Modernization of Maritime Communications

International Maritime Organization (IMO)

The United Nations specialized agency with responsibility for the safety and security of shipping and the prevention of marine pollution by ships.

• Develop international treaties and other legislation concerning safety, security and marine pollution prevention (harmonising regulations).

• Assist, in particular, developing countries with the implementation of international treaties and other legislation.

Modernization of the GMDSSGlobal Maritime Distress and Safety System

GMDSS is the technical, operational and administrative structure for maritime distress and safety communications worldwide. It allows ships at sea to communicate directly with shore based

stations and other ships when in distress. The IMO regulates the GMDSS.

• IMO Regulations- 1974 SOLAS (Safety Of Life At Sea) Convention, Chapter IV on Radiocommunications- IMO Resolutions and Circulars

• IMO Comittees- Maritime Safety Comittee (MSC)

(deals with all matters related to maritime safety and maritime security)- Navigation, Communications and Search and Rescue (NCSR) Sub-Comittee

(deals with all matters related to navigation and communication)

Modernizing the GMDSSGlobal Maritime Distress and Safety System

• Search and rescue (SAR) at sea depends on the integrated satellite and terrestrial radiocommunication system known as the Global Maritime Distress and Safety System (GMDSS).

• The NCSR Sub-Committee over its last 5 sessions has continued its ongoing work to review and modernize the GMDSS requirements.

• With the aim of enabling the use of modern communication systems in the GMDSS, while removing requirements to carry obsolete systems.

• The aim is to finalize the work in 2021, for submission to the MSC, so that the amendments can be adopted in time for entry into force in 2024.

Recognition of providers of mobile satellite communications systems in the GMDSS

• IMO has adopted Criteria for the Provision of Mobile Satellite Communication Systems in the GMDSS (Resolution A.1001(25)).

• This sets out the criteria and process for evaluating mobile satellite communication systems that might have the potential to offer maritime distress and safety communications within the GMDSS.

• Recognition of mobile satellite communication systems for use in the GMDSS has to be agreed by IMO’s Maritime Safety Committee (MSC).

• IMO has recognized Inmarsat and Iridium to provide satellite communication systems for use in the GMDSS.

Closing remark:

The goal is to finalize the work on GMDSS modernization in 2021, for submission to the MSC, so that the amendments can be adopted in time for entry into force in 2024.
