City of Orillia Council 2010-2014

2012 has been an exciting year here in the City of Orillia. From the opening of our state-of-the-art library, to the accessible park at Couchiching Beach Park, and the new Port Docks, there is much to be proud of in our great community.

As we continue to grow and improve our services, we look forward to the great things that the new Parks, Recreation and Culture Department can accomplish. The combined resources provide even more opportunities in

our City to foster quality of life through recreation, leisure and culture.

Be sure to browse the pages of this Winter Made Fun brochure to discover a variety of experiences available in our Sunshine City. Whether it is committing to an active lifestyle, appreciating the natural beauty of our parks and trails, or taking in a show at the Opera House, there is so much to keep you and your family entertained this winter.

On behalf of the members of City Council and the Parks, Recreation and Culture Department, I would like to wish you and your family a happy and healthy holiday season and a prosperous new year.

Sincerely,

Angelo OrsiMayor

(4786)About this GuideThis guide is organized by recreation program category (Aquatics, Arts and Crafts, Special Interest). Once you have selected a recreation program of interest, please refer to the registration details below the general description. Some courses fi ll up quickly, so be sure to register promptly. “Winter Made Fun” is produced by the City of Orillia Parks, Recreation and Culture Department and is printed and distributed by the Orillia Packet & Times. Department staff have worked hard to ensure this guide is accurate. However, due to the seasonal format we follow, changes might occur after we have gone to press. If you have any ideas or suggestions on how to improve the brochure, please contact the Parks, Recreation and Culture Department at 705-329-7250. Additional copies of this brochure are available from the Parks, Recreation and Culture office at 50 Andrew St. South, Suite 300, Orillia or view the online version at www.orillia.ca.

First Come - First ServedSubmission of a registration form does not guarantee a place in the recreation program. All registrations will be processed in the order they are received. Please note: online and touch-tone telephone registrations take place 24/7. Registrations are not confi rmed until you receive a course confi rmation number. If a registration form is received by the Parks, Recreation and Culture offi ce prior to the registration start date, it will be processed in the order it is received, as time allows, starting on the applicable registration date.

Non-City Resident PolicyAll recreation programs have a rate for City of Orillia residents and a rate for non-residents. A non-resident is defi ned as anyone who does not pay taxes directly to the City of Orillia. The programs offered by the Parks, Recreation and Culture Department are subsidized by municipal taxes, so we keep the cost as low as possible for those who already contribute to the municipal tax base. Twenty fi ve per cent will be added to the registration costs of non-residents. The Parks, Recreation and Culture Department reserves the right to request proof of residency.

Senior Citizens’ Rate Seniors will receive a 25% discount on all recreation programs. Please write “senior” on your registration form. If registering online or by touch-tone telephone, your discount will be automatically applied. Non-resident seniors deduct 25% from the non-resident rate. Please note: the senior rate applies to any registrant who is 60 years or older.

Prorating of Recreation Program FeesParks, Recreation and Culture does not prorate fees for late registration of recreation programs.

HSTHST is not included in the pricing shown and is only charged on recreation programs for adults.

NSF ChequesThe City of Orillia charges an administration fee of $25.00 for each NSF cheque received.

Waiting ListsOnce a class is filled, interested registrants will be placed on a waiting list in the order the registration is received. It is always recommended to go on the waiting list as we endeavour to accommodate people by expanding the class size or creating an additional class.

Photographs / VideoUnless the participant or guardian indicates otherwise, Parks, Recreation and Culture will assume permission is given for pictures taken during any recreation program to be used to promote recreation.

Personal InformationPersonal information is collected in accordance with the Municipal Freedom of Information and Protection of Privacy Act, R.S.O. 1990, c.M. 56 under the authority of the Municipal Act 2001, S.O. 2001, c 25 and will be used by the City of Orillia Parks, Recreation and Culture Department for the operation of recreation programs. Inquiries about the collection or use of this information should be directed to the City’s Freedom of Information Co-ordinator. Class Postponement / CancellationsIf it is necessary to cancel a class due to inclement weather, school board cancellations, pool closures, instructor illness, etc. every attempt will be made to re-schedule the class. However, if the class cannot be re-scheduled, a pro-rated refund will be issued. The Parks, Recreation and Culture Department reserves the right to withdraw, postpone, cancel or combine classes, to limit/increase registration or change course locations at any time.

