ARTBA’s monthly report, “Value of Transportation Construction Put in Place,” was compiled by Alison Premo Black, the association’s chief economist. Black noted that while this repre- sents a one percent increase over the $116 billion committed in 2011, real transportation construc- tion activity fell well short of its 2010 peak, when $129 billion worth of construction work was “put in place” during the year, in large part because of the American Recovery & Reinvestment Act. TTS Engineering First in Calif. to Purchase LiuGong IronFrom the moment he saw its machines at

ConExpo 2011, Tim Wilson knew he want-ed to learn more about LiuGongConstruction Machinery. Wilson is the pres-ident of TTS Engineering Inc., a SouthernCalifornia based general engineering con-tractor that specializes in site development. He was looking for high-quality equip-

ment at competitive prices that would allowhim to keep his operating costs in check dueto the tight budgets on today’s constructionjobs.Earlier this year, TTS Engineering

became the first company in California topurchase a piece of LiuGong equipmentthrough Westrax Machinery, the localLiuGong dealer. LiuGong is the 17th largestconstruction equipment manufacturer in theworld and is the global leader in the numberof wheel loaders manufactured each year. Wilson’s company earned this distinction

when they bought a LiuGong 922D excava-tor and an 842 III wheel loader. Wilson’s firm completes site development

in Orange County, Calif., including siteclearing, grading, underground utility workand concrete and paving operations. Likemost construction companies, TTS was hitby the sluggish economy, but Wilson couldforesee better days on the horizon and want-ed to have the right equipment in place whenthe recovery began.Wilson had a long-standing relationship

with Westrax Machinery, an equipment deal-ership based in Rancho Dominguez, Calif.Dennis McShane, the sales manager ofWestrax, had told Wilson in 2010 that theywere taking on the LiuGong line and that itmight offer the perfect combination of qual-ity and price he was looking for.“We had been talking to Westrax about

this new line called LiuGong, and I have tosay I was intrigued,” Wilson said. “Once Igot to see their equipment for myself atConExpo, I was definitely interested.”But in a surprising development,

McShane refused to sell Wilson anyLiuGong machines. At least at first.McShane explained, “I told Tim we were

going to stock a number of LiuGong unitsand put a few of them into our rental fleet.We wanted to make sure the machines wereas high quality as we thought before havinga customer invest. Thankfully the qualitywas as good as we anticipated, so we quick-ly worked with TTS on the sale.” Wilson said the LiuGong 922D excavator

has been a hit with TTS Engineering fromthe time they purchased it in January 2012.The 922D has been successfully used for sitedevelopment work at Park Place in Irvine,Calif. TTS used the 922D to load more than10,000 cu. yd. (7,645 cu m) of dirt and toexcavate a new 15-in. (38 cm) sewer systemon the project.

Standard features like a closed cab withheating and air-conditioning enable Wilson’screws to work year-round in comfort. Theunit has one of the widest cabs on the marketfor added operator comfort, as well as a largecolor LCD monitor with a user-friendlyinterface and simple operation.The excavator has a Cummins QSB6.7,

155 horsepower engine and a travel speed ofup to 3 mph. The machine has a maximumdigging depth of 21 ft. 8 in. (6.6 m) and anoperating weight of 50,500 lbs. (22,906 kg)for solid results across a variety of uses. Thestandard bucket capacity is 1.31 yd. (1.2 m)and the fuel capacity is 108.8 gal. (412 L).Climate control, AM/FM radio and anadjustable suspension seat are just a few ofthe standard features offered on the 922D.The 842III wheel loader was Wilson’s

second and most recent LiuGong purchasewhich was finalized in May 2012. The 842has spent time in the field working atFashion Island, an open-air retail develop-ment in Irvine. “We were doing preliminary work for a

new retail building pad,” Wilson said. “The

842 was used to perform excavation and re-compaction work for a 25,000 square footbuilding pad. And I have to say, this loaderhas been a real workhorse.”The wheel loader has a Cummins

