William Floyd School District

Goals for 2012-15

In order to continue to provide quality, cost-effective programs and services that support the success of all students and address the needs of our community, the William Floyd School District has established the following goals for the period 2012-15. 1. LEADERSHIP AND DISTRICT CULTURE The William Floyd School District will provide

leadership in establishing a climate that empowers others, develops shared-vision, helps shape school culture and climate and understands multi-cultural and ethnic differences.

2. POLICY AND GOVERNANCE The William Floyd School District will formulate internal and external district policy, define mutual expectations of performance with the Board and demonstrate good school governance to staff, students and the community at large.

3. COMMUNICATIONS AND COMMUNITY RELATIONS

The William Floyd School District will establish and maintain effective, responsive, two-way communications with students, staff, parents, and the community including beneficial relationships with the media.

4. ORGANIZATIONAL MANAGEMENT The William Floyd School District will allocate resources effectively after a careful analysis of the data and consideration of the needs of internal and external expectations.

5. CURRICULUM PLANNING DEVELOPMENT The William Floyd School District will provide a continuously challenging and rigorous academic curriculum for all of the students that are current with the latest designs in curriculum, teaching, learning and testing theories.

6. INSTRUCTIONAL LEADERSHIP The William Floyd School District will ensure that teaching techniques and instructional resources will be used to maximize student achievement; including best practices and research as well as sensitivity to the diversity within the community and District.

7. HUMAN RESOURCES MANAGEMENT The William Floyd School District will recruit and retain a highly qualified and diverse workforce that meets student needs, and improves the District’s ability to reach its goals.

8. VALUES AND ETHICS OF LEADERSHIP The William Floyd School District will model appropriate value systems, ethics and moral leadership including multicultural and ethnic understanding.

DOMAIN 5: CURRICULUM PLANNING DEVELOPMENTGOAL: Provide a continuously challenging and rigorous academic curriculum for all of the students that are current with the latest designs in curriculum, teaching, learning and testing theories.

Objective 1: Develop and implement curriculum aligned with common core standards and best practices.

Action Plan Elementary • Continue to provide assistance as needed to teachers in third, fourth and

fifth grades in utilizing updated B.A.R.S. data analysis program to examine student achievement patterns in their individual classrooms.

• Provide necessary professional development to all kindergarten, first and second grade teachers to assist in the implementation of the Common Core Literacy Skills Strand.

• Provide necessary in-house professional development to intervention specialists on current research of how to teach reading/mathematics, data driven instruction and interventions.

• Support and utilize Ambassador Teachers to plan and provide professional development on Common Core literacy and mathematics modules.

• Continue NWEA professional development so that teachers may use data reports to inform instruction.

Secondary• Provide professional development on Common Core Standards.• Support teacher Ambassadors in implementing professional development. • Provide assistance to teachers in utilizing updated B.A.R.S. data analysis

program to examine student achievement patterns in their individual classrooms.

Objective 3: Assess student progress using a variety of appropriate techniques Action Plan

Elementary • Continue to develop teachers’ and administrators’ capacities with regard

to progress monitoring and effective interventions. • Continue to provide in-house professional development opportunities for

teachers whose student achievement levels and growth levels have produced a large variance with their colleagues.

Objective 4: Refine the use of data and school and department improvement plans.

Action Plan Elementary

• Each school leadership team and school inquiry teams will communicate and provide intervention strategies to their faculty on how to improve student achievement based on their action plans and assessment data in areas of ELA and mathematics.

Objective 6: Include the use of computers, the Internet, networking, distance learning and other technologies in educational programming

Action Plan Elementary

• Continue to provide professional development to administrators and faculty on how to utilize the William Floyd Common Core website for implementation of Common Core Standards and Modules in classroom instruction.

Secondary• Monitor the success of teachers who are using “Flipping the Classroom”

instructional strategy.

Objective 7: Involve faculty and stakeholders in enhancement and renewal of curriculum to ensure alignment of curriculum, instruction and assessment

Action Plan Elementary and Secondary

• Continue NWEA professional development with teachers as necessary with the goal of having teachers utilize data to inform instruction.

DOMAIN 6: INSTRUCTIONAL LEADERSHIP GOAL: Teaching techniques and instructional resources will be used to maximize student achievement; including best practices and research as well as sensitivity to the diversity within the community and District.

