The costs are tied to three contracts awarded to Kiewit Infrastructure West Co. and its joint venture, Kiewit Kobayashi, between 2009 and 2011, the Honolulu Star-Advertiser reported. The firms hired staff, set up offices and acquired construction equipment after deals were signed. But they had to wait as long as 22 months to start work because it took the city until February 2012 to get all the federal approvals it needed. The city decided to award the con- struction contracts at an early stage in part because it wanted to “demonstrate to the public that tangible progress was being made’’ on rail, according to a December 2011 letter from the city to the Federal Transit Administration. Honolulu Authority for Rapid Transportation board members agreed to pay Kiewit and Kiewit Kobayashi $34.4 million as part of the change orders. That brought the total for the delays to $76 million. The city had set aside $32.5 million, apart from its main contingency fund, to cover the most recent payouts, rail officials disclosed. Previously, officials had declined to reveal how much they had budgeted for those payments, cit- ing negotiations with Kiewit. While the $32.5 million covers Kiewit’s claims for delays up until Honolulu Rail-Line Work Delays Cost $76 Million see DELAYS page 28 The project, which was awarded to Fiore & Sons Inc., Denver, Colo., was a two-stage project with a contract value of $12.5 million. Bradco Tree, Shrub Grapple Makes Hard Digging EasierThe Bradco tree and shrub grapple by Paladin

Attachments, the newest addition to Paladin’sextensive grapple selection, is designed to makesome of the hardest tasks in landscaping quick-er, cleaner and safer. Mounted on highly versa-tile compact tool carriers, the tree and shrubgrapple can easily remove small trees, shrubs, ornamentals and small stumps — even in tightspaces. A hydraulically-powered alternative toshovels, axes, chains, or stump grinders, the treeand shrub grapple attachment reduces job timeby effectively removing the whole plant, includ-ing the stump, tap and secondary root system, inone simple step. In addition to being easy to use,the tree and shrub grapple keeps clean up to aminimum by leaving dirt, gravel, mulch, etc. inplace with minimal disruption to the removalsite, which can often be cleaned up with just abroom.Paladin recently put the tree and shrub grap-

ple to the test on a residential condominiumproject. In just three hours the contractor wasable to cleanly remove more than 50 small treesand shrubs with no damage to the surrounding

vegetation, residential structures, irrigation sys-tems or decorative garden materials. A job thatwould typically have required a two-man crewseveral days to complete with conventionaltools was easily condensed into a few hoursallowing the contractor to quickly finish thisproject and move on to the next. The tree and shrub grapple is constructed of

drilling attachments usea high performanceMontabert Drifter andfeature radio remotecontrol capabilities, allowing the drillingattachment to be operat-ed from outside the cabof the carrier and elimi-nating potential carrierconnection issues. Anoptional dust collector, with high suctioncapacity or a waterinjection system, is available to reduce the dust escape. In addition to requiring less initial investment than their

conventional drilling counterparts, the Micro CPA drillingattachments offer the versatility of being quickly exchangedfor other attachments within minutes and are more easilytransportable between job sites. Company Wrench Awarded Patent forCP100 Magnet Combo Attachment

Company Wrench Owner Brad Hutchinson received apatent for the CP100 Magnet Combo heavy equipmentattachment he invented that significantly decreases thedanger of demolition projects and makes the jobs moreefficient. This versatile product can both pulverize con-crete and collect the metal with using just one attachment.“We finally have a product where one operator can sit

safely in the seat of the machine,” Hutchinson said.“They can pulverize the concrete and mag the rebar. They don’t need to leave the safety of the excavator caband stay out of harm’s way.” Processing crushed concrete at demolition or recycling

sites to extract rebar can be dangerous and time consum-ing. The CP100/Mag Combo consists of a 65,000-lb.(29,484 kg) excavator with an attachment to pulverizeconcrete at the end of a long arm. The bucket also contains amagnet, which the operator runs over a pile of crushed con-crete to pull out the metal rebar within. The inspiration for the CP100/Mag Combo originated

after visiting job sites and listening to existing customers ontheir safety and labor cost issues. “We had multiple cus-tomers who suggested if you could find a way to do bothwith one machine, it would be a great advancement,”Hutchinson said. “So we got to work on it right away.”Hutchinson and the Company Wrench engineering

department spent about 18 months devising and refining theCP100 and received the patent from the United States Patentand Trademark Office on Dec. 27 of last year. The patent is

valid for 20 years and prevents anyone else from marketingor building the same type of equipment.“Concrete pulverizers and magnets are existing technolo-

gy,” Hutchinson said. “But the redesign of the two togetheris what got us the patent-processing the concrete and recov-ering the rebar with one single machine. It’s an applicationpatent where you’re taking existing technologies and makinga new process out of it by joining them together."The Komatsu PC270 excavator with the patented combo

unit is available for sale or rent from Company Wrench. Thepulverizer/magnet unit is available on its own but an exca-vator must be modified if not bought as a package.

