● 1st stage : WTGS demonstration and initial

development 1985--2005

● 2nd stage : wind farm rapid development 2005-2010

● 3rd stage: jointly development of wind farm

and power grid 2010--

● 4th stage win-win development of wind power and

large energy power generation system 2015

● Law of the People’s Republic of China on Renewable Energies

released on 2010.

● Features:

① Developing speed was fast :

2009 : 25.805 GW

2010 : 44.724 GW

2011 : 62.364 GW

2012 : 75.324 GW, grid-connected installed capacity was

60.830 GW, 65 times as compared with that of 2005

② Scale up development of mainstream WTGS

(1、2、3MW on-shore;5MW off-shore )

③ China has completed the planning for nine 10GW-class

large-scale wind power bases (‘Wind Power Three Gorges’ ).

● Focus more on wind farm, less on the wind power

transmission and consumption.

● Power grid is lagging and weak; the proportion of the peaking units, like pumped storage and gas turbine, is less than 2%, Peak shifting of power grid is weak; wind power local consumption and long distance transmission capacity is insufficient; wind power can not be timely grid-connected and fully consumed.

●Abandoned wind power was stay at high level. in 2012, the average abandoned wind power generation reached 20%, it even reached 50% in some areas (such as Jilin province) during the winter.

● Time period: 2010--, overlap with the 2nd stage

● Milestone:

◆“smart grid” was firstly mentioned in the report on the work of the government by Chinese premier in Mar. 2010.

◆ < Roadmap of Wind Power Development 2050 in China> was issued in Oct. 2011.

◆ State Grid Corporation of China released the grid connection and power transmission plan for the seven 10GW-class level wind power bases in 2015 and 2020 on 28th May 2011.

A new stage was began for the coordinated development of wind power and power grid.

According to the national plan, wind power

capacity will reach 200GW in 2020, 80% of wind

power will be located in Three North China Regions ,

far away from load centers. To balance ,

accommodate and consume wind power in large

region, we need to build power grid highway,

crossing east-west and south-north area in China,

and the UHV transmission

regions wll be constructed.

● ‘Wind Power Three Gorges’- 10GW-level wind power bases; ‘wind Power Highway in the Air’ - UHV power transmission

● Common development of large-scale wind power base and

distributed wind power generation.

● Distributed grid are connected to local grid nearby.

Advanced transmission technologies: VSC-HVDC and

Fractional Frequency Transmission technology.

Develop on-grid and off-grid wind power. Solve the power

supply problem of 3 million population without electricity

through extending large power grid and developing micro-

grid.

Encourage the direct power supply from wind farm to big

consumers and new consumers ( electric vehicle ),

communicate with consumers by two-way .

●To fully transmit and utilize wind power, have to

develop power grid highly-intelligent operating and

dispatching technology, wind power forecasting

technology, large-scale energy storage technology and

so on.

● Guarantee the safe operation of power grid with high

wind power penetration , to balance and accommodate

clean energy in larger scale in China.

Site:Hebei Zhangjiakou. It has a "four in one" system with wind power,

solar photovoltaic power, energy storage and smart transmission. It has

developed to become the base for testing different kinds of new energy

grid connection technologies in China.

Planned capacity wind power: 500MW

solar PV: 100MW

energy storage:110MW

The first-period project:wind 100MW, PV 40MW and energy storage

20MW, it put on operation since 25 Dec, 2011. using multi-kinds of wind

turbines, PV-cells and energy storages.

Before smoothing, fluctuation of wind and solar is 15.18% and 6.56% respectively, fluctuation rate of wind combined with solar is 11.39%. After smoothing, fluctuation rate of wind-

solar-energy storage generation is 3.79%.

Smoothing output Realize energy storage of 63MWh,having the advantage of quick response at second level which traditional peaking power source not possessing.

limited to 5%

● Time period: since 2015 (expected)

● The large power generation system: together consist of renewable energy generations including wind ,solar ,hydro and traditional generations including coal-fired power , nuclear power, which should be coordinated plan and development

• Heat from renewable energy especially solar heating system will feed into preheating system, to replace extraction steam partially and to save fuel.

• Renewable energy generation especially wind-solar power to feed the self-service power system of power plant and to save electricity.

● The variable renewable generation power can be

brought into the power plant, and be accommodated by

using the huge thermodynamic system and power grid

of power plant. Each type of power generation in the

large power generation system will be complementary,

as well as controllable and dispatched.

● Accommodate large-scale renewable energy safely

and economically via strong and intelligent modern

power grid. Promote renewable energy to be the

mainstream energy source in China.

The development of grid-friendly wind

farm as well as strong and flexible smart

grid will guarantee the development and

consumption of renewable energy in more

large scale and region, can make

renewable energy become the mainstream

energy.
