ZTE WiMAX Success Story

Ukraine is a country in Eastern Europe. It has the second largest territory among

European countries with high GDP per capita. It is also one of the most

important markets in Europe. Due to low broadband penetration and the existing

fixed-line broadband unable to satisfy users’ mobility requirements, this

country’s telecom market was usually focused on high-margin mobile voice. At

present, the telecom market is transforming to 3G. It is predicted that 3G will

become the dominant technology within one or two years. Top 3 carriers in

Ukraine, however, have not entered 3G market. The wireless broadband market

is now experiencing a gap period.

Lythgoe manages the telecom resources of both Russia and Ukraine. It is

committed to building a global WiMAX network. UHT, one of its wholly-owned

subsidiaries, has the 3.5 GHz frequency license covering the whole territory of

the country. Building a WiMAX mobile network in Ukraine is the first step for

Lythgoe to roll out WiMAX networks throughout the world.

Facing the tough market competition, UHT hopes to increase subscribers rapidly

by building a competitive network. Due to high network construction cost and

difficult engineering execution, it is critical for UHT to find an equipment

supplier who has rich experience in wireless network construction to build a

quality WiMAX network and thus seize the market opportunity.

Up to now, UHT has deployed commercial networks based on IEEE 802.16d in

eight cities including Kiev. As the IEEE 802.16d technology becomes unable to

satisfy the market development requirements, it is important for UHT to build a

more competitive WiMAX network so as to improve the wireless broadband

network quality and provide customers with diversified services.

Elaborately Designing Solutions to Reduce TCO

Seizing the Opportunity to Win the Market

ZTE provided UHT with customized solutions in which distributed network

architecture is used. Due to light weight, small size and low power consumption,

ZTE Base Stations (BSs) eliminate the need of equipment rooms. With high

physical performance, ZTE BSs can stand complicated environments. In

addition, ZTE BSs feature flexible network deployment, environment protection

and easy installation. ZTE BSs support advanced Wave 2 functions including

MIMO and HARQ to reduce the network construction cost and enhance user

experience. As the 3.5G frequency is coverage-limited, a large number of BSs

will be required if the network is built in the traditional way. In response to this

problem, ZTE adopted 2×4 MIMO technology to increase single-user rate,

improve indoor coverage, and thus reduce the number of sites.

To fulfill high-quality network delivery rapidly, ZTE established a set of

standardized network optimization flows and mature network optimization tools,

ensuring that the network optimization work would be carried out with high

efficiency. ZTE adopted standardized project management, set up several project

teams such as engineering, technical solution and logistics, unified deployment,

and took prompt action. In only three months, ZTE finished the whole process

from signing the contract to delivering the network. After the commercial launch

of the WiMAX network, ZTE will help UHT to successfully win the market.

ZTE’s customized solution helped UHT to build the WiMAX network rapidly

with low cost. Now the network has been put into commercial operation and

provides high-speed wireless broadband service as well as value-added services

such as media stream, VoIP, IPTV, VoD, Video Monitor and VPN for the users in

Ukraine. UHT has witnessed the great improvement in its market

competitiveness and enhanced its confidence in the future. It has planned to

expand the network coverage from Kiev as scheduled to additional six large

cities by increasing the number of BSs from 255 to 1800.

According to the analysis of iKS-Consulting, UHT will see a number of 1

million subscribers and attain the leading position in this country’s wireless

broadband market by 2013.