QSB6.7, 193 gross horsepower engine witha net horsepower of 186. The Loader has astandard bucket size of 3.5 cu. yds. (2.7 cum) and an operating weight of 33,601 lbs.(15,241 kg). The standard bucket’s breakoutforce is 30,574 lbs. (13,868 kg). The stan-dard dump clearance is 9 ft. 9 in. (3 m).Some of the features that Wilson and

McShane admire on the 842 III is its easyengine access, a diagnostic system that givesfast, accurate maintenance support, a wetdisc braking system and a reversible coolingfan for easy cleaning.“The LiuGong machines have performed

up to or better than our expectations,” saidWilson. “They are very effective in complet-ing the work that I bought them for. And asfar as the daily costs versus competitive unitsconsidered, LiuGong has been great. We’revery pleased.”TTS Engineering was established in 1996

Contractor Has Moved 80,000 Cu. Yds. of Material to Datefor Surface Transportation and Economic Recovery(FASTER) program implemented by the State of Colorado.FASTER is dedicated to repairing and replacing poorbridges and making safety improvements on Colorado high-ways. The project began July 11, 2011, and is on schedule to be

complete by approximately Sept. 30, 2013. The prime con-tractor is Hamon Contractors, Inc., and the job is under thedirection of Ted Schmidt as superintendent, Brad Davis asproject manager and Sara Aupperle as project engineer.The contract covers the second construction stage of the

reconstruction of I-25 from Alameda to Broadway. The firststage replaced the Alameda Bridge over I-25 and completeddrainage improvements in the area. This second stage includes the reconstruction of I-25

bridges over Santa Fe Drive and new construction of a fly-over ramp.The last two stages are scheduled to begin in Jan. 2014,

and will complete the Single Point Urban Interchange forSanta Fe Drive and I-25, replace the old southbound SantaFe structure over the Platte River, and replace the oldAlameda structure over the Platte. It also will add anotherflyover structure at Alameda and northbound I-25.According to Daniel Housand of the Colorado

Department of Transportation, average traffic in the projectarea is 250,000 vehicles per day.“Traffic control is an ongoing challenge,” he said.

“Phasing has allowed traffic to move unimpeded through ourwork zone, but not without some complaints from the trav-eling public. There are known hazardous soils and water onsite. We have extensive plans to deal with those safely and

environmentally.”The flyover bridge was designed by Summit Engineering

and utilized curved box girders, which were segmentallypieced together between pier caps and post tensioned. The I-25 structures over Santa Fe were similar, but were notcurved.To date, the contractor has moved 80,000 cu. yds. (61,164

cu m) of material and placed 4,500 cu. yds. (3,440 cu m) ofconcrete.Subcontractors include Slaton for MSE walls and tempo-

rary wire walls, Statewide for traffic control, Parker Steel forplacing reinforcing steel and VSL Corporation for post ten-sioning with strand. Trucking subcontractors include PPI forplacing HMA, PAA for placing concrete pavement andRocky Mountain Structures for erecting girders.

Equipment for the project includes a Volvo 110F front endloader, a Komatsu PC 270 LC hydraulic excavator, a tandemdump truck, a Bidwell deck finishing machine, an RMScrane and a Brundage bone concrete pumper.

Because the undercarriage on your compact excavator worksas a system, wear is unavoidable.

“All of an undercarriage’s moving components — sprockets,idlers, chain and pads — are wear items,” said Jesus Santos,product specialist, Terex Construction Americas. “Becausethese components are costly to replace and time consuming toinstall, you should protect your investment by taking the time toinspect and maintain your compact excavator daily.

The most costly part of an excavator the undercarriage canmake up almost 20 percent of the machine’s purchase price andnearly 50 percent of its maintenance cost. Such valuable com-ponents should never be neglected.

