Section I: Courtesy Resolutions 1. PURPOSE OF CONVENTION

WHEREAS, the Wisconsin State Council Knights of Columbus, duly assembled, at the 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd-3rd, 2020 in the Diocese of Green Bay, pursuant to the Constitution and By-Laws of the Order; and

WHEREAS, our fraternal organization was founded on the principle of faith of the Catholic Church by Fr. Michael J. McGivney, a dedicated priest, with the endorsement of Bishop Lawrence S. McMahon; and

WHEREAS, we meet in the desire that our deliberations will arouse greater interest and perpetuate greater areas of apostolic and social awareness activity by members of our Order; and

WHEREAS, we are earnestly concerned regarding the crises which face the world and problems of the Church that confront us; and

WHEREAS, as members of the Knights of Columbus, we should all work in a unified and efficient manner toward strengthening a more just society, through the four principles of our order; Charity, Unity, Fraternity and Patriotism, to help for the benefit of our Church, Country, Community, Members and all people;

NOW, THEREFORE, BE IT RESOLVED, that the Wisconsin State Council Knights of Columbus, duly assembled, at the 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd-3rd, 2020 in the Diocese of Green Bay, humbly dedicate our deliberations to the improvement of society according to Christian principles; and

BE IT FURTHER RESOLVED, that we deliberate on all resolutions submitted with fraternal charity and patience as we humbly petition God for his gifts of wisdom to guide us in these deliberations.

2. DECLARATION OF PRINCIPLES WHEREAS, it is beneficial to the members of the Wisconsin State

Council Knights of Columbus, to annually affirm and clearly set forth the principles and objectives upon which our Order was founded and upon which it has prospered; and

WHEREAS, we recognize the diversity of our membership, the communities that we serve and universality of the Catholic Church;

NOW, THEREFORE, BE IT RESOLVED, that the members of the Wisconsin State Council Knights of Columbus, duly assembled, at the 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd-3rd, 2020 in the Diocese of Green Bay, reaffirm the following declarations of principles to the greater honor and glory of God, to the welfare of the Church and to the continuing strength of our Lord; Vivat Jesus. To assist in the mission of the Catholic Church; To continue in the works of charity, education and patriotic

endeavors for the benefit of all people; To continue to provide an atmosphere of brotherly love among its

members; To be sensitive to the feelings, dignity and needs of all people

regardless of race, nationality, gender or creed; To provide a system of fraternal insurance to care for members

3. APPRECIATION OF HOST COMMITTEE WIVES AND FAMILIES WHEREAS, Knights of Columbus members, wives and families

from District #8, led by District Deputy Matthew Diederich and which includes DePere Council 3955 – Green Bay Council 4505 – Ashwaubenon Council 7498 – Green Bay Council 10714 and Green Bay Council 17348, and from District #13, led by District Deputy Wesley Swisher which includes Denmark Council 4735 – Luxemburg Council 5844 – Green Bay Council 10243 — 16333 Green Bay and Dykesville Council 17149 and St Jude Assembly 1724 and Marquette Assembly 1197; and

WHEREAS, these councils, as our host, have extended to us a warm and sincere greeting and hospitality as well as consistent cooperation in all requirements, making the duties of all officers and convention staff easier to discharge;

NOW, THEREFORE, BE IT RESOLVED, that the Wisconsin State Council Knights of Columbus, duly assembled, at the 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd-3rd, 2020 in the Diocese of Green Bay, do hereby extend to the members, wives and families of these councils our sincere appreciation and profound thanks for the cordial welcome, excellent workmanship and fine hospitality shown to all in attendance.

4. APPRECIATION OF THE CLERGY WHEREAS, the Wisconsin State Council, Knights of Columbus, is

deeply grateful for the many benefits rendered to the 119th State Convention by the Bishops and Clergy located in the State of Wisconsin; and

WHEREAS, we wish to renew our pledge of continued love, loyalty and submission, to assure the clergy that the Knights of Columbus will always be at their service; promising unswerving loyalty to the hierarchy and clergy of the Church;

NOW, THEREFORE, BE IT RESOLVED, that the Wisconsin State Council Knights of Columbus, duly assembled, at the 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd

-3rd, 2020 in the Diocese of Green Bay, do hereby express to all bishops and clergy, particularly to the Bishop of Green Bay, The Most Reverend David L. Ricken; State Chaplain, The Reverend Andrew Kurz; the Diocesan Chaplains, the Council Chaplains of our Convention host Councils, the Council Chaplains of Wisconsin and all the priests who aid in making the spiritual aspect of this Convention meaningful, our sincere appreciation and thanks for their splendid cooperation.

