FOREWORD
1. This Compendium contains information on various Welfare Schemes being
extended to the Ex-Servicemen and their families by the Army, Central Government
and State Government of Jammu & Kashmir. Most of these schemes are also
applicable to the serving soldiers and their dependents. Aim is to provide a ready
reckoner to ensure that full benefits are exploited by the environment.
2. Having established the Veterans' Cell under 31 Sub Area, we are proactively
focusing on the issues affecting the interests of the Veterans and their families in the
region. We are striving to ensure that the schemes reach each and every soldier,
retired or serving and his family even in the remotest part.
3. I am sure this Compendium will serve a guideline and self-educate to
empower the Veterans as well as serving soldiers on the schemes being run by
various agencies. I compliment Veterans' Cell, HQ 31 Sub Area for their endeavour
in compiling the information about Welfare Schemes in this Compendium.

MAKING OF THE COMPENDIUM
Veterans‟ Cell 31 Sub Area was established on 12 Jan 2017. The office
provides a single window contact on all issues related to veterans, widows and
dependents in the 15 Corps AOR. Since its inception, all out efforts have been made
to increase outreach to the remotest parts of Valley, dissemination of information,
assisting Ex- Servicemen in guiding/ redressal of their grievances and raising various
issues with State Government & other agencies.
The lack of knowledge about various welfare schemes restricts an individual
from claiming his rights. In an effort to create awareness among the soldiers both
serving and retired, the idea of a compendium was mooted. The compendium has
been kept concise, however detailed enough to understand a particular subject. An
attempt has been made to update the policies as per the latest instructions. The
policies have been endorsed with authority where-ever possible. Readers are
expected to keep themselves updated on the latest guidelines issued by various
agencies. State Policies of only the State of Jammu & Kashmir have been compiled.
Individuals must check the policies applicable to them as extended by their State of
Domicile.
The compendium will be equally helpful for Veterans, serving soldiers as well
as staff dealing with their issues. In case of any doubt or assistance, approach your
Zila Sainik Welfare Office or Veterans' Cell at Area and Sub Area Headquarter.

WHO IS AN EX-SERVICEMAN
Armed Forces
1. The Armed Forces of the Union means the Army, Navy and Air Force of the Indian Union including the Armed Forces of the former Indian States, but excludes the persons who have served in Defence Security Corps, General Reserve Engineering Force, Lok Sahayak Sena and Para Military Forces (PMF) Ex-Serviceman
2. The eligibility of the retired Defence personnel to the status of Ex- Servicemen is governed by the definition as laid down by Department of Personnel & Training. The definition has changed from time to time. The following is the broad categorisation:-
(a) Those who were released between 01 Jul 66 and 30 Jun 68 (both days inclusive). Any person who has served in any rank (whether as a combatant or not) in the
Armed Forces of the Union, has been released there from otherwise than by way of dismissal or discharge on account of misconduct or inefficiency (Authority: Min of Home Affairs
Notification No F.14/26/64-Estt (D) dated 11 Oct 1966) (b) Those who were released between 01 Jul 68 and 30 Jun 71 (both days inclusive). Any person who has served in any rank (whether as a combatant or not) in the Armed Forces of the Union for a continuous period of not less than six months and released there from otherwise than by way of dismissal or discharge on account of misconduct or inefficiency. 13 Feb 69) (c) Those who were released between 01 Jul 71 and 30 Jun 74(both days inclusive). Any person who has served in any rank (whether as a combatant or not) in the
Armed Forces of the Union and has been released there from otherwise than by way of dismissal or discharge on account of misconduct or inefficiency. (Authority: Cabinet

combatant) in the Armed forces of the Union, for a continuous period of not less than six months after attestation and has been released there from otherwise than by way of dismissal or discharge on account of misconduct or inefficiency. forces of the Union for a continuous period of not less than six months after attestation if discharged for reasons other than at their own request or by way or dismissal or discharge on account of misconduct or inefficiency and not less than five years service if discharged at own request.(Authority: Department of Personnel & Administrative Reforms Notification
No 39016/10/79-Estt(C) dated 15 Dec 79) (f) Those who were released on or after 01 Jul 87 - Any person who has served in any rank (whether as combatant or not) in the armed forces of the Union and was released/ retired with any kind of pension from Defence Budget or released on completion of specific terms of engagement with gratuity otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency. (h) Personnel of Army Postal Service - Personnel of Army Postal Service , who are a
part of regular Army and retire from such service (that is directly from APS without reversion
to P&T Department) with a pension or who have been released from such service on
medical grounds attributable to military service or circumstances beyond their control and
awarded medical or other disability pension shall come within the definition of ex-
servicemen (Authority : Min of Defence OM No 9(52)/88/D)(Res) dated 19 Jul 89)
Note : As per Govt. of India, Min of Def/Department of ESW OM No 1(9)/2010/D(Res-I)
dated 20/21 Jul 2011, personnel who were on deputation in APS for more than six months
prior to 14 Apr 87 would also be considered as ex-servicemen with all consequential
benefits.
(j) Recruits - Who are boarded out/released on medical grounds and granted
medical/disability pension. However, the operation of the OM has been kept in abeyance for
issuance of notification by DOP&T. (Authority: Min of Def/Department of ESW OM No

