Section 6.2.1.2, Table B-4b:

Section 6.3.1.1

The bioavailability factor (BF0a) was included in the dermal contact equations inEnclosure C but was missing from equations 3-4, 3-7, 3-11, 3-12, 3-13, 3-14 and 3-18.

Section 6.3.2.2.1.2

In the description of noncancer hazard indices for the Future Groundwater Usage Scenario,the text states (p. 55, 3rd paragraph) that the overall hazard index was greater than 1 forthis pathway. In light of these findings, and in accordance with U.S. EPA risk assessmentguidance, the compounds were segregated by effect and mechanism of action, and separatehazard indices were derived for each group. These groupings were not identified and shouldhave been. More significantly, only the largest group hazard index was reported in summarystatistics and tables. This organization and presentation of results has the potential tooverlook significant contributors to site risk. For example, the hazard quotients for theingestion of arsenic in groundwater for the reasonable maximum exposed (RME) individualare greater than 1 (1.51 for Lower Outwash, Table E-lOb; 3.20 for Shallow Groundwater,Table E-16b). These potentially significant findings are not reported in Sections 6.3.2.2.1(Exposure Pathway Contribution Analysis) or 6.3.2.2.2 (Contaminant Contribution Analysis).In fact, using the largest group hazard index leads to misleading statements (p. 59, 2ndparagraph, ."..manganese is the only contributor to the HI for future residents using eithershallow or lower outwash groundwater."), and misleading tables (Tables 14a-l, 14a-2, 14b-l,14b-2, 15b-l, 15b-2, 15c-l, and 15c-2, where the percent contribution to the hazard index iszero for all chemicals except manganese, including arsenic). Reporting of only the largestgroup hazard index in summary tables also affects the exposure pathway contribution tables(Tables 6a-l, 6a-2, 6b-l, 6b-2, 7b-l, 7b-2, 7c-l, and 7c-2); the effect is to underestimate thetotal and percentage contributions of the groundwater pathways to the overall scenarios.

Section 6.4.2.2, Tables 18 through 21:

The cumulative hazard index for each chemical across all pathways is not provided in thesetables. Cumulative hazard indices were calculated and are presented in Attachment 1.

Enclosure C

The soil gas inhalation air concentration equation (Eqn. C-8) contains an input variable Lwhich defines the distance from the source to the exposure point. The value for thisvariable was changed from 20 m. in the March 1994 draft to 60 m. in the 27 July 1994 draft.

The mathematical effect of this change is to decrease the air concentrations, and resultantrisk estimates, by a factor of three. Since there are buildings less than 20 meters from thelandfill wastes, 20 m. appears to be a conservative value and the change to 60 m. is notsupported. Therefore the cancer risks and noncancer hazard indices for the soil gasinhalation pathway should be increased by a factor of 3 (Tables 1, 3a, 3b-l, 3b-2, 3c-l, 3c-2,5, 7a, 7b-l, 7b-2, 7c-l, and 7c-2).

Enclosure E

Check calculations were conducted for all exposure categories of dose and risk calculations,including:

• Ingestion of soil/sediment.• Dermal contact with soil/sediment.• Ingestion of surface water/groundwater.• Dermal contact with surface water/groundwater.• Inhalation of volatiles in groundwater.• Soil gas inhalation.

Dose and risk check calculations were limited to the RME receptor using the U.S. EPAscreening procedure for comparison of inorganics to background. All check calculationsconfirmed the values reported in the risk assessment, with the exception of the doses andcancer risks associated with dermal contact with beryllium in both the Shallow Groundwaterand the Lower Outwash Groundwater. Doses and risks were both underestimated by anorder of magnitude (Table E-12a: chronic RME intake = 4.10E-06, upper bound risk =1.76E-05. Table E-18a: chronic RME intake = 5.38E-06, upper bound risk = 2.3IE-05).However these increases in cancer risks attributed to dermal contact with beryllium are notsignificant for the site, since the dermal contact exposure route represents onlyapproximately 10 percent of the total groundwater pathway risk (with the majority of therisk in this pathway attributed to groundwater ingestion). Thus the total risks presented inTables 2a-l and 2b-l would change by an insignificant amount.

Enclosure F, Table F-l:

The average concentration of phenanthrene is greater than the 95% UCL concentration;should this concentration be 0.727 mg/kg? Is the average concentration of pyrene reportedcorrectly in this table? Should this concentration be 0.0096 mg/kg? The 95% UCLconcentration of cadmium is incorrect; this value should read 0.453.

Enclosure F, Table F-2:

Plant uptake factors have been added for the new COPC, and several have been updatedfrom the previous version. All values presented in the 27 July 1994 document are correct.

Enclosure F, Table F-3:

Terrestrial animal uptake factors have been added for the new COPC, and several havebeen updated from the previous version. The uptake factors for the Aroclors were adjustedto reflect rodent uptake factors. The uptake factor for dieldrin should be changed from 6.4to 4.8, according to the same reference.

Enclosure G:

ERfDs for dieldrin and the mink ERfD for lead were changed. It seems that an additionalsafety factor of 3 was used; was this done to account for differences between species withinthe same animal class? If so, this safety factor should be applied to all chemicals, ifappropriate.

Aroclor 1242 - Change "LOAEL" in the second sentence to "NOAEL."

Aroclor-1248 - Change "A factor of 4" in the second sentence to "A factor of 3."

Enclosure H, Tables H-l through H-9:

Check calculations were conducted for these tables, and the following errors were noted:

• Change units of "(mg/L)" for the UCL of the average to "(mg/kg)."

• Average soil concentrations are not provided in these tables.

• The mink ERfD for 4,4'-DDT was used to calculate risk to the blackbird andnestling and vice versa.

• The plant uptake factor for the PAHs was not updated from a value of 0.010to a value of 0.056; the plant uptake factor for dieldrin was not updated froma value of 0.040 to a value of 0.098; the plant uptake factor for Aroclor-1242,Aroclor-1248, and Aroclor-1254 was not updated from a value of 0.010 to avalue of 0.017.

• The terrestrial animal uptake factor for dieldrin should be changed from avalue of 6.4 to a value of 4.8.

The appropriate changes have been made to the calculations, and these corrections arepresented in Attachment 1.
