Employment SITUATION in INDIA

Open unemployment has remained stable (at just over 2 per cent per

annum) in India – only because open unemployment is only an option for

the relatively well-off – since the vast majority are too poor to survive

without working, even if it is only a few months in a year.

The 53.2 per cent of the rural workforce in 2013-14 got work for 12

months in the year, but 42.2 per cent of it worked only between 1-5

months;

The remainder worked even less than a month. In urban areas, 78.5 per

cent of the workforce worked for 12 months, while 16.3 per cent

obtained work only for 1-5 months; the remainder worked for less than

a month.

Employment STATUS in MP

1. On an average 17,615 jobs were generated every year in public,

private and cooperative sectors in the last 14 years (from 2014 to 2017).

2. The data showed 2,46,612 jobs were generated in the state

between 2004 and 2017. Of these, 2,27,386 jobs came from the

private sector.

3. The Economic Survey presented : The number of educated

unemployed stood at 11.24 lakh by the end of 2016. “The

government has admitted in the reply to the MLA’s query that

unemployment has gone up by 16.4 per cent.

4. In 2004, the number of unemployed (registered in state

government-run employment exchanges) was 20,29,939, which

went up to 23,78,559 by January 2018, Assembly reply.

Employment STATUS in MP

2015, 2016 and 2017 – jobs were given to 1,15,740 in MP. So, almost half the jobs offered in the past 14 years were generated in the last three years.

In the remaining 11 years, only 1,30,872 employment avenues were offered.

Govt claimed efforts to develop skills and promote entrepreneurship among youths. “training to 7.5 lakh youths a year and help them in setting up their own ventures.”

Akshay Hunka, chief of the Berojgar Sena. “There are 1.5 crore youths in the state and half of them are either unemployed or doing jobs that are not in accordance with their educational qualifications. “Like, several engineers are working as delivery boys.

The government’s decision to increase the age limit (for retirement of its staffers) would reduce job opportunities. “Almost 20,000 employees/officials get retired every year in the state,” said Hunka.

How can people now expect to bring better life for their kids through work in MP?

Wider skill Gap Potential: Unskilled labor against demand of Skill Set for MP, Wider skill Gap Available Skill Mismatch a BE driving taxi.

How are people learning new things? Whose job is it to teach people?

Employability of the Youth & Role & Responsibility of the Capacity Builder/ Institution

Quality of education & dovetailing with skill demanded is a poor fit.

Missing link/ Mechanism between employer & Institution/ Provider and vacuum of external facilitation among them.

Tourism and Hospitality:

The state ranks fifth in the number of domestic tourist arrivals in India. Tourism has consistently contributed to more than 16% of the NSDP for the past 5 years. The state has 31% of its area with forest cover. It has 9 National parks and 25 Wildlife Sanctuaries. Tourism spots like Khajuraho, Bhimbaitka and Sanchi have been recognized as world heritage centers.

Issues Before MP on Training STRATEGY

DEVELOPMENT

India as a whole peaked manufacturing jobs at around 17-20%

& MP is poorer- so we are not manufacturing hub of the world

like china. Where will next jobs come from? Role of service

sector in creating more jobs – Tourism, Hospitals, Energy?

What kind of skills are we talking about-- Hard skills or soft

skills or both?

Do we know how to teach soft skills -- again think about

tourism and service industry.

When we talk of Minimum Government and Maximum Governance

Then we shall think of Employment to Entrepreneurship. We are struggling with Numbers & Eye Wash.

Where are we as manufacturing Hub? Even worse than Bangladesh & Vietnam in garment Industry.

Focus in research is on Research Papers than patents in Researchers/ Innovators at Universities. (Refer IIDM Study on IPR for MoCF). What are our plans to shift this paradigm.

Indians are heading organizations being top most in innovation but are we able to project Indian Product most sought after in the world. What are our efforts.?

Say on Solar Energy on Storage Front where are we? Cost Size Residual Longibity. Solar Efficiency is only 18% How can we bring to 30%. (Refer MNRE Study). Working on thin films. Time
