C. Goals for Maximum / Minimum School Sizes, Optimal Student Populations: Wirt CountySchools will annually review the student/teacher ratios and will adjust staff asneeded. Redistricting may be used as a tool to provide better facility utilization,instructional delivery and safe learning environments.Objective: Wirt County Schools will continuously assess enrollment figures to determine staffing andfacility utilization and make adjustments as necessary for one Elementary School PK-4, one middleschool 5-8, high school 9-12, four CTE programs in a comprehensive high school.

[District Name Here]CEFP 2020100.010 Goals & ObjectivesObjective: Wirt County Schools will involve local and state agencies to support positive outcomes forfamily, staff, and students.Executive SummaryBackground InformationEach County is required by the State Board of Education to develop a ten-year ComprehensiveEducational Facilities Plan (CEFP). The CEFP shall be submitted to the State Board of Education and theSchool Building Authority of West Virginia (SBA) for review and approval. Approval must also be grantedby the School Building Authority prior to funding any project through the SBA, and prior to utilization offederal funds for school improvement.A county-wide planning committee representing a broad-based selection of community members,parents, businesses and educational professionals was organized in the summer of 2019 to begin theCEFP planning process.The primary purpose of the Comprehensive Educational Facilities Plan for 2020 to 2030 is to establish aplanned, organized, systematic approach to providing educational facilities which will support thecounty school system in the delivery of the best possible education to its students within the parametersof available resources. The content of the Comprehensive Educational Facilities Plan will take intoconsideration student health and safety, economies of scale, demographics and travel, multi-countyprojects, curricular improvements, educational innovations, and adequacy of space for projectedenrollments and will result in the accomplishment of the county’s educational goals and objectives.Routine maintenance projects may not be included in the CEFP unless state funding will be requested orutilized to implement if such projects are a part of the Major Improvement Plan (MIP).Based on information collected, compiled and reviewed, including enrollment study prepared by WestVirginia University, goals and objective, educational plan evaluation and inventory of existing facilities,the Planning Committee has reached a consensus that the draft CEFP included in this executivesummary should well serve the Wirt County Schools as it operates a thorough and efficient educationalsystem through the year 2030.

100.013The Wirt County Schools Comprehensive Educational Facilities Plan 2020-2030 calls forthe system to be organized on a PK-4, 5-8, and 9-12 grade configuration. Thisconfiguration provides the advantages of smaller schools with smaller age ranges andexperiences. The PK-4 program at Wirt County Primary Center will be generally self-contained, grades 5 & 6 at Wirt County Middle School will utilize interdisciplinary teams,while grades 7 & 8 will be departmentalized, and grades 9-12 at Wirt County High Schoolwill be departmentalized. These implementation strategies should allow students to excelat all levels along with providing the opportunity for capable students to advance within thesystem to more challenging settings. There will be commonly used flexible groupingwhere applicable. Classrooms will be aligned to enhance individualization and smallgroup learning while incorporating more instructional technology. Classes will follow therecommended size of student population specific to each grade level, class activity, lab,and for special need offerings.

The major components of the instructional plan are the West Virginia College and CareerReadiness Standards (WVCCRS) and Policy 2510. The delivery of WVCCRS may beorganized in a flexible schedule that includes but is not limited to, full-year subject matterunits, semester subject matter units, interdisciplinary units, mini-courses, core programs,experimental learning units, Alternative Education, Credit Recovery, Options Pathway,cross curricular emphasis on numeracy and literacy, virtual classes, AP classes, dualcredit classes, and CTE work-based experiences with embedded credit classes. Theorganization of the delivery of WVCCRS will be designed, implemented, and evaluated ateach individual school. These delivery systems could include small groups and largegroups, as well as, individualization methodologies. In addition, the characteristics of thelearner at each programmatic level is considered when delivering the curriculum. TheWirtCounty Board of Education adopted an educational plan that meets State Code, state andlocal policies, goals and objectives.

