COVID-19 Work Health and Safety Management Plan

The Work Health and Safety legislation require all employers to take care of the health and safety of their workers (staff, contractors, volunteers) and others (clients, customers and visitors) at the workplace this includes:

• Providing and maintaining a work environment that is without risk to health and safety; and

• Providing adequate facilities for staff to carry out their work.

CHQ Work Health and Safety Responsibilities

To support this obligation and to ensure the safety of workers and others, CHQ has developed this Work Health and Safety (WHS) Management Plan. This WHS management plan has been structured to provide specific guidance on how CHQ is managing the WHS risks to COVID-19 and provides guidance to senior and line management on their roles and responsibilities.

This WHS management plan is aligned to Safe Work Australia guidance for employers in managing COVID-19 by:

• Allowing workers to work from home, where possible

• Supporting physical distancing by keeping a distance of at least 1.5 metres between people in non-clinical areas, where possible

• Encouraging all workers to frequently wash their hands for at least 20 seconds with soap and water or by using an alcohol-based hand sanitiser and to practise good hygiene

• Being aware of how to spot COVID-19 symptoms (fever, cough, sore throat and shortness of breath) and to make sure workers do not come to work if they are unwell

• Identifying and following guidelines to support vulnerable persons in the workplace

• Making sure the workplace is regularly cleaned and disinfected

• Having signs and posters around the workplace to remind workers and others of the risks of COVID-19 and the measures that are necessary to stop its spread.

Employee Work Health and Safety Responsibilities:

All employees have a duty to take reasonable care of their own health and safety, and to not adversely affect the health and safety of others. Employees need to follow any reasonable policies or directions in response to COVID-19. This includes if the employee is working from another location such as working from home.

In the event that employees develop symptoms (such as fever, cough, sore throat and/or shortness of breath) they must:

• Immediately isolate themselves, seek medical attention and remain isolated until they are no longer unwell.

• Telephone the health clinic or hospital that they intend to seek medical assistance from, prior to arrival.

• Contact their CHQ line manager to report that they are in isolation so that any necessary workplace responses may be triggered.

Whilst at work, employees must also follow effective hygiene practices which includes:

• Cleaning hands frequently by:

o Washing them with soap and water, or

o Using an alcohol-based hand solution.

• Regularly cleaning and disinfecting surfaces that many people touch, include shared workstations, and frequently wiping their phone with disinfectant wipes

• Covering their mouths when sneezing or coughing and do so either into a tissue and disposing of it immediately, or into the bend of their arm at their elbow rather than their hands

• Seeking the assistance of health care professionals if they start to feel unwell, and ensure they do not come to work

• Practicing physical distancing at all times and staying at least 1.5 metres between individuals, where possible

• Minimising physical contact with vulnerable people

Employees are also encouraged to maintain these effective hygiene practices when not at work.

Document Structure:

This document is separated into four parts:

1. COVID-19 WHS Management plan: provides the initial pandemic response requirements to support a COVID-19 Safe workplace

2. COVID-19 Maintaining and Transitioning back to the workplace plan: provides the guidance requirements to ensure a COVID-19 Safe workplace in preparation for returning to work.

3. COVID-19 WHS Management plan Maintaining and Transitioning back to the workplace plan Action Phases

4. COVID-19 Risk Assessment: provides the risk ranking and controls of the identified COVID-19 risk applicable to CHQ for returning to the workplace. (embedded document attached).

COVID-19 Maintaining and Transitioning back to the workplace plan

Health and Safety Representative (HSR) Consultation:

Formal consultation processes with HSRs and Safety Champions in the management of COVID-19 Pandemic Huddles occurred during July 2020. Consultation within CHQ has included the development of:

• A ‘Physical Distancing in the Workplace’ Working Group supersedes the CHQ COVID Safe Working Group

• COVID-19 Risk Assessment

• COVID-19 Return to the workplace plan

• COVID-19 signage for maximum room occupancy in non-clinical areas

• COVID-19 signage for occupancy in clinical areas

• COVID-19 physical distancing seating arrangements in common and waiting areas

• COVID-19 Check List utilising HSR and Safety Champion support and participation in preparing our workplace to be COVID-19 Safe.

Consultation has also occurred with the CHQ Union Consultative Forum members at formal UCF meetings. In addition, informal consultation has occurred with relevant HSR and Safety Champions throughout the COVID-19 Pandemic.

Consumer panel consultation:

Consultation with our consumers has supported the development of:

• CHQ staff-based screening stations are in place for the provision of temperature testing and providing information on physical distancing requirements.

• CHQ internet site provides current and accurate information on COVID-19 including frequently asked questions (FAQ’s), health advice, videos, further resources and a blog.

• Monitors throughout CHQ display COVID-19 messaging and reinforce social distancing.

• Volunteers including Starlight Staff are encouraged to reinforce social distancing.

Monitoring the workplace:

To support this plan a COVID-19 Check List (Workplace Support Assessment) has been developed. The intent of the checklist is to confirm that identified controls are in place and to seek any gaps for rectifications. The checklist is to be completed quarterly by the relevant HSR or Safety Champion and Business lead, once completed the checklist is to be forwarded to [email protected]. The CHQ WHS team will review the checklist responses to ascertain if there are any systemic gaps in the recommended controls which will be reported to the Physical Distancing in the Workplace Working Group. The CHQ WHS Team will undertake periodic observational audits over the course of the pandemic to ascertain compliance to the recommended controls.

Review and Evaluation

Periodic reviews of the COVID-19 Work Health and Safety Management Plan will be undertaken, with

support and facilitation provided by the COVID Safe Working Group and reported to the Work Health Safety

and Wellbeing Management Committee. These reviews shall occur when:

• Changes to Queensland Government ‘Roadmap to easing Restrictions’ including the escalation and

or de-escalation of the pandemic status.

• Changes to CHQ workplaces including Hospital, CCHR, Grey and Russel Street and community base

services where employees will be affected by those changes.

• Non-compliance to requirements within the COVID-19 WHS Management Plan.

• Outcomes of completed WHS COVID-19 Workplace Checklists.

To ensure compliance with the requirements of this COVID-19 WHS Management Plan, WHS COVID-19

inspections will be undertaken quarterly as a minimum. These shall be reviewed for trends and feedback

shall be provided to the COVID Safe Working Group at regular intervals.

All changes shall be communicated to employees through internal communications channels including special broadcast.