5. APPRECIATION OF PRESS, RADIO AND TELEVISION WHEREAS, the Catholic and secular press provide a method of

disseminating the news which is otherwise unavailable to the people. Without their reporting we would not have the knowledge of activities of those whom we cherish as brothers in fraternal charity. They further serve as an educational force in the community and provide expressions directly from the Holy Father himself, not otherwise conveniently available; and

WHEREAS, there is available in Wisconsin, the Milwaukee, Madison and Superior editions of the Catholic Herald, The Catholic Times of La Crosse and The Compass of Green Bay, all newspapers through which our Church speaks to both priests and laity; and

WHEREAS, there is available in Wisconsin, the Eternal Word Television Network, and Relevant Radio, through which Catholic teachings are made available through the television and radio medium; and

WHEREAS, many radio and television broadcasters in the state present worthwhile programs in light of Catholic principles; and

WHEREAS, we should all recognize the work and attention of the media to presenting the worthwhile programs;

NOW, THEREFORE, BE IT RESOLVED, that the Wisconsin State Council Knights of Columbus, duly assembled in Annual Convention, commend and offer thanks to the Milwaukee, Madison and Superior editions of the Catholic Herald, The Catholic Times of La Crosse and The Compass of Green Bay and acknowledge the valiant service they are giving to our Catholic faith in Wisconsin and urge every member of the Order in Wisconsin to subscribe to his Diocesan newspaper; and

BE IT FURTHER RESOLVED, that the Wisconsin State Council Knights of Columbus, give their wholehearted moral support to all news media which accurately present Catholic teachings and principles; and

BE IT FURTHER RESOLVED, that the Wisconsin State Council Knights of Columbus, duly assembled, at the 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd-3rd, 2020 in the Diocese of Green Bay, express our gratitude to the television and radio broadcasters throughout Wisconsin who make public services available to State Council, local Councils and Assemblies; and

BE IT FURTHER RESOLVED, that a copy of this resolution be sent to each of the five Diocesan newspapers and relevant media outlets within Wisconsin.

6. APPRECIATION OF THE EFFORTS OF THE SUPREME KNIGHT

WHEREAS, Supreme Knight Carl A. Anderson should be commended for his untiring effort to enhance the image and status of our Order throughout the world; and

WHEREAS, under his guidance the four principles that our Order is based upon, truly reflect the dream of Venerable Servant of God Father Michael J. McGivney’s idea of service to the Church and society; and

WHEREAS, his dedication of the intrinsic values of pre-born life is unparalleled for leadership by any other Catholic fraternal organization;

NOW, THEREFORE, BE IT RESOLVED, that the Wisconsin State Council Knights of Columbus, duly assembled, at the 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd

-3rd, 2020 in the Diocese of Green Bay express our deep and sincere thanks and appreciation to Supreme Knight Carl A. Anderson for his leadership and guidance of the Order, particularly his untiring and selfless dedication to our Crusade for Life and that we further extend to the Supreme Officers, the Board of Directors and the Supreme Council staff our sincere thanks and appreciation for their efforts on behalf of this great Order; and

BE IT FURTHER RESOLVED, that a copy of this resolution reaffirming our solidarity with Supreme Knight Carl A. Anderson, be sent to the Supreme Council to be included with similar resolutions from jurisdictions of the Order at the 2020 Supreme Convention in Washington D.C. August 3-6, 2020.

7. CANONIZATION OF VENERABLE SERVANT OF GOD, FATHER MICHAEL J. MCGIVNEY

WHEREAS, the cause of the Canonization of our founder, Venerable Servant of God, Father Michael J. McGivney, has been initiated; and

WHEREAS, the life work of our founder, Father Michael J. McGivney, has been a marvelous inspiration for Charity, Unity and Fraternity and his concept of the Order has grown in over a century to a great magnitude;

NOW, THEREFORE, BE IT RESOLVED, that the Wisconsin State Council Knights of Columbus, duly assembled, at the 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd-3rd, 2020 in the Diocese of Green Bay, do hereby support the Supreme Council in this cause, through the Father Michael J. McGivney Guild, and pledge our prayers to determine God’s will for the canonization of this great and noble priest; and

BE IT FURTHER RESOLVED, that each member of the Wisconsin State Council Knights of Columbus is strongly encouraged to support this effort by joining the Guild; and

BE IT FURTHER RESOLVED, that a copy of this resolution be sent to the Supreme Council to be included with similar resolutions from jurisdictions of the Order at the 2020 Supreme Convention in Washington D.C. August 3-6, 2020.

8. APPRECIATION OF THE WISCONSIN BISHOPS WHEREAS, The Knights of Columbus are committed to fidelity to

the Holy See, Pope Francis; and WHEREAS, the Bishops of Wisconsin occupy the chair of the

Holy See in their Diocese; and WHEREAS, the Bishops of Wisconsin continue to express the

Church’s concern for the well-being of all the people of Wisconsin by initiating and supporting positive action for the common good; and

WHEREAS, the Bishops of Wisconsin exchange ideas relating to proposed civil laws and legislation and facilitate the development of expressed opinions on behalf of the Catholic Church in Wisconsin; and

WHEREAS, the Bishops of Wisconsin continue to serve the Catholics of Wisconsin by furnishing information to help them apply Christian teachings to their responsibilities as citizens;

NOW, THEREFORE, BE IT RESOLVED, that the Wisconsin State Council Knights of Columbus, duly assembled, at the 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd-3rd, 2020 in the Diocese of Green Bay, do hereby express our appreciation and commendation to the Bishops of Wisconsin (Archbishop Jerome E. Listecki-Milwaukee Archdiocese, Bishop William P. Callahan-La Crosse Diocese, Bishop James P. Powers-Superior Diocese, Bishop David L. Ricken-Green Bay Diocese, Bishop Donald J. Hying-Madison Diocese) and all Bishops servings the Catholic faithful in Wisconsin for their outstanding efforts and continued accomplishment; and

BE IT FURTHER RESOLVED, that a copy of this Resolution will be sent to each of the Bishops serving Wisconsin.

