SFBPC BIG Report ResponseThe FWS worked with the SFBPC to revise the annual Request for Applications (RFA) and the SFBPC has had the opportunity to review draft the draft revision of 50 CFR 86 – Boating Infrastructure Grant Regulations.
Based on comments received from the BIG Ranking meeting in January 2011, we are considering:• Changes to the 2012 BIG RFA• Additional topics applicable to the BIG Regulation changes

SFBPC CVA Report ResponseFWS and SFBPC CVA Team participate in calls to discuss topics for consideration in our process of revising 50 CFR 85 – Clean Vessel Act regulations.
CVA Request for Applications (RFA) has been revised to respond to some of the comments in the report and feedback from Regions and States.
Have met with other organizations such as SOBA to discuss topics to consider in rule revision.

Boating Access Grants Funds are apportioned to the States based on
water area and number of licensed anglers.
States are to use 15% of their SFR funds for Boating Access, to be figured by Region over a 5-year period.

SFBPC Boating Access Report Response
The Service issued Service Manual chapter 517 FW 7 – Recreational Boating Access Subprogram on April 29, 2010
The chapter addresses some of the topics in the report
The Service continues to be involved with conversations on issues regarding States’ ability to provide match
TRACS
(1) Continue and complete development of TRACS (November - April, 2011)
(2) Field Test TRACS for SWG plus all other WSFR programs (March - July, 2011)
(3) Rollout to the States - starting with PAG States at the forefront (June – October, 2011)
