Writing this newsletter is the last on my “to do” list, before, (like many of you) I start getting ready for out-of-town guests and a big Thanksgiving dinner. As you know – there is much going on in Arlington right now that impacts us all. Read on how Waycroft-Woodlawn residents are being impacted by; middle school boundary changes, and soon – elementary schools; changes to accessory dwelling county regulations; how development on Lee Highway will impact WWCA; and finally – Virginia Hospital Center’s expansion project. Many of your civic association board members/representatives attend meetings on these topics – ensuring our community’s interests and concerns are heard and addressed - and they are your contacts for question or concerns. This “What All” is the last one in 2017 – we are publishing now and including information for both our Holiday Event on December 9 th as well as our first general meeting of 2018 on Monday, January 8th. Christian Dorsey was elected to the Arlington County Board in November 2015. Christian represents Arlington on the boards of the Washington Metropolitan Area Transit Authority (WMATA) and the Metropolitan Council of Governments. Additionally, he serves as one of three Arlington commissioners of The Northern Virginia Transportation Commission (NVTC). With tolls going into effect on I-66 inside the Beltway in December, Christian is the perfect county board member to answer questions on dynamic tolling and how the county will handle the potential additional traffic on our neighborhood streets. Virginia Hospital Center (VHC) Expansion Updateby Sharon G. DorseyThe latest meeting regarding the VHC Expansion was puttogether by the Arlington County Planning Commission and heldNovember 16th. This meeting was to formally kick off the publicprocess of the project and was very well attended. Remarkswere presented by Mark Schwartz and Katie Cristol, followed byan Overview of the Option Agreement, and Background of theVHC Site Plan. The Site Plan Review Committee (SPRC)makeup was outlined which gives each of the 3 impacted civicassociations 2 seats each on the committee. Waycroft-Woodlawnwill be represented by Sharon Dorsey and Jackie Hoggins.Below is the recommended structure of the SPRC that may ormay not include all of the departments listed below. Architectural drawings (previously published on ArlNow) weredisplayed and there was animated discussion from concernednearby neighbors on the height and proximity to residentialhomes. Many others commented on noise, traffic and pedestriansafety to name a few. We have been assured by the chair of theSPRC, that site plans typically look quite a bit different frombeginning to end so there is definitely opportunity to influencechange. Civic Federation UpdateBy Lee Davis

The Arlington Civic Federation’s October meeting hosted thesecond round of its Candidates Forum featuring uncontestedcandidates for State Delegate races – “Rip” Sullivan, PatrickHope, and Mark Levin, followed by a presentation on the CloseOut process and Fund Balance discussing how and whyArlington’s approach to remaining budgets fund balances andcash reserves differs from what is practiced in other jurisdictions.Also discussed was the Civic Federation’s governance because ofneed to address liability concerns. This process, continued at theNovember meeting, is mainly about modernizing the corporatestructure of the Civic Federation with new bylaws, Articles ofIncorporation, and other Federation documents.

The November meeting discussed included presentations anddiscussion of the Community Energy Plan (CEP) and generallyArlington’s efforts to improve energy efficiency and sustainablysourced power. There was also a presentation on the effortsunderway in the county to update on the regulations regardingAccessory Dwellings. The proposed changes to accessorydwellings greatly increase the ability to build accessory dwellingson existing properties, reduce set back requirements and increasethe allowed number of occupants. Finally, two resolutions wereintroduced recommending the State Legislature: 1) alter itcriminal justice laws regarding juvenile offenses with regard tofelony larceny and disorderly conduct; and 2) remove the abilityof the state to revoke driver’s licenses for offenses unrelated todriving or the ability to drive (non-payment of State fines andpenalties).

Lee Highway Alliance Updateby Sharon G. Dorsey

The Lee Highway Alliance was formed several years ago to createa joint community vision for a more economically vibrant,walkable, attractive Lee Highway corridor – one that benefitsneighborhoods and the business community. The ultimate goal isthe development of a new Generalized Land Use Plan (GLUP) forLee Highway to guide future rezoning and developmentapplications. WWCA has been been part of this group for thepast couple of years to ensure that we, as an feeder civicassociation to Lee Highway, can help influence change.

On November 4th, there was an educational forum on Planningand Zoning where a comment on the proposed HousingConservation District (HCD) policy, amendment to the GLUP,and amendment to the Affordable Housing Master Plan. Thesewere mentioned but no details given. Details of this proposal canbe discussed at a later time – but the issue is that ArlingtonCounty has been working on this since April with no public input(particularly that of the Lee Highway Alliance which could behighly impacted by zoning changes and by-right development).

Members of the LHA Board agreed to send a letter to the county(Manager and Board) and committee members (WWCA) senttheir own letters as well asking that a delay finalizing staffrecommendations until civic engagement via public hearings canbe held. We believe our County Manager, Mark Schwartz is inagreement to delay but we are waiting for formal notification.

Santa’sRouteby Jackie Hoggins

Santa will make his way through the neighborhood streets on afire truck from Fire Station #8, beginning at 3:30 PM and endingat the Mt. Olivet UMC parking lot. We invite all neighbors to jointhe festivities - - waving to Santa from their house and thengathering in the Mt. Olivet parking lot to check out the fire truckand take pictures with Santa. (Last year we had families on theirfront lawns waiting for us!) There will also be refreshments andmaterials to write and mail ‘letters’ to Santa' inside the church.Details:3:30 - 4:00 p.m. Santa rides the neighborhood streets on an Arlington fire engine! See route on map at right for details.4:00 p.m. Santa arrives at the Mt Olivet parking lot4:00 - 5:00 p.m. Photos with Santa, and kids can check out the fire truck, talk to firemen, and get a free fire helmet! If you'd like a photo of your little one with Santa, please bring your camera (or phone!) to take your own family photo. Middle and, Soon,… Elementary School Boundariesby Sharon Dorsey

Waycroft-Woodlawn is centrally located among nearby schoolsand within walking distance to Glebe Elementary School,Swanson Middle School and Washington-Lee High School, withthe exception of homes south of Washington Blvd. thathistorically have had elementary school children bused toMcKinley Elementary School.

There is nothing more compelling to get residents irritated thanto hear school boundaries are going to change, particularly sincefor many – the prime reason they chose their home is that theiraddress is served by schools they want their children to attend.Arlington Public Schools (APS) has recently proposed severalboundary changes versions that impact WWCA and broughtmany residents together addressing the issue with APS BoardMembers, school officials and the Superintendent of Schools,Patrick Murphy.

The good news is we have a cadre of incredibly active parentswhose voice has been heard and the latest recommendation is tokeep all our children at our nearest walkable school, SwansonMiddle School. This is not yet a done deal – there is one moremeeting scheduled and there are other parent groups puttingpressure for more change. Please consider attending the nextpublic hearing – November 30th at 6:30 p.m. at the APS EdCenter. The School Board will be voting December 14th.
