Rick Edwards also recognized the Shiprock High School JROTC Fitness Team, competed at National level and placed 4th in boys and girls placed in 5 th and name State Champions. C. Katie Gilbert, Dean of Students at Newcomb High School recognized the Navajo Times New Mexico All-Star Team for Elijah Tsosie for Navajo Times Football All-Star Team, Amber Manuelito for Navajo Times Girls Basketball All-Star Team, Brittany Yazzie for Girls Volleyball All-Star Team, Valentina Watchman for Navajo Times Girls Volleyball All-Star Team, and Chancelane Begay for NTUA Sportsmanship Award Basketball. I. ROUTINE MATTERS

A. Board President, Randy Manning the meeting to order at 6:43 p.m. Dr. Colleen W. Bowman commented to move Item C - Naming of The Pit Gymnasium Floor to Tuesday, April 19,2016 Regular School Board meeting, also move Item F - Shiprock High School College Visits to Item A and Item G - Teach For America to Item B.

II. STUDENT, STAFF, AND COMMUNITY RECOGNITION

A. Rick Edwards, Shiprock High School Principal recognized the Lady Chieftains

IV. REPORTS

A. Fundraising Requests 1. Rick Edwards presented the fundraising request for Shiprock High School Marine Corp JROTC

and Anny JROTC for 100th Anniversary JROTC for pledges. 2. David Collard, Choir Teacher at Kirtland Central High School presented the Go Fund Me and

requested to use the funds for musical theater performance in Albuquerque.

B. Unique Trip Requests 1. Mary Rhoades, FCCLA presented the student travel for National Competition for Qualifiers

from state competition in San Diego, CA in July 2016. A few students from FCCLA gave a short presentation about FCCLA.

2. Mary Rhoades also presented the student travel for Kirtland Middle School to attend the National Conference in San Diego, CA. The travel dates need to be change to July 2-8, 2016.

3. Katie Gilbert, Dean of Students presented the individual student who attend the Science Fair in Phoenix, AZ on April 6-9, 2016. The student had the opportunity to exposure to competitive environment and looking forward to next year Science Fair.

4. Staci Gallaher, Principal at Career Prep High School presented the student travel for Native Vision for Educator Tour and Hike at Mesa Verde, CO on May 2, 2016. Native Vision representative explained the program and request to approve the trip.

5. Staci Gallaher also presented the student travel for student trip to Ignacio, CO on May 2, 2016. 6. Jeff Sagor, Gear Up and Leonela Nelson, Program Coordinator for Native Vision Year Round

Program presented the student travel for Shiprock High School, the students will travel to Mesa Verde, CO for hiking and archeological museum.

7. Leonela Nelson, Native Vision Coordinator also presented the student travel for Tse Bit Ai Middle School student to hike and visit the archeological museum in Mesa Verde, CO on May 3,2016.

8. Katie Gilbert, Dean of Students and Phyllis Wilson, Senior Class Sponsor presented the Newcomb High School Senior Class for education field trip to El Paso, TX. Ms. Wilson and students fundraise funds for the trip, distance and cost expense the students chose El Paso, TX, and the dates were moved from May 5-7 to May 15-17 due to state track meet. Randy Manning questioned the board policy for senior trips and Dr. Bowman will check the board policy. The students should have a GPA of 2.0. Board members are concerns about liability on senior trip. Ms. Gilbert commented if the trip is not approved, the funds can be used for laptops. The board requested to have numbers of students who have 2.0 GPA and suggested universities or colleges. Dr. Bowman recommended to bring grades and activities, and ideas for students who have lower GP A.

C. Jeff Sagor and Students of Shiprock High School presented the College Visits. The students presented their experiences of visiting colleges and universities. Austin Begay visited Fort Lewis College and had the experience of attending a college classroom, he also thanked for Mr. Sagor and Mr. Cheever for taking him to visit colleges. Haley King, Junior at Shiprock High School gave her insights of visiting colleges and her major is Pre-Med. Elijah Burke, Shiprock High School student visited colleges, invited to UNM, major in Physical Fitness. Jeff Sagor also mentioned that they are planning to take students on a bus tour to visit universities and colleges, and 8th graders to visit colleges.

D. Nate Morrison and Alray Nelson of Teach For America presented the Teach For America to share insights. Mr. Nelson and Mr. Morrison read statements from two individuals Tamara Shorty and Brandon Begay who were accepted for Teach For America. Mr. Morrison asked the Board for permission to invite anyone who would like to give their experiences and comments in TF A. Dr. Bowman commented if the board decides to partnership with TF A and have the assurances to look in our communities and stay in our communities to find top notch teaching materials and teachers we need.

E. Deborah Waters, M.D. NNMC presented the Sports Concussions for 2016. Dr. Waters commented the Sports Concussion Facts, Traumatic Brain Injury, Normal MRI: Suspected Concussion, Younger Athletes take longer to recover from Concussion, Concussion Danger Signs, Revised New Mexico Sports Concussion Law, New Mexico Brain Injury SB0137, CCSD Sports Concussion Data: August 20l0-March 2016, Comparing number of concussions amount Kirtland Central High School, Newcomb, and Shiprock High Schools, Recommendations, Athletic Hours, Mental Training, and How Do We Make It Happen. Dr. Waters also mentioned that the head coaches need to be trained, coaches do not want to take the time to be trained, and she is also willing to train the coaches. Board member concerned about having a serious talk with Athletic Directors and Coaches. Dr. Bowman will work with Dr. Waters and building principals on expectations, schedule a meeting with Dr. Bowman and Dr. Waters.