9. APPRECIATION OF THE PERMANENT DIACONATE

WHEREAS, the Ordinaries (Bishops) of Wisconsin have sanctioned formation programs designed to train Catholic laymen for a role of Permanent Deacon in their respective Dioceses; and

WHEREAS, the men who complete this rigorous training and are ultimately ordained Permanent Deacons have committed significant amounts of time and personal resources to achieve this leadership milestone; and

WHEREAS, a priest serving as a Council Chaplain may assign a Permanent Deacon to fulfill a spiritual leadership role for the Council, in addition to their other parish ministerial functions; and

WHEREAS, Permanent Deacons enhance parish life by providing services to parishioners that might not otherwise be available from a Priest who is frequently over-extended and over-committed; and

WHEREAS, Permanent Deacons are ordained clergy who bring to us the Grace of the Sacraments of Baptism and Marriage.

NOW, THEREFORE, BE IT RESOLVED, that the Wisconsin State Council Knights of Columbus, duly assembled, at the 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd-3rd, 2020 in the Diocese of Green Bay, recognizes the valuable service provided to Holy Mother Church and extends our sincere appreciation to these committed and selfless Permanent Deacons and their wives; and

BE IT FURTHER RESOLVED, to exhibit our appreciation, the State Advocate shall contact the Diaconate office of each Diocese for the purpose of sending to that office, before the end of this fraternal year, a copy of this resolution and ask that they send it on to every Permanent Deacon in their Diocese; and

BE IT FURTHER RESOLVED, that it be left to the discretion of the membership of each council and assembly whether or not to absolve these active Deacons from annual dues.

10. RECOGNITION OF LONGSTANDING MEMBERSHIP IN

THE KNIGHTS OF COLUMBUS WHEREAS, the Wisconsin State Council Knights of Columbus, is

committed to dedicated membership; and WHEREAS, the Knights of Columbus is a charitable service

11. ST. JOHN BOSCO YOUTH DAY WHEREAS, the Knights of Columbus has consistently and generously

supported programs which foster vocations or involved youth; and

WHEREAS, St. John Bosco Youth Day is an annual event held in October for Catholic youth (age 13 to 18) from throughout the state promoting prayer and fostering vocations; and

WHEREAS, the Bishops of the Dioceses in the State of Wisconsin, including Archbishop Jerome Listecki has recognized the importance of this vital program by committing to celebrate the Mass, promoting the event. Bishop David Ricken of Green Bay praised the event and sent a personal thank you. All the other Bishops in the state have consistently demonstrated their strong support of this event through their direct participation as a featured speaker and/or by celebrating Mass at the event, and also by writing the Directors of Religious Education in their Dioceses to encourage them to promote the event to the youth in their religious education programs; and

WHEREAS, as a result of the support from the Directors of Religious Education, parish priests and the Bishops of the State of Wisconsin, the program has grown from 180 youth to over 2,000 youth from all over the state for the last several years; and

WHEREAS, it is important to reach out to as many youth as possible and encourage their attendance by funding the event through donations instead of admission fees for the youth who attend; and

WHEREAS, St. John Bosco Youth Day is a qualifying charitable corporation (501c3) organized by the Discalced Carmelites Friars

12. SPIRITUS EVANGELIZATION MINISTRY WHEREAS, the Knights of Columbus consistently and generously

support Catholic ministries that foster vocations and evangelize Catholic youth; and

WHEREAS, Pope Francis stated at World Youth Day 2013 that “The best tool for evangelizing the young is another young person”; and

WHEREAS, the mission of SPIRITUS is to inspire young Catholics to spread the Gospel and renew the Church through evangelizing young Catholics by forming missionaries for leadership in the Church; and

WHEREAS, SPIRITUS evangelization ministry are young adult Catholics who give nine months of service evangelizing Catholic youth in grades 2-12 through dynamic retreats given in each diocese of the state of Wisconsin; and

WHEREAS, in the first ten years, SPIRITUS has inspired over 50,000 Catholic youth on over 1,500 retreats and formed 90 team members for leadership in the Church. 70% of former missionaries are working in ministry and 16 have pursued religious live or priesthood; and

WHEREAS, SPIRITUS has proven to effectively evangelize large numbers of Catholic youth throughout the state of Wisconsin and prepare missionaries to enter religious life, priesthood and professional ministry in the Church; and

WHEREAS, Bishop David L. Ricken of the Diocese of Green Bay have consistently supported SPIRITUS, provided formation

NOW, THEREFORE, BE IT RESOLVED, the members of the State of Wisconsin Knights of Columbus, should endeavor to continue to support this vital ministry that is inspiring young Catholics and forming leaders for the Church; and

BE IT FURTHER RESOLVED, that each subordinate council pray for the success of the SPIRITUS; and

13. SUPPORT TO KEEP “UNDER GOD” IN THE PLEDGE OF

ALLEGIANCE WHEREAS, there are many secularist groups and individuals

opposing the existence of a Supreme Being mentioned in the “Pledge”; and

WHEREAS, the Knights of Columbus under the guidance of then Supreme Knight Luke E. Hart were instrumental in persuading the United States Congress to amend the Pledge of Allegiance to include the words “under God” after the phrase “one nation”; and

WHEREAS, the movement to amend the “Pledge” was originated in April, 1951 and brought to fruition on Flag Day, June 14, 1954 by action of the United States Congress and signed into law by President Dwight D. Eisenhower.