The goal of the Vocational/Technical Education Plan is to afford opportunities to enhancethe curriculum and delivery models to better prepare the students to attain the goals andobjectives of the educational plan and individual student needs. The Vocational/TechnicalPlan includes incorporating more advanced technology components and be able toprovide more hands-on simulations and learning for the CTE students. At the currenttime, the vocational and technical classrooms at the high school have limited machinesand abilities. Welding and Carpentry have there own vocational shops. In the future,Computer Science, Robots, and Artificial Intelligence appear to be the career pathways.Agricultural Education is moving towards more technology-based approach whileincorporating the basic production techniques. During the upcoming CEFP Cycle, ourgoal is to continue to strive to stay ahead of the educational curve in theseVocational/Technical Education areas. TheWirt County Board of Education’s goal and

plan is to continue to adapt the facilites and equipment to allow students to continue toadvance in the area of Vocational/Technical Education.

100.013 CURRICULUMPLAN

The curriculum plan is divided into four levels of grade configuration, PK-2, 3-5, 6-8, and 9-12,adopted by the Wirt County Board of Education. The curriculum plan is built upon the frameworkfor high performing schools. Wirt County Schools provide knowledge, understanding, attitudes,skills and habits of life developed through experiences to achieve mastery throughout these grade

configurations. Literacy and Numeracy concepts will serve asfoundational constructs upon which to build.

ELEMENTARY SCHOOL PROGRAM

The instructional curriculum at the elementary school level emphasizes education in areas ofliteracy and numeracy. PK through grade four students meets in self-contained classroomenvironments. Class sizes based on current enrollment andWV State Policy. Each grade level willhave a protected Whole Group Math and Whole Group Reading time scheduled by administrationeach year; in which there can be no pull-out intervention.

Classroom teachers working in conjunction with Title I Reading and Math Specialists provideindividualized math and reading instruction. Early Childhood Interventionist, BehaviorInterventionist, Special Education/Interventionists, Enrichment and contracted in-house MentalHealth Services will provide services to meet individual student education and social/emotionalneeds.

Resources for assisting children with special needs are also integrated into the mainstream of thecurriculum with strong emphasis toward full inclusion of special education students whenpossible.

Physical education, library instruction, art, guidance, technology, and music are included in WirtCounty School’s basic elementary curriculum. Students meet with music and art teachers forinstruction that follows the West Virginia College and Career Readiness Standards. Teachingstrategies include but are not limited to cooperative learning, Project Based Learning, ParentInvolvement Activities, hands on learning within STEM experiences, and Mathematical Habits ofMind.

The pre-kindergarten is a full time program meeting for 4 full days each week. Variations areprovided for students who are academically/emotionally not ready for the full day program.Instructional objectives focus on the emotional, social, physical, and intellectual development ofthe child.

Parents are welcome and encouraged to participate in parent involvement activities. Activitiestypically have an academic component (literacy, numeracy), involve the arts, include take-homebooks, and always focus on the kids/parent connection.

MIDDLE SCHOOL LEVEL

The mission of the Middle School programs is to provide a positive learning experience that meetsthe physical, social, emotional, and academic needs of the middle level learner. The curriculumand instructional techniques of the beginning of the middle school (grade five) are designed toextend skill development in the basic education areas, as well as provide opportunities for

[District Name Here] CEFP 2020100.013 Curriculum Delivery Planexploratory experiences. By the seventh grade, the instructional emphasis is shifted to moredepartmentalized environment geared toward preparing students to make the transition to highschool.

The focus of the middle school program is on the individual student, allowing studentsopportunities to create and explore, to belong and participate and to achieve and succeed. Clubsallow students to expand on various areas of interest and will provide even our most giftedstudents with a path to furthering their knowledge. Offerings include: STEM/ Makers Space,History, Art, Journalism, and FBLA. Course offerings include ELA, mathematics, science, socialstudies, art, music, health and physical education. Band, chorus, business & marketing, andSpanish are some elective offerings. Developmental guidance, academic fairs, and middle schoolsports provide additional outlets for students to explore at the middle school level.

Mental health needs are addressed by the school guidance counselor, health teacher and througha contracted mental health agency. This contracted services provides more extensive healthservices that are outside the scope and practice of school employees. Preventive measure thatencourage students’ emotional well-being include health lessons on topics of mental health,individual and group school counseling and grade level team building activities.

