History of Wood County
In the winter of 1827, Daniel Whitney of Green Bayobtained a permit from the Winnebago granting himthe privilege of making shingles on the WisconsinRiver. He employed 22 Stockbridge Indians andconveyed them to the mouth of the Yellow River. In1831 Daniel Whitney obtained a permit from theWar Dept. to erect a sawmill and cut timber on theWisconsin River. In 1831-2, assisted by his nephewand A.B. Sampson, built the first mill at the placeknown as Whitney's Rapids, below Point Basse, andabout 10 miles south of Wisconsin Rapids. Messrs,Grignon & Merrill, having also obtained a permit,built a mill at Grignon's Rapids in 1836. These twoestablishments were the first lumbering plants onthe Wisconsin River in Wood County.
Wood County was named after Joseph Wood, whocame here from Illinois in 1848. Under Chapter 54Laws of 1856, present Wood County was detachedfrom Portage County. The same chapter directed thatthe town board of supervisors of the town of GrandRapids in Wood County, shall be the board ofsupervisors of Wood County until a county board shallbe elected and qualified as provided by the revisedstatutes of the same act. The first election was held inNovember 1856. The first county officers were:County Judge Joseph Wood; Sheriff Benjamin Buck;District Attorney L.P. Powers; Surveyor H.A. Temple;Clerk of Circuit Courts L. Kromer; County Clerk L.P.Powers; Treasurer I.L. Moser; Register of Deeds, L.Kromer. The county board met for the first timeOctober 8, 1856.

Towns were established as follows: Rudolph- Oct.8,1856; Saratoga- Jan. 9, 1857; Seneca- June 9,1857; Dexter- March 10, 1858; Lincoln-Dec. 25,1861; Sigel- Jan. 10, 1863; Remington- July 15,1868; Wood- Feb. 10, 1874; Port Edwards- Feb. 10,1874; Auburndale- Dec. 30, 1874; Marshfield- Dec.3, 1875; Rock- Jan. 23, 1878; Richfield- Nov. 18,1881; Milladore- Feb. 15, 1882; Sherry- Nov. 10,1885; Hansen- Nov. 10 1885; Cary- Feb. 13, 1901;Arpin- Feb. 13, 1901; Hiles- Nov. 15, 1901;Cameron- Nov. 18, 1903; Cranmoor- Nov. 18, 1903;Centralia- Jan 9, 1857; Springfield- Aug. 27, 1861and McClellan- May 26, 1864. Centralia is now partof Wisconsin Rapids. Springfield was vacated Feb23, 1865 and attached to McClellan which wasreorganized and shortly afterward vacated and theterritory was distributed to other towns.
On Jan. 5, 1858 the board adopted the Wood CountyReporter as its official newspaper to publish allproceedings. This paper was established in Nov. 1857and was the first and only newspaper in the county.The first courthouse was a hall in the Magnolia Housewhich was located on the corner of Ninth andWashington Ave. The first court was held there in1857. The date of the first warranty deed recordedwas Oct 1856. The first building actually erected as acourthouse in Wood County was built in GrandRapids on a spot near the river. The population ofWood County in 1860 was 2425.

Wisconsin officially became a state on May 29, 1848, and wasthe 30th state of the union. Wisconsin has 72 counties.Marathon County (1584 sq miles) is the largest. OzaukeeCounty (235 sq miles) is the smallest.
State Coat of Arms: Finalized in 1881, the Coat of Armscontains symbols that represent the diversity, wealth andabundance of resources in Wisconsin.
State Motto: “Forward” Reflecting Wisconsin’s continuousdrive to be a national leader, the state adopted “Forward” asthe official state motto in 1851.