RefundsA full refund will be issued prior to the start of an activity, only:

Medical refund requests must be accompanied by a doctor’s certifi cate. It will only be processed up to the half-way point of any recreation program. Besides medical reasons, absolutely no refunds will be given after the half-way point. The refund will be pro-rated based on the number of lessons left in the recreation program at the time the request is received by the Parks, Recreation and Culture offi ce or on the S.U.N. System, regardless of the date the registrant stopped attending the recreation program. All refunds will be assessed an administrative fee of 10%. Special Needs InformationParticipants with special needs are encouraged and welcome to participate in any of our recreation programs. In order for the participant to experience success it is important to consider the participant’s ability, age, need, and the type of activities that take place within the recreation program.

Every effort will be made to ensure recreation programs are open to all members of our community whenever it is safe and enjoyable to do so. In order to do this we work closely with local agencies to co-ordinate resources to help make recreation programs accessible.

Communication and co-operation between all parties will ensure a safe and fun environment for all participants and will help to remove any real or artifi cial barriers to participation.

Be a Best Buddy! Are you interested in making a difference in the life of a child with special needs? This program will link a participant with special needs with a volunteer who is committed to providing support for integration in a recreational setting. Contact Roz Llewellyn at 705-329-7251 for more information on the Best Buddy program.

Best Buddy volunteers participate in the recreation program with their buddy free of charge.

Accessible Inclusive Recreation- A.I.R.All recreation programs offered by the City of Orillia provide a fully inclusive environment. In conjunction with Catulpa Community Support Services, the City of Orillia welcomes participants of all abilities to enroll in any of the various recreation programs.

Inclusive facilitators are available for participants who need assistance, however spaces are limited so please book early. Once registered, you will receive a phone call requesting additional information that may aid in creating a safe and fun recreational environment for your child as well as a 1:1 worker.

Bringing your own mediator? Register in the appropriate barcode free of charge to receive a phone call from a representative of the City of Orillia. This will help keep communication open and set your child up for success! Confi dentiality will be applied.

Request Inclusive Support - provided by the CityFee: $75.00 Code: 30952

Provide Own Inclusive SupportFee: No Charge Code: 30953

Ask the questions. . .

• Is support required at school?

• Does a physical, developmental and/or learning disability exist that affects the safety of the participant or that of other recreation program registrants ?

• Is the participant currently associated with a support agency ?

• Is extra support needed at home for basic care such as dressing and toileting ?

If you answered yes to any of these questions then you may need support. Please contact the Parks, Recreation and Culture offi ce to speak with staff.

New Form if Your Child Requires SupportTo assist in better planning, a Child Information Package must be attached to all inclusion registrations. Forms are available at the Parks, Recreation and Culture Department (Orillia City Centre), or online at www.orillia.ca. If you have any questions, please contact Roz Llewellyn at [email protected] or at 705-329-7251.

Medical Needs / TherapyCity of Orillia staff do not provide any ongoing medical interventions, supports or therapies (i.e. injections, G-tube feedings, etc.). Strategies and accommodations as applicable and appropriate to the recreation program environment will be supported. Personal care is provided at a 1:1 support level only (transfers only – no lifts).

Accessibility Advisory CommitteeThe City’s Accessibility Advisory Committee is dedicated to solving accessibility challenges.

If you have questions or concerns about accessibility, please contact Committee secretary Julia Montgomery at 705-325-1311. The City’s Accessibility Plan is available

AquaticsSwimming Lessons

In an effort to provide high quality programs that meet the needs of swimmers and non-swimmers alike, the Lifesaving Society has launched the Swim for Life program. This is a complete learn-to-swim program from Parent & Tot through to Leadership. The Swim for Life program stresses in-water practice to develop solid swimming strokes and skills and also incorporates valuable Water Smart® education that will last a lifetime. If you are unsure of the level your child should take, please contact Christine Mitchell at the Parks and Recreation offi ce by telephone at 705-329-7250.