100.0131 HIGH SCHOOL LEVEL

The secondary curriculum of Wirt County Schools will provide all required and elective courseofferings in compliance with State Board Policy 2510 and goals of College and Career ReadinessStandards. Graduation requirements are the number of units, both required and elective, whichmust be earned for the awarding of a high school diploma.

Students who entered Wirt County High School as ninth graders for the school 2019-20 year andeach class thereafter must complete a minimum of twenty-two 22 courses for graduation. Sixteen(16) of the required courses must be completed during the last three years of highschool. Students may complete their program of study by following either a PersonalizedConcentration and/or a CTE Concentration. Both choices require the following requirements – 4credits each in English, Math, and Social Studies, 1 credit each in Health, Physical Education, TheArts. Students pursuing the CTE Concentration will be required to take 4 courses in a CareerConcentration and 3 Credits in Science for a total of 22 total credits. Students pursuing aPersonalized Concentration will be required to take 2 credits in a Foreign Language, 4 Courses inScience and 1 Elective for a total of 22 credits. Students in either concentration will have theopportunity to earn more credits than the 22 minimum required.

The high school curriculum encourages advanced academic programs by offering rigoroushonors classes, advanced placement classes, virtual classes, and dual credit classes. In addition,students can gain hands on experience through Career and Technical programs and earn

Career Technicalprograms offered are Welding, Carpentry, Agribusiness, Business, and Coding and GameDesign. Career and Technical educations classes and offerings are constantly changing based onstudent and market needs. In addition to traditional curriculum delivery, Wirt County Schools mayalso utilize our Alternative Education as well as our Options Pathway programs to provide multiplesettings to foster student success.

The utilization of West Virginia Virtual Courses and the established College Collaborative Agreementsaffords high school students and expansive menu of elective courses, Advanced Placement Courses, andDual Credit Courses. Our small school is now and will continue to be able to offer a wide variety of courseware tomeet the individual needs of students.The secondary curriculum of Wirt County Schools will provide all required and elective courseofferings in compliance with State Board Policy 2510. Instruction time allocation for grades 9-12will be a minimum of 345 minutes per day. Credits will be earned upon the successful completionof a course

The interscholastic athletic program includes football, basketball, softball, wrestling, baseball,volleyball, cross country, track, and golf. Lifetime sports are a significant part of the physicaleducation program. Students may also choose from among such activities as the marching band,yearbook, student newspaper, student council, and numerous club activities with leadershipopportunities. Many of these educational and extracurricular activities are available through thecurrent excess levy.

Due to the challenges of living in a small rural area, foreseen changes will most likely occur to helpwith academic demands and accommodations. There is already a shortage of certified teachersin multiple areas including but not limited to, World Languages, Career and Technical courses,Math, and special education.

SPECIAL EDUCATION PROGRAMS

Special education and related services are made available to all individuals with exceptionalities inWirt County Schools who are between the ages of three and twenty-one years of age. Giftedservices are provided to all students identified as gifted in grades one through eight, and allstudents who are exceptionally gifted in grades nine through twelve. Wirt County Schools providesa free and appropriate public education to all student who are exceptional. This includes specialeducation and related services to meet the unique educational needs of all students withexceptional needs.

The Individualized Educational Plan is used as the fundamental educational document. The IEP isjointly designed by the student, parents, educators, and other service providers to decide thestudent’s educational needs. The plan also contains the student’s specific services andaccommodations that will be provided to meet these needs and what the anticipated outcomesmay be.

The district is committed to providing multiple local programs for exceptional students: gifted,communication and language disorders, visually impaired, functional life skills, social andemotional support, Occupational and Physical Therapy and academic support. Students in needof speech/language, reading remediation or other related services are enrolled in regular classesduring the school day with some pull out situations for special education services. There arevariety of options provided to students with exceptionalities. These services are provided in avariety of environments ranging from fully self-contained classrooms, pull out resource rooms, co-teaching services, and virtual learning opportunities. These are all provided based on thestudent’s least restrictive environment. Exceptional students are included within the regularclassroom to the greatest extent possible as determined by the IEP committee.

