Two-stage enhanced pedestrian crossing at Main Ave

~80 seconds - estimated travel time from north side of Main Ave to south side via Arcadia roundabout
Facilitate northbound left-turn onto CH 21 from Duluth through a right turn and "u-turn" at Arcadia roundabout
