What is ULS?
Access: Electronic filing system that provides secure, world-wide access to licensing information through the Internet
Searches: ULS is a search engine to research application and license records

Output licenses, letters

ULS generates 20 separate public notices on a weekly basis.

Adaptive Modulation
• Uses different modulation rates and types
• ULS stores modulation rate and type with emission
• ULS allows multiple emissions to be stacked on a single frequency
• List each unique emission designator, modulation rate, and modulation type

• Uses different EIRPs, modulation rates and types
• Must list each Frequency/EIRP combination separately on a path
• If variation in EIRP is no greater than 3db can provide only the highest EIRP
• Licensee would want to consider whether mod schemes with lower EIRP would be adequately protected in an IX analysis
• Must still list each unique emission designator, modulation rate, and modulation type

Adaptive Modulation (cont.)
• 101.141 payload capacity requirements apply, but with adaptive modulation the payload capacity is allowed to drop below the minimum for short periods of time
• If low order modulation schemes are used then the applicant must attach a certification that the path is designed to operate with a modulation scheme that meets the minimum payload capacity requirements at least 99.95% of the time
