This is my first letter to you as President. I took over after the passing away of Mr. Jehangir Cama on 25th August, 2014. Taking over from a person like Mr. Cama is an onerous responsibility. He guided the BPA may ably in the past decades. I look forward to the support of all friends and well-wishers to me too.
In the past year, BPA has done a lot of pioneering work. Teams from Tajikistan came to BPA to learn about community based inclusive development.
We initiated an inclusive project in Banaskantha District on 21st May, 2014 with the help of European Union and German Leprosy Relief Association.
Bank of Baroda donated a Braille Box for printing of Braille text books.
Our Eye Hospital at Bareja has started a Cataract Free Campaign in Sabarkantha District and Ahmedabad city. We also inaugurated two vision centres – one each at Vatrak and Modasa. The Sabarkantha Cataract Free Campaign is run in partnership with Samta Vikas Charitable Trust.
There is a change of guard of BPA. Dr. Bhushan Punani completed 60 years of age and has handed over the Executive Director reins to his colleague Mrs. Nandini Rawal. Dr. Punani will continue to be associated full time with the BPA as Executive Secretary. Mrs. Vimal Thawani, the Project Manager replaces Mrs. Nandini Rawal as Project Director.

BLIND PEOPLE’S ASSOCIATION (INDIA)
Shri Jehangir J Cama, President of Blind People's Association, National Association for the Blind and Adult Training Centre for the Blind passed away on 25th August, 2014 due to multi organ failure and diabetes. Shri Cama got associated with the Blind People's Association and the National Association for the Blind, Gujarat State Branch in 1997.
He was born in a very cultured and prosperous Parsi family. He was an automobile engineer but was recalled by his father to Ahmedabad for handling the first luxury hotel in Ahmedabad. He was groomed in the Parsi culture of warmth, hospitality and humour. Having all the comforts of life, his heart however, remained wedded to the welfare of those in need. He was brought to BPA by Shri Arvind Lalbhai the then President of the BPA. On Arvindbhai's passing away in 2007, Shri. Cama was the natural choice for assuming the leadership reins of the BPA and other associated Trusts.
His relationship with the BPA has enabled it to emerge as one of the largest and most dynamic development organizations for the disabled in Asia. Today BPA is recognized as a leading human resource development organization and a model for rehabilitation planners and practitioners. He also served as President of the Adult Training Centre Trust for the Blind, National Association for the Blind (Gujarat State Branch), Saddbhawna Rural Development Trust and Jit Mehta Balshala Trust. His business acumen and sense of social accountability has been transferred to these agencies and is seen in their epoch making programmes. He very ably demonstrated that he was a socially conscious and upright citizen by his selfless and dedicated services to the blind and disabled all these years.
Mr. Cama's greatness lay in his humility, his humor, his unassuming nature and his love for disadvantaged persons. He was very approachable and polite. He would listen patiently to the problems of disabled persons and never interrupt them and he always found solutions. He supported all the conferences and events organized by the BPA by sponsoring fabulous dinners on the lush green lawns of the Cama hotels. BPA and all associated Trusts will greatly miss his humanity and his generosity.

VISION & MISSION BPA believes that all people with disabilities have the right to the same quality of life as their non-disabled counterparts
A group of people with blindness got together in 1954 and decided to start a Recreation Club for the Blind. This small club is now a large multi-faceted agency providing a wide gamut of s e r v i ce s - f r om p reven t i on , t o education, counseling, rehabilitation and employment. BPA believes in the rights of people with disabilities and involves all stakeholders in programme planning. BPA works incessantly for ensuring that people with disabilities are included in their communities. Today, BPA is one of the largest organizations in Asia working with and for all categories of disabilities.

All persons from all kinds of disabilities will get access to individual need based services as a matter of right, will have good quality of life and will be an indivisible element of their communities and the nation.
To provide appropriate education, intervention, training and advocacy which will lead to awareness, empowerment and employment of people with disabilities with the help and support of trained staff and caregivers and to take measures for prevention, cure and mitigation of disabling conditions. All these measures wi l l be undertaken with the cooperation of families, communities and other stakeholders.

"SAMMALIT VIKAS JANKARI" at Palanpur
Blind People's Association is one of the implementing partners of Sammalit Vikas Jankari Project for Banaskantha District, Gujarat funded by European Union and lead partner is German Leprosy Relief Association. The Grand launch of the program was organized on 21st may, 2014 at Kanubhai Mehta Auditorium, Palanpur. Around 350 people from different background like P W D s a n d f a m i l y m e m b e r s , Representatives from NGOs, Teachers and Special Educators, Media and Government Officials, and Sarpanchs participated in the launch of the Programme.

