State Meeting Background

Recent FAQ: How are we doing in meeting the 2010 goals ? Where will we be by 2010? When will we meet the load reduction goals?

Addressing wastewater loads is a critical component of the Bay Strategic Implementation Plan.

We need to be able to answer those FAQ and tell our Story.

State Meeting Objectives To learn from our state partners on what's happening, their current schedules, issues they are facing, and etc. Talking through issues that we eventually want to bring forward through our joint Wastewater Treatment Workgroup for resolution and partner consensus Using the input from the state partners to further flesh out the wastewater sector component of the Chesapeake Bay Program's Strategic Implementation Plan

Major Commonality and Difference Commonality:No matter where we are in the Watershed, we are working together toward the same goal – Bay water quality restoration

Difference:State partners are not on the same starting line.MD, VA, PA and DC actively participated in the previous Tributary Strategy implementation started in mid 1990s for the year 2000 goals, while the headwater states just joined the partnership after 2000.

Compliance Schedules:

MD: Compliance plans are specified in the permits and will be all available by 2010.

NY: To be determined during the permitting process based on assigned action level.

VA: VA Compliance plan is finalized. The first calendar year for compliance is 2011.

Only few plants submitted requested action plans.

Trading Progress: VA: The trading program is operated through the Nutrient Credit Exchange.

Wastewater treatment facilities can secure nonpoint source credits only if point source credits are not available for purchase. New and expanding facilities must acquire sufficient credits to offset new discharge.

PA: Trading policy was put in place to allow point to point, point to non-point and third party trades.

Currently, there are 26 approved trade proposals and 3 completed trades.

WV: WV is planning for a trading program for the Potomac Basin in WV and should be in place in late 2008 or early 2009.

DE: No basin wide trading plan available, but trading could happen case by case.

Facility Upgrade Tracking:

MD: A solid and in-depth tracking and reporting system in place for the facility upgrade progress.

Status tracked monthly (sometimes weekly) On record: construction starting date, complete date, full operation starting date and etc. Technology and cost are also tracked.

NY: Not in place yet for all facilities.

VA: Facility upgrade progress has been tracked on the annual basis. Construction schedules for facility upgrades are detailed in the

compliance plan.

The WQIF grant agreement requires facilities to report the upgraded treatment technology and cost information.

The WQIF grant also require enforceable concentration-based performance
