Minutes of the 19th Meeting

1 Welcome, Apologies. The meeting was opened at 10 a.m. by the Chairman, Jérôme Crouzillac (Bac, France), who shortly presented the Working Party for the new attendants. Anne-Marie Grolleau (DCNS Cherbourg, France) also attended the meeting as vice-person as agreed last year during the last meeting in Turkey. Sylvain Fontaine (GRTgaz, France) accepted to be the secretary for this meeting. 2 EFC WP16 business: Work programme for 2012 – 2015, Website (including use of “restricted area”)

The updated detailed action plan for 2012-2015 of EFC WP16 as registered by EFC STAC has been presented (see annex 2).

One of the main objectives of the WP 16 is to organize sessions during the Eurocorrs. This year a general session on “Cathodic protection” WP 16 presenting 12 papers was organised on Wednesday 4th and a joint session on “Corrosion in concrete and Cathodic Protection” presenting 3 papers was co-organised with WP 11 (“Corrosion in concrete”) and WP 16 (“Cathodic protection”) on Wednesday 4th afternoon. In addition, 14 papers were presented for the WP 13 (“Corrosion in oil and gas”).

J. Crouzillac reminded different work items in force with WP 16 (see annex 2) :

1. WP meetings.

2. EFC WP 16 sessions during Eurocorr congress.

3. Cooperation with other WPs e.g. Joint Sessions at EUROCORR.

4. Maintenance of a WP page on the new www.EFCWEB.org website.

5. Contributions to the EFC Newsletter.

6. Organisation of EFC Workshops/Courses/Meetings.

7. Organisation of Collaborative Research or Testing Programmes.

8. E.U. Projects formulated in your Working Parties.

9. Participation in the Development of Standards.

10. Preparation of Publications for the EFC Series of Books.

11. Brief Summary of Activity during the last year

It was reminded that the other major objectives of EFC WP16 are:

12. Follow-up of progress and support in Certification of CP personnel, services or companies in Europe, especially consecutive to the publication of EN 15257 (CP – Competence levels and certification of CP personnel).

13. Publication of a “Best of” collecting selected papers presented at previous Eurocorrs.

J. Crouzillac reminded that, like for all other EFC Working Parties, EFC WP16 update a Web page (http://www.efcweb.org/Working+Parties/WP+16.html) on the EFC website (http://www.efcweb.org/). Each EFC official member is able to download documents on this website. This website has a public EFC WP 16 open to each official EFC member and a restricted area devoted only to official EFC WP 16 members. A specific “username” and “password” is necessary to be connected to this restricted area. “Username” and “password” are given by the WP 16 chairman (on demand).

Note 1 All these documents shall be kept confidential.

Nota 2 The advantage for WP 16 members to have this restricted area allows to share document while preventing them being spread out anywhere. In addition, any document can be uploaded in this restricted area to share it only with WP 16 members.

AM Grolleau reminded conditions to be an EFC member: to be a member of a national society which is also EFC member. J. Crouzillac reminded different work items in force with WP 16.

3 Approval of the minutes of the 18th meeting held in Istanbul, Turkey, on September 11th 2012.

The minutes were approved without any modification.

The minutes will be available on the public page of WP16 on the EFC website, without annexes (to be kept on the “restricted area”).

4 Exchange of information on certification in the field of cathodic protection

4.1 Project on ISO standard (ISO TC156 WG10)

Marcel Roche presented an updated document about the situation around the world about certification of personnel in cathodic protection (see annex 3).

He explained differences between the European system which works according to EN 15257 and the American one with the Nace system. Both are not equivalent:

- Nace is not based on EN ISO 17024,

- Nace has 4 levels,

- Nace has no formal application sectors,

- Nace does not operate practical examination except for level 1.

In Europe, accreditation according to EN ISO 17024 allows to have the equivalence between all certification bodies.

Today, The European certification system brought about 1500 certifications; the Nace one about 5000 certifications.

M. Roche requested to L. Goldberg to send him two tables:

- one table defining numbers of Nace certified CP operators for all levels,

- one table defining numbers of Nace certified CP operators for all levels only for people who are still active in CP.

M. Roche explained that there is an active work item in ISO TC 156 WG 10 to write an ISO standard about certification and cathodic protection levels. This standard shall be in accordance with EN ISO 17024 requirements. ISO TC 156 WG 10 is writing a new standard based on EN 15257, as the proposal for adoption of EN 15257 standard as an ISO standard has not been agreed.

J. Sibila informed that Poland has an active certification body. M. Roche asked M. Sibila to send him as soon as possible the numbers of certified CP operators and more detailed information about this certification body. M. Roche would like to update his table of certified CP operators in Europe.