Tip #1: Check Track Tension and Sag to Avoid Excessive Wear

One way to avoid premature or excessive wear of yourundercarriage is to make sure that your compact excavator’strack chain is adjusted for correct tension. The components ofyour compact excavator’s undercarriage are designed to wearevenly. If some components wear more quickly than others, itcan affect the productivity and wear of all the components.

“Loose tracks can de-track and can increase wear,” saidSantos, “so be sure to check the track chain for proper tension-ing every 10 to 15 hours of use, or at least every day. Tracks thatare too tight can cause excessive roller and idler wear and cantear the tracks.”

Santos suggested the best way to inspect the tension of thetrack chain is to raise the machine up — in this raised position,the track should sag enough to leave about 10 to 15 mm of free

space under the center track roller. “For your excavator’s correct track inspection and tensioning

procedures, always refer to the operator’s manual for the man-ufacturer’s recommended guidelines,” said Santos.

Tip #2: Keep the Undercarriage Clean and Covered

Job site debris, like mud, snow and rocks, packed around theundercarriage also leads to faster component wear. Compactexcavator manufacturers, including Terex, recommend that theundercarriage be inspected, cleaned and greased daily.

“At the end of each workday, knock away any debris that’saccumulated in the tracks, and then while the machine is stillwarm, wash it down to get rid of any remaining materials thatcould cause corrosion or contamination,” said Santos.

The end-of-day wash-down process is a good time to removeembedded foreign objects from the tracks and to lubricate allmoving parts.

“The daily wash down is also an excellent time to look forany loose, worn, cracked, bent, broken or missing components.Replace these items immediately.”

If your compact excavator is going to be parked for a periodof time, particularly in the extreme heat, it is important to coverthe tracks or to exercise the machine at least once a week. Thisprevents water and condensation from building up in the under-carriage and rotting the components.

Tip #3: Train Every Operator on the ProperDriving and Digging Techniques

Your excavator operators have more influence on the life andlongevity of an undercarriage system than all of the manufac-turer’s best efforts.

“The operation and upkeep of your compact excavator,”according to Santos, “directly impacts your repair time anddowntime costs.”

Santos recommends that each operator be taught the correctway to drive your compact excavator, understanding what theycan do to keep it running in top form. For example, operating athigher speeds can cause more wear on the undercarriage, sodrivers should apply the slowest possible operating speed forthe job.

Also, said Santos, operators need to alternate their turningdirections during the day — continuous turning to the same sidecan cause asymmetrical and accelerated wear.

“And quick or sharp turns ought to be avoided entirely, espe-cially when operating in rocky conditions,” added Santos.

Operators also should learn to control track spinning whenfilling the bucket because unnecessary spinning also accelerateswear and causes cuts in the tracks. Operators also need to becautious when driving over edges, curbs or other sharp anglesto prevent breaks in the tracks.

“It is always best,” said Santos, “to use boards, beams orsmall ramps when driving on or off any angle.”

Finally, operators must learn to plan the machine’s move-ments with the terrain, not against it, to reduce wear.

“Working uphill,” said Santos, “adds stress to the rear of themachine, as working downhill shifts the stress to the front.Balance the wear of the undercarriage’s components by alter-nating the work direction on the slope.”

At the end of the day, usage conditions greatly influence thelife and longevity of your compact excavator’s undercarriage.Proper care of this valuable investment will go a long way inreducing maintenance costs.

Case CX210C Excavator Boosts Power, Fuel EconomyThe new Case CX210C excava-

tor achieves 160 net hp (119 kW)using Tier IV Interim-certifiedcooled exhaust gas recirculation(CEGR) technology that burnscleaner while delivering superiorhorsepower, according to the manu-facturer. A new narrow undercar-riage version, measuring 8 ft. 6 in.(2.59 m) wide, is available for easi-er transport.“The new Case CX210C excava-

tor delivers both the lower operatingcosts and higher productivity thatcontractors expect,” said RobMarringa, brand marketing manag-er, Case Construction Equipment.He cited 10-percent fuel economygains, 3-percent cycle time reduc-tions and 7-percent lift capacityincreases among crucial productimprovements.“An advanced version of the