F. Rick Nussbaum, Technology Coordinator presented the E-Rate Fiber Project, E-Rate changes their rules and requirements this year, came up with purchases over leases, received three bids and one slight change on a vendor. The total cost of Ownership, District Share - NCI and NUT A, and Evaluation Report RFP 20l6-TECH-02 Wide Area Network-Fiber Project. Based on the results of the scores, the Evaluation Committee recommends Network Cabling Inc., to be award the contract. The contract services need to be approved by the Board and signed.

G. Dr. Rebecca Benedict, Director of Education introduced the High School Principals for Graduation Programs. Staci Gallaher, Principal at CPHS, Katie Gilbert, Dean of Students at NHS, Shawna Becenti, Principal at KCHS, and Rick Edwards, Principal at SHS presented their Graduation Programs. Career Prep High School will have board members Newcomb High School have a keynote speaker, Jonathan Nez and the Turning of Tassels should be made by the Senior student. Kirtland Central High School will have a change by using the entire field for graduation and suggested by Dr. Bowman to use a lighter back drop due to safety issue. Shiprock High School graduation will inside The Pit, the student's idea to add the 50th Class Representative, recommended to have the presentation of diplomas done by the board, and need to have the commencement ceremony in order. Randy Manning and Christina J. Aspaas will present the diplomas in Kirtland, Adam J. Begaye and Charlie T. Jones, Jr. will present the diplomas in Shiprock, Ruthda W. Thomas will present the diplomas in Newcomb, Career Prep High School will have board members attend as well.

H. Dr. Rebecca Benedict also introduced the High School Principals for the Graduation Projections. Each high school presented Graduate Numbers, Graduation Predictions, Alternative Demonstration of Competency Predictions, Additional Graduation Concerns, Interventions, and Successes. Dr. Bowman is searching the Board Policy on Graduation Seniors who did not meet requirements for Graduation. Dr. Bowman will ask James Preminger do an article on all action that building Principals to help the students graduate. Board President Randy Manning is concern with students in ADC. Board Vice-President Adam J. Begaye requesting for Graduation Rates.

I. Ervin Trujillo, Human Resources Coordinator presented the Memorandum of Agreement for Western New Mexico University and New Mexico Highland University School of Social Work. A student who wants to be in placement at Kirtland Elementary School, WNMW is requesting a Memorandum of Agreement. The New Mexico Highlands University agreement with CCSD for Social Workers with a five year agreement.

1. Pandora Mike, Deputy of Superintendent and Mary Curley, Director of Admission presented the Memorandum of Agreement Dual Credit with Institute of American Indian Arts to provide and increase for students to experience college. The program specialized in indigenous program and only art school in New Mexico.

K. Ervin Trujillo, Human Resources Coordinator presented the School Board Policies overview. Currently working with Don Williams with NMSBA, help generate and revise policies, definition on code letters on classification, Code Finder Index, Using the signs and symbols, using references, legal references, About Board Policies, Is the Manual Complete, Terminology, A-OOOO District Mission and Belief Statement. Review A-0250 NondiscriminationlEqual Opportunity.

L. Marilyn Wilson and Sasha John presented the Remove 15 Year Catchup for ROTH IRA. Requesting to remove the 15 year catch provision. Mr. Manning asked to explain the 15 year catch up proVISIOn.

M. Herbie Clichee, Interim Business Manager presented the After the Fact Requests. Ms. Clichee explained each After the Fact requests for Federal Programs and Data Department, Operations/Maintenance, Health & Well ness, EPO, Tse Bit Ai Middle School, and Naschitti Elementary. Randy Manning asked to bring the requester at the next meeting for April's After the Facts.

N. Herbie Clichee also presented the Preliminary FY 16-17 Budget. District Budget Committee, Committee Process, Unit Value, Legislative Issues, Cash Balance, District Enrollment, Other Budget Issues, and Revenue Expenditure Summary for SY 16-17 Budget. Randy Manning requested a spreadsheet for School Budget for SY 14-15, SY 15-16, & SY 16-17.

O. Herbie Clichee presented the Deposits not Processed within 24 Hours. A total of ten deposit not made within the 24 hours of the receipt based on the documentation on the deposit. The operational had 10 deposits and activity had 53 deposits. Ms. Clichee suggested to have her staff to visit the financial secretaries throughout the district to train them on deposits.

P. Herbie Clichee presented the Payment of Bills explained each section of Checks Written, Outstanding Check Listings, Check Listings, Vendor Listings, and Purchasing Cards.

Q. Herbie Clichee also presented the Budget Adjustments and Journal Entries and Bars Report.

R. Herbie Clichee also presented the Items Over $60,000 and requesting for approval from the Board.

S. Herbie Clichee presented the Monthly Fiscal Report for the Expenditures and Revenues.