BPA with the help of Round Table 40 Ahmedabad will be putting up a new building for the Inclusive Schools where children with disabilities and non disabled students will study together.. The Bhoomi Poojan of this unit took place on 28th - November, 2014 The chief guest was Dr. Nitin Sumant Shah (Chairman and Managing Director) Heart Foundation and Research Institute who announced Rs 30,00,000/- for co naming of the school.
Vision in the Dark
The BPA has started a unique project for sensitizing people about blindness and how blind people cope with the dark. “Vision in the Dark” is an area of 4000 Sq. Ft. of pitch black darkness. People are encouraged to go in and explore the world of the blind. The project has different pavilions like a rural setting, a village house, a hall of fame, a spiritual hall, restaurant and a theatre. Union Bank of India has supported the setting up of this ambitious project and the village has been supported by Ahmedabad Mercantile Cooperative (AMCO) Bank. 3000 visitors enjoyed the visit in the dark in 2014-15.
BPA Starts New Unitsat Bareja Hospital Complex
3 new Units were inaugurated on 11 November, 2014 at BPA Bareja Eye Hospital Complex by H.E. The Governor of Gujarat Shri Om Prakash Kohli. He also felicitated the generous donors on this occasion namely;

We salute donors like Vithalbhai, Vasantiben & Dr. Nitin Shah We are happy that LIC has contributed to the building of Wards in the new extension of the Orthopaedic Hospital.These new ventures were inaugurated.

The 12th World Blind Union Asia-Pacific Massage Seminar on "Medical Massage for the Blind”
Organized on 5-7 May, 2014 at Golden Tulip Sovereign Hotel, Bangkok, Thailand. 250 participants from 15 countries participated in the Seminar. Japan International Cooperation Agency (JICA) Japan sponsored 5 delegates from BPA to attend this Seminar. 4 Master Trainers of Japanese Medical Massage Therapy (JMMT) Dr. Dilip Shah, Ms Chandni Barot and Mr. Kewal Patel, volunteer and coordinator Mrs. Madhurlata Sharma and Coordinator Dr. B.K. Panchal participated in this Seminar. Ms. Madhurlata Sharma presented the country report of India regarding the development of JMMT. After that this BPA team attended the training of full body JMMT, in related institutes in Japan from 11 -31 May, 2014.

Mobility Training in Mauritius
Dr. B.K. Panchal, Physiotherapist of BPA was invited by Lois Lagesse Trust Fund-School for the Blind, M a u r i t i u s f o r p r o v i d i n g orientation and mobility training to teachers, carers, a few students and trainee mobility instructors from 10- 20 August, 2014. Around 40 trainees were trained by him and were greatly benefitted.
Training in Braille
Mr. Hitesh Choudhary, Teacher Visited Mauritius by the invitation of Lois Lagesse Trust Fund to provide training in Braille to all staff and teachers of the centre during 14-25 November, 2014.

?The Ministry of Human Resource Development has constituted a National Monitoring Committee for education of SCs/STs and persons with disabilities (NMC) in June, 2012 under the Chairmanship of Hon'ble Minister for Human Resource Development. A Standing Committee to facilitate the NMC was also constituted. The Standing Committee has constituted a one man committee of Dr. Bhushan Punani, a Member of NMC for drafting guidelines for educational development of children with disabilities. BPA congratulate Dr. Punani on this unique accomplishment and wishes him the very best.

EDUCATIONEDUCATION
3 Schools -
provide education upto Higher Secondary level to 230 students with blindness and low vision. There are 3 technical trades provided by the Technical school for students not interested in pursuing higher education. All students are provided free stay and food in the hostels on the campus.
All students are also given training in mobility and daily living skills to make them independent..
Shri K.N. Desai Adult Training School for the Blind, Minnie Cama Secondary & Higher Secondary Schools for the Blind, Rajesh Mehta Technical School for the Blind
BPA's Education Programmes form the cornerstone of its development. The first ever School for Adult Blind in Gujarat was started way back in the 60's by the BPA to provide an opportunity to adult students with blindness who had missed the bus.
Japanese Medical Massage Therapy
With help from NAB Centre for Blind Women and Disability Studies, New Delhi, a new vocational training course for the visually impaired called Japanese Medical Manual Therapy (JMMT) was brought to India with help of Japan International Cooperation Agency(JICA) to train Indian master trainers in this therapy. Visually Impaired Physiotherapists from Ahmedabad and National Institute for the Visually H a n d i c a p p e d ( N I V H ) Dehradun have joined in to receive the special training from Japanese trainers visiting from special needs school for the visually impaired in Tokyo and an expe r t i n te rna t i ona l trainer Dr. Saburo Sasada.