Case intelligent hydraulic systemtechnology reduces total fuel con-sumption and improves perform-ance,” Marringa said. Boom econo-my control lowers engine RPMsduring the boom down and swingoperation, while the auto economycontrol lowers RPMs when the joysticks areinactive. Swing relief control technologymanages the hydraulic power allotted at thestart of the swing operation, and spool strokecontrol creates an automatic pressure adjust-ment during digging operations.“These fuel efficiency gains are especial-

ly significant,” Marringa explained. “Whiletypical CEGR systems lose fuel efficiency,we’ve actually increased fuel efficiency onour Case CX210C excavator by 10 percentover the previous B Series model. Whiledelivering exceptional fuel efficiency, theCase C Series models continue to be in thetop of their class for productivity.“Because excavators run with little

change to engine speed, CEGR technologywas the best choice for efficiency and con-venience.”

Increased ProductivityWith 3-percent faster cycle times than

previous models, the new Case CX210Cexcavator can load more trucks or trench fur-ther during every work shift. Along withfaster cycle times, the new Case excavatorsoffer operators smoother and easier controland maneuverability, according to the manu-facturer.The CX210C provides 7-percent more lift

capacity and boasts a 440 lb. (199.6 kg)increase in operating weight to tackle biggerjobs. The excavator has an operating weightof 47,800 lb. (21,685 kg), a bucket diggingforce 34,171 lb. (152 kN), arm digging force

of 24,729 lb. (110 kN) and a maximum digdepth of 21 ft. 10 in (6.65 m). Standard buck-et sizes range from .65 to 1.53 cu. yd. (.5 to1.17 cu m).The new excavator offers three power

modes — SP (speed priority), H (heavyduty) and A (automatic) — to allow opera-tors to choose the best mix of power and fuelefficiency. The throttle settings also adjustthe hydraulic settings for further tailoring tospecific tasks.

Improved Operator Comfort, Visibility

The Case CX210C excavator gives oper-ators a more spacious, comfortable and quietcab, with 19-percent better visibility fromthe operator’s seat (including a new roofskylight) compared to previous models.Noise reduction improvements, including

vibration refinement on the cab’s reinforcedtubular structures, create an extra-quiet cabenvironment, with automotive-like noiselevels as low as 69.9 dBa.The cab on the new Case excavator pro-

vides 7-percent more overall space and 25-percent more airflow. Air conditioning per-formance also has increased by 8 percent.New with the C Series is a rearview cam-

era that feeds video to a 7-in. LED monitorin the cab, enhancing operator confidenceand job site safety during machine operation.“The monitor in the Case C Series exca-

vators is large and clear,” Marringa said. Theoperator can easily switch between rear and

optional side camera views. Plus, they havesimultaneous visibility to key operating data,including a new function which providesfuel consumption per hour. Operators canuse this information to refine fuel efficiencyfor their particular operation.Case engineers designed the CX210C,

like other C Series excavators, with a verylow profile that enhances visibility from thecab while efficiently accommodating TierIV emission system components.The CX210C excavator also includes a

standard air-suspension seat and an in-cabauxiliary hydraulic setting system with anew option for 10 memory-recall settings tomake tool changes quick and easy for oper-ators. A Level 1 ROPS/FOPS(rollover/falling-object protection systems)cab structure helps enhance operator safety.

Ease of MaintenanceExtended service intervals for the Case C

Series excavators help reduce operatingcosts, O’Brien said.They are designed with 500-hour engine

oil change intervals, 5,000-hour hydraulicoil change intervals and 1,000-hour greasingintervals with easy maintenance systembushings. The cab includes new accesspoints to easily reach the air filter and fusebox. The Case CX210C excavator scored a2-percent improvement over previous mod-els on the SAE maintainability index.“The new Case C Series excavators effi-

ciently package the redesigned engine, cool-

ing and exhaust systems while maintainingexcellent serviceability and operator visibili-ty,” Marringa said. “The machines featurewide-open panels for easy access to servicepoints and ground-level access to groupedlubrication points.”