(k) Those who were released on or after 10 Oct 2012 (Authority: DOP&T office Memo No.36034/1/2006-Estt(Res) dated 04 Oct 2012 and this order came into force from the date it is published in the Gazette of India vide G.S.R 757(E) dated 10th Oct 2012.) An ex-serviceman means a person:
(i) Who has served in any rank whether as a combatant or non-combatant in the Regular Army, Navy and Air Force of the Indian Union and
(aa) Who either has been retired or relieved or discharged from such service whether at his own request or being relieved by the employer after earning his or her pension;
or
(ab) Who has been relieved from such service on medical grounds attributable to military service or circumstances beyond his control and awarded medical or other disability
or
(ac) Who has been released from such service as a result of reduction in establishment;
or
(ii) who has been released from such service after completing the specific period of engagement, otherwise than at his own request, or by way of dismissal, or discharge on account of misconduct or inefficiency and has been given gratuity; and includes personnel of the Territorial Army, namely, pension holders for continuous embodied service or broken spells of qualifying service;
or (iii) Personnel of Army Postal Service, who are a part of regular Army and retire from such service (that is directly from APS without reversion to P&T Department) with a pension or who have been released from such service on medical grounds attributable to military service or circumstances beyond their control and awarded medical or other disability pension shall come within the definition of ex-servicemen. or
(iv) Personnel who were on deputation in Army Postal Service for more than

six months prior to 14 Apr 87 would also be considered as ex-servicemen with all consequential benefits. (Authority: As per Govt. of India, Min of Def/ Department of

or
(v) Gallantry awards winners of the Armed forces including personnel of Territorial Army
or
(vi) Ex-recruits boarded out or relieved on medical ground and granted medical disability pension irrespective of the date of boarding out/release. (Authority: Ministry of Defence, Department of Ex-servicemen Welfare D(Res I) OM dated 07th July 2014 ex-recruits have been granted ESM Status irrespective of the date of boarding out/release.) Note: The eligibility of the person to the status of ex-servicemen will be governed by the definition in vogue at the time of his discharge and will not be affected by the changes in the definition subsequent to discharge.

Gratuity
2. Gratuity.
Means a onetime reward given to the employee
for the past service rendered. All service which qualifies for pension of an officer shall also qualify for gratuity.
The reckonable emoluments for gratuity are same as for pension. However, gratuity will additionally include DA also.
3. Retirement Gratuity.
Officers and JCOs/OR who have put in qualifying
service and are eligible for service pension/invalid gratuity or pension of any type are entitled for Retirement Gratuity
It is paid at the rate of one fourth of the emoluments last drawn for every six months of completed service, subject to a maximum of sixteen and half months pay, or Rs 20 lakhs whichever is less.
4. Retiring / Service Gratuity. Where service rendered is less than the
minimum qualifying service to earn a pension, but is 5 years or more in case of JCOs/OR and 10 years or more in case of officers
Service/Retiring Gratuity is admissible at the rate of half a month‟s reckonable emoluments for each completed six monthly period of qualifying service. No weightage in qualifying service is admissible for calculating Retiring Gratuity
5. Invalid Gratuity.
An individual invalidated out of service for causes
which are neither attributable to nor aggravated (NANA) by service, is granted invalid pension,
if he has rendered more than 10 years‟ service. If the service rendered is less than 10 years at the time of invalidment, only invalid gratuity is paid.
The amount of Invalid Gratuity shall be calculated at half a month‟s Reckonable Emoluments, for each completed six monthly period of qualifying service. The maximum limit of Invalid Gratuity is Rs 20 lakh.

7. Terminal Gratuity (SSC Officers).
Terminal gratuity is paid to Short Service
Commissioned Officers who are not entitled for any type of pension. Terminal Gratuity has been granted uniform 10.5 months of reckonable emoluments, for exit any time between seven years and ten years.
The terminal gratuity is calculated at the rate of half-a-month‟s reckonable emoluments for each completed six- monthly period of service
8. The Max limit of all kinds of Gratuity Retiring/ Retirement/ Service/ Invalid/ Special/Terminal/Death Gratuity shall be Rs 20
Lakhs
This ceiling on gratuity shall be increased by 25% whenever the Dearness Allowances rises by 50% of the Basic Pay.

Pension
9.
Retiring / Service Pension. Officers/ JCOs/ OR Retiring on or After

Retiring/ Service Pension will be calculated at 50% of (emoluments last drawn or average of reckonable emoluments drawn during last 10 months, whichever is more beneficial).
10. Minimum Pension.

12. Category of Family Pension
Category I.
Widow or widower, up to the date of death or re-marriage, whichever is earlier?
Son/daughter (including widowed daughter), up to the date of his/her marriage/re-marriage or till the date he/ she starts earning or till the age of 25 years, whichever is earlier.
Category II.
Unmarried/Widowed/Handicapped Son/ Daughter/ Divorced Daughter, not covered by Cat I, up to the date of marriage/re-marriage or till the date she starts earning or up to the date of death, whichever is earlier.
Parents who were wholly dependent on the Armed Forces Personnel when he/she was alive provided the deceased personnel had left behind neither a widow nor a child.
NOTE: Family pension to dependent parents, unmarried/ divorced/widowed daughter will
continue till the date of death of the dependent. The dependency criteria shall be the minimum family pension along with dearness relief thereon. Disabled siblings, if dependent on Govt servant, are including in definition of family for eligibility of Family Pension. Disabled son / daughter unable to earn livelihood are eligible for family pension for life even after marriage. Auth: GoI, MoD (DESW) letter No 17(4)/2008 (2)/ D(Pen/Pol) dated 12 Nov 2008
13. Childless Widow.
The childless widow of a deceased personal shall continue to be paid family pension even after her re-marriage subject to the conditions that the family pension shall cease once her independently income from all other sources becomes equal to or higher than the minimum prescribed family pension (Rs 9000 + DR) in the Central Govt.

14. Enhanced Family Pension. Death during service. The enhanced rate of ordinary
family pension shall be payable for a period of ten years, without any upper age limit from the date following the date of death of the personal, to the family of a personal who dies in service.
Death post retirement. The Enhanced Family Pension will be paid for a period of seven years or date when pensioner would have been of 67 years of age, whichever is earlier.
In cases where Enhanced Family Pension works out to be less than the normal rate of Ordinary Family Pension, it will be stepped up equal to Ordinary Family Pension.

15. Amount of all kinds of family pensions shall be subject to a minimum of Rs 9000/-
The max amount of normal rate and enhanced rate of ordinary family pension shall be 30% and 50% respectively, of highest pay in the Govt which is Rs 2,50,000/- wef 01.01.2016. The max ceiling is however, not applicable in case of special family/ liberalised family pension etc applicable under casualty pensionery awards.
The amount of all kinds of family pensions shall be subject to a min of Rs 9,000/- PM.