The method of scheduling a student’s daily program in each building will be left to the discretion ofeach school. This scheduling could include traditional, block, parallel block, modified block, orflexible time frames. Summer sessions should be considered for both remediation andenrichment across subject areas. Numeracy and literacy should be the focus of summer programsfor younger students; with opportunities to integrate other content areas as appropriate. Thefacilities must be made acceptable for year-round use.

Career and technical education should be continued, and consideration should be given togreater accessibility to a variety of career paths. We will continue to provide opportunities forstudents to participate in course offerings at other sites as well as through virtual learningplatforms.

Our students must be prepared to live and work in a world which is multifaceted and is driven bytechnology. The students should be prepared to continue to learn throughout their lifetime and toattain self-sufficiency. One of our primary goals would be for our students to leave the school asbetter citizens.

Wirt County Schools gives attention to the general education and to the special needs of eachstudent. Student strengths and interests will be used to help provide individualized instruction.

[District Name Here] CEFP 2020100.013 Instructional Delivery PlanIndividual Education Plans (IEP) and Policy 2419 must continue to direct course work for studentswith special needs.

The vast majority of instruction will take place in the student’s least restrictiveenvironment. Changes have been made to the teaching-learning environment with theimplication of instructional technology. Exploration into new instructional methodologies shouldcontinue throughout the implementation of the Comprehensive Educational Facilities Plan.

A variety of support services are essential to implement the Educational Plan. These supportservices should be available to assist the school staff in meeting the needs of all students. Someof these services would include, but are not limited to, health services (wellness centers), socialservices, library services, law enforcement, mental health services, and other communityresources.

Schools have provided one-to-one technology for each student K-12 to use in daily instruction. Inaddition to one to one devices for all student, the middle and high schools have computer labs thatserve a variety of purposes that include but is not limited to classroom instruction, testing, summerschool, and specific projects. At this time Mobile iPad labs are available for use in classrooms;we are currently working toward a one to one ration of I-Pads to students at Wirt County PrimaryCenter

OPERATION PLAN

General operation of Wirt County Schools shall be governed by the curriculum design adopted bythe Board of Education of Wirt. The building design has been established to accommodate thegoals and objectives of the curricula. The majority of classes will be conducted within the formalclassroom spaces designed for specific grade level academic offering.

Major changes in the teaching-learning environment will be affected by the use of instructionaltechnologies and will have major facility implications. Application of new technologies will beincorporated in the curricula by inclusion within the course outlines and applicable lesson plans.Technology - hardware and software - permeate all aspects of our instruction and operation. Oneto one student technology remains on site with younger children and travels home (much like atext book) with older students. Lab settings are served for specific classes and specific purposes.

Although most students’ educational experiences occur within a traditional classroom setting,more and more experiences are available to students wherever there is internet access. Studentshave traditional classroom communities as well as virtual classroom communities. Core content,elective content, and credit recovery are all available on multiple virtual platforms. Wirt County

Parent involvement with student learning is always and will always be critical. Technologyplatforms (currently Canvas) provide the vehicle by which additional transparency andcommunication is available for both students and their parents/guardians. Notes, lessons,reminders, video clips, etc. can be posted so that the definition of “classroom” is now significantlydifferent than in the past. This definition will continue to broaden as we persist in providingstudents the tools needed for future citizenship and employment.

New instructional methodologies will be implemented within the curricula throughout theimplementation of this plan.

Determine the kinds of support services that are essential to carry out the instructional plans(e.g., cafeteria/food service, health services, library/media center, transportation, guidance,educational technology support, Alternative Learning Center).The multiple support services are very important in the delivery of the best possible educationalenvironment developed and adopted by Wirt County schools. Some of the most important personnel ofthe school system may very well be those of the transportation department. The bus operator is thefirst person to greet the students and, generally, the last they see the students at the end of theinstructional day. The relationships established go a long way in creating a warm and friendlyatmosphere for the students.The Wirt County schools Transportation Department provides adequate services throughout the county.They are transported to and from school on a regular schedule that provides opportunities to receive afull-day instruction as required by policy. The transportation department also provides requisitetransportation to co-curricular and extra-curricular activities as necessary.Another very important group of support staff are those in the food service department. It is extremelyimportant for the students to have available proper nutritional meals for all the students’ well-being.Without proper nutrition, it is virtual impossible for the students to focus on education. The WirtCounty Food Service Department provides free breakfast and lunches to all students that choose toparticipate. The food service department also provides supper to go for students during after schoolactivities. The Federal Community Eligibility Program provides funding for all the free meals.The Wellness Center and Coplin Clinic are available to treat minor illnesses. The county health nurseprovides preliminary screening and basic first aid services to the students. They give referrals as neededwhen health issue arise both individually and potential pandemic concerns, such as COVID-19.Wirt County is a one-to-one technology school district, so the educational technology support is morethan adequate throughout the school system. The board and administrative team are alwaysinvestigating possibilities for advancement and expansion of the technology support in all of the schools.The technology support team is extremely supportive in assisting the teacher-learner in the vasteducational experiences. Each of the schools have quality library-media services. that assist in givingstudents the opportunities to participate in independent learning activities.

