field of economics. The list of requirements is extensive and
complicated – one of the requirements is the generation of
optimum frame shift rotas.

1. Step: definingFirst of all, central requirements for the shift rota have to be defined:
jWhich types of shifts need to be scheduled, including stand-by
duties, work stand-by and/or on-call duties
jat what frequency and on which days of the week to fulfill the
service requirements?
jWhat level of reserve needs to be accounted for and how?
jWhat is the target number for weekly working hours?
jHow many full-time equivalents are needed mathematically,
how high a number of persons needs to be selected, how do
these persons need to be organized into groups?
2. Step: designingPeople or groups are allocated to specific shift sequences. In doing
so legal requirements (e.g. maximum allowed working hours per
week, daily rest hours), ergonomic requirements (e.g. distribution
of time off), and economic aspects (e.g. management, costs) are
taken into consideration.
For homogenous groups the [spa] simplifies this task using its
First Class Scheduler module, which suggests optimised sequen-
ces of shifts according to your criteria.
Many complex requirements, such as seasonal variations or
qualification requirements can only be solved by splitting them
into various sub tasks. The View-manager is the right tool for
success! It allows you to define any sector of a shift rota, and
display and design it as required.
3. Step: checkingUp to this point you will have defined step by step your rota proper-
ties, which are all interlinked with and dependant on each other.
However, planning often requires jumping back to steps which are
already defined to adjust specific properties. Checking rotas will
jclarify which sketch is to be developed into which direction;
jallow you to select the best of the already available frame rotas.
Checking tools provide you with feedback for the central properties
of your rota or sketch.
Basic legal requirements areupdated on a regular basis.

Definition of shiftsThe first step allows you to define shifts or duties which need to be
worked. You can differentiate between “normal” shifts, stand-by
duties, work stand-by or on-call duties. Additionally, you can defi-
ne the average percentage of instances in which a shift will not be
utilised, as a deviation from 100% to consider requirements like e.g.
morning shift on Saturdays can be given off set at about 30 % of all
Saturdays. The [spa] will then check for peak situations (legal
requirements, ergonomics) and averages.
Defining of staffing levelsYou now define the net number of persons you need to work in
each shift. At this point you receive an instant calculation result
of how many full-time staff you need in order to attain the target
weekly working hours (e.g. 38 hours). Additionally, you will alrea-
dy be able to estimate how many days per week on average need to
be worked or can be given off.
reserveThe net workforce requirements per shift are increased by the
absentee figure for sick-leave, holidays etc. The [spa] calculates
how many duties per day need to be added to cover reserve require-
ments of e.g. 16,42 %. In this example a mathematical average of
1.64 people per day is needed to cover reserve requirements, for the
weekends 0.99 people will be sufficient. Both values are
calculated based on the average length of shifts.
It was decided that from Monday to Friday 2 people each will be
scheduled to cover reserve, which is exactly as long as the morning
and afternoon shifts. The default position for this reserve is the
morning shift, but within an agreed notice period the respective
employee is notified as to whether the shift in the current shift
rota will be used for a morning or afternoon shift or for night
shift stand-by.
The Utilisation in % column will now calculate how many
reserve shifts based on the selected length and frequency are used
on average.
At this point it is importantto define the net workforcerequirements. Replacementfor absence is added in thenext step.

rota structureIn this step the [spa] provides you with suggestions as on how many
people you can schedule in. The Pers. (employees) and Work hours
columns indicate how many employees are required to achieve a
given number of working hours.
One of the advantages of this tool is that it allows various
options for the formation of groups or teams to be displayed, the-
reby drastically simplifying the planning process. Classical groups
always work together and have the same days off. Group combina-
tions schedule various smaller groups per shift to cover the desired
total of workforce requirements. The combination of groups wor-
king together is variable. Oversized groups have a number of
employees which exceeds the required staffing level, but each day
another sub-group is given the day off to cover the desired total of
workforce requirements.
As the aim is a 38 hour week the option of a total of 14 people,
allocated into 7 groups (2-person teams) is selected.
At this point – the selectionof the plan structure - the[spa] opens up possibilitiesthat you never knew existed!