Disability Pension
16. Disability Pension
Disability element for Defence Forces pensioners shall also be revised by multiplying the existing rate of disability element as had been drawn on 31.12.2015 by a factor of 2.57 to arrive at revised rate of disability element as on 01.01.2016 (amount rounded off to next higher rupee). The max ceiling shall be applicable only in case of service/ retiring pension, service element of Disability/Liberalised Disability/War Injury Pension and Ordinary Family Pension. The said ceiling is not applicable in cases of disability/liberalised disability/war injury element, Special family/liberalised family pension etc applicable under casualty pensionery awards. 17. Calculation for Pensionary Benefits.
The revised Retiring/ Service/ Special /Invalid /Ordinary/Mustering out pension, service element of Disability/Liberalised Disability/War Injury pension shall be 50% of the notional RE.
The revised Disability/Liberalised Disability Element of Disability/Liberalised Disability pension shall be 30% of notional RE, the revised War Injury Element of war injury pension shall be 60% and 100% of notional RE in cases of released and invalided out cases respectively.
Note: The aggregate of service element and Liberalised Disability Element shall not be less than 80% of notional RE.
The revised enhanced rate and normal rate of Ordinary Family pension shall be 50% and 30% respectively of the notional RE.
The revised Special Family pension shall be 60% of the notional RE.
The revised Liberalised Family pension shall be equal to notional RE.
For child/children of Armed Forces personnel in receipt of Liberalised Family Pension, revised Liberalised Family Pension shall be 60% of RE.
The revised Dependent Pension (special) shall be 50% of notional Special Family pension. The Liberalised Dependent pension (Liberalised) shall be 75% (in case both parents are alive) and 60% (in case of single parent/dependent father/sister) of notional Liberalised Family pension.
The revised second life award of Special Family pension in case of JCOs/OR including NCs(E) shall be 50% of Notional Special Family Pension.

18. Disability Element of Disability Pension. The rate of disability element for 100% disability for various ranks shall be 30% of
emoluments last drawn subject to min of Rs 9000/- per month for 100% disability.
For less than 100% disability it shall be reduced proportionately.
In cases of disability pension where permanent disability is not less than 60% the disability pension (i.e. Total of service element plus disability element) shall not be less than 60% of the reckonable emoluments last drawn.
19. War Injury Element of War Injury Pension. The rates of war injury element or invalidation for 100% disability for various ranks shall be
equal to the reckonable emoluments last drawn which are proportionately reduced where war injury is less than 100%. The rates of war injury element on discharge/ superannuation for 100% disability will be 60% of reckonable emoluments, proportionally reduced for war injury less than 100%.

22. Ex-Gratia Lump Sum Compensation In Cases of Invalidment. The ex-gratia lump sum compensation to Defence service personal who are boarded out

23. Broad-Banding of Percentage of Disability/ War Injury on Discharge. Consequent upon the issue of GoI, MoD letter No 17(01)/2017 (01)/D(Pen/Pol) dated 23
Jan 2018, the case where Armed Forces Pensioners who were retired/ discharged voluntary or otherwise with disability and they were in receipt of disability/ war injury element as on 31 Dec 2015, their extent of disability/ war injury element shall be recomputed in the following manner.
The Note below Para 12 of GoI, MoD letter No 17(01)/ 2016-D(Pen/ Pol) dated 29 Oct 2016 ( circulated wide circular No 570 dated 31-10-2016) stands deleted. In other words, quantum of additional pension available to old age pensioners after attaining the age of 80 years and above shall also be admissible on revised disability/ war injury element.

24. Ex-Gratia Award to Cadet (Direct).
In case of disablement/death, following ex-gratia award shall be payable subject to the
same conditions as hither to in force in the event of invalidment on medical ground/death of a cadet (Direct) due to causes attributable to or aggravated by mil training:-
Monthly ex-gratia amount of Rs 9000/- per month.
In cases of disablement, ex-gratia disability award @ 16,200/- pm shall be payable in addition for 100% of disability during period of disablement subject to pro rata reduction in case the degree of disablement less than 100%. No disability award shall be payable in case where the degree of disablement is less than 20%.
In case of death, ex-gratia amount of Rs 12.5 lakh.
Note : The ex-gratia award to cadets (Direct)/NOK shall be sanctioned purely on ex-gratia basis and the same shall not be treated as pension for any purpose. However, dearness relief at applicable rates shall be granted on monthly ex-gratia as well as Ex-Gratia disability award.

Pensionary Benefits: Death in Attributable/ Aggravated Cases
25. Special Family Pension (SFP).
SFP shall be calculated at the uniform rate of 60% of reckonable emoluments subject to a
minimum of Rs 9,000/- irrespective of whether widow has children or not. There shall be no max ceiling of SFP.
In case the children become the beneficiary, SFP i.e. 60% of reckonable emoluments shall
be admissible to the senior most eligible child till 25 years of age or date of marriage whichever is earlier. Thereafter, SFP shall pass to next eligible child. In case of death under Cat B or C, no conditions of min service on the date of death for grant of SFP shall be applied.

26. Liberalized Family Pension (LFP). In case of death under Cat D & E, eligible member of the family shall be entitled to LFP
equal to reckonable emoluments last drawn until death or disqualification.
If Armed Forces personal is not survived by widow but is survived by children only, all children together shall be eligible for LFP equal to 60% or reckonable emoluments.
Eligibility conditions i.e. age etc for children are same as defined for Special Family Pension. Subject to a min of Rs 9000/- per month. Auth: GoI, MoD (DESW) letter No 1(02)/97/D(Pen-C) dated 31 Jan 2001.
27. Pension Protection
The amount of any monthly pension /family pension admissible under the provisions of
GoI, MoD (DESW) letter No 17(02)/2016-D(Pen/Pol) dated 04 Sep 2017, work out to be less then Rs 9000/- per month , it shall be stepped up to Rs 9000/- per month and authorized for payment at this rate.
28. Ceiling in Case of Two Pensions. In the case of pensioners in receipt of civ and mil pension, the floor ceiling of Rs 9000/- will
not apply to the two pensions taken together and the individual pension will be governed by respective Pension Rules. Accordingly, the floor ceiling of Rs 9000/- will apply individually to the civ and mil pension.