Training in music up to Shiksha Visharad recognized by Akhil Bhartiya Gandharva Mahavidyala, Miraj.
Nandini Ramesh Gandhi School of Physiotherapy
26 Students admitted from all over India for this three year course recognized by Ahmedabad University and 15 students admitted for three months Massage Course recognized under Kaushalya Vardhak Kendra.
Students are successfully employed as physiothe-rapists in hospitals and clinics on completion of this course. Many students also opt for starting their own physiotherapy practice.
The schools have an outpatient clinic where 150 patients can walk in and get physiotherapy services free of charge by qualified physiotherapists on machines like diathermy, muscle stimulator, traction, infra red lamp, interferential machines etc.

INCLUSIVE SCHOOLINGINCLUSIVE SCHOOLING
The Blind People's Association has always believed in setting up unique programmes which can be replicated. It has started model inclusive schools where non-disabled and children with disabilities study together in an accessible and inclusive environment. Around 400 children are covered in these schools.
The BPA has set up these 2 inclusive schools called "Sammilit Pathshala" in the following places at
• BPA-MSM Sammilit Pathshala at Naaz• Savinaya Sammilit Pathshala at Bavla
All schools are recognised by the Department of Primary Education, Government of Gujarat.
The same syllabus is followed with curricular adaptations for children with disabilities. There are special accommodations made like children being allowed to give oral exams in place of written, more time during exams, seating changes etc.
BPA's two 'SAMMILIT SHALAS' enable kids with and without disability to study together in an accessible and inclusive environment
DISTANCE EDUCATIONDISTANCE EDUCATION
The various courses are;
• B.Ed Special Education for Hearing Impaired (HI); Visually Impaired (VI); Mentally Retarded (MR)
• Post Graduation in Professional Diploma Course on HI/VI/MR
The courses are run under the auspices of the following Universities
• Dr. Babasaheb Ambedkar Open University (BAOU)
• Indira Gandhi National Open University (IGNOU)
The BPA runs special study centres where students come for 2 Contact Programmes of 2-weeks course. The rest of the studies are conducted under Distance mode. Exams are conducted and certificates issued by respective university.
The Blind People's Association runs various courses approved by the Rehabilitation Council of India, Government of India in the distance mode

SPECIAL NEED INTERVENTION CENTRESPECIAL NEED INTERVENTION CENTREBPA's special need programmes provide services to children and adults who have mental retardation, blindness with additional disabilities, autism, cerebral palsy, deafblindness or other severe multiple disabilities.
VOCATIONAL & PROFESSIONAL TRAININGVOCATIONAL & PROFESSIONAL TRAININGBPA's vocational training programmes are designed in such a way that they lead to employment on completion of training. The courses are modern and contemporary and recognized by the Government. Persons with blindness, locomotor disability, cerebral palsy, hearing impairment, mental retardation and mental illness are given admission here.
Imparts training in simulated industrial settings in light engineering, commercial design, stationery, tailoring, composing, printing, and book-binding to 170 people with disabilities. They are given stipend and on the job training in simulated industrial settings in the . BPA makes furniture - household and office, does modern printing on offset machine for the government and private customers.

The services are provided on a life cycle approach.
Birth to 6 years: Early Intervention Services to 60 severely disabled children in centre based settings and to around 150 children in rural areas. The Early intervention Centre has been developed in the bungalow of the BPA founders Jagdishbhai and Bhadraben who donated it to BPA in their Will. For age group 6-18 years: Assessment, intervention, therapy and training given in centre based settings to 190 persons. Children are taught functional academics and community living. Parents are very deeply involved in the entire planning and interventions. Children in rural areas are served through community based
rehabilitation approach. There are Four day care centres at the main BPA campus. Namely Unit for Deafblind,
Unit for Mutiple Handicapped, Mental Hygiene Clinic.
Apart from day care facilities, the BPA has facilities for respite and residential care for 45 persons at the Campus at Naaz village 23 kms from the BPA campus.
18 years onwards: Pre-vocational orientation and Vocational Training Centres give to Vocational Training 50 persons with multiple disabilities in making of diyas, decorative candles, paper bags and plates, tie and dye duppattas and gift articles.

This Department surveys the different industries and identifies suitable jobs for persons with disabilities. It maintains a live register of persons looking for jobs and matches the requirements of both parties.
The Department organizes regular open house career fair for differently abled citizens on 3 December, “World Disabled Day” where corporates and companies come to BPA and interview persons with disabilities on the spot. In this year, a total of 183 differently abled persons were selected by employers for various jobs ranging from cleaning, folding linen, lift operating, tele-calling and computer operations.