Objective 1: Increase the percentages of students performing at proficiency and mastery levels; improve students’ average daily attendance; improve high school completion rates; increase the academic performance of our special education students; increase SAT scores and student participation; and decrease the number of students being suspended from school. This includes students from all disaggregated groups including: special education, English Language Learners, poverty, race and ethnicity, and gender.

Student Performance Targets: The District and all schools are expected to increase student performance at every grade level, in every subject area on New York State assessments, required Regents examinations, high school

completion, and attendance and reduce the variance (close the gap) between William Floyd and the highest performing school districts in each category:

New York StateSuffolk CountySocio-Economic Status (SES) group (30% or greater F&R lunch) Surrounding districts Large school districts

No school or our district in any negative designated status.

Action Plan: Elementary

• Continue to develop teachers’ and administrators’ knowledge on RIT scores from NWEA, progress monitoring from AIMSweb and the correlation between Lexiles and guided reading levels in the area of standard growth.

Secondary• Offer instructional supports to Special Education teachers who are not in

alignment with the NYSUT Rubric and offer one on one support as needed.

• Provide Special Education Professional Development during middle school morning sessions.

• Continue to analyze both achievement and student growth result in all academic areas to determine gaps instructional programs and target professional development needs.

• Continue to develop teachers’ and administrators’ knowledge on RIT scores from NWEA, and the correlation to Lexiles.

• Support middle school special education social studies teachers with the support materials and resources needed so they are successful within their new curriculum.

Objective 4: Implement our District’s revised Annual Professional Performance Review plan.

Action Plan: • New administrators will attend BOCES professional development on

APPR.

Objective 5: Analyze available instructional resources including applications of technology and assign them in cost effective and equitable manner to enhance student outcomes.

Secondary Action Plan: • Offer advanced interactive whiteboard training to leverage their utilization

to improve student engagement.

Executive Summary

The basis for establishing a technology plan is: A district technology plan is required by New York State Department of Education and Eastern Suffolk BOCES, state and federal technology grants require a state approved district technology plan, future technology funds are driven by a district technology plan, and most important a technology plan provides a guide to enhance learning through the use of technology. “A technology planning document is to technology planning as a road map or navigational chart is to a journey but the planning document is neither the journey nor the adventure. It is a devise that helps explain the various points of interest and destinations to travelers involved in the process of realizing their dreams. The purpose of technology planning is not just to produce a document, but to produce continuous action that creates and maintains a technology-rich educational environment. Mission Statement

The William Floyd School District is a large suburban district of approximately 10,000 students, located 70 miles east of New York City, on the south shore of Long Island. We are constantly searching for new methodology to meet the needs of our diverse multicultural student population. The William Floyd community is committed to the education of their children. They hold a firm belief that a viable educational program cannot just meet the minimum needs of the learners, but must prepare the eventual graduates for entry into an evolving, competitive and often unforgiving marketplace. Teachers and administrators have also become aware of the growing need to incorporate technology as a motivator for change and a tool for teaching and learning. As evidence of this commitment to state-of-the-art learning experiences, we are currently involved in building a program which, as it continues to improve, will strengthen an already existing district-wide area network and will have the capacity to deliver voice, data and video to every classroom in the district.

High School Technology Integration Overview The faculty at William Floyd High School is eager for every opportunity to integrate technology into their classroom curriculum, with an emphasis on NYS standards and the new Common Core Standards.

These dynamic teachers take every advantage to advance learning through the use of technology in their classrooms. By utilizing Google sites or another teacher webpage builder, they are able to bridge the gap between home and school. Using Polyvision whiteboards , they expose students to interactive information and interactive websites, allowing them to use multimedia and e-instruction (CPS clickers) to increase student engagement. E-instruction is an interactive, wireless student response system that allows you to construct course relevant questions and gives you the ability to track each student’s performance data. Microsoft Photo Story 3 is a free application that allows users to create a visual story from their digital photos. Teachers effectively use a variety of software and interactive websites to enhance learning such as Thinkfinity, Podium, Brain Pop, Moviemaker, PPT, Google Earth, Google Apps for Education, RM Easiteach Next Generation, Virtual Reference Collection as well as utilizing the in- house staff developer to properly integrate instructional technology into their curriculum.

The hardware that is used consists of laptop carts, projectors, desktops, interactive white boards, document cameras, Netbooks, flip cameras, Student Response Clickers and AverPens.

Staff Development Overview Internal Support One full-time technology integrator that services teachers at the Elementary funded solely by Title 1 A funds. One part time integrator through BOCES Model School which will end at the completion of the 2012-2013 school year.