M. Roche pointed also out that it seems there is no certification body in Scandinavian countries as Nace certification is certainly commonly applied. I. Godson pointed also out that Nace certification is certainly commonly applied in Australia.

L. Goldberg presented Nace certification (see annex 4).

All certifications are administered and managed by the NACE International Institute created in July 2013.

Nace has certification courses and training programs and certification bodies all around the world. They are not necessary dedicated to cathodic protection.

L. Goldberg confirmed that Nace will contribute to ISO TC 156 WG 10 work. M. Roche pointed out that Nace certification is not fully in accordance with EN ISO 17024 requirements.

M. Buchler pointed out that a certification standard should define requirements for CP certification and how CP operator competences should be checked.

4.2 CEN TC 219 WG 1 & 3 activities

CEN TC 219 WG 1 deals with cathodic protection of metallic structures which are buried or immersed and WG 3 deals with cathodic protection of metallic structure in sea water.

S. Fontaine presented a summary of CEN TC 219 WG 1 activities (see annex 5).

CEN TC 219 WG 1 is working to transform EN 12954 into two different standards:

- Preliminary Work Item for EN 12954-1 : Cathodic protection – General principles,

- Preliminary Work Item for EN 12954-2 : Cathodic protection - Pipelines applications.

But this depends on the revision of ISO 15589-1. If this standard is adopted by CEN, it will replace PWI for EN 12954-2. Then PWI for EN 12954-1 will replace EN 12954.

CEN TC 219 WG 1 has written EN 15280 that will be edited by the end of September. This standard deals with a.c. corrosion on pipelines. It will be used in ISO TC 156 WG 10 as data for a project on the same purpose.

CEN TC 219 WG 1 has written the EN 16299 about “cathodic protection of external surfaces of above ground storage tank bases in contact with soil or foundations”. This standard has been edited in 2013. Annex 5 gives all standards written by CEN TC 219 and also projects for the future in CEN TC 219 WG 1. M. Roche also presented standards written by CEN TC 219 WG 3, based on annex 5. 4.3 Main activities in Spain A. Gomila presented the main purposes dealt in Spain (see annex 6). His presentation focused on :

- Potential measurement techniques of buried pipelines in presence of stray currents, - Cathodic protection of large hot water storage tanks.

5 Project of an EFC Publication on “Corrosion Management of Pipelines” This document written with the contribution of WP 13 has been edited.

6 Exchanges about Eurocorr and Ceocor EFC and Ceocor were founded int the 50’s. At the beginning, EFC was very academic : many European academic companies were EFC members at the beginning. Now there are more industrial companies.

Ceocor is involved in buried pipelines only. Ceocor is a small and dynamic group, with a “high level of technical information”. Ceocor is afraid to be “swallowed” by the EFC. Very much different topics are dealt in EFC and in Ceocor.

In Europe, there are not so many companies to allow two European associations about cathodic protection and corrosion.

Cathodic protection is dealt within the EFC only through the WP 16.

M. Buchler pointed out that Ceocor writes recommendations in catholic protection. For instance, a new WG has been created in 2012 for the Eoff measurement.

It seems that Ceocor in Europe, such as Cefracor in France, are cathodic protection association that are very active in writing recommendations, more than the EFC WP 16. But the three committees work in parallel on the same topics. It would be may be more relevant if the EFC WP 16 and the Ceocor could work more actively together.

In addition, Ceocor recommendations are only accessible to Ceocor members, while EFC WP 16 work always results in writing “Green Books” that anyone can buy.

M. Buchler and J. Crouzillac agreed to try to organise a single congress between Ceocor and EFC WP 16. WGs should be merged to work in the same way in “a single association”.

For information, the next Ceocor congress will be organised in Weimar (Germany) from 19th to 21st May 2014.

7 Project of an EFC Publication on the “Best of” of the papers published at the Eurocorrs on CP.

This project consists in preparing a publication for the EFC Series of Books (“Green books”) constituted of the best papers presented at the previous Eurocorr’s. The major problem is that papers at Eurocorr’s are not really thoroughly reviewed and approved by the EFC before their presentation at the conferences. A selection is therefore necessary, together with some modifications and updates for the selected papers.

The approval of the authors to have their papers published in the green book as well as their help to update and put the article under the appropriate quality and format for publication is needed.

J. Crouzillac requested members (preferably outside France !) to help them select and set up a shortlist of papers to be edited. Volunteers below expressed they were ready to be included in this WG :

- Simone Brasil (Brazil),

- Salin Debache (France),

- Jerzy Sibila (Poland),

- Adrian Gomila (Spain),

- Eric Agel (France).