Swimming Lesson Schedules/CancellationsEvery effort is made by the Parks, Recreation and Culture Department to keep lessons scheduled as advertised. However, due to low registration numbers and wait-lists, we may have to cancel and/or combine some classes. Parks, Recreation and Culture will make every effort to notify, in advance, if swimming lessons are cancelled. On occasion, cancellations may happen on short notice due to unexpected situations such as pool fouling, facility cancellations, power failure, or mechanical diffi culties. We apologize for any inconvenience this may cause. For weather cancellations during weekdays, we will make the decision at 3:30 p.m. that day and cancellations will be announced on the radio as well as posted on the S.U.N. System website and the City website.

EvaluationsSwimming lessons follow progressive evaluations and recognize that everyone learns at a different pace. Please realize that your child may need to repeat a level to ensure that they have mastered all of the required skills. This will help to make your child a stronger more competent swimmer. If you have any questions, please contact Christine Mitchell at 705-329-7250.

Notes for Parents/GaurdansPlease ensure that your child has gone to the bathroom, and has had a shower before entering the pool. Please ensure that your child wears proper swimming diapers if necessary. If your child has been ill or is nauseous, it is recommended that you do not send them to class. It is suggested that your child avoid eating at least one hour prior to swimming lessons.

Winter Safety Tips

Bundle up and Dress in Layers• The outer layer should be waterproof.• Remove inner layers if your body gets too warm.• Don’t forget your mittens and a hat that covers your ears.• Children should wear neck warmers instead of scarves.• Wear sunscreen, sun refl ecting off snow and ice can cause sunburn.• Replace wet clothes with dry ones.• Beware of the wind-chill factor and dress for the colder temperature.

Play Safe • Make sure children do not play on snow banks near the roads.• Snow tunnels and forts can be dangerous because the roof might collapse.• When making a snow fort, do not put a roof on it.• Be careful when playing with snowballs.• Supervise children when playing in the snow.

Watch out for Frostbite! You may have frostbite if your skin turns red, then blue, then grey or white, if your skin feels cold and painful, if you have tingling or numbness, if you feel burning sensations or if your skin looks swollen, pale and waxy.

If you suspect frostbite, go inside at once, remove all wet clothes and replace with dry ones, warm frostbitten areas slowly with a blanket or a warm part of your body and call your doctor if the frostbitten area remains discoloured or numb.

City of Orillia Important Snowmobile By-Law Chapter 667 of the Municipal CodeThe intent of this by-law is to prevent damage to park property, and limit snowmobiling within built areas.

SOff-Leash Dog ZonesDogs love to run free. With that in mind, the City of Orillia has created two Off-Leash Dog Zones, where owners can take their dogs and let them run, unleashed, in a fenced-in area built especially for man’s best friends.

Clayt French ParkThe off-leash dog zone at Clayt French Park is a small off-leash zone, which was fi rst created as a pilot project. It proved to be one of the most popular features of the Park.

Kitchener ParkOpen since 2011, this large Off-Leash Dog Zone within Kitchener Park serves as a social hub for dogs in the area. It is also open to the lake so dogs can enjoy the water and have a drink.

Leash Free Dog Zones Rules• Dogs must be kept on a leash until they have reached the designated Off-Leash Zone.• All dogs must be licensed and fully vaccinated.• Please clean up after your dog.• No children under the age of 12 are permitted unless supervised by an adult (this area is designated as a “Dog Zone” - it is not a children’s play area).• Dogs that show aggression are not allowed within the Off- Leash Dog Zone.• Please remember that this is not a training area for your dog.• Do not bring food of any kind into the Off-Leash Dog Zone (this includes all dogs treats) as food is a trigger for fi ghts between dogs• You are liable for any injury caused by a dog under your supervision. Users of the park assume the risk of injury / damage to themselves and their dog. Disc Golf Course

The City of Orillia offers a unique, fun and challenging 9-hole disc golf course at Homewood Park free of charge. Installed in 2006, the course has become a popular course among disc golf enthusiasts.