and duty rotas is made much easier. Simply said You can generate
rotas with a click of a button – FCS will lead you to a solution in
only four steps.
Within each step you select solutions from possible suggestions
which cover your requirements as close as possible. In the end you
are left with a number of frame rotas that can be loaded into the
workbench and can be compared to each other.
The central element of the planning is an efficient management
of restrictions which allows for simple tightening or loosening of
restrictions or requirements to find the (relatively) best possible
solutions. Each change will instantly prompt a notification of
possible solutions.
Even users with little experience in the generation of shift
rotas will usually find solutions quickly. No more than four steps
are required for the generation of a complete shift rota:
jIn the first step basic requirements are defined, e.g. how many
consecutive working days of days off are desired.
jThe second step provides you with suggestions for class solu-
tions. These class solutions provide information on the period
after which the rota starts repeating itself, the number of blocks
of working time, and the duration of each block of work.
jThe third step allows you to select a suggested distribution of
weekends and the suggested duration of blocks of work.
jThe last step suggests concrete shift rotas which can be stored
in the FCS clipboard and then be compared on the workbench.

Should the FCS not showany solutions for a certaintask, you have saved a lot oftime: you now know thatthere is no possible solution!

Rota generation on the workbenchwith and without the view managerThe Workbench is the centre of the design of your shift rota.
A series of functions, control mechanisms and checking tools help
you with the generation of a suitable rota. Should you want to
change any frame requirements during the planning process, e.g.
change the length of certain shift types, you can at any time jump
into other branches of the tree diagram from the workbench to
add to or correct previously defined settings.
The existing rota will automatically be adjusted in accordance
with the changes. The workbench consists of three tables:
jthe shift rota,
jinformation on staffing levels in the various shifts and
jproperties of the shift rota regarding employees (working time
per week, distribution of shifts, ...).
The view manager allows quick and clear access to sub-areas of the
shift rota. You can quickly define various different views and
switch between them.
The main advantage of the Workbench is its clarity,which by consequence optimizes the simplicity of planning shift rotas.

checks for legal requirements, ergonomics and costsThe parameters for checks for legal requirements can easily be
adjusted to your collective agreements or company specific agree-
ments by changing the default values that are in accordance with
country-specific working time regulations.
The worksheet Summary offers a good overview on whether or
not legal requirements (daily rest time, daily working time, Sunday
rest, weekend and weekly rest) are fulfilled. Details and graphical
evaluations can be found on the specific check sheets.
You will be able to decide whether you want to re-use the rota
and therefore run it through a cyclical check (this will also check
the roll-over at the end and start of the rota), or whether you want
to validate your rota in a date-related run with the calendar-based
check (but potentially not be able to evaluate properties that relate
to the successive rota sheet).
Ergonomics checks allow you to check the rota for items such as
distribution of working time and time off, especially time off
at weekends, and the distribution of unfavourable working times
(evening and night shifts, weekend work, work on public holidays
…). The display of the position of shifts per person enables you to
discuss possibilities for sleeping and options for using time off.
The cost module calculates wages per employee and per group, as
well as total costs of the rota. These calculations are based on fixed
hourly wages, money and time supplements.
The checks promptly showthe fairness in rotas; you can for example checkwho will be working onpublic holidays how oftenwith one click.
The graphical evaluationallows you to find legal violations quickly, and todeal with them.

Now available: [spa] 6.5There’s a new version available since summer 2007: shift plan
assistant 6.5 . Going hand in hand with the update of [opa] it
contains not only a whole range of software improvements but
also some brand new features and extension.
Saving in the xml-formatTo guarantee the forward compatibility of the software, files are
saved in the XML-format. This feature enables you to open and
handle files of forthcoming SPA-Versions with your [spa] 6.5.
Furthermore the shift-plan files created by [spa] 6.5 are easier to
read by other programs.
More options for stand-by dutiesFor each stand-by duty it’s possible to define individual working-
time limits (differentiation between weekdays, how many hours
can be maximal normal working time, …). Stand-by duties can be
excluded from the shortening of daily rest periods.
New checks with advanced informationNumerous new possibilities for checks enable you refine your
analysis. There are for example new checks on 12-hour shifts
(allowed number of 12-hour shifts in a row). Additionally more
detailed information about the results of the checks can be seen
in the view “commentaries” on certain check-sheets.
