FAILURE AND TERMINATION : If the Contractor fails to deliver the stores or any instalment thereof within the

delivery period fixed for such delivery or at any time repudiates the contract before the expiry of such period, the General Manager, Security Paper Mill, Hoshangabad may without prejudice to his right recover damages for breach of the contract. i) Recovery from the contractor as agreed liquidated damages and not by way of penalty a sum equivalent to 0.5% subject to maximum5% of the price of any stores which the contractor has failed to deliver within the period fixed for delivery in the schedule for each week or part of a week during which the delivery of such stores may be in arrears where delivery thereof is accepted after expiry of the aforesaid period (OR) ii) Purchase or authorize the purchase elsewhere without notice to the contractor, on account and at the risk of the contract of the stores not so delivered or others of a similar description (where stores exactly complying with particulars are not in the opinion of the General Manager, Security Paper Mill, Hoshangabad which shall be final readily procurable, without cancelling the contract in respect of the instalment not yet due for delivery (OR) iii) Cancel the contract or a portion thereof any if so desired purchase or authorize the purchase of the stores not so delivered or other of a similar description (where stores exactly complying with particulars are not in the opinion of the General Manager, Security Paper Mill, Hoshangabad which shall be final readily procurable at the risk and cost of contractor. iv) If any consignment or part thereof is found to be below the required specifications, it will be summarily rejected and returned to the supplier at his expenses. Earnest Money Deposit is required forRs.40,000/- (Rupee Forty thousand only) in the form of FDR/Demand Draft payable at State Bank of India, Hoshangabad (M.P.) or by a Bank Gaurantee obtained from a reputed commercial Bank in favour of General Manager, Security Paper Mill, Hoshangabad. No other mode of deposit shall be accepted. The Demand Draft or FDR /B.G. towards EMD should be sent along with your Techno-Commercial quotation. Tenders sent without EMD will summarily be rejected. (c) SECURITY DEPOSIT :- The successful Bidder will be required to furnish a non-interest bearing Security Deposit amounting to 10% of the total cost of Order by FDR/DD/Bank Guarantee. Out of which EMD furnished will be adjusted and for the balance amount the party is required to furnish the security deposit as above and the same will be released after successful completion of Supply Order and on furnishing of advance stamped receipt with a written request.

In case the bidder backs out to honour our Order, the Earnest Money Deposit / Security deposit so furnished stands forfeited.

(d) INSURANCE : As a matter of Govt. of India Policy, we will not pay separately for transit insurance and the supplier will be responsible till the entire stores contracted for arrive in good condition at destination.

(e) PRICES & TAXES Price of the material offered should be firm and fixed till completion of entire

supply of 60M.TON Electronic Weigh Bridge and is to be expressed in. Only one price should be quoted for the quantity offered for the supply of above material. If more than one price is offered, the higher price offered will be ignored.

Full rate of CST/VAT if chargeable should be quoted without issue of any Concession

Form C’/A-1). Service Tax on freight will be paid subject to furnishing of documentary evidence alongwith their supply bills for having paid/deposited the same with the concerned Tax authorities.

Descriptions ( Required feature)

1) Weighbridges shall be supplied to record the tare weight of road vehicles entering the loading

stations and to record the gross weight on exit. They shall meet the requirements of the Indian Weights and Measures Ministry and shall have class 3 calibration. 2) The loading stations shall have one no of weighbridge (for both in and out). 3) Weighbridge terminals, monitors, PCs and printers shall be integrated

seamlessly into a single system that shall transmit information to the purchasers remote Terminal Automation System (TAS)

4) The TAS will process the data for checking against the metering and tank gauging systems and produce reports and detailed delivery invoices and statements.

TECHNICAL DETAILS Type of Weighbridge

1) Weighbridge shall be surface mounted type. 2) Weighbridge shall be fitted with tyre curb upstands on each side of the

platform. 3) The weighing system shall be by compression type load cells. 4) Load cells shall be certified to class IP68. 5) The vend shall state the over-loading rating- without damage.

Required Construction of Weigh Bridge

1) Weighbridge shall be of steel platform construction. 2) Bump restrictors shall be supplied to suppress excessive longitudinal

movement. Operational Requirements of Weighbridge 1) The identifying data. When a steady weight indication is displayed by the

indicator, the printer shall print the date, time, Consecutive number, code and the weight of the load on the weighbridge.

2) When the vehicle returns for tare or gross weighing, it shall be identified and the date recorded at the first weighing shall be re-presented to the operator, The system shall recognize this operation as a second weighing, either automatically or by the operator pressing “Second Print” button.