8 Other topics Krešimir Kekez inquired if there is a country in Europe where a law make mandatory to install a cathodic protection system on above ground storage. He explained that, in Croatia cathodic protection on an above ground structure is not mandatory by any law. This is never done and Krešimir Kekez has no mean to convince designers to take it into account.

Members confirmed that in France and in Switzerland no law makes it mandatory. In Spain, a law makes it mandatory when the storage is built with two walls, but not mandatory when it is built only with one wall.

9 Next meeting and events. The next business meeting of EFC WP16 will be organised during Eurocorr 2014 in Pisa, Italy (Sept. 8th – 12th, 2014).

Abstracts for the CP session to be organised in Eurocorr 2014 are welcomed on the dedicated website by Feb. 14.

There will be a particular focus an CP for sea water structures as it has been planned to organized a joint session withe the Marine Committee (WP9).

WP Meetings (state expected attendance levels & business/technical split) The group meets once a year during the Eurocorr conferences. There are about 10 to 25 attendants. The business/technical split is about 50/50.

1 Sessions at EUROCORR (identify special topics): CP Sessions will be systematically organised by WP16 during Eurocorr conferences (Generally from 30 to 80 attendants during the session). Usually 10 to 20 papers are presented.

2 Cooperation with other WPs e.g. Joint Sessions at EUROCORR (give details): In addition to general issues on CP and applications on buried structures treated in WP16 sessions, there are sometimes joint sessions with WP 9 (marine), WP 11 (concrete) or WP13 (Oil & Gas), depending on the proposed abstracts.

3 Maintenance of a WP page on the new www.EFCWEB.org website: The working group gives the history, the objectives and activities. Confirmed Minutes of Meeting are given (one year after the meetings). The “restricted area”, now in operation, will be reinforced.

4 Contributions to the EFC Newsletter: A contribution to the EFC Newsletter is foreseen on description of the European standard for Certification of CP personnel and its application in various countries.

5 Organisation of EFC Workshops/Courses/Meetings, etc (give details): EFC WP16 supports workshops such as the Aix-en-Provence conferences organised by CEFRACOR (EFC Events). The next one will be on June 24-26, 2014.

6 Organisation of Collaborative Research or Testing Programmes (give details) Although the group could promote collaborative research and testing programs, there is nothing done or expected at this time regarding this matter for the 3 next years.

7 E.U. Projects formulated in your Working Parties (give details) No action expected but EFC WP16 could contribute to a preparation of project for Pipeline Integrity.

8 Participation in the Development of Standards (give details) EFC WP16 has been at the origin of the launching of the EN 15257 published end 2006. No direct participation to standardisation work carried out by the various WGs of CEN and ISO on CP, but information on the progress is given during the WP16 meetings (Contribution to harmonisation of EN and ISO standards).

9 Preparation of Publications for the EFC Series of Books (give details) “Best of” collecting some papers presented at previous Eurocorr’s. “Handbook for preparation to training and certification of CP personnel” established if possible with CEOCOR Commission 2 (but no progress todate). “CP measurements and coating surveys techniques for buried pipelines”. Training courses preparing for CP certification organised in the various European countries by Training Centres agreed by the Certification bodies will be put on the appropriate section of the EFC Website.

The EN 15257 Formal examination for levels 1 and 2: theoretical ("Common‐Core" and "Specific" to application sector) and practical (application sector).

Competence Assessment for level 3 based either on Committee Assessment or formal examination.

Specific requirements apply for transition periods (limited to 5 years) when new Certification Bodies are launched.

Minimum experience necessary for full certification.

"Provisional certification” when experience is not sufficient.

Validity period of Certification: 5 years, renewal after 5 years, re‐certification after 10 years.

Equivalence of CP certification schemes There is official equivalence between the various European Certification bodies applying EN 15257 schemes only through formal Accreditation of each of these bodies by a notified Accreditation body

The MLA (Mutual Lateral Agreement) system, implemented by the EA (European co‐operation for Accreditation) which gathers the national Accreditation bodies, allows this equivalence

The question has been raised on the establishment of an ISO standard which could harmonise the European, NACE and eventually other schemes (Brazil, etc) in Certification of CP personnel.

On the proposal of DIN (Germany, Peter Frenz), ISO TC 156 WG 10 has launched in 2012 a New Work Item Proposal on Certification of Cathodic Protection Personnel according to Vienna Agreement with CEN TC219 lead.

ISO project ISO/TC156 N 5468 has been accepted for tentative adoption of EN 15257:2006.

Finally, the work has been launched by ISO TC 156 WG 10 (Convenor Marküs Büchler). 1st meeting in Berlin on June 11 – 12, 2013; second meeting in Estoril on Sept. 5
