The Texas Department of Transportation (TxDOT) is cur-rently overseeing a major project to improve theQuaker/Erskine interchange on northwest Loop 289 inLubbock. The Loop will be widened from Slide Road to 1mi. (1.6 km) east of Quaker Avenue, from a four-lane divid-ed facility to a six-lane freeway facility. In addition, the Loop bridges will be rebuilt to span over
Quaker Avenue and Erskine, and the frontage roads also willbe rebuilt. Erskine will be extended under the Loop 289bridge to connect with Texas Tech Parkway.The contract was awarded last summer to Haydon

launched the 570N XT loader/tool carrier,offering enhanced fuel economy and pro-ductivity, along with superior breakout forceand reach, according to the manufacturer. The Case 570N XT loader/tool carrier
achieves Tier IV Interim certificationthrough the use of cooled exhaust gas recir-culation (CEGR) technology and a dieselparticulate filter. The machine features aCase turbocharged engine rated at 78 net hp(58 kW) that delivers a minimum five-per-cent increase in fuel efficiency and fasterresponse times than previous models, whilemeeting current emission standards.“The Case 570N XT combines proven
emission-control technology with a slightlysmaller, more efficient engine to achievebetter fuel economy. Loop Bridges to Be Rebuilt Over Quaker Ave., ErskineBuilding Corp., Phoenix, Ariz., for $2.6 million. Work beganon Sept. 24, 2012, and is on schedule for completion in thespring of 2015. Funding is from a combination of both stateand local sources. The city of Lubbock is contributing$3.655 million to the project, and the balance is funded withProposition 12 money from the state of Texas.Greg Clark serves as Haydon’s project manager. The con-
tract calls for the widening of an existing freeway facility,consisting of grading, flexible base, cement stabilized base,continuously reinforced concrete pavement, asphaltic con-crete pavement, drainage structures, and bridge structures,according to Clark.“The most challenging aspect of the Northwest Passage
Project is implementing the separate phases in an efficientmanner that will cause the least amount of disruption to thetraveling public and provide a safe worksite for all of thecontractors involved in the project,” said Will Barnett,Lubbock area engineer for the Texas Department ofTransportation (TxDOT). “The jobsite is located around several medical centers and
a major university, all of which generate a steady volume oftraffic. The overpasses, as well as the drainage structures,and at-grade intersections (Quaker andErskine avenues) will have to be com-pleted in multiple phases within theconfines of a limited work zone.”From a design standpoint, Barnett
said that traffic control was a chal-lenge.“Designers had to phase the at-
grade intersection work so trafficwould always have at least one lane ineach direction,” he said. “They alsohad to move the main lane traffic toone side, which required temporaryretaining walls to be designed.”Barnett also added that the skew
angles for each roadway required thebents and columns for the bridge tohave different angles. Each bent rotat-ed slightly from the Erskine skewangle to the Quaker skew angle.“The bridge is located in a large tri-
angle between Quaker and Erskine,”he said. “TxDOT had to span the areabetween Erskine and Quaker with onebridge due to the limited amount ofroom between the roadways. It wasmore economical to span this areawith a bridge instead of filling it withembankment and retaining walls. Thiscreated a large open area that we willlandscape using a combination of nat-ural vegetation and hard design ele-ments such as block retaining walls.”In addition, a culvert outfall had
substantial erosion. “Over the years TxDOT mainte-
nance crews have fixed it with con-crete blocks and other materials to tryto stop the erosion,” Barnett said. “Wedecided to fix this problem using agabion mattress. For the rocks in the
baskets, we decided to reuse the old concrete from thebridge. Our contractor will reshape the outfall, place wirebaskets, and fill them with the concrete rubble generatedfrom project demolition. This recycles materials that wouldend up in the landfill otherwise.”Barnett said that the concrete for the continuously rein-
forced concrete pavement is designed using an OptimizedAggregate Gradation. This method reduces the material costof the concrete by reducing the overall cement content.“We are using HPC (high performance concrete) mix
designs for bridge components,” Barnett said. “This includessubstitution of fly ash and silica fume and incorporation offillibrated fibers. These methods reduce the use of Portlandcement, improve long term durability, and mitigate shrink-age cracking.”Barnett added that as of the beginning of January, the proj-
ect had not yet reached the “new construction” phase. So far,contractors had paved detours, made traffic switches, andbegan demo work. Ultimately, the project will construct over10 lane mi. (16 km) of roadway and include 85,014 cu. yd.(64,998 cu m) of excavation, 52,314 cu. yd. (39,997 cu m)of embankment, 9,529 tons (8,644 t) of asphaltic concrete
pavement, and 36,026 cu. yds. (27,544 cu m) of continuous-ly reinforced concrete pavement.Major subcontractors for the project include Willis
