WHITCHURCH-STOUFFVILLE MUSEUM & COMMUNITY CENTRE ADVISORY COMMITTEE MINUTES 7:00 P.M., MAY 7, 2012,

W-S MUSEUM & COMMUNITY CENTRE – Main Hall

1. The meeting was called to order at 7:05 p.m.

2. Adoption of Agenda

#2012- 11 Moved by S. Hilton and seconded by H. Kroon: THAT the Agenda be approved as circulated. Carried.

3. Disclosure of Pecuniary Interest

There was no interest declared.

4. Presentations – Councillor Ferdinands to provide a brief municipal update Councillor Ferdinands discussed the upcoming Corporate Efficiency Review (CER). In the course of the review, all aspects of Town operations will be audited. He stated there is a new economic reality and he is not sure that the museum can continue to function as it has in the past – in particular maintaining the collections focus and “extension services” to Grade 3 students. The Museum will have to think outside the box to engage the community. Several Board members expressed concern that a service review at this facility is a bit premature since the building is not yet officially open and has not put the current operations model to the test. Others noted that the education and collections are core functions of any Museum and therefore cannot be omitted from operations. As well, the very nature of the Museum being combined with a community centre shows thinking “outside the box.”

5. Adoption of Minutes – March 5, 2012 #2012- 12 Moved by C. Hughes and seconded by H. Kroon: THAT the minutes of March 5, 2012 be approved. Carried.

i) Rural Broadband Internet Demonstration Site at the W-S Museum & CC Board members discussed the Town’s agreement with Xplornet to install an internet demonstration station at the Museum. Councillors expressed that the desire to establish a temporary demonstration site here had two goals: providing residents with the opportunity to test out Xplornet’s ability to provide high speed internet for rural residents/ home businesses and Town’s interest in pursuing increased service access for its rural sites when compared to in town sites. Board members had some concerns that this was an appropriate use of Town facilities -- in terms of a “for-profit” company setting up a site here and the Town not asking for any remuneration. They questioned why this company was chosen and why residents weren’t being provided with access/ information about other ISPs – perhaps in the format of a single day trade show that could have served as a rental and generated revenue. Since no Xplornet staff will be stationed here, there was also some concern about time to be incurred by Museum staff answering questions from residents. N. Champion noted that the goal is that the station will be as self-sufficient as possible. The Board requested that staff pursue a donation to the facility in exchange for this service. In terms of the MOU, the Board concurred that admission after the official June opening will be waived for residents to try out the demonstration. The demo will only be available during open hours and not accessible during special events. N. Champion will continue discussions with Xplornet re. creating appropriate filters to prevent access to undesirable sites. The Town is also looking into a “time out” (e.g. 15 minutes per user), and the available web pages will be a selection of history-related sites.

ii) Board Objectives

The Objectives for the Term of Council 2012-2014 were presented with updates incorporated that were provided by Board members at last meeting. #2012- 13 Moved by K. Kinzinger and seconded by B. Scheel. THAT the Objectives for term of Council 2012-2014 be adopted as edited. Carried.

iii) 39th Annual Antique & Classic Car Show The Car Show Committee reported that they are continuing to pursue sponsorships and vendors. Sponsors/ vendors are being encouraged to bring an old car. Dollar Signs and Mighty Mini cars have provided sponsorship in kind and Mighty Minis (Ron Chase) will display the minis in the hockey rink during the show. Their in-kind donation is to advertise the event through the loan of mini cars with event signage during the Strawberry Fest parade. Dollar Signs will create signage for us as their in-kind donation. There was some discussion that the committee should begin pursuing 2013 sponsorships at the end of 2012. Lant Insurance and Stouffville Auto Mall have expressed an interest in pursuing being a “named sponsor” for the event; minimum $3,000-$5,000 donation. This would mean more of a partnership for the event; Lant would want to be more involved with the planning of the event. More details on this will be pursued later. Staff are still looking into alternate options for providing corn at the BBQ this year. No correspondence has been returned from Ballantrae Lions who have provided this service for many years.