ELIGIBILITY FOR EX- GRATIA FATAL CASUALTY (BATTLE/ PHYSICAL CASUALTY). 1. The beneficiaries should meet the following eligibility criteria:-
(a) Should be NOK of deceased soldier.
(b) In past cases ie ops prior to 01 May 99, NOKs who are alive are only eligible. Legal heirs of
such cases are not eligible.
(c) No other member of the deceased soldier or legal heir other than the nominated NOK, as
recorded, is eligible.
(d) In case where pension is divided between widow and parents, the NOK ie the widow will be
paid the entire amount of grant.
(e) In case where the widow has remarried, she is still entitled to be paid the grant.
(f) In case of unmarried deceased soldiers, the nominated NOK parent is eligible for the
grant. Where one of the parents nominated as NOK is no longer alive, the other parent
automatically becomes eligible for the grant. This cannot be passed down further.
(g) In case of death of both the soldier and his wife in the same accident/ incident, the grant
may be paid to their dependent children, as recorded only. In case, the deceased soldier has no
children, the grant will be paid to the nominated parent as recorded.
(h) In case of death of NOK (wife only) within a period of six months from the date of death of
the deceased, the grant may be paid to the dependent children, as recorded only. In case, the
deceased soldier has no children, the grant will be paid to the nominated parents as recorded.
(j) In case the dependent children are minor, the Regt Centres will invest the amount in a
Fixed Deposit on a long term basis. The FD will be held jointly in the name of the child/ children
and the Regt centre. The interest earned from such deposits will be made available to the legal
guardian, which will be utilised for the purpose of maintenance of the child/ children on yearly
basis. The principle amount will be paid to child/ children on attaining the age of maturity (18
years for the girls and 21 years for the boys).
(k) This policy also covers all Army personnel including TA, DSC and those personnel on
deputation with Assam Rifles, GREF, MES, CG, SGC, DRDO etc

2. Education Grant is payable to the NOK/legal guardian of dependent children/major child of all
ranks who die during service wef 15 Jan 2011. The beneficiaries should be the legal dependents of

3. Eligibility Disabled Soldiers (Battle Casualty). The beneficiaries should meet the following
criteria:-
(a) Should be a battle casualty with permanent disability.
(b) Battle casualty boarded out of service exclusively due to their disability are eligible for
the grant irrespective of the percentage of disability
(c) NOK of the disabled personnel are not eligible for the disability grant. In case, where the claim is being processed and the individual expires, the grant will be paid to the NOK as nominated
(d) Battle casualty, who were retained in service and had completed their terms of
engagement of service and thereafter proceed on retirement are not eligible.
(e) Battle casualty who proceed on pre-mature retirement at their own request without
completing their terms of engagement of service are not entitled for the grant.
(f) The grant (One time grant to BC (Disabled) of all Ops soldiers retained in
service) will be claimed before the individual proceed on retirement.
(g) Once, grant (One time grant to BC (Disabled) of all Ops soldiers retained in
service) has been disbursed to a Battle Casualty (retained in service), the individual will not be
eligible for another ex- gratia in case rendered “Deemed Invalided” at a later stage.

3. Eligibility
(a) Grant for Acquiring Dwelling Unit. A sum of Rs 5.0 Lakhs will be paid to all the
widows/Next of Kin of the deceased soldiers and to those who are invalided out of service The amount will be used for acquiring a dwelling unit or towards part payment for a dwelling unit or to meet the expenditure for renovating/improving the existing dwelling unit or towards purchase of land for a dwelling unit. (b) Grant for Children Education. A grant of Rs 2.0 lakhs maximum per family @ Rs 1.0
lakh per child for the soldiers who are invalided out of service. (c) Financial Assistance. The dependent parents of soldiers killed in action who have no means of livelihood would be given a lump sum amount of Rs 2 lakhs. (d) Grant for Invalided Out Soldiers. Ex-gratia amount for the soldiers, who are invalided
out of service due to battle injury without completing terms and conditions of service and not on own request according to percentage of disability.

ARMY CENTRAL WELFARE FUND (ACWF)
1. Financial Assistance to Dependent Parents (Not Next of Kin of the Deceased Soldiers)
(a) The Regimental Centres will submit the list of such parents who were totally dependent on
the deceased soldiers and who have no means of livelihood.
(b) For being eligible for grant under this head the dependent parent will have to give a
certificate that he/she has no other source of livelihood or income. This will be duly
countersigned by the Commandant, Regimental Centre.
(c) The parents who are next of kin (NOK) of the deceased will be excluded from this scheme.
(d) Based on the above information, R&W Sec, DIAV will make bulk payment to the respective
Regimental Centres.
(e) The Regimental Centres will invest the amount in the name of the parents (mother and
father) and the Regimental Centre on a long term basis and disburse the interest earned thereon,
on monthly basis to the dependent parents.
(f) The investment and disbursal of the interest amount should cover the life span of both the
parents, whichever is later.
(g) The principal amount can be taken out and given to the parents only on extreme
compassionate conditions with the specific written permission of the Head of Arm/Service. This
information will also be given to R&W Sec, DIAV.
2. Time Limit for for Processing of Claims. Sanction of competent authority for delay along with
delay report will be forwarded. The time stipulation for claiming the grans will be as under:

AGI MEDICAL BENEFIT SCHEME CLAIM APPLICABLE FOR PERSONNEL WHO RETIRED BEFORE 01 APR 2003.
1. The AGI Medical Benefit Scheme came into being on 01 Apr 1991. In addition to the Army
Personnel retiring on 01 Apr 1991 it was also extended to the personnel retired before 01 Apr 1991
who became members of this scheme voluntarily. This Scheme was discontinued wef 01 Apr 2003 on
introduction of Ex Servicemen Contributory Health Scheme (ECHS).
2. AGI is refunding the one time premium charged from members of MBS alongwith 70% ex-
gratia. The procedure to claim the MBS premium by members is given in subsequent Para.
3. How to Claim Refund. Members of MBS, who are yet to claim refund, are to apply on a plain
paper to AGIF for the refund along with under mentioned documents :-
(a) Original MBS card issued by AGIF along with supplementary card if issued.
(b) Details of Bank Account Number and address of Bank.
(c) Present address of member.
(d) Contact Number if available.
(e) Not applicable for personnel of Navy & Air Force.