Disc Golf is a lot like traditional golf, except players use specially made plastic fl ying discs instead of balls and clubs, and throw them at an above ground target. The object of the game is to throw a golf disc into the target in the fewest number of throws.

Golfers are welcome to use their own discs, however, offi cial golf discs can be borrowed from the Orillia Public Library.

Kiwanis Skateboard ParkThe Kiwanis Skateboard Park was built in 1999 through the hard work of many people in the community.

Some of the features of the park include a fun box, bank, rails, stairs with rail and snake run.

Please consider the following when using the park:• Helmets must be worn by all participants.• All litter must be placed in container.• No foul language is permitted.• No food or drink are permitted on the concrete skate pad.

Rules, scorecard and course map for the disc golf course are available to print off on the City’s website at: www.orillia.ca

Ironsites Bench | $1400 DonationThe Ironsites Bench is available in a few selected parks.

TREESThere are two planting times per year - once in the spring and again the fall. Requests for a spring planting must be received by March 1st and by August 1st for a fall planting. Once you have decided to proceed with a tree donation, it is advisable to schedule a site visit to discuss the type (species) of tree and location opportunities.

The City plants a number of different tree species and varieties that are considered appropriate for various locations in our parks. Suitable tree types are dependent on the specifi c location. Our City Arborist will help you select a tree that suits a desired location.

BENCHESPeople may make donations towards a new park bench or an existing bench. Whether existing or new, a donor recognition plaque will be installed on the bench. Once you have decided to proceed with a bench donation, a site visit will be scheduled to choose a bench and location.

The Parks and Recreation Department will try to accommodate all requests, however the Department will have the fi nal decision as to the type of bench and its location.

Bench and Tree Donation ProgramThe Bench and Tree Donation Program is designed to increase public enjoyment and participation in the City’s parks. Benches and trees make great gifts to both your benefi ciary and your favourite park. Best of all, your donation helps support parks citywide! Bench and Tree donations are tax deductible and an offi cial receipt will be issued to the donor by the City. For the complete ‘Bench and Tree Donation Program Guidelines and Application Package” or any other donation inquiries contact the Parks & Recreation Department at 705-329-7250 or [email protected] or visit the City website at www.orillia.ca

Orillia Bench | $700 DonationThe Orillia Bench is available widely throughout the park system.

Standard Tree | $450 DonationSpecial Order Tree Donations will be determined at the time of order. The tree may be selected from a list of approved species.

Orillia TrailsThe City of Orillia Parks, Recreation and Culture Department builds and maintains over 29 kms of trails including loop trails, paved trails and natural trails.

These trails complement our growing system of parks and open space and provide the community with cost effective ways of keeping physically active. Respect your fellow users and extend appropriate courtesies to other walkers, joggers, cyclists and in-line skaters.

Did you know that the Orillia Lightfoot Trail System connects to the Uhthoff Trail in the north, the Oro-Medonte Rail Trail in the south-west and the Ramara Trail in the east? If you would like a trail map visit www.orillia.ca or you can pick one

up at the Parks, Recreation and Culture offi ce at 50 Andrew St. South, (3rd fl oor).

Trails for LifeThe Trails for Life Committee is composed of eleven members including one Council member. The Committee advises Council on the use, maintenance, and promotion of the Lightfoot Trail System and Scout Valley.

Part of the Committee’s mandate is to meet with community groups or individuals, assist with completing reports, make recommendations regarding special projects (i.e. Regan House), research and report to Council on grant programs and available funding. Members of the Committee may serve a maximum of 6 consecutive years.

The Trails for Life Committee operates within the terms of reference, policies and guidelines of Council and Council is the fi nal authority on all matters.

Ganaraska Hiking Trail AssociationThe Orillia Member Club runs scheduled recreational hiking programmes in and around Orillia. The Orillia section starts in Sadowa and ends after 70 kms. at the Sugarbush Estate, south of Horseshoe Valley Rd, about 10 km east of Highway 400. The terrain of the trail is mostly fl at.

There is some road walking between the Scout Valley parking lot on Old Barrie Road and Line 12 but the trail through Scout Valley is picturesque and suitable for novices.

