CITY COUNCIL VACANCY • CITY OF LA PINEThe City of La Pine is currently accepting applications from individuals that are interested in serving on the La Pine City Council. The individual that is selected will be completing an unexpired term (through December 31, 2012). This is a volunteer position.
The City Council generally meets on the second and fourth Wednesday of each month. City Council members are expected to attend Work Sessions and Special City Council meetings, serve on various sub-committees or regional groups, and represent the City in other capacities.
The vacancy will be filled by appointment by a majority of the entire membership of the Council. Those individuals submitting applications may be asked to meet with the Council for an interview prior to the Council making an appointment. Interviews will begin after a minimum pool of qualified candidates have submitted applications.
In order to qualify for appointment, an applicant must be a resident of the City.
Applications will be taken until filled. Interested individuals are encouraged to visit the City’s website at www.ci.la-pine.or.us and click on the link to print an application or call City Hall for an application to be mailed to you.

become severe, we will not put people or property at risk. Our trucks may be able to travel the main roads, but due
to the size and weight, may not be able to navigate your street or driveway.
WE CANNOT PUTDRIVERS OR TRUCKS AT RISK.
It is the discretion of the route driver whether to drive down a street or
driveway. If our truck cannot pick up your garbage, we will pick up double
your service amount the following week.
• Keep access to roll carts clear of snow and ice.• Roll carts must be on street side of snow berms.• Roll carts must be 4’ from all objects, including vehicles, mailboxes, address signs, etc.• If roll cart is in an enclosure, there needs to be a shoveled path to the enclosure.• Roll carts may need to be left out of enclosure.• Where truck access is required, a 12’ wide plowed path is needed.• Where the driver leaves the roll cart is where it needs to be left for future service, during snow and ice conditions.

NEW MEMBER: Steve Hasson, La Pine City ManagerSo, Steve Hasson, why did you decide to join the Chamber of Commerce as soon as you arrived on the scene? “I wanted to affi rm a City/Chamber partnership through my Chamber membership. Also becoming a member of the Chamber increases my community connections and positions me to address city issues as they come up. � e City Manager position entails a considerable degree of community networking, so why not gain the accommodation of 300 instructional minds to guide me at the onset? Essentially, I see it as a good fi rst step towards gaining the business person’s sense of this community to help me plan and predict for La Pine’s future.” Why is it important for individuals, like you, to be part of the local business community? “My fi rst impression is that the La Pine Chamber is the community’s hub and I need to understand the membership’s public concerns.” What made you decide to work, live and play in La Pine? “When I was advised I was a fi nalist for the City Manager position, I said to my wife, Joan, ‘We need to spend some time in La Pine to assure that it is a place that works for us’. We spent three days here kicking the tires and were overwhelmed by the outpouring of cordiality and neighborliness that this community exudes towards visitors. We immediately felt a sense of belonging. I want to assure your readers, from my many public experiences, the concept of embracing your fellow person is not necessarily high on other communities’ agendas. Everyone should be thankful that it is a La Pine priority.” What is your experience with past association in other Chambers and what will you hope to get from your membership in La Pine? “I have been involved in other Chambers as a member or as part of the leadership. � e nice thing about business people is the fact they are candid and will off er fairly accurate perspectives about their community. � is information is valuable. I fi nd that business people are fairly neutral in their assessments and they off er better or more equitable perspectives than other constituencies. I fi nd the information the business community provides is helpful in formulating government responses. Generally, I fi nd a disproportionate share of community leaders are affi liated with Chambers and leaders are often generous with their time and resources.”What are some of your personal challenges here in La Pine’s government? “As the business community knows, there are any number of challenges associated with a business startup venture and the City is in its business infancy and so there are many issues whose resolution is unknown at this time and that fact will provide me ongoing challenges, but I am looking forward to the unfolding.” What is the biggest highlight of your long career as a public servant? “� e opportunity, as an appointed City Administrator, to help the citizens of Falmouth, Kentucky, whose city was all but destroyed by a 500-year fl ood in 1997 rebuild. I would have your readers Google that city to see the devastation that Mother Nature may levy complemented by the resiliency of the human spirit and compassion that went into its rebuilding.” What do you do to relax? “I read, workout at the gym, collect fi rst year license plates from each state (for example: Oregon’s 1911 auto license plate), listen to Jazz and Blues and follow the adventures of my three children.” Tell us something about yourself that few people know about: “� e facts behind my relationship with that famous actress have been blown way out of proportion.” In terms of volunteering in the community, what do you think your personal contribution will be to the community? “It is pretty simple - to make the garden a little bit better place than I found it.” What are your plans for the future? “Work hard, have fun, make a diff erence.”
What advice would you give to community leaders? “Do your best and leave the rest.”

