Wisconsin Homeland Security Strategy

Goal 5.4: Establish a statewide credentialing system

Objective 5.4.1: Initiate statewide system to credential emergency management/response personnel to ensure proper authorization and access to an incident including those involving mutual aid agreements and\or assistance agreements. Objective would include:

• Supported by the Wisconsin Homeland Security Council, designate a credentialing and typing authority empowered by the State for overall management of the credentialing and typing functions and processes.

• Determine how the State will implement credentialing and typing of resources, including how each of the disciplines and various groups will be credentialed and typed and which agencies and/or organizations will be authorized to perform the process of credentialing by September 2012.

Objective 5.4.2: Institute policies, plans, procedures, and protocols to prevent deployment of resources/personnel that bypass official resource coordination processes (i.e., resources requested through improper channels). Objective would include: • Establish agreements with other states, in addition to EMAC, so

that these credentials will be recognized under their laws by September 2012.

• Develop and implement an electronic identification card that meets federal standards and provides identification, qualifications, and deployment status by September 2012.

• Adhere to the standards of EMAC.

QualificationsMedical Supply Coordinator (SAMPLE)

DESCRIPTION: The primary focus of the Medical Supply Coordinator is to acquire and maintain control of appropriate medical equipment and supplies for units assigned to the medical group. The Medical Supply Coordinator coordinates with logistics section of ICS to accomplish medical resupply and ensures distribution to EMS treatment and triage units.

EDUCATION: Completion of State-approved First Responder or Emergency Medical Responder (EMR) program based on NHTSA National Standard Curriculum.

TRAINING Completion of the following courses/curricula: 1. ICS-100: Introduction to ICS. 2. ICS-200: Basic ICS. 3. IS-700.A: NIMS, An Introduction. 4. IS-800.B: NRF, An Introduction. 5. HazMat Awareness Training or equivalent basic instruction consistent with: the hazards anticipated to be present, or present at the scene the probable impact of those hazards, based upon the mission role of the individual use of the personal protective equipment consistent with “Guidance on Emergency Responder Personal Protective Equipment (PPE) for Response to CBRN Terrorism Incidents,” Dept of HHS, Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (June 2008).

EXPERIENCE: One to three years of active participation with an EMS-providing entity, organization, or agency.

LICENSING: Active status of legal authority to function at the minimum of First Responder or EMR granted by a State, the District of Columbia, or U.S. territory.

• Are not an individual class taken; qualification is a combination of:

- Education- Training- Experience- Licenses- Fitness

• Resources deployed out of the state will be NIMS-typed qualifications

Memorandum of Agreement• Participation in WI-CAMS is voluntary• All authorized card issuing agents must

agree to issue in a “trusted” manner• Counties/municipalities can print individually

or collectively – one printing key per agreement

• Costs of credentialing are shared:o WI-CAMS will maintain the resourceMGR and the

state connection to the interTrax exchange servero WI-CAMS will provide holographic laminate and

printer key for authorized issuing locations (one per county)

o WI-CAMS will provide one reader/writer unit for each printer key

o Costs for blank cards, printing and postage will be paid by the county or municipality

o Printers are maintained locally