WELFARE SCHEMES/ BENEFITS
1. Indian Army aims to provide quality education to the wards of its personnel at affordable costs. It has been an endeavour to keep in step with the new strides in the field of education. A number of initiatives have been taken to ensure that the children of Army personnel are well- prepared academically. Even children with special education needs are provided with necessary care and education through qualified special educators duly accredited by Rehabilitation Council of India (RCI) as well as medical support systems available from within the Army. Today, the Army through the local military authorities is managing 248 Pre-Primary Schools, 137 Secondary & Senior Secondary Schools as well as 12 Professional Colleges. Nearly 2.6 lakh students are taking benefits of this endeavour of the Army. 2. Priorities for admission in Army Schools.
(a) Children of serving Army personnel (including DSC), children of Army Widows and
children of those TA personnel who have a min of 10 years embodied service.
(b) Children of Army Ex-servicemen, DSC personnel retired with Pension from DSC.

4. Scholarships for Students in AWES Professional Colleges. (a) AGIF Scholarship for Professional Colleges. AGI launched scholarship for Army
wards studying in Army Professional Colleges wef Academic Year 2011-12.Rs 40,000/Per
Annum for wards of serving/retired Officers, JCOs and other ranks (members of AGIF) who
are selected for undergoing professional courses at AWES Professional Institutes. Distribution
of 24% vacancies for the Scholarship is as under:-
(i) Wards of Officers - 6%
(ii) Wards of JCOs/OR - 10%
(iii) Girls of JCOs/OR - 8%
(b) DLF Raghvendra Scholarship. Scholarship were introduced wef Academic Year 2011-
12 in Army Institute of Management Kolkata, Army Institute of Technology and Army College
of Medical Science for two students each institute. Scholarship @ Rs 50,000 for MBA and
Rs 40,000 for undergraduates. Presently three scholarships for AIT and two each for AIMK &
ACMS are being given.
(c) TATA Scholarships. TATA Group of Industries instituted merit scholarships to students
standing 1st and 2
nd (@ Rs 25000/- and Rs 15000/- respectively) in Army Institute of
Technology, Army Institute of Management Kolkata, Army Institute of Management and
Technology Noida, Army Institute of Hotel Management &Catering Technology and Army
Institute of Law Mohali. Scholarships are not applicable for final year.
5. Scholarship for Wards of Serving Army Personnel.
(a) Education Scholarship Scheme for Army (ESSA). Scholarships are being awarded
to the wards of serving Army personnel studying in Govt/ Private recognised educational
institutions from IX to PG level of education provided the wards have not attained 25 years of
age before completion of the class. Based on Cut-off percentages of marks scholarships are
decided every year during Annual General Meeting of ESSA for all classes and categories of
personnel. Merit certificates are also awarded alongwith the scholarships. Rates of
scholarships revised from academic year 2010-11 per annum as under :-

7. Concession to Specially Abled Wards. No tuition fee is charged by any of CBSE Affiliated
schools and Army Public Schools as well from special/disabled children. Instructions were issued vide
AHQ letter No B/45751/AWES dt 25 Feb 04.CBSE has also issued similar instructions vide their letter
No Admn/I/14(34)/2001/1382-4631 dt 09 Aug 2001.
8. Last date for receipt of applications. 30 Nov ever year.
9. The concession to widows for selecting them as teachers in Army Public Schools are
as under.
(a) Maximum entry age for those who have no teaching experience is 45 years.
(b) Maximum age for those who have 5 years teaching experience within the past ten
years is 57 years to ensure 3 years residual service prior to retirement.
(c) May be appointed as a Term Based PRT for two years without B Ed. qualification and
written test. They must, however, acquire requisite qualification, appear in written test and
obtain a score card within two years. The same should be endorsed in their appointment
letters and agreements.
(d) They are awarded a bonus of 20 marks in addition to the marks obtained in
interview.
(e) They may be appointed as a part time or honorary teachers by the School
Management Committee (SMC)
10. Professional Colleges. Today Army has professional colleges dealing with higher education
in various fields. Emphasis is on holistic development of learner to include life skills, communication
skills, personality development, sports and games as well as – curricular activities to make them a
good human being and also effective & responsible members of the society for nation building.
11. Eligibility Conditions for Admission in Professional Colleges. The admission to the
Professional Colleges is open for the children of following category of army personnel:-
(a) Serving or retired army personnel in receipt of regular pension or SS officers who have served army for 10 years.
(b) Army personnel killed in action or those who died during their service or disabled in action in army.

(e) APS personnel who are on deputation and have put in more than 10 years of service in army or who have been directly recruited / commissioned in APS and have retired after completing their minimum service qualifying for pension;
(f) TA personnel who have completed 10 years of embodied service. Adopted wards of army personnel provided they have been adopted at least five years before admission.
(g) Dependent sons / daughters of widows of army personnel who were born of their mother‟s first marriage and their mother has later re-married a civilian.
(h) Step children of army personnel who were born out of the wedlock where at least one parent belonged to army.
Note: For the purpose of their admission the sons / daughters of serving/ Exsm are
considered dependent till their marriage or employment whichever is earlier. The wards of the Gallantry Award Winners will be given weightage in admissions. Such candidates are required to submit the necessary proof to that effect for being considered for the weight age.

