*This study was based on a small sample of thirty 2 and 3 bed apartments from each city available on the resale market with prices of approximately €500,000.

A Mansion Tax
This would be a 1% tax levy on the value of properties worth £2 million and above. Whether the levy would be graded is
yet to be discussed. Although the levy would supposedly raise £1.7 billion a year, there are several fundamental issues
with such a proposed tax.
New Council Tax Brands
Each home in the top two bands (G and H) would be revalued. Those worth more than £1 million would be subject to a
higher council tax. Whilst this means the existing tax structure does not have to change, it once again calls into question
the nature of taxing on equity as opposed to income.
National Property Valuation Tax
All properties across the UK would be revalued, the first valuation since 1991. Council tax bands would then be adjusted
accordingly. However to do so would cost an estimated £200 million over a three year period. Whether the extra income
generated for the Treasury would be worthwhile will only be seen in the long term.
Stamp Duty Increase
Stamp duty would be increased to 6% for property sold for £2 million, 7% for property sold for over £5 million. Again this
would use the existing tax structure. Revenue for the Treasury would only be raised when property is sold. Many home
owners may decide to keep their property, thus increasing the gap between supply and demand, which would drive
current property prices even higher.
