International Fund
for Cooperation and Partnership
of the Black Sea and the Caspian Sea
Natalia CIOBANU,Adviser to BSCSIF Vice-President,Project Manager
What is BSCSIF?
-International non-governmental organization founded by reputed representatives from 8 BSCS countries:
- Azerbaijan-Georgia -Kazakhstan -Kyrgyzstan-Republic of Moldova-Romania-Turkey-Ukraine
-Based on a common idea of Presidents of Romania, H.E. Mr. Traian BASESCU, and of Azerbaijan, H.E. Mr. Ilham Aliyev
-Launched on March 4th and headquartered in Bucharest, Romania
-Representative from Russia joined, in November 2009, BSCSIF Board
- Aim: encourage, develop and strengthen cooperation between the peoples of the countries in the BSCS region in order to achieve their sustainable development
BSCSIF Brief Profile
Mision:
The Black Sea-Caspian Sea International Fund intends to achieve its main objectives by developing four main dimensions:
Academic Cooperation Economic Cooperation Cross-border Cooperation Cooperation for Integrity, Peace and Institution building

Headquarters in Bucharest (ROMANIA)
Open branch in Istanbul (TURKEY)
Opening branches in Moscow (RUSSIA) and Bruxelles (EU)
Premises
Low and continuous decrease of surface and ground water quality – threat to human health and potential incentive for international conflicts
Black Sea – Caspian Sea region countries face common problems regarding wastewater treatment solutions
New technologies gain social value when implemented
Scientific and technological breakthroughs must help improving human life
Coming back to Moldova...Problem
Wastewater treatment facilities in Moldova:
95% of rural area and 72 % of total population in Moldova don’t have access to sewerage
Outdated and inefficient infrastructure of the existing sewerage
High costs (financial and spatial) for building and maintaining traditional-type sewerage
* Data obtained from Agency “Moldavian Waters” , and UNDP Moldova (2006)
Year of 1990 Year of 2010
~ 600 ~ 154
More wastewater treatment facilities in Moldova, which should :
-Be updated to present technological solutions,
-Efficiently “do its job”
-Have reduced capital and operation costs (financially and spatially)
- Provide low self-cost of the treated wastewater
-Have overall reduced negative impact on environment
Coming back to Moldova...Needs
Is Based on biological treatment method.
Designed for big and middle size cities and centres of population.
Allows to arrange within limited close space all processes required for high quality treatment of different sewerage types and sludge disposal
Provides treatment of hazardous emissions and prevents from air pollution
Fits all climate, weather temperature and seismic conditions
Are more efficient as capital and operation costs
- Zero Emission Sewerage Treatment Plants, - Zero Emission Sewerage Treatment Plants, with cwith capacity apacity from 5000 to 50 000 mfrom 5000 to 50 000 m33/day/day
Coming back to Moldova...Sollutions
The main treatment stages are:
-Mechanical cleaning
-Biological treatment
-Deep final treatment
-Disinfection
-Sludge treatment

Air cleaning. Conditioning and ventilation:
-Air intake performed by inlet units with built-in filters and conditioners for indoor temperature control
-Plant is completely enclosed
-Air purification is effected by impact of the electric charge on gas molecules
-Due to absence of any hazardous emission, the sanitary protected area required around the Treatment Plant is reduced to minimum

Treatment quality:
-Sewerage water can be cleaned with any quality level, including the highest one
-Water after treatment can be used for irrigation, street washing and other municipal needs, as well as for industrial supply.
Automation level:- STP operates under completely automatic
control
- The operator can maintain visual monitoring through remote control
- Operator can at any moment interfere in the process and maintain manual control