For more information regarding hiking schedules log on

Trail DonationsTogether, our community made it possible to build the paved Millennium Trail section of the Lightfoot Trail System. The Trails for Life Committee now needs your help to maintain and enhance this project.

If you wish to make a donation, please visit the City’s website at www.orillia.ca for a donation form. Forms are also available at the Parks, Recreation and Culture Department office at 50 Andrew St. South, (third floor).

For more information on trail donations, please call Parks, Recreation and Culture at 705-329-7250.

Graffi ti SightingsGraffi ti is a growing problem in the City of Orillia. In an effort to discourage graffi ti, the

City’s current practice is to cover it up promptly when we fi nd it. This is where you, the public, can help. Calling 705-325-1311 to report graffi ti sightings on City buildings and property promptly so we can cover it up will hopefully discourage the graffi ti artists. Please note that

the City does not object to non-offensive markings within the skateboard park.

SHow To Read Trail Blazes A Skill Everyone Should KnowThe Scout Valley Trails are marked with blazes that match the colour of the trail that you are on; for instance the Sugarbush Trail is marked with orange blazes, the Algonquin Trail is marked with green blazes, and the Homestead Trail is marked with blue blazes. Keep an eye on these different blazes when hiking to avoid getting lost.

Blazes are rectangles of paint usually about 15 cm high and 5 cm wide on trees, fence posts, and rocks. The blazes may vary in size depending on the surroundings. Typically the blaze faces you as you approach. If the path ahead is not obvious, another blaze should be visible from the fi rst. If the path is straightforward, the blazes are usually less frequent.

If you lose the trail, return to where you saw the last blaze and look carefully for the next blaze. If the trail is rerouted for any reason, such as for tree regeneration, the blazes are usually covered over with dark paint.

Always follow the proper blazes staying off closed sections of the trail.

A double blaze indicates a change in direction. A double blaze is indicated by two parallel marks with one marking lower than the other.

The higher mark indicates the direction the path turns. Here the marking indicates to turn right.

This double blaze indicates you are about to turn left since the higher marking is on the left side.

Scout ValleyScout Valley is a naturalized park that consists of three individual loop trails. This park can be accessed from Line 15 North, Old Barrie Road or Forest Home. The Line 15 parking entrance is also home to Regan House.

Trails @ Scout ValleyAs trail users we must constantly ask ourselves, can the next one hundred people down the trail, do what I am doing and not leave trace of their passing? Trails by their very nature are intrusions on the landscape and actually change the landscape.

Ensuring that we work together to create a natural experience that meets all user needs without blazing new and unoffi cial trails not only protects the natural environment we all enjoy but also helps to soften the impact of the many park users.

To report misuse of the trails at Scout Valley or any of Orillia’s other trails, please contact the City of Orillia Parks and Recreation Department by email at [email protected] or by telephone at 705-329-7250.

A single blaze indicates the path is straight ahead.

To Report Misuse of the Trails Please contact the City of Orillia

Settling for poorcustomer service!

The pharmacy landscape has changed in Ontario. The government significantly reduced funding forus last year. Some pharmacies, as a result, reducedexpenses by reducing staff and services. This hasresulted in longer wait times, poor customer serviceand possible prescription errors. We feel that youshould not have to wait for hours for a medicationthat you need now!

At Laclie Pharmacy, we have invested in your healthand safety. We have two pharmacists on duty mostweekdays and ample staff to ensure that yourprescriptions are filled in a timely and efficientmanner.

A real person answers the phone and we are open7 days per week. Our focus is on YOU not cosmetics, groceries or appliances!

Are you wanting to switch pharmacies but aren’t surehow to accomplish it? You have a choice. You are notlocked into dealing with a particular pharmacy. Phoneus or drop by to let one of our award-winning teammembers arrange for a transfer. We look after all ofthe details. Stop tolerating poor customer service.Transfer your prescriptions and health records toLaclie Pharmacy and start getting the servicethat you deserve.

Your health depends on it!Sincerely,Dennis LeeOwner/Compounding Pharmacist