Teacher Center Support The William Floyd Teacher Center is committed to collaborating with district leadership to ensure high quality professional development in the area of instructional technology. Teachers will participate actively in courses that focus on the integration of technology resources into curriculum, with an emphasis on NYS standards and the new Common Core Standards. With the installation of interactive whiteboards, district-wide, professional development must be ongoing and tiered to meet teachers' varied skill sets.

The William Floyd Teacher Center will provide professional support services to teachers in order to:

a. assist teachers, diagnose learning needs, experiment with

the use of multiple instructional approaches, assess student outcomes, assess staff development needs and plans, and train other school personnel in effective pedagogical approaches;

b. provide demonstration and training sites where teachers are trained, specifically in the use of computers as teaching aids; the criteria for school acquisition and use of computer equipment and software; and the evaluation of computer related materials;

c. develop and produce curricula and curricular materials

designed to meet the educational needs of students being served through application of educational research or new or improved methods, practices, and techniques;

d. provide training to improve the skills of teachers in order to

enable such teachers to meet the special educational needs of the pupils they serve, and to familiarize such teachers with developments in curriculum formulation and educational research, including the manner in which the research can be used to improve teaching skills;

Technology Grants Overview Title IID Noncompetitive 2008-2009 Funds Were Used For: Attendance at conferences and substitute teachers to cover classes for teachers attending conferences. Push-in training to infuse technology into the curriculum to improve teaching and learning. The staff developer worked directly with teachers and students to integrate technology into the curriculum in order to increase student achievement. The staff developer worked with teachers helping to develop model lessons that included the use of Interactive White Boards, Document Cameras, Internet use and basic computer use.

Staff Development services (Model Schools). The goal of the Instructional Technology Department of the William Floyd School District is to infuse technology into the curriculum to improve teaching and learning. The staff developer worked directly with teachers and students to integrate technology into the curriculum in order to increase student achievement. The staff developer worked with teachers helping to develop model lessons that included the use of Interactive White Boards, Document Cameras, Internet use and integration of Web 2.0 tools. Title IID Competitive Finding Their Voices ESL Video Grant. Targeting ESL student achievement through the use of multimedia and USB Curriculum Design. STLE Grant The Strengthening Teacher Leader Effectiveness (STLE) This grant will enable the William Floyd School District to enhance implementation of initiatives aligned with Race to the Top goals and objectives intended to increase student achievement and prepare students for college and career readiness. In order to increase student achievement and prepare students for college and career readiness and postsecondary success, the William Floyd School District must

continue to develop teacher and leader practice. We will use STLE grant funds to strengthen our efforts in developing teacher and leader practices and effectiveness in order to achieve our goals. Goals include: Providing a comprehensive model of professional development in Common Core Standards for Literacy and Mathematics so that all teachers provide students with constructivist learning fostering 21st Century skills, formative assessments, summative assessments (NWEA MAP testing and Aimsweb), and principal and teacher evaluation. Summative Assessments will be linked to an improved Data Team structure which will work to support School Inquiry Teams. The Data Team will assist schools, leaders, teachers and school inquiry teams to analyze data in order to improve instructional practices. School Inquiry Teams will use assessment data from NWEA Map testing and Aimsweb testing to assess student growth and determine student needs. Professional Development will be provided to teachers and leaders on The NYSUT Rubric and Multi-Dimensional Rubric in order to improve teacher’s instructional practice and lead all teachers and leaders towards becoming Effective/Highly Effective. In addition, professional development will be provided to leaders on inter-rater reliability ensuring effective use of the NYSUT Rubric when evaluating teachers. The STLE grant funds will enable teachers and leaders to be empowered to leading all students including students with disabilities, black, Hispanic, English language learners and economically disadvantaged subgroups to graduate college and career ready.

The district received approval for $119,525.48 during the 2011 program year and requested $144,812.73 for 2012 program year. The District’s Billed Entity Number is 124010. Detail information about the District’s E-rate funding can be found at: http://www.eratecentral.com ASSET Management The William Floyd School District is aware that all documents relating to E-rate applications, forms, and funding will be maintained for a period of at least five (5) years from the date of last service. These documents will include, but not be limited to: the pre-bidding and bidding process for the procurement of appropriate goods and services; applications made for goods and services; the purchase contracts and delivery records of such goods and services; all forms utilized in this procurement, including vendor invoices and District payment records; and all documents related to the acquisition of any equipment the District may be entitled to purchase. Further, should the District become eligible to obtain any equipment through the E-rate application process, it is understood that it is not permissible to transfer such equipment for a period of at least three (3) after its installation. If and when obtained, any such equipment shall be inventoried and accounted for within the District’s asset management records.”

