Seriously Injured 22,660 1,960

Slightly Injured 184,138 11,156

All Casualties 208,655 13,324

LOWEST SINCE RECORDS BEGAN!

But almost 70 deaths and serious injuries,

including 6 in Scotland, every day

THE NEXT 10 YEARS: SCOTLAND’S TARGETS

By 2015: (compared with 2004/08 average)

30% reduction in deaths

35% reduction in child deaths

43% reduction in serious injuries

50% reduction in child serious injuries

By 2020:

40% reduction in deaths

55% reduction in child deaths

50% reduction in serious injuries

65% reduction in child serious injuries

SCOTLAND ROAD CASUALTIES 2010

My very rough calculations

All Road Users

208 deaths = 29% below 2004/08 average

1,960 serious injuries = 23% below 2004/08 average

Child Road Users

4 child deaths = 73% below 2004/08 average

222 child serious injuries = 76% below 2004/08 average

Page 6: Why We Need to Manage Occupational Road Risk€¦ · Drivers with high % of work-related driving 53% more crashes (TRL) Company car, van, truck and lorry drivers have high ‘blameworthiness’

RoSPA’s Mission is to Save Lives and Reduce Injuries

BUT ...

■ Less Funding for Road Safety

■ Fewer road safety staff in Central Govt, Local

Authorities, Police & HSE

■ No road safety TV campaigns (except in Scotland?)

■ Fewer safety cameras

■ Lord Young’s Review of Health & Safety Law

■ Changes to RIDDOR proposed

■ Less Regulation & Enforcement?

■ However . . . . .

Page 7: Why We Need to Manage Occupational Road Risk€¦ · Drivers with high % of work-related driving 53% more crashes (TRL) Company car, van, truck and lorry drivers have high ‘blameworthiness’

. . . . . in Scotland

■ Medium Term Commitment to 2015 for companies tendering

to the Scottish Government to have in place MORR policies.

■ Power to set Drink Drive & Speed Limits in Scotland?

RoSPA’s mission is to save lives and reduce injuries

RoSPA’s Mission is to Save Lives and Reduce Injuries

THE NEXT 10 YEARS

■ Risk that fewer resources will lead less road safety

activity and to short cuts in risk management by

employers, leading to

More Accidents, Injuries & Deaths

■ At some point, economic recovery will lead to

increased road activity, again potentially resulting in

More Accidents, Injuries & Deaths

Page 9: Why We Need to Manage Occupational Road Risk€¦ · Drivers with high % of work-related driving 53% more crashes (TRL) Company car, van, truck and lorry drivers have high ‘blameworthiness’

WORK RELATED ROAD ACCIDENTS

RoSPA’s Mission is to Save Lives and Reduce Injuries

■ 25% to 33% of road accidents

are work related

■ This means there are 6,000 to

8,000 work related road deaths

and serious injuries a year

■ Around 30% of miles driven are

for work

■ Driving for work involves and

creates higher risks than driving

for other reasons

Page 10: Why We Need to Manage Occupational Road Risk€¦ · Drivers with high % of work-related driving 53% more crashes (TRL) Company car, van, truck and lorry drivers have high ‘blameworthiness’

■ 20 people killed and 220 seriously injured a week in

work-related road crashes (HSE/DfT)

■ Company car drivers 49% more likely to crash (TRL)

■ Drivers with high % of work-related driving 53% more

crashes (TRL)

■ Company car, van, truck and lorry drivers have high

‘blameworthiness’ ratio (DfT)

■ At-work drivers higher levels of risk-taking (DfT)

DRIVING FOR WORK = HIGHER RISKS

WHERE DO WE START?

Risk Assess the:

■ Work environment (eg, public roads, types of road,

journey planning)

■ Vehicles (eg, fit for task, crash rating, safety

features)

■ Drivers and Riders and any at-work Pedestrians

(driver skills/experience/attitudes, training, driving

hours, fitness, drink & drugs, etc)

REDUCE FUEL COSTS

ECO-DRIVING

■ Saves the company money

■ Saves the driver money

■ Causes less environmental harm

DSA Trials

ECO-drivers used 5 – 17% less fuel

(av 8.5% less)

DfT Act on CO2 (www.dft.gov.uk/ActOnCO2/)

Smarter driving could reduce CO2 emissions by 8%

Eco-driving = safer driving (& vice versa)