Electric, Abilene, Tex., for overhead electrical, fiber optic forITS, and roadway signs; Mica, Inc., Ft. Worth, Tex., secondtier sub to Willis Electric for large overhead guide signs;Artex Electric, Lubbock, Tex., second tier sub to WillisElectric for underground electrical and electrical founda-tions; WW Drilling, Houston, Tex., for bridge structure drillshafts; West Texas Paving, Lubbock, for hot mix asphalticconcrete pavement; North Texas Rebar, Ft. Worth, for rodbusters (steel tiers); Floyd Trucking, Lubbock; TruckingBarricades Unlimited, Lubbock, for traffic control; andT.H.M., Ft. WASHINGTON (AP) TransportationSecretary Ray LaHood, who lifted the pro-file of distracted driving as a national safetyconcern, is stepping down, presentingPresident Barack Obama with anotherCabinet vacancy at the start of his secondterm. The former congressman from Illinois
and one of only two Republicans whoserved in Obama’s Cabinet, LaHoodworked for more safety in the air and on theground and pushed for improvements ofroads and bridges. Under his watch, thedepartment demanded tougher fuel efficien-cy requirements for automakers and tooksteps to address airline pilot fatigue. Obama, who at one point served with
LaHood in the Illinois congressional delega-tion, said they were “drawn together by ashared belief that those of us in public serv-ice owe an allegiance not to party or faction,but to the people we were elected to repre-sent. And Ray has never wavered in thatbelief.’’ LaHood said in an interview with The
Associated Press that he told Obama a weekafter the November election that he neededto move on. But he also said he was still“conflicted’’ by his decision because heliked working for the president and consid-ered it the “best job I’ve ever had in publicservice.’’ He said he plans to remain at the depart-
ment until his successor is confirmed by theSenate, which he expects in about twomonths. The only other Republican whowas in Obama’s first-term Cabinet wasDefense Secretary Robert Gates, whostepped aside and was replaced byDemocrat Leon Panetta earlier. LaHood, who once considered likely to
run for governor in his home state, said hewould not seek public office and indicatedhe didn’t have any specific plans. “I have had a good run. I’m one of these
people who believe that you should go outwhile they’re applauding,’’ he said. LaHoodsaid he was content to watch from the side-lines as his oldest son, Darin, serves in theIllinois state senate. His move continues an exodus that will
give Obama’s team a new look in his secondterm. Secretary of State Hillary RodhamClinton, Panetta and Treasury SecretaryTimothy Geithner are departing and in addi-tion to LaHood, the heads of the Interior andLabor departments also have announcedtheir resignations. Obama has nominatedformer Nebraska Sen. Chuck Hagel, aRepublican, to serve as defense secretary tosucceed Panetta. Possible replacements for LaHood
include Los Angeles Mayor Antonio
Villaraigosa, who has pushed for increasedrail service in Los Angeles and served aschairman of last year’s Democratic NationalConvention, and Debbie Hersman, thechairman of the National TransportationSafety Board. The name of former Rep. JimOberstar of Minnesota, who led the HouseTransportation and InfrastructureCommittee, also has been mentioned. LaHood served seven terms in Congress
representing a central Illinois district thatincludes his hometown of Peoria, Ill., beforehe was chosen by Obama for the post. Hetraveled widely, visiting 49 states, 210 citiesand 18 countries promoting Obama’s agen-da. He made trips that allowed him to ridesome of the world’s fastest trains andinspect the latest vehicles at auto shows. In Washington, he would occasionally
don a bicycle helmet and pedal around theDistrict to promote bike lanes. At the start of the new administration,
LaHood spearheaded efforts to stimulate theeconomy through transportation construc-tion projects and promoted the administra-tion’s vision of a nation connected by high-speed trains. But the high-speed rail pro-gram, which was supposed to be one of thepresident’s signature projects, has been onlife-support since Republicans regainedcontrol of the House in the 2010 election. The department struggled with how to
pay for the repair and improvement of thenation’s aging transportation network andeventually reached a compromise withCongress last year on a more limited,scaled-back 2-year plan that gives statesmore flexibility in how they spend federalmoney. Perhaps LaHood’s most passionate
work involved distracted driving, whichhe called a “national epidemic.’’ Helaunched a national media campaign toend texting and cellphone use by drivers,an awareness campaign that drew compar-isons to efforts to promote seat belt usemore than a generation ago. He button-holed auto executives to help reduce driv-er distraction and would even yell at otherdrivers on occasion to put down their cell-phones. “Every time someone takes their focus
off the road — even if it’s just for amoment — they put their lives and thelives of others in danger,’’ he said in 2010. During his tenure he slapped Toyota
Motor Co. with record fines for delayingsafety recalls and failing to promptlyreport problems to federal regulators. Andhe recently ordered United Airlines toground its Boeing 787 Dreamliner follow-ing mishaps with the aircraft’s batteries.