A major road project with various phasesis currently under way in California. TheCalifornia Department of Transportation(Caltrans), in cooperation with the FederalHighway Administration (FHWA) and theContra Costa Transportation Authority(CCTA), is widening State Route 4 (SR 4),its interchanges, and affected local road-ways. “This is not just another highway widen-

ing project, but an opportunity for improve-ments to the State Route 4 corridor that willhelp revitalize eastern Contra CostaCounty,” said Susan Miller, director of proj-ects for CCTA “The projects include the addition of a

new BART [Bay Area Rapid Transit] exten-sion to the city of Antioch [eBART], whichwill greatly improve transit accessibility forthe region and help reduce traffic congestionand enhance the quality of life for the250,000 residents of eastern Contra CostaCounty. We have four contractors workingside by side and are partnering with BARTto incorporate construction of many ele-ments of their project into the freeway con-struction for the utmost efficiency to thetraveling public.”There are five separate construction pack-

ages in the SR 4 project, and the overallcompletion date for the freeway portion issummer/fall 2015. Work is currently runningon schedule. The full dollar amount for theproject, including the eBART extension toAnitoch, is about $1 billion. The costincreases to about $1.3 billion if work thatCCTA is involved with further east along theSR 4 corridor is included. Funding sources include a Measure C and

Measure J sales tax as well as state, federal,and other local funds including bridge tollfunds for the eBART extension. Measure Cand Measure J are voter-approved half-centsales tax increases to fund transportationimprovements. Measure C increased salestaxes between 1988 and 2009.

In 2004, the voters of Contra Costa passedan extension of Measure C (known asMeasure J) with 71 percent approval.Measure J is a 25-year measure from 2009 to2034, which will generate $2.7 billion fortransportation needs in Contra CostaCounty.“The 1.3 billion invested in the State

Route 4 corridor employs a variety of road-way, bridge, and transit contractors,” saidRandell Iwasaki, executive director of theContra Costa Transportation Authority.“This record investment in Contra Costa’sinfrastructure is helping Northern Californiacontractors, labor, and material and equip-ment suppliers recover from the ‘great reces-sion’.”The projects will involve widening SR 4

from the existing four lanes to eight lanes.The widened freeway will provide one HighOccupancy Vehicle (HOV) lane and threemixed-flow lanes in each direction.Sufficient width will be preserved in the SR

4 median through the Hillcrest Interchangeto accommodate BART. In addition, SR 4interchanges will be reconstructed to accom-modate the freeway widening at LoveridgeRoad, Somersville Road, Contra LomaBoulevard — L Street, G Street, Lone TreeWay — A Street, Hillcrest Avenue, andSand Creek Interchange.The Loveridge Road Project will widen

Highway 4 to eight lanes, including threemixed flow lanes and one (HOV) lane ineach direction from just west of LoveridgeRoad to just west of Somersville Road. Theproject includes the reconstruction of theLoveridge Road interchange, freeway auxil-iary lanes, and a median wide enough toaccommodate mass transit.The contractor for this portion is O.C.

Jones and Sons Inc., under the direction ofMike Lovelace. Work began in June 2010and will be complete in early 2014.

