Welcome to London Fit-Out 2017, the second-time we have held this conference at the rather wonderful premises of Fieldfisher overlooking the City of London.
The location provides delegates with a unique vantage point to see the London office market at first hand and, judging by the view from the balcony, the market is in rude health – increased
numbers of development planning permissions, tall buildings all around and the London office investment market at record levels, according to the latest figures from CBRE (Q1 2017).
However, for many ‘clients’ the past 12 months has been incredibly traumatic. As unique challenges have swept across the industry and the winds of change have taken hold. The recently announced General Election in June; Brexit and the implications for UK plc and the potential ripples to world stock exchanges, as the USA / Russia continue to stride across the worlds war zones.
How this all works itself down into the fit-out sector is an important question: changing developer expectations; immigration and the availability of construction resource; the growing impact of AI (Artificial intelligence) on the way we work; off-site fabrication and MMC (modern methods of construction) and of course the growth of co-working as a viable solution to the needs of the gig-economy and its effect on the office market, to name but a few.
London Fit-Out has always been resilient and resourceful, however it must now learn more than ever to bend and evolve as the needs of clients – whether they be an occupier, developer or end user - and listen to the winds of change moving across our industry.

Today, we face new winds of change from Brexit, Trump, Middle East and the EU. What does this all mean for UK business and the London construction sector? KEYNOTE TANYA BECKETT, BBC World News Correspondent Tanya has worked in broadcasting and the media for over twenty years. She started out at the FT, then went to work for CNBC, Sky News, CNN and since 1998, the BBC. She has worked on a variety of programmes on BBC World News, the News channel, Radio 4 and BBC1 and BBC2 including Our World, Working Lunch, Today, World Business report, Newsnight and World Business Report. She also spent 3 years living in and reporting from New York. The Fit-Out Interview
Q Are developers approaching the fit-out process in a more professional manner?
A We work extensively with many of the major developers in London and we have seen increasing evidence of developers negotiating with base build contractors through to Cat B fit out over the past year. For example, The Financial Times (Nikko Index) is moving into Bracken House in the city of London and McLaren have been appointed on a turnkey solution. We have also seen similar contractor appointments, such as Lend Lease for the Financial Conduct Authority’s new HQ at Stratford and TFL’s move to The International Quarter.
We have also noticed that a few of the larger fit-out projects have been procured through Construction Management (CM) procurement, such as at No 5 Broadgate, but we are not seeing this trend increase across the market and certainly not on the smaller schemes. What we are seeing on the smaller schemes, is a move towards fixed price, lump sum dominating the sub £20m market. The larger schemes are having to offer more attractive procurement routes such as two-stage to get the right level of interest from the Tier One fit-out contractors.
To conclude, the fit-out market is yet to see a fully completed turnkey development where the base build contractor undertakes and completes the Cat B fit-out. It remains to be seen if this route will prove beneficial to both the developer and end user.
Q With the changing issues in the US/UK/European economies, have you noticed any changes in your workload?
A The current market is still very diverse with larger schemes dominating the future pipeline. The trend for serviced office space has existed for the several years and is not necessarily a direct reflection of the US, UK or European economies.
- The last recession heralded a change in attitude towards working, and saw an increase in smaller, more personable businesses. The need for dedicated long term office space for these businesses has decreased and as such, the uplift in demand for modern, serviced offices (such as WeWork and The Office Group) has increased.
We see this trend continuing and have created a business at Paragon Fit-Out which can work on schemes large or small, complex or relatively simple. We see this trend of being flexible only increasing in the future.
UK Property Forums asked one of the UK’s fast growing fit-out companies what they see as the major changes in the London fit-out market place over the past few years.

Whereas 10 years ago most of our clients were FM or property teams now increasingly we have much more input at the CFO, COO or COE level.
Increasingly organisations see the value of the workplace not as a necessary evil but as a business enhancer. Everyone
now knows of some of the more interesting workplaces being created by organisations like Google and Microsoft and increasingly the directors of progressive companies like these, see the value of the workplace as a tool to attract talent, improve staff satisfaction, increase productivity and wellbeing, reflecting the unique qualities of the company brand.
Since the financial crisis of 2007 many property teams have shrunk or been outsourced so there are less in house individuals to manage larger projects and companies are increasingly looking to the fit-out sector for help.
On larger pre-lets for example, a much more joined up approach is preferred with occupiers and developers working more collaboratively or with the developer providing a turnkey solution. We think older adversarial models are dying and the need for partnership in many forms, is the future.
As we move to more open plan solutions with agile working and flexible employments and working patterns,
fit-outs can often be more fluid like a shop fit and based on furniture solutions. With more flexible organisations and working patterns, longer term leases are not always so popular and the shared office model of companies like WeWork, are increasingly attractive to companies both big and small.
The whole start up and gig economy is another area which is sparking new ideas and innovations unconstrained by corporate orthodoxy. We have found that most organisations already had bold plans to reduce their real estate costs in London, moving to lower cost locations that also have access to highly educated and skilled graduates and workforces.
Most still see London as an attractive location for companies to base their global ‘hubs’ and can attract the brightest and best staff, combining research development and innovation, with readily available finance. London combines fantastic academic institutions with world leading finance and investment. In times of global strife, the relative safety, and rule of law in the UK is also very attractive.
To conclude, London has always been dynamic working environment, with amazing culture and improving infrastructure that attracts a global elite. Ironically, the biggest challenge is not Brexit but the affordability of housing for a young workforce, so that they can occupy London’s offices.
