    COMMUNITY INFORMATION

    Willmar, with a population of 19,731, sits in West Central Minnesota and has county seat of Kandiyohi County since 1871. It was incorporated as a village in 1as a City in 1901. The first settlers were attracted to this area in the 1850s babundance of timber and game and its very fertile land. However, because of the

    ECONOMIC VITALITY

    Willmar has been and continues to be a very diverse and growing economic commusales have increased by over 100% the past 10 years and it is the 4thlargest regionalcenter in greater Minnesota. The Willmar area is expected to experience continued the next 25 years, including more than 600 acres of commercial development.

    In 2008, the City approved theWillmar Industrial Park ThirdAddition. This 90-acre plat is an

    expansion of its Industrial Park intoa portion of the former airportproperty. Because of the openingof the new municipal airport in2006, the City was able to reusethis site. Also, now underconstruction is the Industrial ParkFourth Addition which consists of

    approximately 85 acres.

    Manufacturing is one of the leading industries in the City. Willmar is home to JennStore, the worlds largest turkey processor/marketer, as well as the Willmar Poultrythe worlds largest turkey hatching company. Manufacturing sales in Willmar incresubstantially from 2000 to 2007, showing an increase of $43 million dollars.

    EDUCATION

    A number of educational opportunitieboth public and private systems are avWillmar.

    Public education is provided by WillmSchool District 347. It has a student e4,146 and serves the communities of BKandiyohi, Pennock, and Willmar. T

    elementary schools, one middle school, one senior high school, and a number of alteoptions are available. The citizens of Willmar demonstrated their support of WillmSchools by recently passing a $52 million bond that will enhance facilities throughoDistrict. Also available as a private option is the Community Christian School whiceducation. A new addition to the educational system is the DREAM Technical AcaSitting on the MinnWest Technology Campus, this public charter secondary school education for students in grades 7-12 and utilizes project-based learning and small lcommunities.

    As a post-secondary education option, Willmar is home to Ridgewater College, a cotechnical college that was established in 1996 and enrolls over 5,221 students. Throrelationships with the universities that are a part of the MnSCU system, Ridgewaterprovide access to some four year programs as well.

    HEALTHCARE

    Willmar Medical Services, acollaboration between AffiliatedCommunity Medical Center(ACMC) and Rice MemorialHospital, is the cornerstone of healthcare in the Willmar area.

    ACMC is the largest, most advanced healthcare system in West Central and SouthwMinnesota. With 11 clinics around the region, it houses 170 physicians and practitioffers over 40 specialty services. In addition to the ACMC Willmar Main Clinic, thSkylark Center was added to the system in 2007, and is home to many of the speciadepartments. An outpatient surgical center is also available right on the campus.

    ORGANIZATION

    Willmar is a full service city including police, fire, planning and zoning, economic dpublic works, and other core services. In addition, the City owns a municipal hospiutility, and an airport. The Rice Hospital Board and the Municipal Utilities Commisemiautonomous branches of the City government that are charged by the Willmar Cwith full control, operation, and management. They are, however, subject to veto pCity Council. They each consist of seven members appointed by the Mayor, none ohold any other office or position in City government.

    Serves as Willmars top appointed official,performing executive, administrative, andprofessional work, with overall responsibility tomanage the City operations and services.

    Oversees the operations of all City departments

    through supervision of department directors.
