9) Water Quality Update

Stephanie Molloy, Natural Resources Manager, utilized the attached “Presentation (Staff / Added Attachment)” to provide an update, and responded to various questions. She also agreed to email a copy of the presentation to Committee Members, and research and present information regarding the following at the next Committee meeting: the cost to conduct water quality sampling, primarily for red tide, in Moorings Bay; and the feasibility and cost of installing aerators in Moorings Bay. No action was taken. Presentation (Staff / Added Attachment) 10) Storm Drain Marker Update

Stephanie Molloy, Natural Resources Manager: provided an update; responded to various questions; and agreed to confer with the Streets and Stormwater Department regarding the possibility of cleaning and painting storm drains prior to installation of drain markers. No action was taken.

Dear Resident and Neighbor:

This letter is our introduction to you of the Moorings Bay Citizen Advisory Committee (MBCAC). We are a City of Naples advisory body made up of citizens, appointed by City Council, who live on the Moorings Bay system. This system consists of the water from Seagate Drive in the north to Banyan Boulevard in the south, plus Doctors Pass and its approaches. Some of us are boaters, others not, but we all want to see a healthy Moorings Bay system.

We were formed in 1988 to provide advice to the City Council on matters relating to the Moorings Bay system. The enabling ordinances and resolutions provide that our advisory capacity focus on:

Maintenance dredging in the waterways including Doctors Pass Maintenance of aids to navigation Inspection of seawalls Surveillance of surface water pollution

In 1987, the Moorings Bay Special Taxing District (MBSTD) was established by referendum of city voters who lived directly on the waters of this system. The MBCAC technically gives advice to theMBSTD, whose Board of Directors is the Naples City Council. The MBCAC also has the responsibility to review all expenses chargeable to the MBSTD before being submitted for payment. Also, we are responsible for reviewing quarterly financial statements from the City and to recommend to the City Manager, within the normal budgeting process, a millage rate consistent with the projected work and estimated costs for the coming fiscal year.

The MBCAC meets quarterly on an as-needed basis in the City Council chambers. All meetings are open to the public and are televised.