FAE USA Annual Sales Meeting, Training Demo in Ga.
A Caterpillar 289C compact track loader was thecarrier machine for demoing one of the stars of theshow … the new DML/SSL125 low flow mulchingattachment for skid steer loaders and compacttrack machines.

Operating a Caterpillar mini-excavator and demonstrat-ing the new FAE DML/HY125 mini-excavator mulchinghead with fixed teeth is FAE USA service technicianJason Garland.
FAE demoed a Challenger MT665D with the new RSM 225 PTOdriven attachment, mostly for road reclamation, but also amulti-purpose machine that works as a rock crusher, soilstabilizer and forestry tiller.
FAE USA’s Giorgio Carera (L) and LeeSmith field questions from their territorymanagers on all of the products thatwere demoed throughout the day.
FAE USA recently held its annual salesmeeting and training demo for all U.S.territory managers.
The first of two days of meetings startedat Lake Lanier Islands resort in northGeorgia with product training and marketingstrategies and continued on day two withadditional training and a demo.
With the addition of several new territorymanagers, the FAE USA staff focused train-ing on the entire FAE and PrimeTech equip-ment and attachment lines. Several new FAEproduct offerings for 2013, which wereintroduced at the meeting, had many lookingforward to getting back to their territories tospread the good news.
“The new low flow DML/HY125 andDML/SSL125 are going to be the hottestselling attachments on the market,” saidDave Evans, territory manager in theCarolina’s. “If you think about the low flowindustry for heavy brush clearing, there’sonly brush cutters and flail mowers. There’smaybe only one other low flow drum stylerotary mulcher on the market. The way FAEhas designed their new low flow mulcher, Itruly believe this is going to be one of the
year’s hot sellers.”Ken Pryzgoda, territory manager of Colo.,
N.M., and Wyo., was equally impressedwith the new FAE USA DML/HY &DML/SSL mulchers.
“With the high speed rotor system havinga smaller diameter and turning faster withthe new design tooth, these attachments willreally open a new market of the low flowmachine owners … it’s a very fast cuttingmachine,” he said.
FAE USA CEO Giorgio Carera was inattendance and noted that everyone seemedvery positive that the market is coming back.He said that this optimism coupled with thenew products being launched would makefor a good year.
“We have new products ... including ournew low flow mulching attachments we areintroducing at this meeting,” he said. “Weexplored this market for quite some time andfound there was a good potential with con-
tractors that own low flow machines whowant to do multiple jobs and be able to addthe ability to grind and mulch material andunderbrush. What we saw were a lot of lowflow skid steers owned by contractors look-ing for other options to fully utilize theirmachines and expand into other types ofwork. With the majority of the skid steerloaders on the market being low flowmachines, this was a natural progression forour lineup of mulchers. These new attach-ments also carry over into utilization in thefarming industry.”
Carera added, “FAE prides itself on usingthe best engineering and technology avail-able as well as the best materials, such asHardox steel. The majority of the attachmentbody that contains the main wear parts areprotected by Hardox. Because of this, we arethe only manufacturer in this segment of theindustry that is able to carry the Hardox logoon our attachments.”

At completion of demo time, the mulching attach-ments were brought indoors and carefully inspectedby regional managers and representatives of theparent company, FAE in Italy.

Auctions in Orlando Feb. 18 to 23, selling morethan 9,400 items for more than $176 million.