Army Wives Welfare Association (AWWA) works for the welfare of the spouses, children and dependents of the Army personnel. The aim of the Army Wives Welfare Association is to support and enhance the official welfare efforts within the Indian Army, focusing especially on the welfare of families, children and widows of all ranks including retired personnel of the Army. ARMY WELFARE PLACEMENT ORGANISATION (AWPO)
1. Army Welfare Placement Organisation (AWPO) is a welfare organisation of the Indian Army,
established to help Veterans, Veer Naries, Wards of Veer Naries and dependents of serving/ retired
personnel in seeking avenues for suitable jobs in public and private sector. AWPO is a “NO- profit No
loss.” AWPO assist the business house/ industries and other such civil organisation, who are looking
for the suitable ex-army personnel & their dependents for fulfilling job recruitment in their organisation.
AWPO is registered as a society & has all India network.
2. Registration Procedure. All those desirous of registering with AWPO can do so by filling a
Registration Application Form and submitting the same along with appropriate registration fee and
documents as specified in subsequent paragraphs directly to HQ AWPO or any of the Placement
Nodes /Placement Centres (PNs/ PCs). Blank AWPO Registration Form can be downloaded from
AWPO Website or can be obtained from HQ AWPO or any of the nearest PNs/ PCs.
3. Eligibility Criteria. Following personnel are eligible for registering with AWPO:-
(a) Veterans.
(i) Retired Army personnel, who have retired from the Indian Army after completing the
age of superannuation.
(ii) Retiring Indian Army personnel, up to one year prior to their date of superannuation.
(iii) Personnel granted premature retirement other than those on disciplinary grounds.
(iv) Permanent low medical category persons being boarded out.
(v) Short Service commissioned officers and women officers released from the
army including those who are due to be released (up to one year prior to their date of
release).
(b) Veernari/ Wards (Widow / Widow’s Ward)
(i) Widows of Army Personnel.
(ii) One Ward of the widow of Army Personnel.
(c) Dependents (Serving/ Retired).
(i) Legitimate born child whether son or daughter of serving/ retired Army personnel

DEFENCE SERVICE CORPS (DSC)
1. DSC is Corps of regular Army under Army Rule 187 and its personnel are subject to Army
Act. Role of DSC is to ensure protection and security of military / civil establishment under MoD. DSC
has pan India presence and functions under DSC Directorate, GS Br IHQ of MoD (Army). Re-
orientation training is carried out at DSC Centre Kannur, Kerala. DSC Record and PAO (OR) are also

(DCO) Entrepreneurship Model.
Options
Driver - the veteran will himself drive the cab.
Operator - the veteran can manage a fleet of cabs under him by employing either veterans or civilian drivers.
Special Benefit - Inaugural offer for 5 % discount on Ola commission for 6 months. The operator does not need a commercial
license but the driver should have a commercial license and PSV badge.
This is the same model that is currently in vogue for other Non Sainik drivers (civillians) where the earnings are much higher owing to benefits based on performance .
DCO model is by far the most beneficial model for Sainiks.
The operator model would give an excellent opportunity to officers/JCOs /NCOs who do not want to drive themselves but are are willing to invest and manage the business.
The drivers have to be arranged by the veterans themselves.
Savings upto Rs 40,000/- and beyond through Ola tie ups with Manufacturers and financers.
Assistance in RTO work. Dedicated driver support for resolution of
any issues.

1. Eligibility – Ex-servicemen Should be an Ex-Serviceman and drawing pension/disability pension/family pension from
Controller of Defence Accounts including Indian Coast Guard personnel.
War Widows (Veer Naris) / NOK of Battle causalities.
Personnel disabled in Operations.
Recruits medically boarded out during training and in receipt of disability pension.
.Notes:
Ex-Servicemen not drawing pension are NOT eligible.
To take benefits of ECHS you CAN NOT be drawing benefits of any other Government Medical Scheme.
Monetary allowance for gallantry awards without pension is not an authority for membership.
Pre-1986 retirees need not deposit copy of PPO. Copy of Discharge Book / pension Book giving name of spouse and bankers certificate to be submitted with application.
Deduction of contribution by the CDA is no guarantee for grant of membership

Parents of deceased soldier can be eligible, subject to meeting dependency criteria.
If both husband and wife are Defence Personnel, parents of both members are eligible if both pay subscription, subject to meeting dependency criteria.
Financial limit criteria will be applicable to all dependents except spouse.
Notes (Dependents):
Widow after remarriage in receipt of family pension is eligible for ECHS membership along with her children from first marriage. However, her present Husband and children born later are not entitled.
Grand Parents are not entitled.
Children of widowed/separated daughters of primary beneficiary up to the age of becoming a major (up to 18 years of age) are entitled. Part-II Orders endorsement by service Headquarters/respective Records for marriage/children born after retirement along with birth certificate is essential.