Myers Inc., under the direction of BobCoupe. Construction began in March 2012and is expected to be complete in mid-2015.The Lone Tree Way — A street segment

includes widening Highway 4 from just westof Lone Tree Way to just west of HillcrestAvenue, reconstruction of the SR 4/LoneTree Way/A Street Interchange, and willwiden the highway median to accommodatemass transit.The contractor for this portion is Bay

Cities/Myers Joint Venture, under the direc-tion of Dan Baker. Construction began inAug. 2012, and estimated completion is setfor mid-2015.The Hillcrest segment is scheduled to

begin in early 2013, with work continuinguntil summer 2015. It includes the widening

of Highway 4 and a median wide enough toaccommodate mass transit, as well as provi-sions for a new BART station just east ofHillcrest Avenue.The contractor for this portion is Bay

Cities/Myers Joint Venture, under the direc-tion of Bob Coupe.The Sand Creek Road Interchange por-

tion will widen SR 4 from two lanes to four(two in each direction) from Lone Tree Wayto Sand Creek Road. The project alsoincludes the construction of the Sand CreekRoad Interchange and will provide a medianwide enough to accommodate mass transit.The contractor for this portion is Bay

Cities/Myers Joint Venture. Constructionbegan in June 2012, and work is expected tobe complete in the spring of 2014.BART recently held a groundbreaking for

eBART, which is BART’s new rail service toeastern Contra Costa County and a part ofthe SR 4 project. The groundbreaking was for the Antioch

Station Facility, which includes station park-

ing and project maintenance. Diesel multi-ple-unit (DMU) trains are high-speed, high-capacity trains that will transport passengersfrom the Antioch Station at Hillcrest Avenueand SR 4 to the Pittsburg/Bay Point BARTStation, where passengers can then transferto a BART train.“First and foremost among construction

challenges for the SR 4 corridor project iskeeping 130,000 vehicles per day moving asmajor construction and demolition workcontinues along this regional transportationcorridor,” Miller said. “This entails extensive coordination and

staging of the five separate and concurrentconstruction projects along the corridor, aswell as clear communications with themotoring public and other stakeholders.“A challenge also lies in telling a consis-

tent, well-defined and comprehensive storyabout the corridor improvements, with theobjective of enlisting motorists’ patience andcontinued cooperation throughout severalyears of traffic shifts, detours, and closuresthat are required to complete all work by2015.”Miller added that efforts to address these

communication challenges include provid-ing regular updates to the motoring public atkey intervals, and also in “real time” througha robust Web site and other communicationsvehicles. “The team also works closely with mem-

bers of the communities along SR 4 toensure that project neighbors and other keystakeholders are kept well informed ofupcoming work,” she said. The project covers approximately 6.3 mi.

(10 km), and includes 949,130 cu. yd.(725,662 cu m) of earth moved, 300,104 cu.yd. (229,446 cu m) of subbase material,228,236 tons (207,052 t) of asphalt concrete,41,605 cu. yd. (31,809 cu m) of concretepavement, 14 million lbs. (6.4 million kg) ofstructure steel, and 76,245 cu. yd. (58,293 cum) of structure concrete. In addition, there are 15 bridge structures

(including eBART bridges), and eBARTelement structures include a maintenanceaccess tunnel, a median platform, a pedestri-an overcrossing, and a station entry house.

Nashville Convention Center Hosts National Pavement ExpoThe Nashville Convention

Center in downtownNashville, Tenn., hosted this

year’s National Pavement Expo(NPE) on January 23 to 26.

Considered to be the largestevent specifically dedicated topaving and pavement maintenanceprofessionals, NPE provided atten-dees with the opportunity to expandtheir knowledge and learn newtechniques through workshops,seminars, conferences and in-depthindustry networking. Industryroundtables were very popular andprovided opportunities for industryprofessionals to network andsocialize while sharing challenges,solutions, and actual experiences.

More than 110 exhibitors partic-ipated in the show. Many manufac-turers also used the NPE platformto unveil their newest product offer-ings, as well.

For the first time in NPE history,the exhibit floor was opened on thefirst day of the show for a previewnight from 4:30 p.m. to 6:30 p.m.This was an opportunity for atten-dees to enjoy snacks and refresh-

ments on the exhibit floor whileconnecting and networking withpeers and get a sneak peek at thedisplays and equipment and sup-plies of the industry’s leading man-ufacturers, dealers, distributors, andservice providers.