The guidance department is active in assisting the students in deciding their respective educationaltrack. They are available to assist students with their choices of educational opportunities beyond highschool.Alternative learning is addressed, as needed, within the respective schools.

2. Determine how these services will be more operationally efficient in the new plan.By upgrading the electrical services at all three facilities, as part of the 2020-30 CEFP, it will make itconducive to maximize the educational opportunities for all students in the district. The electricalupgrades will also eliminate the restrictions to the technological support throughout our schools. Theupgrades will also only help to enhance our independent learning activities in the future. The electricalexpansion at the Wirt County Middle School/Primary Center will also help ensure the ability toefficiently continue our meal program in the future for all of the students enrolled in Wirt CountySchools.By improving the paving at the Wirt County Middle School and Primary Center, as part of the 2020-30CEFP, it allows the bus operators to transport the students safely and efficiently. The upkeep of thepaving at the facilities helps to reduce to day-to-day depreciation of our buses. The improvement inparking helps utilize the square footage at the facilities more effectively.The HVAC Upgrades at the Wirt County Middle School/Primary Center, as part of the 2020-30 CEFP,helps ensure that the buildings are cooled and heated effectively and efficiently. This allows the staffand students to be in a climate-controlled environment which is conducive to a positive educationalatmosphere. The efficiency of the new HVAC Units will also help limit utility costs.The window, door replacement, building of ADA Compliant restrooms, renovation of current bathrooms,and replacing football bleachers and press box, as part of the Wirt County High School 2020-30 CEFP,will help improve student and staff safety at the facility. It is an older facility, and is in great need of anupgrade in these areas. By upgrading all of these crucial areas, it could potentially prolong the need fora new high school facility in our district.The technology and communication upgrades, as well as the upgrades for STEM learning opportunities,as part of the 2020-30 CEFP, will ensure the district that they providing the most current technologicaland vocational education for all students. By being current one-to-one schools, at all three facilities, it isapparent that there is a heavy emphasis put on technology throughout the district. The district wants toguarantee that each student gets the most current and effective education available, now, and in thefuture. These technology upgrades will help significantly with the alternative education and library-media services needs in our district.

1. Determine what allocation of staff will be made (to each building) to implement the educational plan. Wirt County Schools, like West Virginia in general, is projecting a decrease in student enrollment of the next ten years covered in the 2020 CEFP. Because school funding directly relates to student enrollment, Wirt County Schools will be looking at a corresponding decrease in the number of professional positions in all three schools within the county. This will be looked at yearly during RIF/Transfer season and done so in a way the upholds the educational opportunities the Wirt County Schools provides to our students.

2. Describe how professional staff efficiency will be addressed in this plan (for example, teacher-pupil ratio, itinerant teachers, teachers traveling within the building).

Professional staff members will be utilized as efficiently as possible. With declining enrollment professional staff members may need to be utilized in an itinerate manner, or in other creative ways to maximize the effectiveness of the state funded positions that county has. Teacher/pupil ratios need to be examined as staffing decisions are made.

3. Describe how support staff efficiency will be addressed in this plan.

Service staff members will be utilized as efficiently as possible. With declining enrollment service staff members may need to be utilized in an itinerate manner, or in other creative ways to maximize the effectiveness of the state funded positions that Wirt County has.

4. Describe how a Technology Integration Specialist (TIS) will be integrated into the

instructional delivery system.