WISCONSIN MARRIAGE LAWREQUIREMENTS ELIGIBILITY
AGE: Every person who has attained the age of 18years may marry. If a person is between the age of16 and 18 years a license may be issued withwritten consent. A court can no longer grant specialpermission for a person under age 16.
RELATIONSHIP: Persons closer in relationshipthan second cousins may not marry (except firstcousins may marry where the wife is age 55 orolder or where either party at time of application formarriage license submits an affidavit signed by aphysician stating that either party is permanentlysterile.)
DIVORCED PERSONS: A party to a divorce isprohibited from marrying in Wisconsin within 6months of the granting of divorce, regardless ofwhat state granted the divorce.
LICENSEAPPLICATION: Both applicants must apply inperson. At the time of application, both mustsubmit certified copies of their birth certificates,driver’s license or Wisconsin ID with your currentaddress, (if your address is not current on yourdriver's license, please bring other proof ofresidence), and social security numbers. Divorcedpersons must submit their divorce judgment andwidows/widowers must submit a death certificate.
WAITING PERIOD: Application must be made tothe County Clerk's Office at least 5 days before themarriage date, providing all qualifications are met.
RESIDENCE: Application must be made in thecounty where at least one party has resided for atleast 30 days. If both parties are out-of-stateresidents, application must be made in the countywhere the ceremony is to be performed.
OATH: Parties must take oath that marriage will belawful and that information given in the applicationas to age, relationship and prior marriages iscorrect.

EXPIRATION: License is valid for 30 days after it isissued.
CEREMONYOFFICIALS: Judges of Court of Record, ordainedministers and priests and Court Commissionersmay perform the ceremony.
WITNESSES: Two adult (18 years of age)witnesses are required in addition to personofficiating, but do not have to be in the weddingparty.
VALIDITYNON-RESIDENT: Marriage in Wisconsin of non-residents who are prohibited from marrying in thestate of their residence is null and void.
OUT-OF-STATE: Marriage of Wisconsin residentsin another state is null and void if such marriagewould be prohibited in Wisconsin.

DISPATCH CENTER:The Wood County Dispatch Center is responsiblefor providing the means by which the general publicmay report the existence of an incident requiringfire, police, or ambulance response; and to providethe means by which the incoming reports and

DISTRICT ATTORNEY:Prosecution of all criminal actions, state forfeitureactions, county traffic actions, actions concerningviolations of county ordinance, John Doeproceedings, grand jury proceedings, criminalappeals, juvenile proceedings and certain civilactions or special proceedings.
EDGEWATER HAVEN NURSING HOME:Edgewater is Wood County’s nursing home. Itprovides the highest quality of care for citizenswho through age or infirmity, become incapable offunctioning without licensed nursing supervisionand a structured living environment 24 hours perday. Departments of the nursing home include:nursing, housekeeping, dietary, laundry,maintenance, occupational and physical therapies,activities, social services and administration. Thefacility serves the health care and rehabilitationneeds of elders of Wood County and surroundingcommunities. Oversight and funding is providedby Medicare, Medicaid and the Veteran’sAdministration. Private pay clients, tax levy andprivate insurance serve as other sources ofrevenue for the facility.
EMERGENCY MANAGEMENT:Assist local government in the protection of lives,property and the environment in the event of majoremergencies or disaster of any nature; allow for theassessment of hazards, mitigation opportunities,response capabilities, resources and needs; identifyand deploy resources effectively and allocateemergency responsibilities and authority amonglocal government agencies; coordinate activitiesamong agencies and all levels of government;record information, decisions and proceduresdeveloped during the planning process and duringactual emergency situations; provide a basis for

FINANCE:Responsible for county-wide financial record-keeping. Prepares internal and external interim andyear-end financial reports. HEALTH:The mission of the Health Department is tomaximize the quality of life across the lifespan bypromoting health, protecting the environment, andpreventing disease and injury. The HealthDepartment’s primary areas of responsibility focuson Parent/Child Health, Chronic DiseasePrevention, Communicable Disease Investigationand Follow-up, Emergency Preparedness, PublicHealth Ordinance Enforcement, and Oral HealthEducation. Woman, Infants, and Children (WIC) isa federally funded program, which provides eligibleclients with supplemental food nutrition, healtheducation, and referral services. In addition, theHealth Department is responsible for codeenforcement, licensing, and inspection of all WoodCounty restaurants, retail food establishments,pools, hotels/motels, mobile home parks,campgrounds, recreational/educational facilities,tattooing and body piercing, school kitchens, andvending machines.
HIGHWAY:Responsible for all maintenance, construction,engineering, snow and ice removal and all signingfor 319.4 miles of county trunk highways as well as

