WORK EXPERIENCE
Academic Administration
President, Portland State University (2008 to present).
As the chief executive officer of Portland State University and a member of the Chancellor‟s executive
staff, the president is responsible to the Chancellor for all matters concerning the university and is an
advisor to the Chancellor in matters of interinstitutional policy and administration. Duties include:
Institutional, faculty, and educational leadership.
Long-range planning, budget formulation, supervision of institution buildings, grounds and
equipment controlled by the university, administration of the affairs of the university as best
serves the institution consistent with Board policy.
Student recruitment and services; faculty recruitment.
Appointing, supervising, promoting, and dismissing staff members.
Preparing regulations, rules, and procedures useful to the University‟s welfare.
Fundraising, development, public and alumni relations.
Addressing and documenting compliance with the Board/Chancellor-identified outcomes for
each year.
Provost and Senior Vice President for Academic Affairs, University of Baltimore (2004-2008)
Chief academic officer of 5,400 students, $75 million Comprehensive Master I university
consisting of colleges of law, business and liberal arts; one of the University System of
Maryland institutions.
Initiated and achieved major organizational changes, creating transparency in university
budget process, developing assessment of student learning outcomes, creating consistent
and clear promotion and tenure process, and reinvigorating shared governance.
Established new academic programs, including first freshman class after 35 years as upper
division institution; joint MBA program with Towson University; MPA cohort program for
Chinese nationals; and undergraduate real estate degree.
Re-organized Enrollment Management leading to largest enrollment gains in university
history.
Obtained Carnegie designation as „Community Engaged Institution,‟ and completed
successful Middle States, AACSB, and ABA re-accreditations.

interim dean 1999-2000)
Provided leadership to $17 million, 100-faculty college with 2600 undergraduate majors
and 700 graduate students.
Improved morale after successive leadership crises and turnover, and created strategic plan.
Obtained $5 million cash naming gift for Liautaud Graduate School of Business.
Achieved first-time U.S. News and World Report ranking of part-time MBA (24th in 2005)
and improved undergraduate program ranking from 94th in 1999 to 49
th by 2001.
Started new B.A. in Entrepreneurship and joint Master of Real Estate.
Dean, College of Urban Planning and Public Affairs, University of Illinois at Chicago (1996-
2000)
Founding dean of $10 million graduate college offering master and doctoral degrees in
urban planning, public administration, and public policy analysis, and housing 7 major
research and technical assistance centers.
Brought together disparate programs to create shared academic identity, and planned and
programmed redevelopment of 50,000 SF facility in warehouse district.
Initiated major new programs, including Institute for Research on Race and Public Policy,
joining together separate efforts by African-American, Hispanic, and Asian-American
faculty and students; grew graduate planning program to become largest in the U.S.;
initiated development of undergraduate urban planning degree.
Director, Great Cities Institute, University of Illinois at Chicago (1995-1999)
Founding director of a $4 million interdisciplinary, applied urban research institute with a research
agenda on community development, labor force training, and environmental policy.
Special Assistant to the Chancellor, University of Illinois at Chicago (1993-1996)
Led the planning and implementation of the Great Cities Program, which became a
national model for urban engagement.
Organized new units, including College of Urban Planning and Public Affairs, Great Cities
Institute, the UIC Neighborhoods Initiative, UIC Great Cities Faculty Seed Fund, City
Design Center, Public Health Policy Centers, Chicago-London Study Abroad, and many
other programs.
Advisor and community liaison for UIC‟s South Campus project, a 50 acre, $600 million
mixed-use redevelopment project centered around Maxwell Street.
Director, Center for Urban Economic Development, University of Illinois at Chicago (1983-
1993)
Directed a $700,000 per year research and consulting organization providing technical assistance
and research for neighborhood organizations and local governments, as well as the UIC Technology
Commercialization Program, assisting small and medium-size business with technology innovation.
