1 INTRODUCTION
1.1 Vectos have been commissioned by the Wentlooge Farmers Solar Scheme to prepare a
Construction Traffic Management Plan (CTMP) in support of an outline planning application
for a solar farm of 129.9 hectares of panelled area This is to be built over a period of 12
weeks. The plans for this site are provided in Appendix A.
1.2 This CTMP has been produced to detail the measures that will be implemented during the
construction phase of the site, the overarching aim of these measures is to minimise
disruption on the highway network and to maintain safety for all users. The facility has been
designed to have an operational life of 40 years, past this point the solar panels will be
decommissioned and removed from the site.
1.3 Following this introduction, this report follows the subsequent sections:

Overview of the Development
1.4 The application if for a solar farm of 129.9 hectares. The site currently consists of open
farmland, located to the south of Marshfield, west of Newport and east of Cardiff. Within the
site the fields are segregated by hedgerows with farm gate accesses between fields. Where
possible, the existing access points will be utilised for movement throughout the site,
however it is acknowledged that a small number of new access points may be required.
1.5 A preliminary site access drawing is provided at Appendix B identifying the existing site
access arrangement on Broadway from which point access to the site will be achieved.

1.6 A vehicular swept path assessment has been undertaken identifying that recent
improvements undertaken to this access provide sufficient width to allow a 16.5m
articulated vehicle to access the site to and from Broadway to both the north and south.
1.7 Visibility splays have been illustrated commensurate with recorded 85th%ile speeds on
Broadway recorded from the 2019 Automatic Traffic Count, measured as 51.6mph
northbound and 52.5mph southbound. Visibility splays have been plotted in line with the
requirements of Design Manual for Roads and Bridges, equivalent to 2.4m x 160m to the
north and 155m to the south.
1.8 Before construction the haulage company appointed for the site, shall complete a review of
the routes into the site, to ensure appropriate vehicles are able to access the site and deliver
required materials.

2.1 The routes considered for abnormal construction traffic to and from the proposed
development site are the M4 (J28), the A48 and Broadway/Marshfield Road, this is
presented in Figure 8.1. Prior to construction contractors will undertake a thorough
assessment of the route considering both horizontal and vertical alignment to ascertain the
maximum size of vehicle to be used for delivery of solar parts to the site. As part of that
process, trial runs may be undertaken. It is anticipated that the number of such movements
will be minimal if any.

2.2 The route to the Construction Site entrance for abnormal loads is as follows:
• Leave the M4 at Junction 28;
• Travel west along the A48 taking the second exit at the first two roundabouts
reached;
• At Castleton, turn left and head south along Marshfield Road;
• Remain on Marshfield Road, travelling through Marshfield and over the railway
line; and
• In approximately 360 meters turn left into the site access.
2.3 The A48 is a major road with two lanes in either direction along with sections of duelling. The
road is subject to a 50mph speed limit connecting with Junction 28 of the M4.
2.4 Marshfield Road is a single carriageway road catering for two-way traffic and is subject
predominantly to a 30mph speed limit, with a 20mph provided through the centre of
Marshfield village. The route runs through a number of residential areas with pinch points
along the route resulting from traffic calming measures and on-street parking. There are
footways running alongside the length of Marshfield Road between the A48 and Broadway.
2.5 Broadway forms a continuation of Marshfield Road, from a point approximately 225m north
of the site, following a north/south alignment connecting with the B4239 to the south, it is
subject to a 30mph speed limit. There are no footways present.
2.6 In order to accommodate the proposed vehicular movements expected at the access point,
minor improvements will be required. Swept path analysis will be undertaken in order to
demonstrate that access will be achievable by all construction vehicles.
2.7 It is anticipated that traffic management measures will be put in place to ensure abnormal
deliveries are undertaken outside of network peak hours such as the start and end of the
school day, and if required temporary on-street parking restrictions are put in place. These
will be discussed directly between the contractors and local authorities prior to construction
commencing.
2.8 To minimise any impact on the neighbouring village of Marshfield, the routes considered for
the remaining construction traffic (i.e. all non-abnormal loads), comprise a route to and from

the proposed development site via Broadway/Marshfield Road, Wentloog Ave, A48 and M4,
this is presented in Figure 8.2.

2.9 The route to the construction site entrance is as follows:
• Leave M4 at Junction 29;
• Follow A48(M) to the A4232 junction to Cardiff;
• At Roundabout take 1st exit onto Lamby Way;
• Follow Lamby Way onto Wentloog Ave; and
• Follow Wentloog Ave.B4239 onto Broadway, in approximately 600 m turn right into
site entrance.

2.10 Wentloog Avenue is approximately 5.5m in width with no footways provided along the
majority of its length. It is subject to a range of speed limits ranging from 30mph-50mph.
Predominantly the route bypasses any residential development however, through the
minimal residential settlement areas pavements are generally provided.
2.11 Lamby Way accommodates pedestrian movement via a footway on the northern edge of the
carriageway and is subject to a 40mph speed limit.
2.12 The A4232 is a 40mph single carriageway road to the south and a 50mph dual carriageway to
the north. There are no footways provided along this route.

3 DELIVERY SCHEDULE
3.1 The likely construction plan for the solar farm is demonstrated in Table 1.1 and accords with
that set out alongside neighbouring proposals in Llanwern (App No. App/G6935/A/16/3150137).
The proposals at Wentlooge comprise 129.9 hectares compared to the 139 hectares at the
Llanwern site.

3.2 On this basis the following HGVs are expected to be generated over a 12-week construction
period as demonstrated in Table 1.3.