HUMAN RESOURCES:The Wood County Human Resources Departmentprovides direct services and assistance with allaspects of County government, departmentaloperations and programs dealing with hours,wages, working conditions, staffing, labor relations,human resources and training of employeesensuring that all these activities are conducted inboth the spirit and intent of State and Federalprograms and mandates, in a fiscally prudentmanner.
HUMAN SERVICES:Human Services offers a wide range of services:service payments for Wisconsin Works Families &Adults; Medical Assistance (XIX); Food Share;Financial Assistance for families through W-2;Foster Care for Children; Child Welfare Services toJuvenile Court services in the area of alcohol andother drug abuse, and mental health for all ages;crisis intervention, outpatient clinic and mobile crisisservices; inpatient services at Norwood HealthCenter; Community Based Residential Facility forsubstance abusers; prevention, education andconsultation; community support programs;rehabilitative services; special living arrangementsand extended care; commitments; Adult ProtectiveService investigations; guardianship and protectiveplacement. Also offers services for children withdevelopmental disabilities and autism through theBirth to Three Program such as early intervention,service coordination, speech therapy, physicaltherapy, and occupational therapy; children’s longterm support waivers; Comprehensive CommunityServices for children and adults; and through theFamily Support program providing goods andservices for families caring for children with severedisabilities from birth to age twenty-one.
LAND CONSERVATION:The Department recommends and designs the bestmanagement practices for soil conservation andwater quality protection to be installed by individual

NorwoodHealth Center is owned by Wood County andoperated by the Wood County Unified ServicesBoard. No Wood County resident is deniedservices because of an inability to pay.

SHERIFF:Oversees the jail division, patrol division andadministration. Jail division: Maintains a 132-bedjail facility. Patrol division: consists of 28 patroldeputies. Responds to all emergency calls for thetownships in Wood County.Administration: consists of six investigators, onecivil process server, three secretaries, one ChiefDeputy, two lieutenants, one jail lieutenant, and aspecial response team which responds to criticalincidents and is highly trained and equipped tohandle many situations. The department alsoprovides a boat patrol unit and a snowmobile patrol
SURVEYOR:Maintains land survey records and performs dutiesunder Wis. Statutes Section 59.45. Coordinatesthe maintenance of the Public Land Survey System.Responsible for improving the accessibility, quality,completeness and longevity of land survey records.
SYSTEMS:Mission: The Wood County Systems Department isa service organization dedicated to deliveringreliable and secure voice and computer systemsthat are necessary to acquire, organize, preserve,and access information used by Wood Countyemployees and the citizens of Wood County.

Systems – cont.Activities: The Systems Department providesemployees with uninterrupted, round-the-clock accessto phone and computer systems. Distributes operatingsystem upgrades and new applications across thecounty’s entire network. It engineers and managesnetwork infrastructure, servers, PCs, and applicationsacross various locations. It designs and creates inhouse applications. It provides vendor applicationinstallation and support.
TREASURER:Real estate tax, tax descriptions & plat maps; taxdeeded property & tax sales; county & private forestcrop lands.
UNIVERSITY EXTENSION:Provides education to county residents utilizingresearch-based programs; provide back-up counselingand conduct applied research; coordinates 4-Hprogram including 28+ 4-H clubs; 300 volunteers andover 900 4-H’ers; junior fair exhibits; three summercamps; general youth programs and community-basedyouth programs; provides education to all types ofagricultural producers including: dairy, beef, swine,crop and cranberry producers, along with in-depth farmtransfer counseling; horticulture assistant helpsresidents with gardening and landscape questions orproblems including disease and insect damage, fertility,planting, fertilizing, harvesting, pruning, etc.; familyliving educator educates residents about nutrition andfood preservation and safety, parenting and healthyfamily life; advises the wood county association forhome & community education; CRD agent providesnatural resource, local government and economicdevelopment education to residents.
VETERANS:Provides advice and assistance to veterans and theirfamilies on state and federal veteran’s benefits toinclude; registration of discharge, service connecteddisability claims, veteran’s life insurance, loans, grants,education assistance, VA health care, pension, burialallowance, and gravestone/markers.

VICTIM/WITNESS:Operates under the authority of the districtattorney to provide court preparation and support;notification as to criminal case status anddisposition as well as provides information onvictim rights.