The following vision statements were created after the committee members identified the technology needs of the school district, identified technologies that can be applied to those needs, and identified how they could be applied and aligned to learning standards. Goals and Objectives

Vision statements were matched to learning standards and then to quality indicators. Quality indicators were used to determine what’s needed to make a vision reality. Collaborative spreadsheets in Google Apps were used to create the Goals and Objectives. The quality indicators were: TEARS Time, Expertise, and Access. Resources, and/or Support TEARS indicators were identified by Leggett and Persichitte (Tech Trends, April 1998). The same sets of indicators have been identified for the past 50 years of research in educational technology. Goals and objectives were derived from the indicators. Goals and objectives were developed collaboratively using a Google Docs spreadsheet. (View Goals and Objectives Spreadsheet Appendix #9)

Time - Teachers need time to plan, prepare, and use technology. They need time to learn new technology ideas, as well as, explore, digest, experiment, practice, and expand skills. Finding time is a major obstacle for administrators and teachers. Expertise - Teachers need experience using both administrative tools, as well as, teaching and learning tools. Many teachers have a lack of confidence when it comes to technology. In some cases they have fear, disinterest, and reluctance. To develop expertise, teachers need learning opportunities.

Access - Lack of access, on-demand access, easy access to computers and network resources are all problems. Teachers and students need access at school and at home. Resources - This includes lack of peripherals such as digital cameras, speakers, microphones, etc., and expendable supplies such as printer ink, CD ROMs, and DVDs. Support - Administrative support, value attached to technology use, and a supportive risk-taking spirit. When seeking support, look to administrative leadership including vision, planning, role models, and encouragement.

Appendix 1 – District Created Resources The Instructional Technology Department provides a wide array of websites that allow teacher access to support, reference material, and self-guided professional development at all times. Below is a collection of those sites.

Staff can access many different tutorials for a variety of district tools from this main site.

The district has purchased the eInstruction response system and makes it available to its teachers. These devices allow teachers to track progress and experience a new level of lesson interaction.

Information on how to recognize and confront cyber bulling is available for all Staff, Students, and Parents.

As the district moves forward with common core, tools are provided to teachers that directly impact student lives in and out of the classroom.

Specific information relevant to Elementary literacy is provided by the District’s Technology Specialist.

Elementary school teachers have a large pool of Educational Technology categorized for them by the Instructional Technology staff.

William Floyd takes full advantage of the installed ENO Boards by giving the teachers the resources and training to effectively incorporate the technology to meet the needs of the curriculum.

As a participant, Google Apps for Education, teachers have a wide variety of tools at their disposal. As the Google platform evolves, updates are provided for staff through a companion website.

The Instructional Technology Department maintains a main web site where district employees can access all of the resources provided. This site also serves as information sharing as well as host to complementary online classes taught by educationors in the district

. As iPads become more prominent in the classroom teachers are provided clear, salient online profession development to be sure the hardware is used effectively to its highest potential.

William Floyd provides teachers with hundreds of premade templates prepared in the Easiteach Next Generation software.

Teachers receive continuous professional development on how to use technology to implement the Common Core.

A basic skills class is offered to all new hires. This hybrid course ensures teachers have the

Summary of Administrative Professional Development 2014-2015

• Common Training for all administrators (4 hours) o Sexual Harassment o CPR/AED

• Level 1-New Administrator (1-2 years administrative experience) - 10 additional hours o Management (4 hours): Contracts, policies and procedures, guidance

documents, PR/HR functions, History of the district, Computer systems (icampus, MLP, email, etc), safety and security, who is who (roles and responsibilities), writing counseling memos

o Instruction (6 hours): Observations, APPR, Evaluations, leadership styles

• Level 2 – Strengthening Skills (3-8 years administrative experience) - 10 additional hours o APPR updates o Inter-rater reliability o Observations o Leadership (growth, career) o Instructional practices

• Level 3- Valued Leader (9 + yrs experience)-10 additional hours o For this group of admin they can obtain training from within or outside of the

district. Training will be directly tied to goals/evaluation. For example, if a goal is to improve student attendance, the administrator would attend targeted professional development in this area.