Colo. Airport Requires Runway Demoaccording to the 2000 census is hometo just fewer than 6,000 people.Private aircraft for energy compa-

nies including the mining niche, ranch-ers, fishing and hunting outfitters, aswell as air charter service for both pas-sengers and cargo are all flown in andout of Meeker Airport.Runway 3-21 at the county-owned

Meeker Airport had reached a point ofwear and deterioration that requiredfull reconstruction and upgrades toremain compliant with the FAA’s C-IIrequirements.The project, which was awarded to

Fiore & Sons Inc., Denver, Colo., wasa two-stage project with a contractvalue of $12.5 million. Constructionconsisted of the demolition of the exist-ing 60-ft. (18 m) wide by 6,500-ft.(1,981 m) long runway and the con-struction of a new runway to meet C-IIrunway safety area and longitudinalstandards. The new runway waswidened to 100-ft. (30.5 m) — nearlydoubling its width — and remained6,500-ft. (1,981 m) long. The runwayties into the existing apron connectorwith a teacup style turnaround on the21 end of the runway.Fiore & Sons completed the demo-

tion and removed 43,000 sq. yds.(35,953 sq m) of rotomilled asphalt inpreparation for the site conditioning, grading, and paving completed byUnited Companies of Mesa County, headquartered in Grand Junction, Colo.United Companies employs approxi-mately 400 workers.“We were responsible for base

course and paving of the new runwayand the overall construction of the largeapron and taxiway,” said Jeff Boone, project manager of United Companies.“We needed to complete our portions

of the combined projects within theeight-month timeline for the wholeproject, so our timing was tight.”United Companies had two major

responsibilities in the project: the dirtand stone work to create the subbaseand the finish paving on the runway, apron, and the aircraft turnaround.Between the dirt and paving crews,

United Companies had approximately20 workers on the Meeker Airport site. After Fiore & Sons completed the

demo of the old runway and moved 1million cu. yds. (836,127 cu m) torebuild the runway, United Companiescame on site and moved 100,000 cu.yds. (76,455 cu m) of dirt for the largeapron and taxiway. Between the twoprojects the company placed 70,000tons (63,503 t) or 35,000 cu. yds.(26,759 cu m). of p154 and p209crushed aggregate base course and in6-in. (15 m) lifts with the company’sthree Caterpillar 140H motorgradersequipped with Topcon 3D-MC2machine control. “The Topcon system helped us

achieve more accurate placement of thebase materials at higher speeds and bet-ter tolerances,” said Jeff Gross, GPSmachine control foreman of UnitedCompanies. “With a tight productiondeadline and stringent FAA require-ments, it helped to have the technolo-gy.”As part of the machine control sys-

tem, the motor graders are equippedwith the Topcon GX-60 control boxthat features Windows XP operatingsystem, touch-screen interface, USBfile transfer capability, and a six-inchsunlight viewable color LCD screen.Additionally, the system includes aGPS antenna, MC-R3 receiver, and theMC² sensor — an inertial sensor whichcombines gyroscopes and accelerome-

ters to measure the X, Y and Z positionas well as the roll, pitch, yaw and accel-eration of the grader. The Topcon con-trolling software is designed to provideposition updates up to 100 times persecond. GDA Engineers, Cody, Wyo., pro-

vided the project control points as wellas the points for drainage and utilitiesfor the Meeker Airport project.“A tremendous amount of time and

money was saved because we didn’tneed to be setting grade stakes,” saidKen Dobey, construction manager ofUnited Companies. “UnitedCompanies created the 3D site modelwhich our GPS machine control coulduse — thus, the job was virtually stake-less.”Dobey pointed out that the company

has been an early adopter of technolo-gy for the past 15 years, with GPSmachine control in use for the past fouryears. “Our business approach is to be at

the cutting edge of technology,” Dobeysaid. “We’ve found that our invest-ments in technology save us time andresources.”In keeping with its technology adop-

tion approach, United Companiesrecently added Topcon Millimeter GPSasphalt paver systems to its three CatAP-1055D pavers. The Topcon systemuses what Topcon refers to asLazerZone technology, which usesGPS positioning together with a zonelaser reference provided by a PZL-1Arotating laser, which is said to transmita signal that creates a measuring area33 ft. (10 m) in height. United Companies consulted with

Southwest Positioning Inc.,Albuquerque, N.M., an authorizedTopcon dealer, on the technology to

Delay, ExpenseCosts Rack Up atLeast $176 Million August 2012, it doesn’t factor in increased costs for materi-al and personnel as construction proceeds, rapid transitauthority Executive Director Dan Grabauskas said. The delay costs also don’t include expenses the project

incurred during its yearlong, court-ordered halt on construc-tion, rail officials say. Together, the delay costs and expenses linked to delays

from the recently resolved court challenges have cost Oahu’srail project at least $176 million and represent two of its mostbothersome budget drains, with “substantial consequencesto our bottom line,’’ Grabauskas said. Grabauskas said the rapid transit authority has estimates

of how much more increased costs could add to the con-struction-delay total, but he declined to reveal that estimate, again citing potential future negotiations with Kiewit. “Clearly this is a very significant event that we move to

resolve these claims,’’ rapid transit board Chairman IvanLui-Kwan said. “We’ve had challenges and claims, and oneby one we’ve picked them off.’’

