicit responses that require reflection and do not require data. “Doyou feel the project is doing the things it needs to do to stay on schedule?” and “Isthe project team focused on project goals?” are the types of questions that can beincluded in the Humm Factor. The qualitative responses are converted to aquantitative value as a score from 1 to 10.

Someone on the project or assigned to support the project is responsible fordistributing the survey on a weekly or less frequent basis depending on thecomplexity profile of the project. A project with a high level of complexity due toteam-based and cultural issues will be surveyed more frequently.

Responses are tracked by individual and by total project, resulting in qualitativecomparisons over time. The project team reviews the ratings regularly, looking fortrends that indicate an issue may be emerging on the project that might needexploring.

Humm Survey Uncovers Concern About a Vendor

On a project in South Carolina, the project surveyed the project leadership witha Humm Survey each week. The Humm Factor indicated an increasing worryabout the schedule beginning to slip when the schedule reports indicated thateverything was according to plan. When the project manager began trying tounderstand why the Humm Factor was showing concerns about the schedule,he discovered an apprehension about the performance of a critical projectsupplier. When he asked team members, they responded, “It was the way theyanswered the phone or the hesitation when providing information—somethingdidn’t feel right.”

The procurement manager visited the supplier and discovered the companywas experiencing financial problems and had serious cash flow problems. Theproject manager was able to develop a plan to help the supplier through theperiod, and the supplier eventually recovered. The project was able to meetperformance goals. The Humm Factor Survey provided a tool for members ofthe project team to express concerns that were based on very soft data, and theproject team was able to discover a potential problem.

Another project team used the Humm Factor to survey the client monthly. Thecompleted surveys went to a person who was not on the project team toprovide anonymity to the responses. The responses were discussed at themonthly project review meetings, and the project manager summarized theresults and addressed all the concerns expressed in the report. “I don’t feel myconcerns are being heard” was one response that began increasing during theproject, and the project manager spent a significant portion of the next projectreview meeting attempting to understand what this meant. The teamdiscovered that as the project progressed toward major milestones, the projectteam became more focused on solving daily problems, spent more time inmeetings, and their workday was becoming longer. The result was fewercontacts with the clients, slower responses in returning phone calls, and muchfewer coffee breaks where team members could casually discuss the projectwith the client.

The result of the conversation led to better understanding by both the projectteam and client team of the change in behavior based on the current phase ofthe project and the commitment to developing more frequent informaldiscussion about the project.

Developing a Project Story

Every project develops a story. It is the short explanation that project teammembers give when asked about the project. This is also called the elevator speech,which is the explanation a person would give if he or she were in the elevator withthe CEO and the CEO asked him or her to describe the project. Project stories oftenexpress important aspects of the project and can create a positive picture of theproject or one that is less appealing.

A project story will develop, and creating a positiveproject story is a project management skill that helpsthe project. A positive project story is inviting to peopleand helps with the recruitment of talent to the project.A positive project story also helps when services areneeded from functional departments within thecompany and in developing management support forthe project.

Creation of the project story is an active process. Theproject manager actively sets out to create the story.Every project, by definition, is unique. Creating thepositive story entails identifying those unique aspects ofthe project and building a positive outcome.

Project Story of a Drug to Save Lives

A pharmaceutical project team in Colorado was building a plant to produce adrug that would save lives. The faster the plant was completed, the more liveswould be affected by the drug. One story addressed the challenges of designingand building a plant in record time. A second story emerged: the balance ofsafety against speed. Safety procedures limited the number of subcontractorsand people working in the same area.

To accomplish the work, the project team found creative ways of accomplishingthe work off-site and scheduling work to minimize safety problems whilemeeting aggressive timelines. The story became the challenge. People identifiedwith the challenge and wanted to be part of the success.

Building a Reputation for Project Completion Speed

A project manager in South Carolina always challenged people with speed. Heidentified the last project with similar characteristics and challenged the teamto beat the time by weeks or months. The story became, “If you want a projectdone on time, this is the project team you need.” The project manager created aspirit of competition and fun. Project managers have a unique opportunity during the start-up of a project. Theycreate a project culture, something organizational managers seldom have a chanceto do. In most organizations, the corporate or organizational culture has developedover the life of the organization, and people associated with the organizationunderstand what is valued, what has status, and what behaviors are expected. EdgarSchein defined culture as a pattern of basic assumptions formed by a group on howto perceive and address problems associated with both internal adaptation andexternal integration.Edgar Schein, “Organizational Culture,” American Psychologist45 (1990): 109–19. Schein also described organizational culture as an abstractconcept that constrains, stabilizes, and provides structure to the organization. Operational Rules on a Project in India

During the start-up of a project in India, members of the project team weregiven a policy that stated all travel expense claims must be submitted withinthree days of completion of travel. During the first few weeks, theadministrative team began to understand that this was a difficult policy toenforce without creating morale problems on the project. Instead of changingthe official rule, it was seldom enforced. The official rules and operational rulesdiffered.

Later on in the project, a worker was injured after crossing an area that wasmarked as unsafe. Workers indicated that they knew the official rules but ittook too much time to go around the unsafe area. They assumed that officialrules could be ignored if they were difficult to obey. The difference betweenofficial rules and operational rules of the project created a culture that madecommunication of the priorities more difficult.

In addition to official and operational rules, the project leadership communicateswhat is important by the use of symbols, storytelling, rituals, rewards orpunishments, and taboos.

