1. Call to Order/Roll Call: The Chair called the meeting to order at 8:02 a.m. and roll call was taken.

2. Approval of Agenda: It was M/S/C O’Neill/McDaniel to approve the agenda as submitted.

3. Approval of Minutes: It was M/S/C O’Neil/Newvine to approve the September 17, 2018, meeting minutes as submitted.

4. Public Opportunity to Speak: None.

5. Chair Comments: None.

6. Director Comments: None.

7. Actions: a. Board Membership – Jorge De Nava Jr (Central Valley Occupational Center). It was M/S/C

McGowan/O’Neill to approve the calendar as amended.

b. Request for Proposal: WIOA Monitoring. It was M/S/C O’Neill/McGowan to approve the item as submitted.

8. Discussion a. 501(c)(3) Nonprofit Update. Director Mirrione delivered a presentation showing the various

501(c)(3) Workforce Development Board models used throughout the state. This presentation will be provided to the full WDB at its December meeting.

b. 2018-19 WIOA Section 188 Monitoring Results: Mr. Mirrione reported that there were no findings cited in the recent WIOA Section 188 Monitoring.

c. US Conference of Mayors Workforce Development Council Appointment: Mr. Mirrione announced that he has been selected to serve on the US Conference of Mayors Workforce Development Council.

d. Regional Update: Mr. Mirrione provided a brief update regarding the regional activities of the WDB. Mr. Mirrione provided a progress update on the Regional Plan Update due on March 31, 2019.

9. Reports: a. 2018-19 Business Services Dashboard Report: The report was reviewed with a brief discussion.

b. 2018-19 WIOA Adult Services Dashboard Report: The report was reviewed with a brief

discussion.

c. 2018-19 Youth Services Dashboard Report: The report was reviewed with a brief discussion.

d. 2018-19 Fiscal Dashboard Report: The report was reviewed with a brief discussion.

e. Program Year 2017 WIOA Performance Measures Report: The report was reviewed with a brief discussion.

TO: Workforce Development Board DATE: 2/7/2019 Executive Committee FROM: Workforce Development Board Staff For Action For Discussion For Information SUBJECT: Adult and Dislocated Worker Career Services Waiver PROPOSED MOTION(S): Direct the Workforce Development Board staff to apply for an extension to its existing Adult and Dislocated Worker Career Services Waiver. DISCUSSION: In July of 2014 the Workforce Innovation and Opportunity Act (WIOA) was signed into law, and went into effect on January 1, 2015. Pursuant to WIOA, all workforce investment entities must be in compliance with mandated career services guidelines by July 1, 2017. Specifically, WIOA provides that Adult and Dislocated Worker Career Services must be competitively procured unless the current provider applies for a waiver entitled “Request for Approval to be America’s Job Center of CaliforniaSM Adult and Dislocated Worker Career Services Provider” (Waiver). In March of 2017, a Waiver was submitted to the California Workforce Development Board (CWDB) which approved the Waiver from July 1, 2017 through March 31, 2019. In November of 2018, the WDB received an extension through June 30, 2019. The Waiver must be signed and approved by the Workforce Development Board (WDB) Chair and the Local Chief Elected Official. The Waiver is then submitted to the California Governor by the CWDB for approval. In the event the Waiver is rejected by the state, Adult and Dislocated Career Services must be competitively procured.

PROPOSED MOTION (S): For Discussion Only.

DISCUSSION: The 2018-19 WIOA Adult Program Dashboard report depicts the goals vs. actual goal attainment of each funding stream within the WIOA Adult, Dislocated Worker, and all discretionary grant programs. Each grant is represented on its own dashboard listing each goal and the projected goal attainment by month. Program enrollment represents new client enrollments in the current program year with the remaining goals met by any clients active in 2018-19.