ADVISORY FOR VETERANS 1. Pension Payment Order (PPO). You have your original PPO and other Corr PPO. These PPOs should have the following details.
(a) Personal Details. Army Number, Rank, Name, Qualifying Service, Date of
Birth(DOB), Next of Kin‟s (NOK‟s) name, NOKs DOB.
(b) Trade – For Religious Teachers, Lab Assistant in AMC, Dresser in RVC, MT Drivers,
Sowar, Horse cart Rider in Armored Corps, Cook Hospital in AMC, Upholster in EME, Farrier
in AMC & Cook Special discharged on or after 10.10.1997.
(c) Unique ID. Unique 15 digit pensioner id on top right corner.
2. Joint Account.You have a joint pension account with your spouse / nomination in case of
death of either of the spouse.
3.. Defence Service/ Pension Account. Please ensure that your pension account is converted
into defence pension account so that you get the added benefits of Personal Accident Insuranc, Loan
etc being given by banks.
4. Life Time Arrears & Will. You have made nomination for Life Time Arrears with your Record
Office and have executed a will.
5. OROP. You are in receipt of OROP wef 01 Jul 2014 vide PCDA Allahabad circular No 555
dated 04 Feb 2016.
6. 7 CPC Pension. Your basic pension of December 2015 x 2.57 is your new pension from
January 2016. The new scale has to be implemented by banks by December 2016as per PCDA
Allahabad Circular No 570
7. Restoration of Commuted Pension.Your PDA has restored commuted portion of pension
after 15 years.
8. Aadhar Card. You have made an AADHAR card. You have linked your Aadhar Card with
your pension account and submit your Life Certificate on line in Nov each year.
9. Additional Pension. You are in receipt of additional pension if you have completed 80 years
or above age.
10. Maturity Benefits of AGIF You have claimed your maturity benefits of extended Army Group
Insurance (AGIF) insurance after attaining 80 years of age / after 30 years of retirement (for those
who joined after 2013).
11. Registration on Indian Army Portal. You have registered on Indian Army Portal and have
obtained log in User ID & Password. Approach your nearest Station Head Quartets.

ADVISORY FOR SPOUSE/ NEXT OF KIN
1. Death. If death is due to any accident or unnatural causes, report to the nearest police
station. It is also advisable to get the autopsy done to establish proper cause of death. 2. Medical Certificate. Obtain two ink signed copies of the medical certificate specifying the
cause of death from the hospital or an authorized medical practitioner.
3. Death Certificate. Apply for issue of death certificate within 15 days of the death of the
pensioner / deceased. The family must obtain around 20-30 ink signed & equal number of photo
copies duly attested by a class one officer for necessary documentation.
4. Write to the Pension Disbursing Authority (PDA)/ Bank. Inform pension paying bank
intimating them of the demise of the pensioner, asking them to discontinue the pension of the
pensioner and commence payment of the family pension of the spouse / NoK / Heir, enclose an ink
signed death certificate and copy of the original PPO with joint photograph of the pensioner and
spouse / NOK duly stating the PPO and Pension Account Numbers.Keep a joint bank account with
spouse/ NOK. Also make nomination for life time arrears at bank.
5. Apply to MP5 B/ Record Office/ PAO (OR). Apply to process the case of family pension
stating the demise of the pensioner duly enclosing an ink signed copy of death certificate.
6. Inform AGIF. Write to Army Group Insurance Fund (AGIF) to draw payment on extended life
insurance if eligible. A sample application is attached as Annexure II.
7. Claim Insurance from Bank. Approach bankers (where pensioner had Defence Salary
Package/ DSP Account) for claim of insurance (Account must be DSP Account for claim of insurance,
if not kindly get it converted. If there are other insurance policies on the name of the deceased soldier
then do write to the insurance companies to pay the due amount. Also close Fixed Deposits.
8. Closing/ transfer the closing balance. Write to all banks wherein the pensioner has his
accounts to transfer the closing balances to the spouse / NOK providing them with the bankers
address and account number.
9. Identity/CSD/ECHS/CSD. Return the deceased pensioners identity card to the nearest
station HQ / ZSB for further disposal and apply for new identity card to ZSB. Also deposit CSD/ ECHS
card to the nearest Station Head Quarters and apply for your cards. All the cards must be
submitted with an application and don’t forget to take a receipt to stop any misuse.
10. Transfer of Vehicle/ Arms/ Property. Write to agencies for transfer of movable/ non-
movable properties to NOK.
11. Inform Income Tax Department/ other departments. Write to Income Tax authorities to
intimate death of the pensioner to close his Income Tax file and consequently open an Income Tax
file in the name of the spouse/NOK quoting the PAN number of both the deceased pensioner and the
spouse. Also write to the Municipal Authorities to Close Property case file of the deceased person
and open it in the name of the spouse / NOK.
12. Succession Certificate/ Probate of Will.. Approach the District Courts for Probate of the
WILL, if it is in possession; otherwise obtain a Succession Certificate from the District Judge.

GUIDELINES FOR GRANT OF FINANCIAL ASSISTANCE: R&W SECTION /DIAV
MOBILITY EQUIPMENT FOR DISABLED SOLDIERS & EXSM (BC/PC) 1. Modified Auto Scooter/ Modification of Car/ Wheel Chair:
(a) Applicable to :-
(i) Soldiers/ Exsm who have been disabled in service.The individual should be an amputee of either limb, paraplegic or requires support for walking, which should be clearly spelt out by the Army Medical authority.
(ii) Quadriplegic cases are not eligible for this assistance
(iii) The Mobility equipment will be presented to the individual in the Exsm Rallies.
(b) The following documents should be attached with the application form :-
(i) Disability Certificate & Latest medical documents.
(ii) Copy of Part II order showing nature of duty in which disabled.
(iii) Quotation of mobility equipment.
(iv) Assistance so far received from all sources.
2. Wheel Chair Second Issue after 07 years of First Issue. All individuals who were earlier given wheel chair by R&W Section will be given a second issue on completion of seven years of first issue (provided they have not received another wheel chair from any other source). The following documents should be attached with the application form :-
(a) Disability Certificate & Latest Medical Documents
(b) .Date of last issue & Quotation of Wheel Chair. 3. Motorised Wheel Chair (only for Quadriplegic Cases). Financial assistance for
motorised wheel chair will be provided to the soldiers for quadriplegic cases only. In case the individual has already been provided a wheel chair from MH Kirkee, PRC Kirkee and PRC Mohali or any other sources these cases will not be eligible for issue of a motorized wheel chair. The following documents should be attached with the application form:-
(a) Disability Certificate & Latest medical documents.
(b) Copy of Part II order showing nature of duty in which disabled.
(c) Quotation of motorized wheel chair.
(d) Assistance so far received from all sources. MODIFICATION OF BATHROOM FOR DISABLED SOLDIERS & EXSM (BC/PC) 4. The scheme is admissible for 100% disabled and wheel chair bound soldiers/ Exsm ( who were disabled during service). The following documents should be attached:-
(a) Site Plan in original. House registration papers where the modification of bathroom is required. The house should be in the name of the disabled soldier.