Creating a Culture of Safety

A project manager in South America who wanted to create a strong safetyculture on a construction project with significant safety concerns used severalmethods to create the desired culture. In the first meeting that project teammembers attended upon joining the project was a safety orientation. Memberswere issued a card—a symbol—after the meeting granting permission toparticipate on the project. The project leadership team told stories of previousprojects where people were fired for breaking safety rules and often warnedthat the fastest way to get fired on the project was to break a safety rule—anexample of storytelling. Every project meeting started with a discussion of asafety topic—a ritual—and any discussion of lessening the safety rules wasforbidden—taboo—and was quickly and strongly cut off by the projectleadership if it occurred.

Culture guides behavior and communicates what is important and is useful forestablishing priorities. On projects that have a strong safety culture, team membersfeel free to challenge anyone who breaks a safety rule, even managers. The safetyaspects of culture are stronger than the cultural aspects of the power ofmanagement.

Culture of Stakeholders

When project stakeholders do not share a common culture, project managementmust adapt its organizations and work processes to cope with cultural differences.The following are three major aspects of cultural difference that can affect aproject:

1. Communications2. Negotiations3. Decision making

Communication is perhaps the most visible manifestation of culture. Projectmanagers encounter cultural differences in communication in language, context,and candor. Language is clearly the highest barrier to communication. The interpretation of information reflects the extent that context and candorinfluence cultural expressions of ideas and understanding of information. In somecultures, an affirmative answer to a question does not always mean yes. Thecultural influence can create confusion on a project where project stakeholdersshare more than one culture.

Culture Affects Communication in Mumbai

A project management consultant from the United States was asked to evaluatethe effectiveness of a U.S. project management team executing a project inMumbai, India. The project team reported that the project was on schedule andwithin budget. After a project review meeting where each of the engineeringleads reported that the design of the project was on schedule, the consultantbegan informal discussions with individual engineers and began to discoverthat several critical aspects of the project were behind schedule, and without amitigating strategy, the project would miss a critical window in the weatherbetween monsoon seasons. The information on the project flowed through acultural expectation to provide positive information. The project waseventually cancelled by the U.S.-based corporation when the market andpolitical risks increased.

Not all cultural differences are related to international projects. Corporate culturesand even regional differences can create cultural confusion on a project.

Cultural Differences between American Regions

On a major project in South America that included project team leaders fromseven different countries, the greatest cultural difference that affected theproject communication was between two project leaders from the UnitedStates. Two team members—one from New Orleans and one fromBrooklyn—had more difficulty communicating than team members fromLebanon and Australia.

Innovation on Projects

The requirement of innovation on projects is influencedby the nature of the project. Some projects arechartered to develop a solution to a problem, andinnovation is a central ingredient of project success. Aproject to develop a vaccine in response to a recent fluoutbreak is an example of a project where innovation isimportant to achieving the purpose of the project.

Innovation is also important to developing methods oflowering costs or shortening the schedule. Traditionalproject management thinking provides a trade-offbetween cost, quality, and schedule. A project sponsorcan typically shorten the project schedule with aninvestment of more money or a lowering of quality.Finding innovative solutions can sometimes lower costswhile also saving time and maintaining the quality.

Innovation on a Steel Plant Project

On a project to design and build a plant to make steel using new technology, theproject leadership was committed to generating cost savings on the project thatwould allow needed technical modifications later on during the project. Theproject was in the early design phase, and the project leadership established agoal for generating $1 million in cost saving suggestions. The goal wasestablished in early fall, and the project manager declared that he would swimthe lake on the day of the project review in February if the project met its goal.

A process was established to track cost saving ideas using highly visible greenpaper for documenting ideas, and a chart was placed on the projectcommunication wall recognizing people and teams that submitted ideas. Eachteam was allocated a specific cost savings goal, and a team lunch was providedwhen the goals were met. The project manager created a balance between themessage that this is a serious goal and that the project will have some fun withthe process.

On one occasion, the project manager talked with the electrical engineeringlead to understand why no suggestions were emerging from the electricaldesign team. The electrical design team was struggling to maintain the projectschedule and did not have time to focus on project contests. The projectmanager emphasized that the project had several goals, and generating the costsavings for the client was an important project goal.

The electrical engineering lead gathered some senior electrical engineers into asmall conference room, and for the next three hours, this impromptu teamreviewed electrical drawings and concepts and began to generate ideas on howto accomplish the design specifications and cut costs. The electricalengineering lead maintained a flip chart in the front of the conference room,and as soon as the team found enough savings to meet the electrical target, theteam disbanded and went back to working on the electrical design.

The team exceeded the goal prior to the February project review. The projectmanager swam the lake during an enjoyable project celebration.

Innovation is a creative process that requires both fun and focus. Fun reduces theamount of stress on the project. Stress is a biological reaction to perceived threats.

Stress, at appropriate levels, can make the work environment interesting and evenchallenging. Many people working on projects enjoy a high-stress, excitingenvironment. When the stress level is too high, the biological reaction increasesblood flow to the emotional parts of the brain and decreases the blood flow to thecreative parts of the brain, making creative problem solving more difficult. Projectmanagers recognize the benefits of balancing the stress level on the project withthe need to create an atmosphere that enables creative thought.

Stress Managed on Steel Project

The electrical lead engineer on the steel project was able to create theenvironment for the electrical team to focus on the electrical design andexplore alternative designs that could generate cost savings. Theelectrical team stopped to contribute to the project goal and went back to thedesign work once the electrical cost-saving target was met.

Exploring opportunities to create savings takes an investment of time and energy,and on a time-sensitive project, the project manager must create the motivationand the opportunity for creative thinking.