NOW, THEREFORE, BE IT RESOLVED, that each Council, Fourth Degree Assembly and every member of our Honored Order support the Supreme Council in their endeavor to preserve the wording as it now stands; and

BE IT FURTHER RESOLVED, that the Wisconsin State Council show public support of the words “under God” wherever and whenever possible; and

BE IT FURTHER RESOLVED, that a copy of this resolution be sent to the Supreme Council to be included with similar resolutions from jurisdictions of the Order at the 2020 Supreme Convention in Washington D.C. August 3-6, 2020; and

BE IT FURTHER RESOLVED, upon adoption by the Supreme Council, the Wisconsin State Council Secretary shall forward a

14. SUPPORT SPECIAL OLYMPICS WHEREAS, the Knights of Columbus have been longtime

supporters of Special Olympics at all levels; and WHEREAS, the Knights of Columbus Supreme Council donates

$250,000.00 each year to Special Olympics, with $180,000.00 of that being available to states through the filing of Form 4584; and

WHEREAS, the Supreme Council has asked that all councils take an active part in supporting Special Olympics, both on the local and state level.

NOW, THEREFORE BE IT RESOLVED, that all Councils be encouraged to take an active part in supporting Special Olympics, on both the local and state level; and

BE IT FURTHER RESOLVED, that all councils be encouraged to monetarily support the participation of Wisconsin Team of Special Olympians in the national games held every 4 years, through donations, fundraisers, and other creative means; and

BE IT FURTHER RESOLVED, that all funds designated for Team Wisconsin drive are to be made payable to “Wisconsin Knights of Columbus Charities” and sent to Wisconsin State Council or the Special Olympics Coordinator; and

BE IT FURTHER RESOLVED, that all councils file Form 4584 “Partnership Profile with Special Olympics” due Jan 31st of each year.

15. SANCTITY OF MARRIAGE BETWEEN A MAN AND A

WOMAN WHEREAS, Marriage is a natural institution based on ancient human

values that have evolved over time into a unique and deeply rooted social, legal and religious institution; and

WHEREAS, Marriage reflects the natural biological complementarities between men and women which predates the state and which is woven into the social and religious fabric of every major culture and society; and

WHEREAS, the Catholic Church, based on Scripture and the Judeo-Christian Tradition, teaches that marriage is a faithful, exclusive

WHEREAS, Marriage provides for the mutual fulfillment of spouses as well as the procreation and education of children; and

WHEREAS, this mutual bond provides the most favorable environment in which to protect the rights and best interests of children; and

WHEREAS, during his apostolic journey to the United States in 2008, Pope Benedict XVI described marriage as an unconditional and unreserved “yes” to love and a “yes” to the aspirations at the heart of our common humanity, and implored us to proclaim boldly the arguments based on faith and reason that marriage is a “lifelong commitment between a man and a woman that is open to the transmission of life.”

NOW, THEREFORE, BE IT RESOLVED, that the Knights of Columbus will never waver in our efforts to promote the Church’s understanding of marriage as the faithful, exclusive and lifelong union of one man and one woman joined in an intimate partnership of life and love; and

BE IT FURTHER RESOLVED, that we will pray that the Holy Spirit enlighten elected officials to adopt laws, and judges to make judicial decisions that affirm the family and the authentic nature of marriage; and

BE IT FURTHER RESOLVED, that we join with the Bishops throughout the world in their efforts to achieve legal and constitutional protection at the national, state, provincial and local levels for the definition of marriage as the union of one man and one woman to the exclusion of all others; and

BE IT FURTHER RESOLVED, that a copy of this resolution be sent to the Supreme Council to be included with similar resolutions from jurisdictions of the Order at the 2020 Supreme Convention in Washington D.C. August 3-6, 2020.

16. RELEVANT RADIO SUPPORT WHEREAS, there is a great need to address the great pastoral

concerns of the Catholic church over the past half century, namely the gap between daily life and the faith that people profess. Where this gap exists – Catholics are such in name only; and

WHEREAS, the vocation of lay people is to join themselves to God; to fulfill His will and to evangelize and serve people; and

WHEREAS, the church recognizes the influence of media on culture and the United States Conference of Catholic Bishops

WHEREAS, Relevant Radio helps us to fall in love with our faith; learning much about Catholicism that we didn’t know before; realizing the richness and fullness of our faith; and how we can better ourselves as Catholics; and

WHEREAS, Relevant Radio programming format includes taking listener calls, live remotes, an interesting drive time programs, a toll-free prayer request line, and support and promotion of many Catholic organizations including the Knights of Columbus; and

WHEREAS, Relevant Radio, founded in Green Bay, Wisconsin in 2000, now has a network of stations throughout Wisconsin and reaches countless people including:

WHEREAS, The Bishops in Wisconsin have been quoted as

saying, “Relevant Radio provides the spiritual tools for daily living that deepens our understanding of church teachings.”