Wirt County Schools has made the integration of technology a priority for our teachers and our students. Being a “one to one” county, with every student having a device, Wirt County Schools has had a Technology Integration Specialist in every school for several years. Over the next ten years, the importance of technology is likely to grow. Wirt County Schools will

Many areas of need in the 2010-2020 CEFP were addressed over this time period. However, at WCHS,windows, interior door upgrades, wiring upgrades and restroom renovations remain. On theWCMS/WCPC campus, parking is still an issue along with a needed electrical upgrade in both buildings.

Comments relative to improving the plan to be developed for the upcoming ten-year planning cycle.

The CEFP Committee has reviewed the 2010-2020 CEFP, evaluated the listed projects that have beencompleted along with the improvement projects that still await completion. The following statistics are essential components of the enrollment projections:A. Population trends.

In Table 1 A, below, details the population of Wirt County from 2010 through 2018. The Wirt County population reachedits height during this time frame in 2013 at 5,839. The least population during this time frame was 2010 at 5,726. Thepopulation increased from 5,726 to 5,830, this is an increase of 1.82%. In comparison to West Virginia populationtrends, (Table 1 B) below, which details a West Virginia population decreasing by 2.1% from 2010 to 2018. Wirt County’spopulation increase in not that large of an increase for that time frame.In regards to population projections from 2015-2035, which is detailed in (Table 1 C) below for Wirt County, Theprojection foresees the population of Wirt County to increase by 505 people from 2015 by 2035. This is an overallincrease of 8.65% in population. The state of West Virginia, during this same time frame projects a decrease of 1.65% inpopulation. This is information is detailed in (Table C), below. Wirt County’s population projection appears to beincreasing compared to the West Virginia projection rate.Table 1. E. Trends of dropout and attrition rates from 2011-2018.In Table 6, below, the Wirt County Schools Dropout Rate is compared to the state average from 2011 through2018. During that eight-year span, Wirt County Schools’ Drop-Out Rate has been better than the state average except in2015 and 2018. Wirt County Schools’ Drop-Out Rate, during this time frame, reached its highest point in 2018 at 1.60%and reached its lowest drop-out rate at .66% in 2016.

A. Population characteristics and density patternsWirt County population has continued to be approximately the same since 2010. As of the 2010census, Wirt County’s population was 5,729 people, as of 2017 there were 5,794, an increase of 65people. The population increase was approximately 1.34%. The population density is approximately24.6 inhabitants per square mile and 3,231 housing units at an average density of 13.9 per squaremile. As of 2017, the racial make-up of Wirt County was 98.14% Caucasian, .95% AfricanAmerican, .29 American Indian and Alaskan Native, .53% Two or More Races, and .09% Some OtherRace. As of 2018, persons under the age of 5 years old make up 5% of the Wirt County population,21.3% are under the age of 18, and 20.2% are over the age of 65. The median age as of 2017 inWirt County was 43.4 years of age. The area in Wirt County is approximately 232.5 square miles.The majority of the population is surrounding Elizabeth, the county seat, with 72 persons per squaremile compared to 14 persons per square mile in southern Wirt County and 28 persons per squareIn Table 2, you will see that Wirt County population projection increased from 5,836 in 2015 to6,341 in 2035. This is an estimate increase of 505 people, or 8.65% from 2015 to 2035. This is not asignificant projected population increase for a 20 year period. B. Population changes due to migration patterns and to fluctuations in the birth rate.From 2011 through 2017, the number of births in Wirt County fluctuated from 39 births in 2011 to63 in 2014. The total number of births from 2011 through 2017, in Wirt County, totaled 366, this isan average of roughly 52 births per year. During this same time frame, there was a total of 319deaths in Wirt County, or roughly 46 deaths per year. Parental Expectations of the SchoolWirt County Schools met with parent groups to gather information on parents' perspective ofthe school system. Parents were asked to describe their connection to Wirt County Schools.Parents were graduates of the district, worked in the school system or belonged to a localbusiness that was affiliated with the school system. All had students currently enrolled.Parents expressed positive experiences through involvement in the volunteering, and generalinteraction with the schools' faculty and administration. Maintaining that positive feelingthroughout the school year has been an ongoing goal of the school administration.When asked to describe the image of Wirt County Schools, parents portrayed it as one striving toto improve and providing a positive educational atmosphere. The parents would like to see apositive image for the schools based on the performance of students.It was the general consensus within the county that Wirt County Schools is most valued for thequality of education offered, safety, and an indubitable environment.