Parvovirus is a highly contagious disease among dogs that is spread mainly by feces, and the virus can remain in an area for months. (Infected areas can be cleaned with bleach).
The dog’s symptoms include vomiting, diarrhea, dehydration, fever and listlessness.
Canine Parvovirus Disease hit Oregon hard in late 1980. In order for Oregon to avoid a repeat of the suffering, it is very important that puppies be completely vaccinated with a series of vaccines, and that adult dogs be vaccinated yearly. It is recommended that your puppy not come into contact with unknown dogs or dog stools until it has received its entire series of vaccines (which are not complete until the dog is at least 16 to 18 weeks old).
Stress and strain of cervical spine (neck) has been said to occur more frequently than in any other area of the body. Minor aches and pains, usually brought on by stress, overwork or sleeping in awkward positions, occurs occasionally with most of us. But pain and discomfort lasting more than 24 hours could be an indication of something more serious and should be examined. Eight pairs of spinal nerves and the upper portion of the spinal cord are contained in the cervical spine. Since these nerves are connected to nearly every part of the body, a pinched or irritated nerve in the neck can cause pain in the various parts of the body. The cervical spine is also comprised of seven small vertebrae and is supported only by muscles and ligaments. For this reason, it is the most vulnerable area of the spinal column. Being so vulnerable, the cervical spin is subject to a variety of injuries.
Symptoms of nerve irritation in the neck are pain, stiffness, headaches, dizziness, pain in the face and ear regions, shoulder, arm and hand pain, tingling in the fingers or down the arm. If any of these problems appear to exist, call us for an appointment to determine the exact nature of cause.
To avoid neck strain, maintain good posture, work smarter not harder, and get enough exercise to maintain good paraspinal muscle strength.

OBITUARY
James “Jim” or “Sonny” Charles Carelock, of La Pine, Oregon, passed away on Thursday, March 1, 2012. He was 79 years old.
A graveside service took place at the La Pine Community Cemetery on Saturday, March 10, 2012.
Jim was born April 17, 1932, in El Dorado, Arkansas, to James Henry and Floy (Rascoe) Carelock.
Jim proudly served his country in the United States Navy from 1949 to 1954. He worked as a machinist in a shipyard and worked many years on a barge on the Columbia River.
He enjoyed hunting and � shing and mostly spending time with family, making memories.
Survivors include his daughters, Pearl Anne Sandstrom of Portland, Oregon, and Kathalena Marie Carelock of La Pine, Oregon; his son, James Darrin Carelock of Portland, Oregon; sister, Pauline Worth of Eldorado, Arkansas; nine grandchildren; seven great-grandchildren; and many nieces and nephews.
Jim was preceded in death by his parents and his sister, Louise Payne.

OBITUARYJohn passed away at St. Charles Medical Center in Bend, Oregon on Saturday, April 24, 2010 at the age of 65. Family and friends were by his side. The old Great Spirit called him to the heavens. Our angel, John, left this earth peacefully. He was a very loving Papa and a true friend.
John was born on March 12, 1945 in Durango, Colorado. He was an only child. He was born to John and Betty Mayrbat. He grew up in Boulder,
Colorado. He went to all of the schools there.
He did a lot of traveling alone in his younger years. He learned to play the piano and guitar. He joined many bands that are all well known today - Tom Petty and Eric Clapton, to name a few.
John came to Oregon in the early 80s. He � rst made his home in Newport, Oregon, where he owned his bicycle business. He later designed all the bike routes in Newport, Oregon.
He was also a professional jeweler and artist. He was a caregiver, maintenance man and security guard, and peacemaker, forester.
His favorite � ower was the Angel Face Rose. His favorite pastime was spending quality time with his family and friends. He always enjoyed hiking around in Central Oregon. He loved canoeing and kayaking in the Oregon rivers. He was a member of the VFW in Bend.
In the summer months, he always enjoyed driving to the top of Pilot Butte to watch the sunsets. He enjoyed going to Depoe Bay to go whale watching. He loved animals and nature.
John is survived by his two daughters, Sarah and Beth, and two step-sisters, Linda and Sissy from Boulder, Colorado.
He was preceded in death by his wife and both of his parents.
He will always be remembered and missed by everyone who knew him.
Deschutes Memorial Gardens was in charge of the arrangements. A Celebration of Life was held at Sahalie Falls on May 5, 2010.

The Tackle BoxHere is some exciting news! With our mild winter, the trout
stocking schedule is in place and some waterways are receiving the fish that may have otherwise been delayed for the weather to clear up and allow access to the sources!
If you check the ODFW site and go to the trout stocking link, you can see where the Willamette watersheds are getting their trout stocking in place and the deliveries are already being made.
The North and South Willamette Watershed delivery schedules and the North Coast Watershed delivery schedule are posted online and available to be incorporated into the anxious fisherman’s hunt for fishing grounds. Along with the locations of the drop sites, the quantity and the potential sizes of the fish being stocked are also on the schedule.
If you have not accessed the ODFW website then you may want to wander through it and see all the information it has.
The trout stocking schedule will be updated to our area as the season nears and the lakes become more accessible for the stocking trucks to find their way into the more remote locations and the ones with higher elevations.
Check it out and become familiar with the program to increase your enjoyment of the upcoming fishing season.