NOW THEREFORE BE IT RESOLVED, that each Knights of Columbus council in the state is urged to support Relevant Radio in providing authentic Catholic programming by donating annually through the Wisconsin State Council’s fund entitled “Relevant Radio Fund” by including “Relevant Radio Fund” in the memo line of their submission to Wisconsin State Council; and

BE IT FURTHER RESOLVED, that this fund be administered by the state council with frequent promotional efforts at District Deputy meetings and via the monthly newsletter; and

BE IT FURTHER RESOLVED, that the State Secretary will publish quarterly in the State Newsletter, donations to the fund titled Relevant Radio.

17. THE EFFORT TO KEEP CHRIST IN CHRISTMAS WHEREAS, there are those who want to remove Christ from

Christmas; and WHEREAS, we Knights of Columbus fully understand the threat

to Christianity; and WHEREAS, the Wisconsin State Council’s Faith Development

Committee has the responsibility to remind and assist the Knights in the promotion of our faith.

NOW, THEREFORE, BE IT RESOLVED, the Wisconsin State Council’s Faith Development Committee embark upon a program to advise our members of their responsibility in Keeping Christ in Christmas; and

BE IT FURTHER RESOLVED, that this committee shall utilize the monthly newsletter and Badger Bulletin to get pertinent information to Knights throughout the State of Wisconsin and beyond; and

BE IT FURTHER RESOLVED, that the Knights of Columbus enthusiastically support this decision to KEEP CHRIST IN CHRISTMAS.

18. PRAYING THE LIVING ROSARY TO SUPPORT VOCATIONS AND CULTURE OF LIFE WHEREAS, during his early life, Jesus taught his disciples how to

pray and promised “…Where two or more join in prayer, in my name, there I am…”; and

WHEREAS, the Catholic faith has, for approximately six centuries, included the Rosary as an integral part of personal and community prayer; and

WHEREAS, appearances of the Blessed Mother have encouraged Catholics to pray the Rosary for the needs of the world and the Catholic faith community; and

WHEREAS, Catholics have a longstanding tradition of promoting an increase in priestly and religious vocations and respect for life through prayer; and

WHEREAS, the Knights of Columbus have developed programs to support the Church in its efforts to emphasize the importance of ordained clergy and professed religious in Catholic education, the practice of our faith and to maintain the sanctity of life from conception to natural death; and

WHEREAS, the Catholic faith community is currently experiencing a shortage of ordained clergy and professed religious; and

WHEREAS, our society daily witnesses the destruction of human life through abortion, euthanasia, assisted suicide and other forms of unnatural death.

NOW, THEREFORE, BE IT RESOLVED, that the delegates assembled at the annual meeting of the Wisconsin State Council Knights of Columbus, 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd-3rd, 2020 in the Diocese of Green Bay, promote and encourage members and the Catholic faith communities of Wisconsin to participate in the Living Rosary, whereby Knights of Columbus and/or parish members agree to be scheduled to pray one decade of the 20-decade Rosary daily, wherever they happen to be, at any time of the day. In the scheduled manner each group of 20 will complete one 20-decade Rosary daily; and

BE IT FURTHER RESOLVED, that the intention for which the Living Rosary is offered shall be to increase vocations to the priesthood and religious life and for an end to abortion, euthanasia, assisted suicide, and other forms of unnatural death; and

BE IT FURTHER RESOLVED, that members of subordinate councils in the Wisconsin jurisdiction, as committed Catholics, pledge to be active in promoting vocations and respect for human life at all stages from conception to natural death; and

BE IT FURTHER RESOLVED, that we will, individually and collectively, work for the protection of lives at risk by supporting legislation to repeal laws permitting abortion, enactment of laws to protect life at all stages and use other nonviolent means to overcome the “Culture of Death” by the promotion of the “Culture of Life”; and

BE IT FURTHER RESOLVED, that a copy of this resolution be sent to the Supreme Council to be included with similar resolutions from jurisdictions of the Order at the 2020 Supreme Convention in Washington D.C. August 3-6, 2020.

WHEREAS, for many years Catholics have asked our Heavenly Mother, the Blessed Virgin Mary, that, through her intercession, the people of oppressed countries might be converted to Christianity; and

WHEREAS, the chain of events in recent years has demonstrated the efficacy of our Blessed Mother’s gentle care for all of humankind, reflected in the removal of numerous dictators and

WHEREAS, in today’s American society we face the threat of the “Culture of Death,” visible in the terrible plagues known as abortion, euthanasia and assisted suicide and other forms of unnatural death; and

WHEREAS, our experience of the Blessed Mother, through scripture and occasions when she has revealed herself to specially chosen spokespersons, is that she deeply loves all human kind – especially children.