Lokotrack LT220D, the latest addi-tion to Metso’s mobile crushing andscreening equipment range, will revo-lutionize the way aggregate contractorsoperate around the world, according tothe manufacturer. Combining a cone crusher and a

screen into a single track-mountedplant, the Lokotrack LT220D reducesoperational costs in several ways, mostnotably by substantially lowering fuelconsumption and reducing the need formaintenance. In addition, the unit iscompact and highly transportable. “Soaring, unstable fuel prices create

demand for plants that are increasinglyenergy efficient and for new ways tooperate. However, you can onlyincrease the efficiency of a singlemachine up to a certain limit. Goingbeyond that point requires out-of-thebox thinking and new innovations,”said Jarmo Vuorenpää, project manag-er at Metso Mining and Construction, describing the design process. The Lokotrack LT220D is designed

with aggregate contractors in mind,

who often haul equipment on a weeklybasis while striving to keep costs down.Because of its transportability, theLokotrack LT220D enables contractorsto take on smaller contracts that previ-ously would have been unprofitable forthem.“The Lokotrack LT220D is the first-

ever track-mounted crusher/screencombination with such compactdimensions and good transportability,”Vuorenpää said.

Proven Equipment, NewFramework

The fuel economy of the LokotrackLT220D is the sum of several features.Running both the crusher and thescreen with a single Cat C13 309-kWdiesel engine clearly makes a big dif-ference. An efficient power transmis-sion system enables maximum powerfor operating. The result is decreasedfuel consumption with no compromis-es on capacity, according to the manu-facturer.Meanwhile, a reduced number of

transported units and a quick set-uptranslate into an increase in effectiveproduction time. Hydraulically operat-ed screen lifting and folding side con-veyors enable the Lokotrack LT220Dto be ready for action in just minutes. The total weight of 48 tons (43.5 t) andthe compact transport dimensionsmake the Lokotrack LT220D easilytransportable around the world, givingcontractors plenty of flexibility with theunit. The Lokotrack LT220D is equipped

with a Metso cone crusher, either theHP200 or the GP220. An intelligentcontrol system ensures safe and reliableprocesses in all applications. Pairedwith Metso's Lokotrack LT106 mobilejaw plant, the new secondary unit iscapable of producing up to three cali-brated end products. For more information, visit

Millimeter GPS Aids Workacquire. Southwest Positioning installed theasphalt paver system and trained the UnitedCompanies machine operators. On the first day of paving, United

Companies paved two 600-ft. (183 m) longtest strips measuring 16-ft. (4.9 m) wideusing FAA-specified HMA. Sample coreswere taken from the 2-in. (5 cm) thick lift toensure compliance. The paver guided by theTopcon paving control system providedresults well within compliance. To pave the 100-ft. (30.5 m) by 6,500-ft.

(1,981 m) long runway, United Companiesarranged three PZL-1A rotating lasersspaced 500 ft. (45.7 m) apart and then leap-frogged them to maintain continuous pro-duction flow. A Roadtec SB-2500e materialtransport vehicle was used to ensure the hotmix asphalt was delivered consistently to thepaver at the correct temperature and mix. “We were quite pleased with the results

from the Millimeter GPS system,” Grosssaid. “We completed our work faster thanexpected and the results were superior, Only16 out of the 2,500 test shots were out ofcompliance and none required correctiveaction.”In addition to the main runway, United

Companies paved a 650-ft. (198 m) by 320-

ft. (97.5 m) apron and a 1,200-ft. (365.8 m)long by 50-ft. (15 m) wide taxiway.The complete Meeker Airport job

required six layers that each needed to bechecked for smoothness. The first layer wasa graded dirt layer followed by three six-inchlifts of the P-154 subbase course — which isa gravel that consists of hard durable parti-cles or fragments of granular aggregates. The fifth layer was a 6 in. (15 cm) lift of PT-209 base course. And the top layer is two, 2in. (5 cm) lifts of FAA-specified HMA.“If we had needed to complete all of this

work the old way using survey crews andpounding wood, it probably would havetaken us two to three times longer…the tech-nology is that beneficial,” Boone said. “Andwe can’t argue about the quality of the fin-ished results…the smoothness of the runwaypavement can speak for itself.”The final International Roughness Index

of the recently completed Meeker Airportrunway surface is well within the FAA spec-ifications. Both the dirt and paving crews ofUnited Companies are pleased with the workthey’ve completed on the now upgradedMeeker Airport.