Bruce Monical of WirtgenAmerica Inc., Antioch, Tenn., waspleased with show’s attendance.

“What we’ve noticed about thisshow [and I’m not saying this is dif-ferent from the other shows], folksare here for a reason,” he said.“They’re here to attend the educa-tional seminars and are people inthe business that are looking forwhat products, services and meth-ods are available to them toimprove the way they do things toincrease their earnings while givinga better product to their customer.”

Dave Dennison, product manag-er of Bomag, Kewanee, Ill., alsowas pleased with the NPE show. “Itwas a good show. For the first time,we brought our new Bomag BM600/15 trimmer mill and it drew alot of attention.”

On display at the Buffalo Turbine exhibit was a prototype KB4 turbine style blower, which is thefirst unit to have a perfected propane heat system added by Track Dryer. This unit now producesa constant 200-degree heat out of the nozzle at hurricane force wind speed. Auctions with a nine-day sale in Kissimmee, Fla.

This year marked Alex Lyon & Son’s 20th annualSunshine State auction. A wide variety of equipment went onthe block from Feb. 2 through Feb. 10, with each day featur-ing more than 1,000 lots of equipment.

This 1965 Chieftain combat military tank (a British model tank), which saw action in the Falklands war, is stillfully operational, with the exception of the gun. George Maranuk of Western Reserve Trading, Youngstown,Ohio, who was buying for Jerry Alexander of Alexander Equipment Rental, Bourbonnais, Ill., had the top bid. “Ihave a few other military items and I just always wanted a tank,” Alexander said, who plans to keep it indoorsat his equipment rental business facility and move it outside in nice weather. Having Interstate frontage on I-57,Alexander feels this machine will definitely draw attention to his aerial lifts when he parks it beside them nearthe interstate.

tion employment is benefitting from grow-ing demand for construction, driven primari-ly by the private sector. They added that therebounding housing market and relativelystrong demand for health care, energy andhigher education facilities boosted construc-tion spending levels by more than 7 percentfor the year through November. But theycautioned that construction spending wasstill more than $300 billion below peak lev-els amid declining public sector activity andweaker demand for office, retail and lodging.“Contractors in some areas appear confi-

dent enough about market conditions tobegin adding staff,” said Stephen E.Sandherr, the association’s chief executiveofficer. “The question is whether private sec-tor demand will continue to grow in 2013 orstall as it has done in prior years.”

ARTBA Finds ConstructionActivity Down By 0.8 Percentfollowing changes in value by mode:

• Highways — Down 4.3 percent to$45.9 billion, compared to $47.9 billion in2011, this is the only mode that did not expe-rience an increase in construction last year.

• Bridges— Up 4.5 percent to $28.3 bil-lion, compared to $27.1 billion in 2011. Thetotal was a record for bridge construction. Itremains to be seen how long the upwardtrend can continue, but the market should geta short-term boost from repair work onbridges damaged by Hurricane Sandy.

• Airport Runways — Up 14.1 percentto $4.8 billion, compared to $4.2 billion in2011. The upward trend suggests that enact-ment of Federal Aviation Administrationreauthorization legislation in February 2012is beginning to have a positive impact on air-port construction.

• Subway & Light Rail — Up 16.7 per-cent to $6.6 billion, compared to $5.7 billion

in 2011. Virtually all year, constructionspending on transit projects exceeded the2011 pace, including a 21 percent increase inDecember. Enactment of MAP-21 shouldcontinue to have a positive impact on thismarket.

• Ports— Up 10 percent to $1.6 billion,compared to $1.5 billion in 2011, ports had astrong year in preparation for the expansionof the Panama Canal and the larger freightvessels it will most likely bring.

• Railroads — Up 7.3 percent to $10.3billion, compared to $9.6 billion in 2011, pri-vate rail is benefiting from the growth offreight shipments, which generates a needfor more maintenance.ARTBA’s analysis found that transporta-