NOW, THEREFORE, BE IT RESOLVED, that the delegates of the Wisconsin State Council Knights of Columbus, 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd-3rd, 2020 in the Diocese of Green Bay, reaffirm their commitment to ask the Blessed Virgin Mary, particularly calling upon her intercession to enable the “Culture of Life” to overcome the “Culture of Death”, and to end the terrible and senseless slaughter of preborn persons; and

BE IF FURTHER RESOLVED, that all subordinate councils and assemblies in the Wisconsin jurisdiction be encouraged to pray a rosary together prior to each council and assembly meeting to promote the Culture of Life.

20. SUPPORT OF MORALITY IN MEDIA AND ON INTERNET WHEREAS, it is well known and understood that the media, newspapers, radio, television programming and Internet can be and are powerful educational tools, whether for good or evil; and WHEREAS, many internet websites are going into extreme immorality, vulgarity, and pornography; and WHEREAS, there is an extreme amount of immoral programming in most areas of the media, even including advertising obsessed with near-nudity, sexual overtones, sexually implicit scenes, photos and other expressions of “free” sex, immorality, terror and vulgarity; and WHEREAS, such programming enhances and increases the incidence of immorality, promiscuity, adultery, rape, and other sex crimes in our communities, state and nation; and WHEREAS, the Catechism of the Catholic Church state in: 2394—Christ is the model of chastity. Every baptized person is called to lead a chaste life, each according to his particular state of life. 2395—Chastity means the integration of sexuality within the

person. It includes an apprenticeship in self-mastery. 2396—Among the sins gravely contrary to chastity are masturbation, fornication, pornography, and homosexual practices. WHEREAS, because of the above there is also increased tolerance of abortion, euthanasia, assisted suicide, and a multitude of other aberrations against the sanctity of life and an ever-increasing violation and denial of God’s love; and WHEREAS, the Knights of Columbus, a fraternal, family oriented Order of Catholic men, are dedicated to the promotion of love of God, respect for women, children and family and to living morally respectable lives, to teaching and guiding our children in morality, and love of God, and to guiding them on the road to an eternity with God, deem such publishing and programming to be directly opposed to the goal we have for ourselves, our wives and families; and WHEREAS, there are many great options for quality family programming; NOW, THEREFORE, BE IT RESOLVED, that every member and every subordinate council be encouraged to take positive action in selecting family TV programs, radio stations, and print media in our own homes; and BE IT FURTHER RESOLVED, that we will use and circulate to our friends readily available lists of appropriate movies, TV programs, and faith based radio stations to select appropriate content for our family's entertainment and education; and BE IT FURTHER RESOLVED, that we will, of ourselves, and by encouraging others of our membership and communities, take action to oppose and reject immoral programming and publishing; and BE IT FURTHER RESOLVED, that such action be on a continuing basis and that it includes letters, phone calls or other communications to the offending programmers and publishers, and that all councils and members be encouraged to contribute to the support of the National Center on Sexual Exploitation (formally Morality in the Media), and likewise support Morality in Media of Wisconsin (MIMW). 21 RECOGNITION OF COUNCILS ACHIEVING 100 YEARS OF SERVICE - Council 2210 WHEREAS, the Knights of Columbus is an order steeped in tradition

and possessing a rich historical heritage; and WHEREAS, the Knights of Columbus continues to live this tradition

by honoring members and subordinate councils as they celebrate milestones in their affiliation with the Order; and

WHEREAS, the Rt. Rev. Msgr. Francis C. Heiman Council 2210 of Algoma, Wisconsin will observe their centennial anniversary during the fraternal year 2020-2021.

NOW THEREFORE BE IT RESOLVED, that the members of the Wisconsin State Council Knights of Columbus, duly assembled, at the 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd-3rd, 2020 in the Diocese of Green Bay, do hereby congratulate and salute Council 2210 on the occasion of their 100th anniversary; and

BE IT FURTHER RESOLVED, the Wisconsin State Council ex-tends its sincere congratulations to the members of the Rt. Rev. Msgr. Francis C. Heiman Council as well as its appreciation for the countless gifts of time and talent they have invested in a Cen-tury of Columbianism in Wisconsin.

22. IN MEMORIAM FOR PAST SUPREME KNIGHT VIRGIL C. DECHANT WHEREAS, Virgil C. Dechant served as the twelfth Supreme Knight

of the Knights of Columbus from 1977 to 2000 prior to his death on February 16, 2020; and

WHEREAS, As Supreme Knight, Virgil C. Dechant oversaw tremen-dous growth in the Order’s membership as well as in its assets and insurance business, while also opening the Order to greater involvement by the wives and families of its members. In addi-tion, Mr. Dechant forged a close relationship with the Vatican during the pontificate of St. John Paul II, leading the Order to sponsor numerous renovation projects—including of the façade of St. Peter’s Basilica, and working with the pope to promote the faith in Eastern Europe, which was then behind the iron curtain; and

NOW THEREFORE BE IT RESOLVED, that the Wisconsin State Council Knights of Columbus, duly assembled at the 119th Annu-al State Convention at Green Bay, Wisconsin, this May 2-3, 2020 in the Diocese of Green Bay, do hereby express our appreciation

23. WISCONSIN KNIGHTS OF COLUMBUS BY-LAW

AMENDMENT WHEREAS, Wisconsin State By-Laws, Article VI, Section 9: Re-

serve Funds reads: “b. The State Council shall have the authori-ty to use no more than 10% of the Reserve fund, but not to ex-ceed the investment gains earned on its Reserve Fund in a calen-dar year to offset the cost of its communication expenses (e.g. printing of the Badger Bulletin) and various charitable initiatives that are not listed in the State Council’s budget. The State Offic-ers and Financial Review Committee shall annually review the Status of the Reserve Fund and the Unrestricted Reserve Fund to ensure that its remaining balance is sufficient to meet its purpose and requirement of State Council by-laws.