3) The printer shall then print the first and second weights and the calculated net weight, together with the identifying data.

Digital Indicator 1) The weigh system shall be connected to microprocessor based, programmable

type, solid-state digitizing equipment to provide an in-line indication of weight, It shall be linked to a tabulating machine for printing the weights against various other data, Auto-zero facility shall be provided.

2) The indicator shall be a compact, self contained console, suitable for desk-top mounting and with facilities for interfacing with other modules or data process equipment if required.

3) The relevant figures shall be clearly displayed in 20 mm high numerals. 4) Zero balancing, to compensate for spillage etc. on the weighbridge, shall be provided instantly and automatically by pressing a “ZERO BALANCE” push button. Coloured indicators shallbe provided to show when the system is off zero. 5) The denomination shall be as stated on the data sheet. If dual indication is

specified, the change from metric to imperial shall be by a push button on the console. An annunciator shall be automatically

illuminated, displaying the chosen denomination. 6) Self Diagnostic features shall be included in the system. Provision of Alarm

indication/audible for the Failure of the Weighing System and also the provision of volt-free contact to give a remote fault in case of any fault in the system.

7) Provision of Security features for Calibration, Data Entry, etc. against any unauthorized adjustments.

8) Electronic Weigh Bridge with Digital Indicator having Ethernet redundant connectivity for interfacing With Terminal Automation System (TAS) and/or JDE for exchange of weight data with weigh bridge PC. In case of problem with assigned weigh bridge PC same shall be able to operate from other PC.

9) One point 110 V AC +1%,50+1% Hz UPS supply will be provided. Weigh Bridge/TAS vendor to distribute further within their system.

Print-Out Unit Standard ticket sizes shall be provided i.e. As, one third of A4, or one quarter of A4. The tickets shall be carbonless and on cards with 5 filmsies. The ticket size shall be agreed with the purchaser at the contract placement period. A keyboard shall be provided with the Print-Out Unit capable of making entry modifications and controlling Digital Indiacator. The Keyboard shall be a full Qwerty type with membrane key cover. The following shall be the minimum information printed by the print-out unit. The information shall be printed in bold black characters of 3mm minimum height:

1) Date 2) Consecutive number 3) Cobe 4) Weight in kilogram’s: 1st weight, 2nd weight, computed net weight. 5) Shipping location and cobe 6) Receiving location and cobe 7) Contractor name and code 8) Truck number 9) Time-In and Time-Out

Cabling 1) The vendor shall supply the appropriate cables between the load cells and the

weigh house. 2) Equipment. If a terminal box is required in the weigh house between the load cell

cable and the indicator. 3) System cabling, then this shall also be included in the vendor’s supply. 4) The vendor shall state the maximum cable length that are suitable for efficient

operation of the equipment. Nameplates

A stainless steel nameplate shall be supplied affixed in a conspicuous position. The following data shall be included as a minimum.

1) Item Number. 2) Order Number. 3) Date of Order. 4) Manufacturer’s name/address. 5) Manufacturer’s model number and type. 6) Manufacturer’s serial number. 7) Rated Duty. 8) Measuring & Set Range.

Documentations to be provided by Bidders The bidder shall provided the Purchase with the following information as a minimum along with the offer as well after the award of contract. These documents shall include, but not be limited to the following:

1) Completed data sheets, which are attached with this specification, with supplier data added.

2) A detailed scope of supply that fully describes the equipment offered. 3) General arrangement drawings with dimensions, make, and type selected. 4) Foundation load data. 5) List of clientele for similar installations in last 5years. 6) List of interface signals with Purchaser’s control system as applicable. 7) List of start up/Commissioning spares and 2-years operational spares. 8) Complete list of special tools (if required) 9) All utility consumption such as power requirement.

Inspection and Testing

1) The drawing/data Sheet shall be approved by TPI prior to submission to SPM. The equipment shall be inspected by TPIA prior to dispatch as explained in the tender document.

2) The vendor shall allow access to the purchaser’s inspectors at anytime during fabrication, assembly and testing.

3) The approval or release of equipment for shipment, by an inspector or representative of the purchaser.

4) Will not relieve the vendor of any responsibility of his guarantees and warrantees.

5) Certain items and units may be required to be shop tested. These items and the type of tests required.

6) Will be defined in the Tender Document. 7) The vendor shall supply appropriate certification for materials,

components and works tests, as 8) Specified in the Tender Document. 9) Onsite testing and calibration, including supply and transportation of test weight for calibration. 10) Shall be provided by vendor. 11) Each weighbridge shall be subject to load test, functional test and performance test.
