EXECUTIVE SUMMARY The West Palm Beach Area Elementary School 06-D Project is a Construction Management at Risk Project designed by Zyscovich, Inc. The project consist of two buildings; a Covered PE Shelter Building and a U-shaped building consisting of a three-story Classroom section, a two-story Administration/ Reading Room section and a one-story Kitchen/ Dinning/ Lab/ Mechanical section totaling approximately 130,441 square feet. The total student station capacity is 996. The project includes a full site work package including; Multipurpose Fields, Playcourts, Bus Loop, Parking Lots, Offsite Utility Improvements, Lift Station Upgrades and Road Widening. The design consists of tilt-up construction with a concrete slab, precast concrete joists and a modified bitumen roofing system accented with towers, metal trusses and cement roof tile. Interior finishes include drywall, veneer plaster, VCT, quarry tile and full elementary school amenities as outlined in the documents. DELIVERABLES Multiple GMP’s are not required. While the land swap issue affected interim delivery dates in the schedule, the entire team worked to overcome this challenge and it is still anticipated that approval will occur at the April 2008 Board meeting. MARKET ANALYSIS There was excellent subcontractor coverage in all areas on the 06-D project with very intense competition among the bidders. Capacity is readily available with many trades in almost all CSI divisions. This has resulted in numbers coming in significantly below the previous DD estimate. It should be noted, however, that several large increases in scope were added to this GMP proposal that were not included in our March 12, 2008 GMP proposal such as going LEED certified and added precast site walls. This has caused us to currently exceed the Owner budget as indicated below. So far in 2008, we continue to receive notice of material price increases primarily due to strong overseas demand particularly in the price of steel. We have also received notice of further price increases in steel in the next few months which will have an affect on the cost of pipe and structural steel components, as well as, glass products. Continued volatility can be expected in commodities prices due to this strong overseas demand for all types of building materials. However, due to the local slow down, it is expected that any material price increases may be offset during buy-out if the project moves forward quickly and sub prices can be locked in.

ISSUES PENDING There are no significant issues pending that could affect the anticipated May 2008 start of this project. There has been a recent decision to proceed with a LEED certified project. The architect and the CM are working together to develop a preliminary order of magnitude on the anticipated costs. SCHEDULE NARRATIVE

The revised project time line is as follows:

• 3/25/08 = Final GMP submittal to Owner • 4/23/08 = Board Meeting to approve GMP

Construction:

• Anticipated Notice to Proceed: 5/15/08 • Substantial Completion of Buildings: 6/15/09 • Final Completion of Buildings: 9/14/09

GMP QUALIFICATIONS & ASSUMPTIONS

APRIL 01, 2008 GENERAL 1. We have not included impact or permanent utility fees or charges, offsite connections, sewer connection

fees, water tap fees, water meters or water meter fees that may be required by local, state or federal authorities having jurisdiction. Relocation of any existing utilities (if required) not identified in the bid documents is not included nor have we included costs to repair/replace any damage to utilities that are not identified in the bid documents.

2. All allowances are inclusive of purchase, delivery and installation (labor and materials) to create a

complete system. We have included allowances in our Guaranteed Maximum Price Proposal for the following items: a. Playground Equipment $240,000 b. PE Storage Shelter $165,000 c. LEED Certification $950,000

3. The following items are excluded from this proposal:

Offsite road improvements, pavement markings and/or signalization with the exception of work indicated on the drawings at Stacy Street between the east and west property lines

Demolition of existing on-site structures Fencing for softball field Grouting of interior hollow metal frames Library shelving Entrance floor mats (spec section 12692) Spray painting booth and/or mixing room (spec section 13100) Furnishing of the Security system CCTV cameras, monitors, card readers, etc. Furniture, fixtures & equipment unless otherwise noted on bid drawings and specifications

4. We have included an 8' high manufacturer’s standard precast concrete wall at the east, south and west

property line encompassing the play courts and playfield area at the south end of the campus totaling approximately 900 lf and 3 gallon coco plums at 2' o.c. and mulch along the outside of the wall

SITEWORK/FENCING/LANDSCAPING1. All gates are included as manually operated. 2. The canopy adjacent to the K-2 Play Area where it abuts to the rubberized play surface will be tied in to

the yard drain per typical detail on Civil drawings. All other canopies will drain to adjacent grass areas. FLOORING 1. We have included ceramic wall tile to 6'-0" AFF at the two walls abutting the mop sink in each Janitor's

Closet. FURNISHINGS, EQUIPMENT & MEP1. Aluminum walkway covers are included with a baked enamel in manufacturer’s standard color or clear

anodized finish.

West Palm Beach Elementary School – Final GMP- Construction SDPBC Project: 400000006 Construction Schedule Narrative April 1, 2008 Building Construction will commence upon receipt of Notice to Proceed which is anticipated May 2008. Construction will begin with the clearing of a wooded site and demolition of several minor structures. Early completion of utility work in the Stacy Street right of way is required by the end September 2008 to ensure that the Palm Beach County street widening work is not affected. Substantial Completion and receipt of Certificate of Occupancy for the new school will be in June 2009 with Final Completion to follow in September 2009.