NOW THEREFORE BE IT RESOLVED, that Article VI, Section 9 of the By-Laws, be amended to read: “b. The State Council shall have the authority to use no more than 4% of the Account Bal-ance every Fraternal year (as of July 1st) of the Reserve fund. The use of the Unrestricted Reserve Fund is limited to the cost of rent, staffing, technology, communications or special charity grants. The State Officers and Financial Review Committee shall annually review the Status of the Reserve Fund and the Unre-stricted Reserve Fund to ensure that its remaining balance is suf-ficient to meet its purpose and requirement of State Council by-laws.

24. REPAIR TO BADGER COLUMBIAN, BUILDING & PARKING LOT WHEREAS, the Knights of Columbus Building & Parking lot are in

need of repair and wherein this is owned by the Badger Columbi-an, Inc. and wherein the State council operates; and

WHEREAS, said repairs are required as soon as possible to avoid further deterioration of the property; and

WHEREAS, Badger Columbian does not have the required funds to complete these repairs; and

WHEREAS, the Restricted Reserve Fund is at $500,000.00 and the Unrestricted Reserve Fund is currently at $521,581.29, which has far exceeded what the founders of the fund envisioned.

NOW THEREFORE BE IT RESOLVED, that Badger Columbian, Inc. be given a one time Grant from the Unrestricted Reserve Fund of an amount not to exceed $50,000.00 for said repairs; and

BE IT FURTHER RESOLVED, that a complete accounting of us-age of funds be given to the delegates of the 2021 State Conven-tion in Lake Geneva.

25. SAINT LAWRENCE (MINOR) SEMINARY WHEREAS, the Knights of Columbus consistently and generously

support Catholic ministries and programs that foster vocations, evangelization and spiritual discernment of Catholic youth; and

WHEREAS, St. Lawrence Seminary High School is the only board-ing minor seminary in the United States today promoting and fostering vocations; and

WHEREAS, the Bishops of the Dioceses in the State of Wisconsin, including Bishop David L. Ricken of the Green Bay Diocese have recognized the importance of promoting and nurturing vo-cations among families and young men as priests and religious and actively evangelizing Catholic men, through their communi-cations and direct participation as benefactors and advocates have consistently communicated their strong support of this ef-fort by organizations like St. Lawrence; and

WHEREAS, many other priests and religious men and women also support St. Lawrence Seminary through their prayers, advocacy and as donors; and

WHEREAS, inspired by the Gospel of Jesus Christ and the examples of St. Francis of Assisi, St. Lawrence Seminary provides a resi-dential college preparatory education in a living Catholic com-munity nurturing mature, well-rounded men of faith, who pre-pare for a life of ministry as priests, religious and lay leaders in the Church and world; and

WHEREAS, St. Lawrence Seminary has been providing academic excellence, spiritual guidance, transformational ministry experi-ences and servant leadership training since 1860—160 years—to reach out to as many young men as possible; and

WHEREAS, St. Lawrence Seminary has never turned away a young man due to financial constraints; and

WHEREAS, the Wisconsin Knights of Columbus Charity Inc. Board thanked St. Lawrence Seminary for submitting a grant request and subsequently funded said request;

NOW THEREFORE BE IT RESOLVED, that the members of the State of Wisconsin Knights of Columbus should help support this vital ministry through a statewide effort; and

BE IT FURTHER RESOLVED, that each subordinate council sends a voluntary contribution that each council can reasonably afford, to St. Lawrence Seminary, 301 Church Street, Mt. Calva-ry, WI. 53057; and

BE IT FURTHER RESOLVED, that each council also strongly encourages all of its members, their families and fellow parish-ioners to support this vital ministry through their individual pray-ers, advocacy and contributions in such amounts as they can rea-sonably afford.

26. VETERAN’S ADMINISTRATION VOLUNTEERS SERVICES PROGRAM (VAVS)

WHEREAS, Wisconsin State By-Laws Standing Rule 14.: Veteran’s Administration Volunteers Services Program (VAVS): stipulates that the State Deputy shall appoint State Chairs; and

WHEREAS, the Vice President for Fraternal Mission has oversight of the VAVS program. The program is directed and managed by the Assistant for Military and Veterans Affairs who also serves as the National VAVS Representative to the VAVS National Advisory Committee (NAC). The K of C VAVS program is executed through the Fourth Degree chain of command through the U.S. Vice Supreme Masters and District Masters, and

NOW THEREFORE BE IT RESOLVED, the Wisconsin State council shall continue to promote Supreme Council “Serving Those Who Served” programs including VAVS, and

