Chris has been a Certied Arborist with the City of Austin for nine years. Before being assigned to the Oak Wilt Program he was in the Arborist Review Program. A little history on the City of Austin Oak Wilt Program: the program was originally in the Parks and Recreation section when it was eliminated in the City’s 2001 budget cuts. It was reinstituted in late 2005 and placed in the Watershed Protection and Development Review, Land Use Review section. Chris has been the arborist in charge of the Oak Wilt Program since that time. There were a number of phone calls and emails from concerned residents about the spread of Oak Wilt in the Westcreek area after our last newsletter. Our purpose was not to create a panic, but to make sure that West- creek residents know that there is some Oak Wilt in the area, and the proper steps to take to check for Oak Wilt and prevent it from spreading. Westcreek. We encourage you all to attend our March 12 meeting and hear Chris speak on Oak Wilt and other tree issues facing Westcreek. The quarterly meetings are held at the Will Hampton Library, 5125 Convict Hill Road, and begin at 7 p.m. Mr. Dolan is available for consultation if you have any questions concerning Oak Wilt in your yard and can make recommendations as to steps you can take to help promote the health of your oak trees. He cannot recommend a specifi c tree company to do any work. He does recommend, however, that you only use someone specifi cally trained to treat oak wilt, which requires a specifi c certifi cation.

The year 2007 will be a busy year for new stores and restaurants that will be opening on Brodie Lane, and one restaurant going in where Wolfe Nursery was located called Cannoli Joe’s — an all-you-can-eat Italian feast! There is one new store I’ve never heard of …a boutique called Justice. The store is designed specifi cally for today’s pre-teen girls called “tweens” – children ages 7 to 14. Eateries that will be opening: Zen Restaurant,

Doc’s Motor Works Bar & Grill, Which Which (a sandwich shop — gotta love the name!) and

Jamba Juice. Also included in the list of restaurants is Dream Dinners,

a unique company founded on a mission of bringing families together around the dinner table. They provide everything you need to assemble great dinners

that you take home to your family.Other stores that will be located in the

same area: Bombay, Babies R Us, DSW Shoes, and Petsmart (the one across the street

will be closing). I’m looking forward to enjoying all these new businesses coming into our area, as I’m sure you all are too.

law was passed in 2005 that has the entire state of Indiana observing DST beginning in April 2006.Indiana isn’t the only state that wanted to change daylight saving time. California asked for federal “approval” to move to a “year-round” Daylight Saving Time in 2001-2002 because of its energy crisis.Since 1966, most of the United States has observed Daylight Saving Time from at 2:00 a.m. on the fi rst Sunday of April to 2:00 a.m. on the last Sunday of October. Each time zone changes

time separately.In the European Union, Summer Time begins and ends at 1:00 a.m. Universal Time (Greenwich Mean Time). It begins the last Sunday in March and ends the last Sunday in October. In the EU, all time zones change at the same moment.The new start and stop dates for the United States were set in the Energy Policy Act of 2005.

Don’t forget —Daylight Saving Time Begins on March 11

This year, for the fi rst time, we’ll be springing forward in March. Beginning in 2007, Daylight Saving Time has been extended one month and begins for most of the United States at 2 a.m. on the Second Sunday in March (the 11th) and ends at 2 a.m. on the First Sunday of November (the 4th). One of the biggest reasons we change our clocks to Daylight Saving Time (DST) is that it saves energy. Energy use and the demand for electricity for lighting our homes is directly connected to when we go to bed and when we get up. Bedtime for most of us is late evening through the year. When we go to bed, we turn off the lights and TV. During DST, clocks are turned forward an hour, effectively moving an hour of daylight from the morning to the evening. In the average home, 25 percent of all the electricity we use is for lighting and small appliances, such as TVs, computers, VCRs and stereos. A good percentage of energy consumed by lighting and appliances occurs in the evening when families are home. By moving the clock ahead one hour, we cut the amount of electricity we consume each day. A few interesting facts about Daylight Saving Time:

for the U.S. and its territories - is NOT observed in Hawaii, American Samoa, Guam, Puerto Rico, the Virgin Islands, and by most of Arizona (with the exception of the Navajo Indian Reservation in Arizona).Indiana, which used to be split with a portion of the state observing DST and the other half not, is now whole. In the past, counties in the Eastern Time Zone portion of the state did not observe DST. They were on standard time year round. A state

First came the rain, then the ice Westcreek and all of Austin got slammed with winter weather in mid-January. Bob Shrader took a few photos of the torrential rains that hit us on Saturday, and also of the ice storm that hit following Monday, Tuesday and Wednesday. Offi cials said there were far fewer accidents during these storms than expected. Most businesses closed down (wisely) during the major part of the ice coverage.