Citizen attitudes and aspirations in generalCitizen Attitudes and AspirationsWirt County Schools met with business partners to gather information on the community'sperspective of the school system. The groups connection, image, and value placed on our systemwere evaluated.Members were connected to Wirt County Schools through their children, as graduates, activeparticipants in the Parent Teacher Association (PT A), volunteers and as business partners. Ourschools enable the group to be connected through social studies and science fair judging, schoolnewsletters, and school programs.The group described their image of their schools as improved, positive, and transformed underthe present administration. Our teachers and personnel were considered on task.Children receiving a proper education, with modern technology applications in all schools. Thecommunity believe that the students are receiving 21 st century education pursuant to thefinances available.In summary the community expressed their appreciation to Wirt County Schools for theircommunity involvement, competency, dedication, and in essence the community's future.Students expressed their image of Wirt County Schools as safe and student friendly. Schooladministration offered openness to student needs. School spirit was high and providedopportunities to get involved.Possible Shifts in Housing PatternsThe potential for housing shift is minimal within Wirt County. (This mayinclude multi-county and inter-regional facilities, e.g., magnet schools, area career and technicaleducation centers, etc.)A planning study is to be completed to assure that an efficient and effective instructional deliverysystem will be utilized addressing each of the items indicated in the CEFP Goals and Objectives.The results of the study and its impact on school facility needs for students in these attendance areasshall be included.Wirt County Schools will continue to operate all existing facilities in configurations defined in theEducational Plan. Due to Wirt County’s geographic size, mountainous roads, and school locations inter-county consolidation is not feasible. Therefore, Wirt County’s CEFP committee dismissed any furtherdiscussions related to inter-county feasibility.

This group collected and analyzedinformation on the patterns in our county’s communities involving population, socio-economics,business and industry, land usage and growth patterns. This group also studied successful / unsuccessful

All these areas of information were taken intoconsideration during the development of the Goals & Objectives, Community Analysis, Educational Plan,and Population & Enrollment Study sections of the 2020-2030 Comprehensive Educational FacilitiesPlan.

A. The disposition of abandoned/surplus buildings must be identified in the CEFP and includeaccommodation for security, sanitation, health and safety to minimize the facility as an attractivenuisance to the community.

B. Health and safety considerations must be identified as required by the regulatory agencies and willbe used as criteria for determining prioritization of projects for SBA funding. Regulatory agenciesinclude, but are not limited to the offices of the West Virginia Fire Marshal, West Virginia Department ofHealth and Human Resources, West Virginia Division of Highways, Office of School Facilities of the WVDEand SBA. The principles of Crime Prevention through Environmental Design (CPTED) should also beincluded during the evaluation

C. The need for facility improvements and new facilities must be identified and must accommodate theeducational programs by design. Building design will be dictated by the curriculum as defined in anapproved educational specification and new facilities must meet regulations of the state Handbook onPlanning School Facilities Policy 6200.

D. Facilities must comply with state policies; federal and state laws; all federal, state, and localregulatory agency requirements; and when applicable, guidelines of the SBA and WVDE. Modular anddetached classrooms/facilities specifications must be added to the CEFP. Building modifications that arenecessary to meet these requirements must be indicated.

E. Economies of scale include compatibility with similar schools that have achieved the most economicalorganization, facility utilization, and pupil-teacher ratios. Economies of scale shall not be the singledetermining factor in evaluating existing building.

F. Economies of scale (EOS):1. Shall be established by the SBA.2. Geographic or other considerations may require exceptions to be considered and a waiver of theEOS can be requested. Regional planning should also be considered to achieve these minimumenrollment standards.

G. A description of Energy Usage including any probable causes of inefficiencies must be included

H. An appraisal of how each facility supports or fails to support the educational program, including thetechnology infrastructure must be included.

I. A calculation of the program utilization for each facility in accordance with the guidelines of the SBAfor educational specifications.