BE IT FURTHER RESOLVED, that Standing Rule 14 be changed to read: The U.S. Department of Veterans Affairs Voluntary Service (VAVS) Program is the vehicle that the Knights of Co-lumbus uses in the Serving Those Who Served program. The Vice President for Fraternal Mission has oversight of the VAVS program. The program is directed and managed by the Assistant for Military and Veterans Affairs who also serves as the National VAVS Representative to the VAVS National Advisory Commit-tee (NAC). 27. ST. MICHAEL PRAYER WHEREAS, as first ordered by Pope Leo XIII in 1884, the prayer to

St. Michael has been prayed for the protection of the church and the defense of the Holy See; and

WHEREAS, Pope St. John Paul II in the spring of 1984, as a re-sponse to the grave evils of the present time, including abortion, euthanasia, terrorism, and genocide, asked the faithful to offer the prayer to St. Michael the Archangel;

WHEREAS, the Knights of Columbus are called to be in solidarity with the Holy See, Bishops, Priests, Deacons and Religious; and

WHEREAS, the Knights of Columbus in fidelity to the vision of Fr. McGivney, strengthen the Catholic Church and build the domes-tic church; and

WHEREAS, the Bishops of Wisconsin have requested that this pray-er be prayed at all masses.

NOW THEREFORE BE IT RESOLVED, Knights of Columbus are called to be in solidarity with the Holy See, Bishops, Priests, Deacons and Religious, while recognizing the past failings of the hierarchy, offer this prayer to St. Michael the Archangel in repa-ration, defense and healing of the church; and

BE IT FURTHER RESOLVED, the Wisconsin State Council Knights of Columbus, duly assembled, at the 119th Annual State Convention at Green Bay, Wisconsin, this May 2nd-3rd, 2020 in the Diocese of Green Bay, encourages all members throughout the state of Wisconsin to facilitate the implementation of the Bishops’ request and pray the prayer to St. Michael in the person-al devotions in their parishes; and

BE IT FURTHER RESOLVED, that a copy of this resolution be sent to the Supreme Council to be included with similar resolu-tions from jurisdictions of the Order at the 2020 Supreme Con-vention in Washington D.C. August 3rd-6th, 2020.

28. COMPENSATION OF DELEGATES TO THE 2021 STATE CONVENTION WHEREAS, Chapter II, Section 12, of the Supreme Constitution,

provides that the State Council shall consist of two delegates of each of the subordinate councils within the State, and it is benefi-cial that each of the subordinate councils in good standing have two delegates at the State Convention meeting each year; and

WHEREAS, the By-Laws of the Wisconsin State Council, Knights of Columbus, provides that State Officers, Coordinators, Com-mittee Chairmen, Committeemen and others who travel at the State Deputy’s behest on approved State Knights of Columbus business are to be reimbursed for miles driven.

NOW, THEREFORE, BE IT RESOLVED, that each subordinate council in the Wisconsin jurisdiction of the Knights of Columbus in good standing at the time of the 2021 State Council meeting shall be entitled the reimbursement of two delegates, who attend-ed said State Council meeting at the current rate established by Supreme Council (currently 30 cents per mile) for the distance necessary to travel from the city in which their council is located to the convention city and return, reimbursement will be paid directly to said council, this represents no change from the previ-ous year; and

BE IT FURTHER RESOLVED, that State Officers, Coordinators, Committeemen and others who travel at the State Deputy’s be-hest on approved State Knights of Columbus business are, for the fraternal year 2020-2021, to be reimbursed at the same rate.

29. PER CAPITA TAX WHEREAS, it is necessary to raise sufficient funds to defray the

necessary operating costs of the Wisconsin State Council, Knights of Columbus, for the fiscal year 2020-2021; and

WHEREAS, the per capita tax assessment is to be effective upon the Supreme Council roles as of September 1st and March 1st of each year.

NOW, THEREFORE, BE IT RESOLVED, that a per capita tax of $8.50, which represents no change over the previous year, be levied and assessed on each member of the order of the Knights of Columbus in the jurisdiction of the Wisconsin State Council for the fiscal year of 2020-2021 and each subordinate council shall be liable for the payment for members of its council report-ed to the State Council by Supreme Council as of September 1, 2020 and March 1, 2021; and

BE IT FURTHER RESOLVED, that said assessment of $8.50 per member shall be collected by the State Council from each local council in two installments of $4.25 each, with the first install-ment being based upon the membership roles as of September 1, 2020 and billed by October 1, 2020 and such assessment shall be due and payable no later than December 1, 2020 and the second installment shall be based upon the membership as of March 1, 2021 and billed by April 1, 2021 and payable no later than June 1, 2021.

30. OPERATING BUDGET WHEREAS, it is necessary for the Wisconsin State Council, Knights

of Columbus, to effectively perform their assigned duties and provide necessary services to its

members and such services and duties have companion expenses which have now been converted into a budget, and a copy distrib-uted to each of the delegates; and

WHEREAS, the By-Laws of Wisconsin State Council, Knights of Columbus, provide for strict Budgetary controls; and

NOW, THEREFORE, BE IT RESOLVED, that the delegates of this State Convention of the Wisconsin State Council, Knights of Co-lumbus, appropriate $361,676.00 to operate the Wisconsin State Council, Knights of Columbus, for the fiscal year commencing July 1, 2020 and ending June 30, 2021.