3.2.1 Assuming a worst-case 5 day working week, during weeks 8-9 the solar farm will generate a
total of 23 HGV movements daily to and from the south west.
3.2.2 The exact range and quantity of equipment expected will be derived pre-delivery. The police
and local authority will be advised of any abnormal loads to ensure suitable traffic
management measures are in place.
3.2.3 Should analysis be required a swept path assessment shall be conducted using the industry
standard AutoTrack, to assess the potential impact of the delivery of loads to the site.

4.1 A number of mitigation measures can be put in place to mitigate any construction impacts
resulting from the proposals. This potential mitigation is detailed as follows:
Site Access Arrangements
4.2 As demonstrated from the site access drawing at Appendix B, the proposed access has been
designed to accommodate a 16.5m max legal articulated vehicle, being the largest vehicle
expected to visit the site during the solar construction phase. Should any abnormal loads be
required to visit the site, these will need to be considered on an individual basis to establish
an appropriate means of access.
Construction Site Signage
4.3 Construction site signage will be installed in the vicinity of the proposed access junction to
advise drivers of increased HGV traffic during the construction period. The location of this
signage and the requirements will be agreed by the Principal Contractor and the Local
Highway Authority.
Construction Site Operating Hours
4.3.1 It is envisioned that construction will only occur Monday to Saturday between 07:00 and
19:00 (this is to be confirmed at a later stage). Outside these hours only emergency works,
and dust suppression works will be carried out, unless otherwise agreed beforehand. No
works shall be carried out on Sundays or public holidays unless received written consent
stating otherwise.
4.3.2 The local council shall be informed in writing should any planned emergency works be
required; this shall occur three days before the works are scheduled.
Staff Safety
4.3.3 All staff that will be working on-site shall be made aware of construction work, construction
traffic movements on site and off site and the need for attentiveness to safety.

4.5 It is envisioned that information on construction traffic movements will be provided to the
residents in direct conflict with construction traffic and that local media will be made aware
in order to help inform the public on progress and any disruption that may occur in
association of the vehicle movements, should there be any adverse impacts identified.
Furthermore, a local newsletter will be prepared should the local authority require one, for
affected residents advising them on the construction traffic movements and safety measures
put in place along the routes.
Wheel Washing Facilities
4.5.1 During the construction period it is not considered appropriate to apply wet wheel washing
facilities, this is due to the fact that this results in the highway being wet for a considerable
distance. As a consequence, this could create unnecessary highway hazards, and therefore it
is considered appropriate to use a dry wash to remove debris before entering the highway
network.
Dust Management
4.5.2 It is envisioned that dust associated with the development site will be compressed by water
bowers where and when required. Additional measures are to be considered in relation to
management of dust on and off site.
Road Condition Survey
4.5.3 A Road Condition Survey (RCS) of the proposed construction route (identified in Appendix
8.5) will be undertaken, should the highway authority require. This will be used to identify
areas of carriageway that are sub-standard and require protection from further degrading
from construction traffic.
4.5.4 Surveys shall be conducted before and after construction in order to note any damage made
from construction traffic. The extent of this survey will be agreed upon with the highway
authority and secured as a planning condition.

Management & Monitoring
4.5.5 It is envisioned that management and monitoring during the construction phase shall be
undertaken by the principal contractor who will be responsible for addressing any issues that
arise during this period.

5 HIGHWAY WORKS AND STRUCTURES
5.1 It is anticipated that there will be no adverse impact on the highway network and there will
be no requirement for any highway or structural improvements.
5.2 Routing of abnormal loads to the site shall be assessed by the contractor, with consideration
for both horizontal and vertical alignment of the carriageway. This is to ascertain the most
appropriate size vehicle to transport oversized construction material to the site.

6 ENVIRONMENTAL IMPACT
6.1 It is not envisioned at this time that there will be any significant adverse impacts on the
environment in association with this development proposal.

7 CONSULTEES FOR TRAFFIC MANAGEMENT PLAN
7.1 There are no adverse impacts on the highway network and as such there should be no
requirement for consultation. However, the applicant will notify the following of dates and
times of the delivery of any abnormal loads:
• Newport City Council; and
• Gwent Police.

8 SUMMARY AND CONCLUSION
Summary
8.1 Vectos has been commissioned by the Wentlooge Farmers Solar Scheme Ltd to prepare a
CTMP in support of an outline planning application for a 129.9-hectare solar farm on land at
Wentlooge, Newport, South Wales.
8.2 The solar farm will comprise a single site with a principal means of access from Broadway at
the location of an existing field gate access.
8.3 This CTMP sets out the development proposals, means of access, traffic generation, routing
and potential mitigation measures. The key points set out in this document include:
• The principal means of access will be provided from Broadway which can accommodate
a 16.5m design vehicles across all movements;
• A maximum of 23 HGV movements will be generated by the solar farm daily that will
arrive and depart the site from the south west, this is based on a 5-day week and will
therefore reduce across 6 days as currently proposed;
• In the unlikely event an abnormal load is required to access the site, it is anticipated
that they will be subject to a dedicated traffic management arrangement which will be
agreed with the local authority (NCC). It is anticipated that this will take place outside of
the network peak hours to reduce the impact on the village; and
• A number of measures are proposed which will mitigate any impact on the neighbouring
highway network.
Conclusion
8.4 This CTMP sets out how the proposals of Wentlooge Farmers Solar Scheme Limited can be
accommodated within the local highway network without undue impact on existing highway
users and local residents.
