EXECUTIVE SUMMARY
Introduction
West Wits MLI (Proprietary) Limited (West Wits), the applicant, is proposing to establish a mining
operation in an area located south of Roodepoort and to the north of Soweto in the City of Johannesburg
Metropolitan Municipality, Gauteng.
West Wits has applied for a mining right in terms of the Mineral and Petroleum Resources Development
Act (Act No. 28 of 2002) (MPRDA) for gold, uranium and silver over various portions of farms. The
northern section of the project area would be crossed by the R41 (Mainreef/Randfontein) provincial
road, with the R24 (Albertina Sisulu/Hamberg) provincial road running along the northern boundary of
the project area.
West Wits is the South African subsidiary of West Wits Mining Limited, which is an Australian listed
exploration and development company. The directors of West Wits Mining Limited include the Executive
Chairman (Michael Quinert) and Non-executive Directors Hulme Scholes, Daniel Pretorius, Vincent
Savage, Dr Andrew Tunks). Through its listing it is owned by a number of shareholders across the globe.
West Wits is 26% empowered. The empowerment company is Lilitha Resources Proprietary Limited,
previously referred to as Witpoortjie Resources Investments Proprietary Limited.
Proposed Development
In broad terms the proposed project would involve the development of five open pit mining areas
(referred to as the Mona Lisa Bird Reef Pit, Roodepoort Main Reef Pit, Rugby Club Main Reef Pit, 11 Shaft
Main Reef Pit and Kimberley Reef East Pit) and refurbishment of three existing infrastructure complexes
(referred to as the Main/South Reef West Infrastructure Complex, Bird Reef Central Infrastructure
Complex, Kimberley Reef East Infrastructure Complex) to access the existing underground mine
workings.
The project would also include the establishment of run of mine (ROM) ore stockpiles, topsoil stockpiles
and waste rock dumps as well as supporting infrastructure including material storage and handling
facilities (for fuel, lubricants, general and hazardous substances), general and hazardous waste
management facilities, sewage management facilities, water management infrastructure,
communication and lighting facilities, centralised and satellite offices, workshops, washbays, stores,

v
Existing Solplaatjie mining operation
A project is currently being undertaken, as a consequence of a Directive received from the Department
of Mineral Resources (DMR) and under the National Environmental Management Act (NEMA) (No 107
of 1998), for the landowner to clean up and rehabilitate the Solplaatjies area to rid it of illegal mining. In
order to give effect to this NEMA Directive, the landowner appointed West Wits to remove the easily
accessible opencast ore on the land which the illegal miners exploit, removing this ore will stop the
illegal mining. As part of this process, West Wits is obliged to concrete over access adits to the old
underground workings, to also prevent access by illegal miners. This rehabilitation operation is
supported by the DMR and the South African Police services (SAPS). This rehabilitation project is short
term and the rehabilitated land will be used after removal of the ore which attracts the illegal miners,
for a housing property development. Rehabilitation of this area pursuant to the NEMA Directive is
therefore an essential requirement for the property development.

Subject: WEST WITS MLI: PROPOSED MINING PROJECT
Importance: High
Good Mam
This email is a formal request for a proper engagement between ourselves [I&AP’s], and the management of West
Wits MLI (Pty) Ltd. I must declare upfront that many of us, only came to know about the proposed mining operation
last week Saturday, the 2nd
of June 2018, and we were also made aware of the report back meeting scheduled for
Monday the 4th
of June 2018. However, given prior commitments many of us couldn’t partake in that meeting.
Nevertheless, given the fact that consultation is an ongoing process, it is for this reason that we seek a formal
meeting with management of West Wits MLI.
The purpose of the meeting:
1. Firstly, we would like to be officially registered as interested and affected parties.
2. Secondly, there are number of issues that many among us feels strongly about, hence a need for proper
engagement.
These issues are:
3
2.1. Social and Labour Plan and its contents, we would like to make a contribution.
2.2. Enterprise Development Proposals/Plans.
2.3. Employment Opportunities and proposed monitoring.
2.4. BBEEE Ownership.
Before the formal engagement, we would like to have the following:
1. A copy of Social and Labour Plan.
2. A copy of Scoping Report
3. A copy of EIA
4. And other technical reports
I will highly appreciate your response.
For any further questions or clarification, please feel free to contact me.
Thanking you in advance

Good day Marline,
The matter in subject line refers.
Please can you kindly email a locality plan in order to determine whether any provincial roads affected before I
request the entire document.

Please further note that our comments/conditions on your land development application(s) , enquiries, walk in
consultations, requests for information in relation to the Gauteng road network already or to be lodged may be
delayed by at least a further 18 to 36 months.
The Department’s Registry (where applications are lodged for our attention) has packed files away in boxes
apparently for digitisation and currently it is difficult to obtain files to carry out our daily operations and most
applications have not been filed as yet for weeks now and SOME OF THE FILES WERE WATER DAMAGED THIS ON 25
FEBRUARY 2018. Effectively, we have been shut down.
Furthermore, this will impact all other operations that are directly linked to or work with the filing system across the
Department: Section 7 reports, proposals/applications for access points, traffic impact studies, general enquiries,
etc.
However, we will try our level best to attend to your matter under these difficult conditions.
In case you need to take up the matter with someone higher than myself, I have cc’d the line function and

In addition, please find below information on the West Wits Mining Project.
BACKGROUND INFORMATION:
West Wits MLI (Pty) Ltd (West Wits) appointed Malan Scholes Consulting (Pty) Ltd (MSC) to facilitate the necessary
regulatory processes that are required to form part of two Mining Permit Applications and one Mining Right
Application processes (please see attached locality map).
The Two Mining Permit Applications:
West Wits Mining MLI (Proprietary) Limited (West Wits) has started the environmental assessment processes that
form part of the two mining permit applications to the Department of Mineral Resources (DMR) for the Kimberly
West and Creswell Park opencast areas. The mining permit opencast areas would each be mined and rehabilitated
within one to two years.
On behalf of West Wits, Malan Scholes Consulting (Pty) Ltd (MSC) appointed Elemental Sustainability (Pty) Ltd
(Elemental-S) to undertake the Environmental Authorisation Application processes that form part of two proposed
opencast mining areas that are less than five hectares, namely the Kimberley West opencast pit and Creswell Park
opencast pit. Elemental-S is the independent Environmental Assessment Practitioner (EAP) responsible for compiling
the two separate Basic Assessment (BA) Reports which includes the Environmental Management Programme
(EMPr), and incorporating all necessary environmental specialist studies into the two separate BA Reports. Whereas,
SLR Consulting (South Africa) (Pty) Ltd (SLR) are playing a support role in the Public Participation Process.
The One Mining Right Application:
West Wits have also lodged one Mining Right Application (MRA) to the DMR for the remainder of the proposed
West Wits Mining Project (WWMP). This will involve opencast mining and the rehabilitation of five opencast pits
areas, as well as the refurbishment of three existing underground shafts and infrastructure. The opencast pits that
2
form part of the MRA will be mined within three to five years. Whereas, the refurbishment of longer term
underground mining operations on the Main/South Reef and the Kimberley Reef horizons is planned for Year six to
Year 30.
On behalf of West Wits, MSC appointed SLR as the EAP to undertake the Environmental Authorisation Application
process. SLR is responsible for compiling the Scoping Report and facilitating and incorporating all necessary
environmental specialist studies into the Environmental Impact Assessment (EIA) Report which includes the EMPr
for the proposed opencast and underground mining activities within the mining right application area. SLR is also
responsible for facilitating the Public Participation Process.
