2001-2003 Wisconsin State Biennial Budget process, 2001 Wisconsin Act 16, enacted legislation:
To support technological developments and improvements for the purpose of providing Internet–accessible housing assessment and sales data, Wis. Stat. 16.967(7)(a)(5);
. . . $1 of each $5 fee retained under this paragraph to develop and maintain a computerized indexing of the county’s land information records relating to housing, including the housing element of the county’s land use plan under s. 66.1001(2)(b), in a manner that would allow for greater public access via the Internet, Wis. Stat. 59.72(5)(b)(3);
Legislation, Background and Purpose
• WLIB empanelled Ad Hoc Committee on Strategic Initiatives to consider feasibility of implementing the intent of the legislation.
• Purpose: To provide support for developing internet-accessible housing assessment and sales data, and related activities.
• WLIB identified and prioritized certain activities as eligible project expenditures for this funding cycle and category.

Component A Publication of County/Municipal Parcel Assessment and Tax Data on the Internet.
Component B Creation/Update of County Web Sites Offering Land Information.
Component C Publication of Other Parcel-Related Data on County/Municipal Web Sites.
Eligible Activities
First Priority: Component A - Publication of County/Municipal Parcel Assessment and Tax Data on the Internet.
Priority Initiative -- Intent to develop Master Statewide Index of Tax Parcels and related basic property tax information commonly printed on property tax bills.
Standard Publication File Layout to be populated with local data, and standard publication file layout designed .
Eligible Activities
First Priority: Component A - Publication of County/Municipal Parcel Assessment and Tax Data on the Internet.
Covers conversion of existing data only
State Portal used to transmit local information for incorporation into Master Statewide Index of Tax Parcel Information accessible via the internet – http://www.wisconsin.gov
XML data format preferred
Custodian of data given password for annual or more frequent updates

First Priority: Component A - Publication of County/Municipal Parcel Assessment and Tax Data on the Internet
Standard browser application being developed by Wisconsin Department of E-Government
Searches by Land Owner Name, Site Address, Section-Township-Range, Tax Parcel Number
Data Base Not Downloadable
Any requests for digital data directed to appropriate county or municipality
Eligible Activities
Second Priority: Component B - Creation/Update of County Web Sites for Land Information
$1800 available per county for software and hardware to create web sites
Counties with existing web sites eligible to apply to update web site to distribute additional land information and to enhance existing land information server functionality
Counties with limited or no web presence given priority
Funding subject to total dollar amount of grant requests received and availability of funds
Eligible Activities
Third Priority: Component C - Publication of Other Parcel-Related Data on County/Municipal Web Sites.
Capped at $10,000
Funding subject to total grant requests received and availability of funds
Eligible costs include staff or contractor time to prepare and web-enable data, purchase of software to publish data, enhance the content of existing web sites or conduct related activities
Priority to fund internet posting of data first, and secondly, data development for Internet posting