(b) Latest medical documents. (c) Copy of Part II order showing nature of duty in which disabled. (d) Assistance so far received from all sources. (e) It is mandatory for you to fill in the bank details as all future payments will be remitted electronically. Forward a photocopy of your blank cancel Bank Cheque leaf along with the application.
MARRIAGE OF DAUGHTER/ REMARRIAGE OF WIDOWS/ORPHANS SON’S MARRIAGE
5. The scheme is applicable to provide financial assistance for marriage of the daughters of
widows/ boarded out war disabled soldiers, remarriage of widows & orphan son‟s marriage. The
documents should be forwarded so as to reach the office minimum one month before the marriage is
to be held.
6. Documents for marriage of the daughters of widows/ boarded out war disabled
soldiers & remarriage of widows:
(a) Paste photograph of widow on the application form and get it attested.
(b) Wedding Card.
(c) Photocopy of family particulars/ discharge book/Service booklet (for NOK of
Officers) duly attested by Station HQ/Nearest Army Unit/ Zila Sainik Board.
(d) Application form be signed by Next of Kin and countersigned by Station HQ/Nearest

GUIDELINES FOR AWARD OF SCHOLARSHIPS UNDER EDUCATION SCHOLARSHIP SCHEME
FOR ARMY PERSONNEL (ESSA) FOR ACADEMIC YEAR
1. Reference AO 16/2016/AG and Army Welfare Education Society website

2. Education Scholarship Scheme for Army Personnel (ESSA) has been reviewed and important
aspects are enumerated in succeeding paras.
3. The eligibility conditions would be as under: -
(a) Wards of serving Army personnel and MNS who have not attained 25 years of age at
the time of completion of class/course from class IX to PG level of education studying in Govt
/ Recognized Private Educational Institutions.
(b) Wards of Retired Army Personnel, Territorial Army personnel (TA) and deceased
Army personnel are not eligible.

4. Method of Selection. Cut off percentages/grades for various classes and categories are
given below (Please check cut off marks for the academic session on
www.awesindia.com/Scholarships.aspx)
5. All children above cut off percentages of marks would be awarded scholarship.
6. The rates of scholarships Based on the level of education for all categories are as under: -
(a) Class IX to XII - Rs 1500/- per annum.
(b) Graduation - Rs 2500/- per annum
(c) Professional/PG courses - Rs 6000/- per annum.
7. Timeframe The applications should pertain to the declared results of the immediate
preceding academic year between 01 Oct of the preceding year and 30 Sep of the current year As
per AO 16/2016/AG the last date for receipt of applications at HQ AWES is 30 Nov 2017.
8. Submission of ESSA Applications. Serving Army Officers, JCOs and OR will submit
applications to Director ESSA, Army Welfare Education Society, AG‟s Branch, Integrated HQ of MoD

10. DSC Personnel. Eligible ESSA applications in respect of Defence Security Corps (DSC)
personnel will be accepted through their Record Office only.
11. Times of India Merit Scholarship. R&W Section, CW Directorate dealing with M/s Times of
India scholarship allots the vacancies for higher merit bracket to the wards of serving Army personnel
for professional courses ie Engineering, Medical, MBA, MCA, Mass Communication, Journalism,
Advertisement, Sales Management, Marketing through ESSA. No separate application is required
for award of above Scholarship.
12. Mode of Payment. The ESSA scholarship will be paid through NEFT / Multi City Cheques
drawn on the name of applicant of successful candidates.
13. Merit Certificate. Merit certificate will be given to all ESSA scholarship awardees by this
office.

GUIDELINES TO FILL UP AWWA APPLICATION FORM FOR EDUCATIONAL GRANT/ FINANCIAL GRANT
The Army Wives Welfare Association (AWWA) provides support in the following areas: 1. Education Grant: The following categories of students are supported by AWWA. (a) Children of all ladies widowed after the retirement of their husbands are eligible for educational scholarship grant for two children. (b) Scholarship will also apply to differently- abled children of ladies widowed after retirement of their husbands. (c) Scholarship for children of disabled soldiers invalided out of service on medical grounds and not drawing any pension.
(d) Technical education grant to the children of widows after retirement and disabled soldiers invalided out of service on medical grounds and not drawing any pension, pursuing technical/higher education.
(e) Any other deserving cases at the discretion of President AWWA. (f) Attach following documents: (i) Copy of the Widow/ Dependant Identity Card. (ii) An attested copy of the Discharge Certificate. (iii) Copy of PPO (iv) Copy of school/College identity card, previous year mark sheet and current academic year tuition fee deposit receipt must be attached to process the claim. (g) Children of all battle Casualties are provided Education scholarship by Govt. of India through CW-3, AGs Br, IHQ MoD, Army Nw Delhi-11 and all died in harness case are given education scholarship by R&W Sec, AGs Br, IHQ of MoD (Army), New Delhi-11. 2. Disaster Relief Support. The AWWA provides financial relief to ex-servicemen and their
widows, who have suffered heavy losses in any natural calamity. Applications along with documents supporting the facts of the plea and proof of identity can be forwarded to the AWWA office. President AWWA, on recommendation of the coordinating body , can sanction a one time grant at her description for such cases. Following documents are required : (a) Copy of the Widow/Dependent Identity Card. (b) An attested copy of the Discharge Certificate. (c) Ownership certificate of the damaged house. (d) Certificate by the competent authority regarding cause and extent of damage. (e) The estimated cost of the repair of the damaged house evaluated by the competent authority. 3. Penury Grant. President AWWA, on recommendations of the Coordinating Body, can sanction a one time grant at her discretion for cases, who are in economic distress and have not been provided financial relief from any other agency. (a) Copy of the Widows/ Dependant Identity Card.