BPA's main motto behind this program is that persons with disabilities should get equal opportunity to earn and also live respectful life. They have lots of skills which can be utilized by employers for best output. Only thing they need to do is think out of box and give responsibility to these people

BLIND PEOPLE’S ASSOCIATION (INDIA)
The BPA believes that CBR is a strategy within general community development for rehabilitation, equalization of opportunities, and social inclusion of all people with disabilities. CBR is carried out through the combined efforts of people with disabilities, their families, communities and the generic services of health, social welfare and employment. BPA has adopted the WHO CBR Guidelines and the CBR Matrix which is a multi-sectoral approach and has 5 major components: health, education, livelihood, social and empowerment. Right now, BPA is implementing an Inclusive Livelihood CBR project in Ahmedabad, Surendranagar and Kutch districts with financial assistance from CBM. A total of 1500 people are being provided livelihoods every year.
With funds from the Government of Gujarat, BPA helped in the implementation of CBR in 139 Blocks out of total 225 in Gujarat State. A total of 3,45,000 persons with disabilities were reached through this approach.
The BPA runs training programmes for CBR in the following categories. This is open for all.

COMMUNITY BASED REHABILITATION SERVICESCOMMUNITY BASED REHABILITATION SERVICESBPA has adopted the Community Based Rehabilitation (CBR) strategy to reach out to persons with disabilities in remote and rural areas who are not able to access services due to ignorance, poverty, disability and inaccessibility of services and environment.

SUPPORT SERVICESSUPPORT SERVICES
BPA's support services complement educational and rehabilitation services provided to people with disabilities. These are aimed to make material, information and the environment accessible to such persons.
People with Disabilities are supported in their education, movement, technology skills and independence through the following units:
• Braille Press• Braille Circulating Library,• Talking Book Library• Shantaben Mehta Digital Library
The above provide material in Braille, audio and in soft format to 200 persons with blindness.
National Rehabilitation Engineering Institute provides assistive devices like wheelchairs, calipers, crutches, tricycles, Braille slates, mobility cane etc. worth ̀ 1.5 Crore annually are provided with the help of donors and the Ministry of Social Justice and Empowerment to over 6000 persons every year.
BPA has the following assessment services on its campus.
• India Audiometry Services• Low vision Services• Psychological & Psychiatric Services, Speech Therapy• Counseling• Mobility and adjustment training
Need based services are also provided to people who are newly disabled

BPA Bareja Hospital ComplexThe Blind People's Association has a hospital complex at Bareja, 23 kms away from Ahmedabad. This large complex houses the following health facilities.
• Eye Hospital• ENT Hospital•
Orthopaedic Hospital• 'Sarva Rog Nidan Kendra'• Physiotherapy Clinic
This Eye hospital does 9000 eye surgeries per year of which 90% are free. Cataract, Glaucoma, Pterygium, Squint etc. surgeries are conducted on a daily basis in this well equipped hospital. The ENT & Orthopaedic Hospitals provide preventive and curative services to more than 2000 persons annually. Tympanoplasty, Fractures, Tendon Transfer etc. are conducted in the ENT and Ortho Hospital respectively.
'Sarva Rog Nidan Kendra1 offers laboratory facilities, cardiac and general health checkup and also provides free food to the patients.
The Hospital reaches out through its mobile services to almost the whole of central and North Gujarat. Donors contribute by sponsoring eye and other surgeries. Full reports with photographs are provided to donors.
The Bareja Eye Hospital has also started its satellite unit in the BPA-KCRC, Bhuj unit. 1000 Eye surgeries are performed free of charge in this unit per year.

BPA is running Integration of people with Severe Mental
Disorder in Community Based Rehabilitation model in
eight blocks of Gujarat with the funding from
Chotila, Vadhwan, Kathlal, Thasra, Balasinhor,
Anjar, Deesa and Idar are our project area where we are
working for people with severe mental disorders. We
have screened 5897 people with severe mental
disorders from these blocks. More than 1709 people
have got medicines under the project. 31 awareness
programmes organized during the year. Total 628 people
have recovered from the illness during the year under
this project. Community awareness programmes
through various forms are also implemented. Patients
and their families are given training about their rights
and entitlements.

Tajikistan Visitors
World Health Organization (WHO) in partnership with Ministry of Health and Social Protection, Republic of Tajikistan is implementing a disability rehabilitation program in Tajikistan for development of National Rehabilitation policy, system, services with focus on Community Based Rehabilitation (CBR) and Human Resource Development (HRD). WHO sent a team of high ranking Officers from Tajikistan with the goal of the visit being to build the capacity of the Ministry in initiating Govt. run and managed CBR programs with an objective to orient participants on governance and services that can contribute in achieving qualitative rehabilitation for persons with disabilities. The high-level delegation (7 members) from Tajikistan visited BPA from 23-26 February, 2015 namely;