The six-day auction set a new company record foronline sales as online buyers generated more than $53million in gross auction proceeds or 31 percent of totalgross auction proceeds generated during the auctions.Approximately 8,300 bidders registered for the six-day, unreserved public auction from 80 countries, 50U.S. states, all Canadian provinces and one territory. More than $38 million was purchased by buyers in
Florida while more than $137 million (or 78 percent)was sold to buyers located outside the state of Florida,with more than $58 million (or 33 percent) of thatamount being sold to buyers outside the country. Itemsin the auction were sold for more than 780 sellers.Items sold include a 2012 Grove RT890 90-ton 4x4x4rough-terrain crane that sold for $725,000 and morethan 40 2008 International ProStar and 2007International 9400I trucks from Wal-mart’s profes-sionally maintained fleet.“It has been another big February week for us here
in Orlando,” said Steve Kriebel, regional sales manag-er, Ritchie Bros. ARTBA President and CEO Pete Ruanereleased the following statement regardingthe State of the Union address:
“We appreciate President Obama contin-uing to highlight the link between a strong,properly-functioning transportation infra-structure network and economic competi-tiveness.
“His call for increased investment inroads, bridges and transit systems has beenechoed repeatedly by scores of congression-al leaders from both parties, the nation’sgovernors, and state and local transportationofficials. Everyone is in agreement. So let’suse the opportunity at hand to start develop-ing real solutions to address America’sinfrastructure deficit.
“An overwhelming majority of Congressvoted last year to support final passage ofthe highway and transit bill, MAP-21. The
law’s program consolidation, meaningfulpolicy reforms and accountability provi-sions provide the foundation for building amuch broader infrastructure investmentpackage. MAP-21, however, only providedenough financial resources to maintainhighway and transit investment at currentlevels for two years; a scenario that doesnothing to reduce the increasing economiccosts and personal toll from worsening traf-fic congestion.

“The President stressed the need tobecome energy independent, but failed tomention any plan to approve the KeystoneXL pipeline. Thousands of jobs are justwaiting for the Administration to approvethis pipeline so that more Americans can getto work. Additionally, millions of farmers,ranchers and business owners are anxiouslywaiting to see if Congress will pass a long-term farm bill. The short-term extensionpassed this year did little to increase eco-nomic certainty and has deterred farmersand businesses from investing and growing.President Obama’s failure to address thisissue was a real disappointment to the agri-culture community that’s so vital to ournation’s economy and wellbeing.
“AEM is pleased to see the Presidentonce again emphasizing the need forincreased infrastructure investment, but wealso recognize that short-term stimulusfunding is nothing more than a quick fix andfails to address the long-term improvementsthat our nation requires. more in line with what we expect to see inthe marketplace,” said ARTBA ChiefEconomist Alison Premo Black. “The pas-sage of MAP-21 has provided some stability— obligation levels were quite low in FY2012 and FY 2011 as state transportationdepartments were dealing with a series ofcontinuing resolutions for the federal aidprogram.”ARTBA’s monthly report, “Obligation of
Federal Highway Funds,” finds that the $2.3billion obligated in January was 13 percenthigher than the amount obligated duringJanuary 2012 ($2 billion), but 3.9 percentless than during January 2010 ($2.4 billion)when state DOTs were rushing to obligatethe last of their American Recovery &Reinvestment Act funds.Although obligations are off to a good
start, there are still some unknowns ahead,Black said. Legislation to fund the federalgovernment must be enacted before the endof March if states are to receive more thanthe $16.9 billion of highway funds that arerequired to be obligated before the end of thefiscal year. The obligation of federal funds is a lead-
ing indicator of state level market activity.When a state or local DOT has an eligibleproject ready to go under the federal-aidhighway program, it enters into an agree-ment with FHWA that obligates the federalgovernment to pay its share of the costs. The new 655K crawler loader from John Deere wasdesigned and built using significant customer input, to pro-vide contractors a machine that helps increase productivityand uptime and lower daily operating costs. The latest addi-tion to the K-Series line builds on the 755K crawler loader.Both of these models are assembled in Dubuque, Iowa.“On today’s job site, crawler loaders continue to be the
most versatile tool for moving materials, digging, backfill-ing, and loading trucks. The 655K provides the right balanceof horsepower, bucket capacity and breakout force for max-imum productivity while lowering contractor input costs peryards of material moved,” said Jon Gilbeck, global productmarketing manager of crawler loaders, John DeereConstruction & Forestry. “Although operational uptime wasthe number one project initiative for the new 655K, produc-tivity-enhancing features such as automated loader functionsand the ultimate in cab comfort were not overlooked.” The 655K features a John Deere PowerTech 6.8-L
